		<official-title>To require the Secretary of the Treasury to conduct a
		  study on the feasibility of authorizing the Department of the Treasury to
		  create and issue annuity products, and for other purposes.</official-title>

		<section id="H648E98096F81408C8DC4C919004F9ED8" section-type="section-one"><enum>1.</enum><header>Short title</header><text display-inline="no-display-inline">This Act may be cited as the
			 <quote><short-title>Treasury Annuity Study Act of
			 2007</short-title></quote>.</text>
		</section><section id="H5FBF9B44C0374CDEA10070F1BAB9B4C9"><enum>2.</enum><header>Annuity
			 study</header>
			<subsection id="H641ABFEFA9B44F92AC0992599ED74936"><enum>(a)</enum><header>Findings</header><text>The
			 Congress finds as follows:</text>
				<paragraph id="H353E744DCE394365B4C0F076CF9C729C"><enum>(1)</enum><text display-inline="yes-display-inline">The personal savings rate in the United
			 States is at historic lows.</text>
				</paragraph><paragraph id="H70A5CE48518C4579BF82B64B74AA67AA"><enum>(2)</enum><text>It is in the
			 national interest to decrease reliance on foreign purchasers of debt.</text>
				</paragraph><paragraph id="HDD6DCE638AB344D5B1BA9BB1006699B4"><enum>(3)</enum><text>There is a lack of
			 transparency among annuity products currently available on the market.</text>
				</paragraph><paragraph id="H23FF58ADAE0347B785DBFE0090EBA6B1"><enum>(4)</enum><text>Annuity savings
			 products are underutilized by Americans as a means of saving for
			 retirement.</text>
				</paragraph></subsection><subsection id="H658A040C75ED4A3BA7C4DCEED1BDB639"><enum>(b)</enum><header>Study
			 required</header><text display-inline="yes-display-inline">The Secretary of the
			 Treasury shall conduct a study on the feasibility of authorizing or requiring
			 the Department of the Treasury to create annuity products and sell them to
			 United States citizens.</text>
			</subsection><subsection id="H38EDF3D9AF904EC3BC00F424309732E5"><enum>(c)</enum><header>Factors and
			 criteria</header><text display-inline="yes-display-inline">Annuity products
			 considered by the study conducted under subsection (b) shall adhere to the
			 following guidelines:</text>
				<paragraph id="H63ADF543595947A400AB13A746E165D3"><enum>(1)</enum><text display-inline="yes-display-inline">Such products shall not pre-empt private
			 market products but rather shall serve as an industry benchmark, with a goal of
			 enhancing private markets.</text>
				</paragraph><paragraph id="H069ECC605C0946A1007E399BF76FD2BF"><enum>(2)</enum><text>The products shall
			 be backed by the full faith and credit of the United States government and
			 offer purchasers the security of such backing.</text>
				</paragraph><paragraph id="HEE93939702184AD0BA1C849E8262BF6C"><enum>(3)</enum><text>The products shall
			 be maximally transparent with a goal of disclosing to prospective purchasers
			 enough information to make sound financial decisions.</text>
				</paragraph><paragraph id="HEDF43D1F6B5F4AD1B95BD4D700241B8B"><enum>(4)</enum><text>The products shall
			 be actuarially sound, with innovative features comparable to other annuity
			 products on the market.</text>
				</paragraph></subsection><subsection id="HA5656954C2FF42DA9702B0E9C3C27EEF"><enum>(d)</enum><header>Other relevant
			 issues</header><text display-inline="yes-display-inline">The study conducted
			 under subsection (b) shall examine any questions the Secretary considers
			 relevant to the topic and guidelines, including all relevant measures of market
			 feasibility.</text>
			</subsection><subsection id="H65638CD30C78454E8DAF692E45F62917"><enum>(e)</enum><header>Report</header><text>The
			 Secretary of the Treasury shall submit a report to the Congress before the end
			 of the 1-year period beginning on the date of the enactment of this Act
			 containing the findings and conclusions of the study conducted under subsection
			 (b), together with such recommendations for legislative or administrative
			 action as the Secretary may determine to be appropriate.</text>
