			 therapeutic readjustment programs for veterans</header>
			<subsection id="H3B7AF686AD1F413E8B60E597A926D507"><enum>(a)</enum><header>Grant
			 program</header><text display-inline="yes-display-inline">Subchapter II of
			 chapter
			 5 of title 38, United States Code, is amended by inserting
			 after section 521 the following new section:</text>
				<quoted-block id="H417469A00C7846CD9D6400D72DB75625" style="USC">
					<section id="H854EAA10719F4E4E9B34D2B3FE28AAA5"><enum>521A.</enum><header>Assistance to
				therapeutic readjustment programs</header>
						<subsection id="H41760B7D47D440CF9C0055C982007E51"><enum>(a)</enum><header>Grant
				Program</header><text>The Secretary of Veterans Affairs may make grants to
				qualified entities described in subsection (b) to conduct workshop programs
				that have been shown to assist in the therapeutic readjustment and
				rehabilitation of participants to assist in the therapeutic readjustment of
				covered veterans.</text>
						</subsection><subsection id="HA5B4F855F91B414EBD536F97FF25A5DC"><enum>(b)</enum><header>Qualified
				entities</header><text>In order to qualify for grant assistance under
				subsection (a), a private nonprofit entity must have, as determined by the
				Secretary, experience and expertise in offering programs to assist in the
				therapeutic readjustment of participants and that such programs will likely
				assist covered veterans.</text>
						</subsection><subsection id="H24BD9CB62EF74EA2BA21634399F75E3E"><enum>(c)</enum><header>Amount of Grant;
				Use of Funds</header><text>A grant under this section shall not exceed $100,000
				for any calendar year and shall be used by the recipient exclusively for the
				benefit of covered veterans.</text>
						</subsection><subsection id="H37D28EE5BB8A4A1CBDF6B3EEE753DAA2"><enum>(d)</enum><header>Application</header><text>An
				application for a grant under this section shall include details regarding the
				extent and nature of the proposed program, the therapeutic readjustment and
				rehabilitation benefits expected to be achieved by participants, and any other
				information the Secretary determines may be necessary to assist the Secretary
				in ensuring that covered veterans receive therapeutic readjustment and
				rehabilitation benefits.</text>
						</subsection><subsection id="H12CC9525C65B430DB32DA45DF7F513FE"><enum>(e)</enum><header>Covered
				veterans</header><text display-inline="yes-display-inline">For the purposes of
				this subsection, a <quote>covered veteran</quote> is a veteran who served on
				active duty in a theater of combat operations (as determined by the Secretary
				in consultation with the Secretary of Defense) during a period of war after the
				Persian Gulf War, or in combat against a hostile force during a period of
				hostilities (as defined in section 1712A(a)(2)(B) of this title) after November
				11, 1998, and who is discharged or released from active military, naval, or air
				service on or after September 11, 2001.</text>
						</subsection><subsection id="HA2BC91FE00A840E68F842B0089715755"><enum>(f)</enum><header>Reports</header><text>Not
				later than 60 days after the last day of a fiscal year, the Secretary shall
				submit to the Committees on Veterans’ Affairs of the Senate and House of
				Representatives a report detailing the number and amount of grants made under
				this section during the previous fiscal year, the total number of covered
				veterans participating in workshop programs funded by such grants, a
				description of the programs, and the therapeutic benefits to covered veterans
				of participation in the various programs funded.</text>
						</subsection><subsection id="HC18BBBC786B14B608C701F09EF5B7D91"><enum>(g)</enum><header>Authorization of
				Appropriations</header><text>There is authorized to be appropriated for each of
				fiscal years 2008 through 2011 $2,000,000 to carry out this section.</text>
						</subsection><subsection id="H77526572EADB4A97A902ABDF4B00198E"><enum>(h)</enum><header>Termination</header><text>The
