<official-title>To require each piece included in a mass mailing sent by a Member of the House of Representatives as franked mail to include a statement of the costs of producing and mailing the mass mailing, and for other purposes.</official-title>

<section id="H64281B31365B4C868CFBBC4BB29383A5" section-type="section-one"><enum>1.</enum><header>Short Title</header><text display-inline="no-display-inline">This Act may be cited as the <quote><short-title>Franking Reform Adds Needed Knowledge Act of 2007</short-title></quote> or the <quote><short-title>FRANK Act</short-title></quote>. </text></section> 
<section id="H5AE9BF828CBA462DAF86EC93A3F37568"><enum>2.</enum><header>Requiring Statement of Costs on Mass Mailings by Members of the House</header> 
<subsection id="HD4E4047F317F4883A0B0E4C1B1A899F7"><enum>(a)</enum><header>Statement Required</header><text>A Member of the House of Representatives may not mail any mass mailing as franked mail unless each piece included in the mass mailing contains the following statement: <quote>The aggregate cost of this mailing to the taxpayers is _________.</quote>, with the blank space filled in with the cost of producing and mailing the mass mailing.</text></subsection> 
<subsection id="H00F4FB83036E465C88FEAFE1D7CBE358"><enum>(b)</enum><header>Assistance of House Commission on Congressional Mailing Standards</header><text>At the request of a Member of the House of Representatives, the House Commission on Congressional Mailing Standards shall assist the Member in obtaining the information required to be included in a mass mailing under subsection (a).</text></subsection> 
<subsection id="HC39B1C09F7A84115B276846B3246AD7"><enum>(c)</enum><header>Definitions</header><text>In this section—</text> 
<paragraph id="HBAC9750236214F2DB03440800044AA9E"><enum>(1)</enum><text>the term <term>mass mailing</term> has the meaning given such term in <external-xref legal-doc="usc" parsable-cite="usc/39/3210">section 3210(a)(6)(E)</external-xref> of title 39, United States Code; and</text></paragraph> 
<paragraph id="H3BD73EA8F4FF4B15002ECB960135EBC"><enum>(2)</enum><text>the term <term>Member of the House of Representatives</term> includes a Delegate or Resident Commissioner to the Congress.</text></paragraph></subsection></section> 
<section id="H099F5DB5BA5C45839D85A413A4D2D200"><enum>3.</enum><header>Effective Date</header><text display-inline="no-display-inline">This Act shall apply with respect to mass mailings mailed on or after the expiration of the 180-day period which begins on the date of the enactment of this Act. </text> </section>
