		  Education makes grants to establish and support the 10th Congressional District
		  of Illinois School Conservation Corps.</official-title>

		<section display-inline="no-display-inline" id="H5F6C3CB1B4FB492C90918207355DB2BF" section-type="section-one"><enum>1.</enum><header>Short title</header><text display-inline="no-display-inline">This Act may be cited as the
			 <quote><short-title>10th Congressional District of
			 Illinois School Conservation Corps Act</short-title></quote>.</text>
		</section><section id="HE1BBA5185C2C4F3595B59F72AD883E68"><enum>2.</enum><header>School
			 Conservation Corps pilot program</header>
			<subsection id="HADD4037E846547B89186E6B8B0CAB7CF"><enum>(a)</enum><header>Establishment</header><text>From
			 amounts made available to carry out this section, the Secretary of Education
			 shall carry out a pilot program under which the Secretary makes grants to
			 chapters to establish and support a school conservation corps.</text>
			</subsection><subsection id="HA4A7E43D3FBA4BA59EB5DF56AD261EA3"><enum>(b)</enum><header>Scope</header><text>The
			 pilot program shall be carried out in the 10th congressional district of
			 Illinois.</text>
			</subsection><subsection id="HAEDDAF96C2E54882B0D7C85C2874A19E"><enum>(c)</enum><header>Chapters</header><text>In
			 this section, the term <term>chapter</term> means a group, at a public high
			 school, consisting of at least 10 students of that high school and at least one
			 advisor age 21 or older.</text>
			</subsection><subsection id="HD670824215F64BC2903EDEB6AF13D81"><enum>(d)</enum><header>Amount of
			 grants</header>
				<paragraph id="HAAFB46374A594BB7A027E59C162F0741"><enum>(1)</enum><header>In
			 general</header><text>Each grant under this section—</text>
					<subparagraph id="HDEDB32C8D388465EAFDBB51310E3F22C"><enum>(A)</enum><text>shall include a
			 base amount of $1,000; and</text>
					</subparagraph><subparagraph id="H96832FEC1E2A4ED7AAE595EA596B009C"><enum>(B)</enum><text>may, at the
			 discretion of the Secretary, include an additional amount of up to $5,000,
			 subject to paragraph (2).</text>
					</subparagraph></paragraph><paragraph id="H581EB01F74984F458B796B6B55CA866F"><enum>(2)</enum><header>Matching
			 requirement for additional amounts</header><text>An additional amount under
			 paragraph (1)(B) may be included only to the following extent:</text>
					<subparagraph id="HFA788F1647A64FC38F0000AE546000A4"><enum>(A)</enum><header>In
			 general</header><text>The chapter matches each $1 of the additional amount with
			 $1 from non-Federal sources raised by the chapter.</text>
					</subparagraph><subparagraph id="H1094B6D3CCFF41DF855EBE9FC3E68409"><enum>(B)</enum><header>Partnerships</header><text>The
			 chapter matches each $1.03 of the additional amount with $1 from non-Federal
			 sources raised by the chapter for an activity sponsored in collaboration with
			 one or more of the following entities:</text>
						<clause id="HD9A556B6EE4A491983F32BFE1015EF16"><enum>(i)</enum><text display-inline="yes-display-inline">Illinois Open Lands.</text>
						</clause><clause id="H8B089A8DD6BF40E08BC2D98950D0AABF"><enum>(ii)</enum><text>Illinois Audubon
			 Society.</text>
						</clause><clause id="H95EA84010A664892B8F5900017F4F200"><enum>(iii)</enum><text>Ducks
			 Unlimited.</text>
						</clause><clause id="H07032DF5BA96424FA1FF1F794382F363"><enum>(iv)</enum><text>Environmental
			 Defense.</text>
						</clause></subparagraph></paragraph></subsection><subsection id="H2F15A19BBC1F402F92B04837F7B41E67"><enum>(e)</enum><header>Use of grant
			 amounts</header>
				<paragraph id="H05F5CFB1EBBD479295112B3861ABEA00"><enum>(1)</enum><header>In
			 general</header><text>Amounts granted under this section shall be used to
			 sponsor activities to improve environmental protection in the region in which
			 the pilot program is being carried out.</text>