				authority of the Secretary to make a grant under subsection (a) shall terminate
				on September 30,
				2011.</text>
						</subsection></section><after-quoted-block>.</after-quoted-block></quoted-block>
			</subsection><subsection id="H911EE1D177244D649C418B801357C598"><enum>(b)</enum><header>Clerical
			 amendment</header><text display-inline="yes-display-inline">The table of

			 grants for rural veterans service organizations</header>
			<subsection id="HC1E65E1F667C4792A1E93407001357FF"><enum>(a)</enum><header>Grant
			 Program</header><text>Subchapter I of
			 <external-xref legal-doc="usc-chapter" parsable-cite="usc-chapter/38/17">chapter 17</external-xref> of title 38,
			 United States Code, is amended by adding at the end the following new
			 section:</text>
				<quoted-block display-inline="no-display-inline" id="H3A15668673EA4893942C5B10735900D5" style="USC">
					<section id="HB65C80E031CB418B9CCC62DB8CA3E4B0"><enum>1709.</enum><header>Grants for
				provision of transportation to Department medical facilities for veterans in
				remote rural areas</header>
						<subsection id="H2178B89EC1B546C7BAFE2200851478CB"><enum>(a)</enum><header>Grants
				Authorized</header><paragraph commented="no" display-inline="yes-display-inline" id="HD05EE47484C84D84A3973200C417DDDD"><enum>(1)</enum><text>The Secretary shall
				establish a grant program to provide innovative transportation options to
				veterans in remote rural areas.</text>
							</paragraph><paragraph id="HE2450B4425494480B31D88F85808B37E" indent="up1"><enum>(2)</enum><text>Grants awarded under this section may
				be used by State veterans’ service agencies, veterans service organizations,
				and private nonprofit entities to assist veterans in remote rural areas to
				travel to Department medical facilities.</text>
							</paragraph><paragraph id="H87B1DA3A3B88462EBF79156656495960" indent="up1"><enum>(3)</enum><text>The amount of a grant under this
				section may not exceed $50,000.</text>
							</paragraph><paragraph id="HCD8CAFA6AE2A49B6AFC28B84A2654B45" indent="up1"><enum>(4)</enum><text>The recipient of a grant under this
				section shall not be required to provide matching funds as a condition for
				receiving such grant.</text>
							</paragraph></subsection><subsection id="H70812097F97D421C90B3A927AFA96BB6"><enum>(b)</enum><header>Regulations</header><text>The
				Secretary shall prescribe regulations for—</text>
							<paragraph id="H5056C0FDDF294816AA9FDBBCB1078C6C"><enum>(1)</enum><text>evaluating grant
				applications under this section; and</text>
							</paragraph><paragraph id="H1B094D5177CA4B93A1196F4800711687"><enum>(2)</enum><text>otherwise
				administering the program established by this section.</text>
							</paragraph></subsection><subsection id="H1D787383C565421684EFDF97583C0739"><enum>(c)</enum><header>Authorization of
				Appropriations</header><text>There is authorized to be appropriated $3,000,000
				for each of fiscal years 2008 through 2012 to carry out this
				section.</text>

			</subsection><subsection id="HD5E608FF5DD14F22BAFC3626F737D92F"><enum>(b)</enum><header>Clerical
			 Amendment</header><text>The table of sections at the beginning of such chapter

			 copayments</header><text>Section 1710(f)(2)(B) is amended by striking
			 <quote>2007</quote> and inserting <quote>2009</quote>.</text>
			</subsection><subsection id="H8AD5786D9CCD4F8C90DD1BC84800354C"><enum>(b)</enum><header>Medical care
			 cost recovery</header><text>Section 1729(a)(2)(E) is amended by striking
			 <quote>2007</quote> and inserting <quote>2009</quote>.</text>
			</subsection></section><section id="HFFFB226D0BB54DC6B3F04554B3147E7F"><enum>6.</enum><header>Readjustment and
			 mental health services for covered veterans</header>
			<subsection id="HDBF9D36A1F5D4365952D8E9750654C80"><enum>(a)</enum><header>Provision of
			 Readjustment Counseling and Mental Health Services</header><text>Subchapter II
			 of <external-xref legal-doc="usc-chapter" parsable-cite="usc-chapter/38/17">chapter 17</external-xref> of title 38,
			 United States Code, is amended by inserting after section 1712B the following
