		<section id="HBBF8823B4A53470C996F27122FC229B5" section-type="section-one"><enum>1.</enum><header>Short title</header><text display-inline="no-display-inline">This Act may be cited as the
			 <quote><short-title>GothamCorps Authorization Act of
			 2007</short-title></quote>.</text>
		</section><section id="HA56578E1F9A440BEB4A630F70095FEA1"><enum>2.</enum><header>GothamCorps</header>
			<subsection id="H3E1068C6D496438A97A9F49617E89E5E"><enum>(a)</enum><header>Program
			 established</header><text display-inline="yes-display-inline">From amounts made
			 available in the National Service Trust to carry out this section, the
			 Corporation for National and Community Service shall carry out a program, to be
			 known as the GothamCorps program, under which the Corporation makes grants to
			 units of local government for use by the unit of local government to carry out
			 volunteer projects.</text>
			</subsection><subsection id="H105AC48F382A46C6BD3B00494FC8A703"><enum>(b)</enum><header>Selection
			 criteria and volunteer benefits</header><text>The program shall use the same
			 selection criteria and provide the same volunteer benefits as under the
			 AmeriCorps State and National program.</text>
			</subsection><subsection id="HB3D2831325064CD7A750A6BC32764EF"><enum>(c)</enum><header>Funding</header><text>There
			 are authorized to be appropriated to the National Service Trust to carry out
			 this section $260,000,000 for each fiscal year.</text>
			</subsection><subsection id="H7F3E6AA20163439900C8DCB97C9B5B65"><enum>(d)</enum><header>Allocation of
			 grants</header><text>For each fiscal year, amounts under the program shall be
			 allocated as follows:</text>
				<paragraph id="H701E248330114CDF8FBEE5F68432CC00"><enum>(1)</enum><text>The first
			 $150,000,000 shall be divided equally into six grants, to be made on a
			 competitive basis to units of local government with populations of more than
			 100,000.</text>
				</paragraph><paragraph id="H41017A5CC74C4B22BEE679D1A1F60074"><enum>(2)</enum><text>The remaining
			 amounts shall be divided into other grants as the Corporation considers
			 appropriate, to be made on a competitive basis to units of local government
			 with populations of not more than 100,000.</text>
				</paragraph></subsection><subsection id="H157A07F481CD48388B24E7DE003DC134"><enum>(e)</enum><header>Local
			 funding</header><text>A unit of local government shall provide to each
			 participant in the volunteer project, in addition to the benefit provided to
			 the participant from grant funds, an amount equal to the cost of one year’s
			 tuition at a local public college. Amounts so provided may be derived from the
			 unit of local government itself or from third-party funds.</text>
			</subsection><subsection id="HA2C472F6AF4F476C00CA61CA09E7C80"><enum>(f)</enum><header>Focus</header><text>A
			 unit of local government shall designate an issue of primary focus for the
			 volunteer project and shall dedicate the efforts of the project to addressing
			 that issue.</text>
			</subsection><subsection id="H8211951612924E06AFAD8E345970DB31"><enum>(g)</enum><header>Non-displacement</header><text>A
			 unit of local government shall ensure that the participants in the project do
			 not perform jobs that would otherwise be performed by full-time
			 employees.</text>
			</subsection><subsection id="H8F6B48258E364A2FA06E416E2ECDCB87"><enum>(h)</enum><header>Administration</header><text>A
			 unit of local government may use one or more outside persons or entities to
			 administer the volunteer project. In such a case, the unit of local government
			 shall designate a single person to serve as the head of administration.</text>
			</subsection><subsection id="H37D239698880487FB55E627E32CCD37E"><enum>(i)</enum><header>Administrative
			 costs</header><text>The grant amounts provided under the program shall include
			 amounts to provide benefits to participants and amounts for the administration
			 of the volunteer project.</text>
			</subsection><subsection id="H2268699A580C428AB13DC1DE4D06F2D"><enum>(j)</enum><header>Accountability</header><text>A
			 unit of local government shall institute explicit, measurable goals for
			 assessing whether the volunteer project is successful.</text>
			</subsection><subsection id="HBDE4A2E726544180A0A3954F2BE6ED3"><enum>(k)</enum><header>Scholarship
			 limitation</header><text display-inline="yes-display-inline">Scholarships to
			 institutions of higher education to which the unit of local government does not
			 contribute funds shall not exceed 50 percent of the scholarship funds disbursed
			 in a given year.</text>