				</paragraph><paragraph id="H26EE8FB63B444EBDB81953F989BDD1AC"><enum>(2)</enum><header>10th
			 congressional district of Illinois</header><text>With respect to the
			 congressional district specified in subsection (b), the activities sponsored
			 shall include, in order of priority, the following:</text>
					<subparagraph id="H82FA4CB2A52A4DF4BEB764C5F6134F70"><enum>(A)</enum><text display-inline="yes-display-inline">Providing volunteers for cleaning up the
			 Lake Michigan watershed.</text>
					</subparagraph><subparagraph id="H3C6300CDD6854190A2274F9ECD72E4E6"><enum>(B)</enum><text>Finding ways for
			 schools and families to reduce their greenhouse gas emissions.</text>
					</subparagraph><subparagraph id="HD1594704E1F34ACB8998FACB3D9CDC25"><enum>(C)</enum><text>Establishing
			 recycling programs for student and school waste.</text>
					</subparagraph><subparagraph id="H0355C7BD7EDC4A22ABA136C24E2363EC"><enum>(D)</enum><text>Becoming
			 volunteers to assist in the cleanup of Waukegan Harbor.</text>
					</subparagraph><subparagraph id="HB0973D17CD68474FAC71142488276145"><enum>(E)</enum><text>Leading seminars
			 for local leaders and the public on the dangers of mercury pollution.</text>
					</subparagraph><subparagraph id="HF1BA867ECC2A43248EF1C300F510A76D"><enum>(F)</enum><text>Meeting with local
			 mayors and village councils to encourage their reduction of greenhouse gases
			 and encourage recycling.</text>
					</subparagraph><subparagraph id="H01D4C9F2BF0F462EAD209D00E300D545"><enum>(G)</enum><text>Forming groups to
			 ask large companies to provide financial tax incentives to lower greenhouse gas
			 emissions.</text>
					</subparagraph></paragraph></subsection><subsection id="H7F68BDF19AA3435FAAAB9BC2661F6021"><enum>(f)</enum><header>Duration</header><text>The
			 pilot program shall be carried out in fiscal years 2008 and 2009.</text>
			</subsection><subsection id="H72689C4542EB4510B3FC03C593A299F7"><enum>(g)</enum><header>Evaluation</header>
				<paragraph id="HF3FCF9F064EA4326B1B44F4417E5F4F"><enum>(1)</enum><header>In
			 general</header><text display-inline="yes-display-inline">After the period of
			 the pilot program, the Secretary shall evaluate the success of the pilot
			 program. In carrying out the evaluation, the Secretary shall determine whether
			 the pilot program met the following goals:</text>
					<subparagraph id="H33534548756547E4B79686D0EE2DFB"><enum>(A)</enum><text>Achieving 29 percent
			 of the activities specified in subsection (e)(2).</text>
					</subparagraph><subparagraph id="H0DA55AF1CCCF4BBCB726452066F751D7"><enum>(B)</enum><text>Involving 21
			 percent of all public high school students in the congressional district
			 specified in subsection (b) with the program.</text>
					</subparagraph></paragraph><paragraph id="H38100C5F37474E4CA29FF8ECF50035C"><enum>(2)</enum><header>Report and
			 recommendations</header><text display-inline="yes-display-inline">Upon
			 completing the evaluation, the Secretary shall submit to Congress a report on
			 the evaluation. The report shall include the Secretary’s recommendations as to
			 whether—</text>
					<subparagraph id="H6B4EA240045E414E945B9DBD8F5BA654"><enum>(A)</enum><text display-inline="yes-display-inline">to expand the program to other
			 congressional districts;</text>
					</subparagraph><subparagraph id="HE1014E416D17417C8F9851A853A93F1B"><enum>(B)</enum><text>to change the
			 current goals; or</text>
					</subparagraph><subparagraph id="H0DF7A7D51F964B2B8C7F2EE5B0B7624"><enum>(C)</enum><text>to allow the
			 program to continue unchanged.</text>
					</subparagraph></paragraph></subsection><subsection id="HD98E9CC2655F4BD18C15C84EA1983350"><enum>(h)</enum><header>Funding</header><text>From
			 amounts appropriated to the Environmental Protection Agency, the Administrator
			 of the Environmental Protection Agency shall transfer to the Secretary such
			 sums as may be necessary to carry out the pilot program.</text>