			 new section:</text>
				<quoted-block display-inline="no-display-inline" id="HDF0A31DD4E564A2A861B69C6A00509F" style="USC">
					<section display-inline="no-display-inline" id="H6AC9834B381B4778A4AC9FB985ECE652"><enum>1712C.</enum><header>Provision of
				readjustment counseling and mental health services for covered
				veterans</header>
						<subsection display-inline="no-display-inline" id="H68D086E0B2AD4C3380F6894E70E7FCD7"><enum>(a)</enum><header>Program
				required</header><text>The Secretary shall carry out a program to provide peer
				outreach services, peer support services, and readjustment and mental health
				services to covered veterans.</text>
						</subsection><subsection id="H3387627B90AF4BC3A45385A82B1FAE41"><enum>(b)</enum><header>Contracts with
				community mental health centers</header><text>In carrying out the program
				required by subsection (a), the Secretary shall contract with community mental
				health centers and other qualified entities to provide the services referred to
				in that paragraph in areas the Secretary determines are not adequately served
				by health care facilities of the Department. Such contracts shall require each
				community health center or other entity—</text>
							<paragraph id="H85E4C9D50E2A48018CFFAF5BDE42C649" indent="up1"><enum>(1)</enum><text>to the extent practicable, to employ
				covered veterans trained under subsection (c);</text>
							</paragraph><paragraph id="HB7642675082A4D07BF8C647D66843474" indent="up1"><enum>(2)</enum><text>to the extent practicable, to use
				telehealth services for the provision of such services;</text>
							</paragraph><paragraph id="HE1550D07543340DD93343E65E246D725" indent="up1"><enum>(3)</enum><text>to participate in the training
				program under subsection (d);</text>
							</paragraph><paragraph id="H365B189B18604C5C84350243A4D4373E" indent="up1"><enum>(4)</enum><text>to comply with applicable protocols
				of the Department before incurring any liability on behalf of the Department
				for the provision of such the services;</text>
							</paragraph><paragraph id="H8281A540C93642D9952B08B9CCC16B11" indent="up1"><enum>(5)</enum><text>to submit annual reports to the
				Secretary containing, with respect to the program required by subsection (a)
				and for the last full calendar year ending before the submission of such
				report—</text>
								<subparagraph id="H688E1CF6B74A4DF5ACCCD45D2E4E36ED"><enum>(A)</enum><text>the number of veterans served,
				veterans diagnosed, and courses of treatment provided to veterans as part of
				the program required by subsection (a); and</text>
								</subparagraph><subparagraph id="H23D81577E3984D63855B66B7A717D5D2"><enum>(B)</enum><text>demographic information for such
				services, diagnoses, and courses of treatment;</text>
								</subparagraph></paragraph><paragraph id="H59CC602908A84B0093E101DB2B14D546" indent="up1"><enum>(6)</enum><text>to provide to the Secretary such
				clinical summary information as the Secretary may require for each veteran for
				whom the center or entity provides mental health services under the contract;
				and</text>
							</paragraph><paragraph id="H16C9A6CC3B5C46DF9F292E07DAFDEFB7" indent="up1"><enum>(7)</enum><text>to meet such other requirements as
				the Secretary may require.</text>
							</paragraph></subsection><subsection id="HDE0ADDBFC52E4D508D51A558AF950063"><enum>(c)</enum><header>Training program
				for veterans</header><text>In carrying out the program required by subsection
				(a), the Secretary shall contract with a nonprofit mental health organization
				to carry out a program to train covered veterans to provide peer outreach and
				peer support services.</text>
						</subsection><subsection id="HD98CEF87732749DD8D05865EA178D605"><enum>(d)</enum><header>Training program
				for clinicians</header><text>The Secretary shall conduct a training program for
				clinicians of community mental health centers or other entities that have
				entered into contracts with the Secretary under subsection (b) to ensure that
