		<official-title>To amend the Community Reinvestment Act of 1977 to allow
		  the direct support by a financial institution of a qualified community-based
		  financial literacy program provided to consumers and borrowers to be taken into
		  account in assessing the institution’s record of meeting the credit needs of
		  its entire community, and for other purposes.</official-title>

		<section id="HDB1ADBB9804045459FAEEDA96BE8A7C5" section-type="section-one"><enum>1.</enum><header>Short title</header><text display-inline="no-display-inline">This Act may be cited as the
			 <quote><short-title>National Financial Literacy Act of
			 2007</short-title></quote>.</text>
		</section><section id="H62FF0E4D17FA47D09FD5258785246BAE"><enum>2.</enum><header>Financial
			 literacy programs</header><text display-inline="no-display-inline">Section 804
			 of the Community Reinvestment Act of 1977 (<external-xref legal-doc="usc" parsable-cite="usc/12/2903">12 U.S.C. 2903</external-xref>) is amended by adding
			 at the end the following new subsection:</text>
			<quoted-block display-inline="no-display-inline" id="H05B2DC44ED634898A77C234E2285D07F" style="OLC">
				<subsection id="H094BEF3C7A034ED6BB74487100009E43"><enum>(d)</enum><header>Direct support
				for financial literacy programs taken into account</header>
					<paragraph id="H346D324483D6407C95F8714DE47F3009"><enum>(1)</enum><header>Standards
				established for eligible programs</header><text>The appropriate Federal
				financial supervisory agencies shall jointly prescribe regulations
				establishing—</text>
						<subparagraph id="H65119840B1594E88A1F1E5F61E49446F"><enum>(A)</enum><text display-inline="yes-display-inline">the minimum standards required to be met by
				a community-based financial literacy program in order to be eligible for
				consideration under paragraph (3) as a qualified community-based financial
				literacy program;</text>
						</subparagraph><subparagraph id="H721AA25697B34CDFAB7C5DA88000AB92"><enum>(B)</enum><text display-inline="yes-display-inline">the procedures for financial institutions
				to apply to the appropriate Federal financial supervisory agency for approval
				of a financial literacy program as a qualified community-based financial
				literacy program; and</text>
						</subparagraph><subparagraph id="H85789DA830454FF29D579F35A28FE23"><enum>(C)</enum><text display-inline="yes-display-inline">a requirement that financial institutions
				submit a regular report on how the institution supported and promoted financial
				literacy in its entire community, including low- and moderate-income
				neighborhoods.</text>
						</subparagraph></paragraph><paragraph id="HB8DD3051B6AA4DC5AAE6216FD0B0CFD8"><enum>(2)</enum><header>Factors</header><text display-inline="yes-display-inline">The regulations required under paragraph
				(1) shall require at a minimum that a qualified community-based financial
				literacy program—</text>
						<subparagraph id="H332B0E543B614C2FBED3FD47D0232BA"><enum>(A)</enum><text>be offered by a
				nonprofit budget and counseling agency which is exempt from taxation under
				<external-xref legal-doc="usc" parsable-cite="usc/26/501">section 501(c)(3)</external-xref> of the Internal Revenue Code of 1986; and</text>
						</subparagraph><subparagraph id="HECC04D9542944756BC4FF4F219DB39C7"><enum>(B)</enum><text>include adequate
				education to promote consumer understanding of consumer, economic, and personal
				finance issues and concepts, including saving for retirement, managing credit,
				long-term care, estate planning and education on predatory lending, identity
				theft, and financial abuse schemes.</text>
						</subparagraph></paragraph><paragraph id="HE7B73797473B4D98B96376EB84A003E"><enum>(3)</enum><header>Programs taken
				into account</header><text display-inline="yes-display-inline">The direct
				support by a financial institution of a qualified community-based financial
				literacy program may be taken into account by the appropriate Federal financial
				supervisory agency under subsection (a) in assessing the institution’s record
				of meeting the credit needs of its entire community, including low- and
				moderate-income neighborhoods, in such amount and to such extent as may be
				provided in the joint regulations prescribed under paragraph
				(1).</text>
					</paragraph></subsection><after-quoted-block>.</after-quoted-block></quoted-block>