				such clinicians are able to provide the services required by subsection (a) in
				a manner that—</text>
							<paragraph id="HCAF643C868614DAAA3A1DB2759FA007D" indent="up1"><enum>(1)</enum><text>recognizes factors that are unique to
				the experience of veterans who served on active duty in Operation Iraqi Freedom
				or Operation Enduring Freedom (including the combat and military training
				experiences of such veterans); and</text>
							</paragraph><paragraph id="H95CB79A9244B48B0A50029C82F6B86AE" indent="up1"><enum>(2)</enum><text>utilizes best practices and
				technologies.</text>
							</paragraph></subsection><subsection display-inline="no-display-inline" id="H0DCC6E8498604A6C89A1B321F186B749"><enum>(e)</enum><header>Covered
				veterans</header><text display-inline="yes-display-inline">For the purposes of
				this subsection, a <quote>covered veteran</quote> is a veteran who served on
				active duty in a theater of combat operations (as determined by the Secretary
				in consultation with the Secretary of Defense) during a period of war after the
				Persian Gulf War, or in combat against a hostile force during a period of
				hostilities (as defined in section1712A(a)(2)(B) of this title) after November

			 Authority</header><text>Subsection (a) of
			 section
			 2023 of title 38, United States Code, is amended by striking
			 <quote>a demonstration program for the purpose of determining the costs and
			 benefits of providing</quote> and inserting <quote>a program to
			 provide</quote>.</text>
			</subsection><subsection id="H3167DE3FD1E646F8BA20BFC3A77CA89F"><enum>(b)</enum><header>Scope of
			 program</header><text>Subsection (b) of such section is amended—</text>
				<paragraph id="H48BE21DA6DA9460492CFBB8DF183F457"><enum>(1)</enum><text>by striking
			 <quote><header-in-text level="subsection" style="USC">Demonstration</header-in-text></quote> in the subsection
			 heading;</text>
				</paragraph><paragraph id="H2443BD3DF64748A28B5580B9F7FD6F7E"><enum>(2)</enum><text>by striking
			 <quote>demonstration</quote>; and</text>

			 authority for domiciliary services for homeless veterans and enhancement of
			 capacity of domiciliary care programs for female veterans</header><text display-inline="no-display-inline">Subsection (b) of
			 section
			 2043 of title 38, United States Code, is amended to read as
			 follows:</text>
			<quoted-block id="HB9AFE78A340C4E48B24D35811DD8C2AC" style="USC">
				<subsection id="H488230AC1D624D4EAAA797474EC62DF5"><enum>(b)</enum><header>Enhancement of
				Capacity of Domiciliary Care Programs for Female Veterans</header><text>The
				Secretary shall take appropriate actions to ensure that the domiciliary care
				programs of the Department are adequate, with respect to capacity and safety,
				to meet the needs of veterans who are
				women.</text>
				</subsection><after-quoted-block>.</after-quoted-block></quoted-block>
		</section><section id="HE973A8D541C046EC9598EEAAB86799FE"><enum>9.</enum><header>Financial
			 assistance for supportive services for very low-income veteran families in
			 permanent housing</header>
			<subsection id="HA1EDE4BB34E245AF9D559E7026A27B3F"><enum>(a)</enum><header>Purpose</header><text>The
			 purpose of this section is to facilitate the provision of supportive services
			 for very low-income veteran families in permanent housing.</text>
			</subsection><subsection id="H6F2A81F6DEF04BBE82EFFF8C68A263D6"><enum>(b)</enum><header>Authorization of
			 Financial Assistance</header>
				<paragraph id="HA7429BEBD35C4AACAD005D00AB8EAFE"><enum>(1)</enum><header>In
			 general</header><text>Subchapter V of
			 <external-xref legal-doc="usc-chapter" parsable-cite="usc-chapter/38/20">chapter 20</external-xref> of title 38,
			 United States Code, is amended by adding at the end the following new
			 section:</text>
					<quoted-block display-inline="no-display-inline" id="H39A830BB1CFD4388BD61B95B37EFFB87" style="USC">
						<section id="H21ABBDFB338E4B4ABBE1D08C1E47D7AF"><enum>2044.</enum><header>Financial
				assistance for supportive services for very low-income veteran families
				residing in permanent housing</header>
							<subsection id="H98FB230E7EB04D3DB7F8BC7E94005925"><enum>(a)</enum><header>Distribution of
				Financial Assistance</header>
								<paragraph id="H085C6D020D8D441B9EE7CC8426E76DCA"><enum>(1)</enum><text>The Secretary
				shall provide financial assistance to eligible entities approved under this
				section to provide and coordinate the provision of the supportive services for
				very low-income veteran families residing in permanent housing.</text>
								</paragraph><paragraph id="H8731A4185DC1437F90D12EDFB7BF4A5"><enum>(2)</enum><subparagraph commented="no" display-inline="yes-display-inline" id="H5D679EB55F7C4242A7518CA0E9DAD2E"><enum>(A)</enum><text>Financial assistance
				under this section shall consist of payments for each such family for which an
				approved eligible entity provides or coordinates the provision of supportive
				services.</text>
									</subparagraph><subparagraph id="HFE3AB44D47CF42A1ABCB45185499D068" indent="up1"><enum>(B)</enum><text>The Secretary shall establish a
				formula for determining the rate of payments provided to a very low-income
				veteran family receiving supportive services under this section. The rate shall
				be adjusted not less than once annually to reflect changes in the cost of
				living. In calculating the payment formula under this subparagraph, the
				Secretary may consider geographic cost of living variances, family size, and
				the cost of services provided.</text>
									</subparagraph></paragraph><paragraph id="HA178916FC19D43918DE8B0479E7F7379"><enum>(3)</enum><text>In providing
				financial assistance under paragraph (1), the Secretary shall give preference
				to an entity that provides or coordinates the provision of supportive services
				for very low-income veteran families who are transitioning from homelessness to
				permanent housing.</text>
								</paragraph><paragraph id="H52F05AB195994446A0232E96E0D2FE10"><enum>(4)</enum><text>The Secretary
				shall ensure that, to the extent practicable, financial assistance under this
				subsection is equitably distributed across geographic regions, including rural
				communities and tribal lands.</text>
								</paragraph><paragraph id="H0C7D0940702D4AC48F133E14C1F6DE9F"><enum>(5)</enum><text>Each entity
				receiving financial assistance under this section to provide supportive
				services to a very low-income veteran family shall notify the family that such
				services are being paid for, in whole or in part, by the Department.</text>
								</paragraph><paragraph id="H72E8B5EF0D7844D9864E48ED1E25F2DF"><enum>(6)</enum><text>The Secretary may
				require an entity receiving financial assistance under this section to submit a
				report to the Secretary describing the supportive services provided with such
				financial assistance.</text>
								</paragraph></subsection><subsection id="H975116985B1B49E1968CE2A490AD1D7"><enum>(b)</enum><header>Application for
				Financial Assistance</header>
								<paragraph id="H52205E52A5684CAC82D3364B5C4D3D68"><enum>(1)</enum><text>An eligible entity
				seeking financial assistance under subsection (a) shall submit to the Secretary
				an application in such form, in such manner, and containing such commitments
				and information as the Secretary determines to be necessary.</text>
								</paragraph><paragraph id="HB4F938FA76364A7ABE8B40C6A0964E86"><enum>(2)</enum><text>An application
				submitted under paragraph (1) shall contain—</text>
									<subparagraph id="H753F3D5D6A70430CAB2D6B88C57FD2D9"><enum>(A)</enum><text>a description of
				the supportive services proposed to be provided by the eligible entity;</text>
									</subparagraph><subparagraph id="HD8E54DFCD0CC4AE8AC43BC00BD232B5"><enum>(B)</enum><text>a description of
				the types of very low-income veteran families proposed to be provided such
				services;</text>
									</subparagraph><subparagraph id="H4D3D235805934473BD5213F8FF04CF3B"><enum>(C)</enum><text>an estimate of the
				number of very low-income veteran families proposed to be provided such
				services;</text>
									</subparagraph><subparagraph id="HD28773DFAA56461BBF87F1EF830C080"><enum>(D)</enum><text>evidence of the
				experience of the eligible entity in providing supportive services to very
				low-income veteran families; and</text>
									</subparagraph><subparagraph id="HFBA27042836C497990FF008C007EF840"><enum>(E)</enum><text>a description of
				the managerial capacity of the eligible entity to—</text>
										<clause id="H0F1F0856070D4F74B6CF61F4256FF24D"><enum>(i)</enum><text>coordinate the
				provision of supportive services with the provision of permanent housing, by
				the eligible entity or by other organizations;</text>
										</clause><clause id="HE821786E2EE4415E98E0BA22E236AFC8"><enum>(ii)</enum><text>continuously
				assess the needs of very low-income veteran families for supportive
				services;</text>
										</clause><clause id="HD80A1E282BAD41189C23D4A66D406295"><enum>(iii)</enum><text>coordinate the
				provision of supportive services with the services of the Department;</text>
										</clause><clause id="H0ED8D200EFEB40F492ADFF5B57F86DA8"><enum>(iv)</enum><text>tailor supportive
				services to the needs of very low-income veteran families; and</text>
										</clause><clause id="H95302EB38E8B406094458FF215EBBAB"><enum>(v)</enum><text>continuously seek
				new sources of assistance to ensure the long-term provision of supportive
				services to very low-income veteran families.</text>
										</clause></subparagraph></paragraph><paragraph id="H908CCEA2F8D24AAA9393BA37FD466BD9"><enum>(3)</enum><text>The Secretary
				shall establish criteria for the selection of eligible entities to receive
				financial assistance under this section.</text>
								</paragraph></subsection><subsection id="HADAF9362D1834FE2B8307C975900FFD4"><enum>(c)</enum><header>Technical
				Assistance</header>
								<paragraph id="H144F5BE6A623410FA4A499EB3E2E004C"><enum>(1)</enum><text>The Secretary
				shall provide training and technical assistance to eligible entities that
				receive financial assistance under this section with respect to the planning,
				development, and provision of supportive services to very low-income veteran
				families occupying permanent housing.</text>
								</paragraph><paragraph id="HB2517E9159874D53AF3600CF6863F6C1"><enum>(2)</enum><text>The Secretary may
				provide the training described in paragraph (1) directly or through grants or
				contracts with appropriate public or nonprofit private entities.</text>
								</paragraph></subsection><subsection id="H345F27DB565F423B9FAED7C3DF9DCBF3"><enum>(d)</enum><header>Authorization of
				Appropriations</header><text>There is authorized to be appropriated, for each
				fiscal year, $25,000,000, to carry out this section, of which not more than
				$750,000 for each fiscal year may be used to provide technical assistance under
				subsection (c).</text>
							</subsection><subsection id="HB6FB0540340D46C0B9A000023B77502"><enum>(e)</enum><header>Definitions</header><text>For
				the purposes of this section:</text>
								<paragraph id="HB9D8521E61F7421B8F2FBD12D4DA891B"><enum>(1)</enum><text>The term
				<quote>very low-income veteran family</quote> means a veteran family whose
				income does not exceed 50 percent of the median income for the area, as
				determined by the Secretary in accordance with this paragraph, except
				that—</text>
									<subparagraph id="H74BF8D7D5EAE4CE0A036E08C00C7FC41"><enum>(A)</enum><text>the Secretary
				shall make appropriate adjustments to the income requirement under subparagraph
				(A) based on family size; and</text>
									</subparagraph><subparagraph id="HE5FA90FE4D4B4B04A8D841A07CD89CF1"><enum>(B)</enum><text>the Secretary may
				establish an income ceiling higher or lower than 50 percent of the median
				income for an area if the Secretary determines that such variations are
				necessary because the area has unusually high or low construction costs, fair
				market rents (as determined under section 8 of the United States Housing Act of
				1937 (42 U.S.C.
				1437f)), or family incomes.</text>
									</subparagraph><subparagraph id="HDB5D2BD04ED1454CB27D0054F20092D5"><enum>(C)</enum><text>the Secretary
				shall establish criteria for determining the need for specific supportive
				services (as defined by paragraph (8)) of individual very low income veteran
				families occupying permanent housing.</text>
									</subparagraph></paragraph><paragraph id="H1246673F0CD54247A7C4AF4C87AA4577"><enum>(2)</enum><text>The term
				<quote>veteran family</quote> includes a veteran who is a single person and a
				family in which the head of household or the spouse of the head of household is
				a veteran.</text>
								</paragraph><paragraph id="H68E3908B84344356A929CC00D7344375"><enum>(3)</enum><text>The term
				<quote>consumer cooperative</quote> has the meaning given such term in section
				202 of the Housing Act of 1959 (<external-xref legal-doc="usc" parsable-cite="usc/12/1701q">12 U.S.C. 1701q</external-xref>).</text>
								</paragraph><paragraph id="H129CF0E51E3746F586700153C55B18F"><enum>(4)</enum><text>The term
				<quote>eligible entity</quote> means—</text>
									<subparagraph id="H56467C9ABE044BB78108705FB1DE13AB"><enum>(A)</enum><text>a private
				nonprofit organization; or</text>
									</subparagraph><subparagraph id="H84FF551E670A43BCACA5449F76A3AEF4"><enum>(B)</enum><text>a consumer
				cooperative.</text>
									</subparagraph></paragraph><paragraph id="HC85DE9BA42A94381A6D89D38A0433C00"><enum>(5)</enum><text>The term
				<quote>homeless</quote> has the meaning given the term in section 103 of the
				McKinney-Vento Homeless Assistance Act (<external-xref legal-doc="usc" parsable-cite="usc/42/11302">42 U.S.C. 11302</external-xref>).</text>
								</paragraph><paragraph id="H06C3C713BF15469E003E007B0076A050"><enum>(6)</enum><text>The term
				<quote>permanent housing</quote> means community-based housing without a
				designated length of stay.</text>
								</paragraph><paragraph id="H40FE8B22BCD44EC2B43035CB460176D5"><enum>(7)</enum><text>The term
				<quote>private nonprofit organization</quote> means—</text>
									<subparagraph id="HAE3C8B08D2E04B3E85C2331253006B34"><enum>(A)</enum><text>any incorporated
				private institution or foundation—</text>
										<clause id="HDA33F116FBDA4298BD1EB74637055C73"><enum>(i)</enum><text>no
				part of the net earnings of which inures to the benefit of any member, founder,
				contributor, or individual;</text>
										</clause><clause id="HC3BC911D28EA40DC9BDB246765556384"><enum>(ii)</enum><text>which has a
				governing board that is responsible for the operation of the supportive
				services provided under this section; and</text>
										</clause><clause id="H166EE0064A7D4428BDF351A746005032"><enum>(iii)</enum><text>which is
				approved by the Secretary as to financial responsibility;</text>
										</clause></subparagraph><subparagraph id="H90FDCC8EEEDB40C092E46151ADF64D9"><enum>(B)</enum><text>a for-profit
				limited partnership, the sole general partner of which is an organization
				meeting the requirements of clauses (i), (ii), and (iii) of subparagraph
				(A);</text>
									</subparagraph><subparagraph id="HC90617A48B024568B1D17F1DA57C96E"><enum>(C)</enum><text>a corporation
				wholly owned and controlled by an organization meeting the requirements of
				clauses (i), (ii), and (iii) of subparagraph (A); and</text>
									</subparagraph><subparagraph id="H34274133A8894F81B471026F17518441"><enum>(D)</enum><text>a tribally
				designated housing entity (as defined in section 4 of the Native American
				Housing Assistance and Self-Determination Act of 1996 (<external-xref legal-doc="usc" parsable-cite="usc/25/4103">25 U.S.C. 4103</external-xref>)).</text>
									</subparagraph></paragraph><paragraph id="HBA418C726A8A46B9AFBD3F68FA259422"><enum>(8)</enum><text>The term
				<quote>supportive services</quote> means the following:</text>
									<subparagraph id="H631A295733354C6296D3A100FB523829"><enum>(A)</enum><text>Services provided
				by an eligible entity or subcontractors that address the needs of very
				low-income veteran families occupying permanent housing, including—</text>
										<clause id="H5E0B6E285675487B9C7106A622710400"><enum>(i)</enum><text>outreach
				services;</text>
										</clause><clause id="H6C8996F607A24EC8B2CED8046194A2B2"><enum>(ii)</enum><text>health care
				services, including diagnosis, treatment, and counseling for mental health and
				substance abuse disorders and for post-traumatic stress disorder, if such
				services are not readily available through the Department of Veterans Affairs
				medical center serving the geographic area in which the veteran family is
				housed;</text>
										</clause><clause id="H941EBA650EA1423E00F9340061D4E113"><enum>(iii)</enum><text>habilitation and
				rehabilitation services;</text>
										</clause><clause id="H6B387390AE524CEFA1FB47AB14EB3DA3"><enum>(iv)</enum><text>case management
				services;</text>
										</clause><clause id="HA03E7E5EAFC247F7BC007237F6BB1B23"><enum>(v)</enum><text>daily living
				services;</text>
										</clause><clause id="H6EC262ADF0F14F4DB33200964EB8F302"><enum>(vi)</enum><text>personal
				financial planning;</text>
										</clause><clause id="H50AEFB5C598741788965F8283CF2D413"><enum>(vii)</enum><text>transportation
				services;</text>
										</clause><clause id="H787C17D4519D4AF283FB47B6B28294D7"><enum>(viii)</enum><text>vocational
				counseling;</text>
										</clause><clause id="H79A5F3C88D1D47A4AF3642D775F503F"><enum>(ix)</enum><text>employment and
				training;</text>
										</clause><clause id="H0D6358DA2A26461F8D72C597DED04CBF"><enum>(x)</enum><text>educational
				services;</text>
										</clause><clause id="H48605142E6934CE796D49DE5BC3FABE5"><enum>(xi)</enum><text>assistance in
				obtaining veterans benefits and other public benefits, including health care
				provided by the Department;</text>
										</clause><clause id="H999B2D36E8BF4C9595682C6B76C35153"><enum>(xii)</enum><text>assistance in
				obtaining income support;</text>
										</clause><clause id="H40577686BADF4C929331A572F0FFB50"><enum>(xiii)</enum><text>assistance in
				obtaining health insurance;</text>
										</clause><clause id="H7CE9995A1D9E4A7CBFD5F586842D00FC"><enum>(xiv)</enum><text>fiduciary and
				representative payee services;</text>
										</clause><clause id="H2916641EC85248EC0066D1C5727F067F"><enum>(xv)</enum><text>legal services to
				assist the veteran family with reconsiderations or appeals of veterans and
				public benefit claim denials and to resolve outstanding warrants that interfere
				with the family’s ability to obtain or retain housing or supportive
				services;</text>
										</clause><clause id="H596553B95A6D4F6E85BE25E4007CB12F"><enum>(xvi)</enum><text>child
				care;</text>
										</clause><clause id="H24DADB1C043C4CD098CB6BCAD0FEAF20"><enum>(xvii)</enum><text>housing
				counseling;</text>
										</clause><clause id="H2A365DAB8D4A4A929C607DE8816D0799"><enum>(xviii)</enum><text>other services
				necessary for maintaining independent living; and</text>
										</clause><clause id="H917DAA091D0D48B0957BC4B68E746352"><enum>(xix)</enum><text>coordination of
				services described in this paragraph.</text>
										</clause></subparagraph><subparagraph id="H554D35D43B184C1D9DC2B6008E391EF5"><enum>(B)</enum><text>Services provided
				by an eligible entity or subcontractors, including services described in
				clauses (i) through (xix) of subparagraph (A), that are delivered to very
				low-income veteran families who are homeless and who are scheduled to become
				residents of permanent housing within 90 days of the date on which the service
				is provided pending the location or development of housing suitable for
				permanent housing.</text>
									</subparagraph><subparagraph id="H03298474076A4CAD885E5FAC5D7DA850"><enum>(C)</enum><text>Services provided
				by an eligible entity or subcontractors, including services described in
				clauses (i) through (xix) of subparagraph (A), for very low-income veteran
				families who have voluntarily chosen to seek other housing after a period of
				tenancy in permanent housing, that are provided, for a period of 90 days
				beginning on the date on which such a family exits permanent housing or until
				such a family commences receipt of other housing services adequate to meet the
				needs of the family, but only to the extent that services under this paragraph
				are designed to support such a family in the choice to transition into housing
				that is responsive to the individual needs and preferences of the
				family.</text>
									</subparagraph></paragraph></subsection></section><after-quoted-block>.</after-quoted-block></quoted-block>
				</paragraph><paragraph id="H20D81699601E49A8AB3F4989AAD23F42"><enum>(2)</enum><header>Clerical
