		<section id="H4A8D23C146EF4384996E1F09BF452F51" section-type="section-one"><enum>1.</enum><header>Short title</header><text display-inline="no-display-inline">This Act may be cited as the
			 <quote><short-title>Biofuels Research and Development
			 Enhancement Act</short-title></quote> .</text>
		</section><section id="HC015E9CADB3944178700F57B2557F99E"><enum>2.</enum><header>Biofuels and
			 biorefinery information center</header>
			<subsection id="H2F8B1A76AADF48C5A6F27D24F807F9D"><enum>(a)</enum><header>In
			 general</header><text>The Secretary of Energy (in this Act referred to as the
			 <quote>Secretary</quote>), in cooperation with the Secretary of Agriculture,
			 shall establish an information center to make available to interested parties
			 information on research, development, and commercial application of
			 technologies related to biofuels and biorefineries, including—</text>
				<paragraph id="HEF44CDD430774811ABCC6FD172218D0"><enum>(1)</enum><text>biochemical and
			 thermochemical conversion technologies capable of making fuels from
			 lignocellulosic feedstocks;</text>
				</paragraph><paragraph id="HA28DDE21A8FC49B79700D91576045500"><enum>(2)</enum><text>biotechnology
			 processes capable of making biofuels with an emphasis on development of
			 biorefinery technologies using enzyme-based processing systems; and</text>
				</paragraph><paragraph id="HC2759E9F56D44C82B4142E85D931B47"><enum>(3)</enum><text>other advanced
			 processes and technologies that will enable the development of biofuels.</text>
				</paragraph></subsection><subsection id="H0C467219235840E3BBD7D8AB218103A6"><enum>(b)</enum><header>Administration</header><text display-inline="yes-display-inline">In administering the biofuels and
			 biorefinery information center, the Secretary shall—</text>
				<paragraph id="H4273BDDB569549B29700A5E0770302B3"><enum>(1)</enum><text>continually update
			 information provided by the center;</text>
				</paragraph><paragraph id="HD6C9DF6A46C54FDEBF91B5B84E6C8563"><enum>(2)</enum><text>make information
			 available to interested parties on the process for establishing a biorefinery;
			 and</text>
				</paragraph><paragraph id="H440667279F024F5ABFBCB9A9D164E1C7"><enum>(3)</enum><text>make information
			 and assistance provided by the center available through a toll-free telephone
			 number and website.</text>
				</paragraph></subsection></section><section id="HB15FF4D96381453482F6703445A500C9"><enum>3.</enum><header>Biofuels and
			 advanced biofuels infrastructure</header><text display-inline="no-display-inline">Section 932 of the Energy Policy Act of 2005
			 (<external-xref legal-doc="usc" parsable-cite="usc/42/16232">42 U.S.C. 16232</external-xref>) is amended by adding at the end the following new
			 subsection:</text>
			<quoted-block id="H90D568E186994846AE132156964C951F" style="OLC">
				<subsection id="HA7AF6BC0124C4C75A3BE2963A4AD2E76"><enum>(f)</enum><header>Biofuels and
				advanced biofuels infrastructure</header>
					<paragraph id="HDE11670698A74F609757B43EFBC6C9C"><enum>(1)</enum><header>In
				general</header><text>The Secretary shall carry out a program of research,
				development, and demonstration as it relates existing transportation fuel
				distribution infrastructure and new alternative distribution infrastructure.
				The program shall focus on the physical and chemical properties of biofuels and
				efforts to prevent or mitigate against adverse impacts of those properties in
				the following areas:</text>
						<subparagraph id="H6239A849092A4C92AF0924ED18FBCA33"><enum>(A)</enum><text>Corrosion of
				metal, plastic, rubber, cork, fiberglass, glues, or any other material used in
				pipes and storage tanks.</text>
						</subparagraph><subparagraph id="H06EB2836A2F54B9B8DA05C9B7CE0908E"><enum>(B)</enum><text>Dissolving of
				storage tank sediments.</text>
						</subparagraph><subparagraph id="H42BE95E2EA304B60B3141564C7723F50"><enum>(C)</enum><text>Clogging of
				filters.</text>
						</subparagraph><subparagraph id="H5A9FCE9602664387B8DB6BD9FC8EB4BA"><enum>(D)</enum><text>Contamination from
				water or other adulterants or pollutants.</text>
						</subparagraph><subparagraph id="H2FC0D0EF91E747DAACACC5D526BDAE8D"><enum>(E)</enum><text>Poor flow
				properties related to low temperatures.</text>
						</subparagraph><subparagraph id="HD50F9B509917427B00DC66CF7D329B1D"><enum>(F)</enum><text>Oxidative and
				thermal instability in long-term storage and use.</text>
						</subparagraph><subparagraph id="H7796B40E68BD439C8917C3AC0201CAD"><enum>(G)</enum><text>Increased volatile
				emissions.</text>
						</subparagraph><subparagraph id="H7963FFE1F9EC4D189D8F7E315E13AF59"><enum>(H)</enum><text>Microbial
				contamination.</text>
						</subparagraph><subparagraph id="HDB5569D0A01241859B28FA710079215F"><enum>(I)</enum><text>Problems
				associated with electrical conductivity.</text>
						</subparagraph><subparagraph id="HDC0492EC539B46EB88C96303B44E9CA3"><enum>(J)</enum><text>Increased nitrogen
				oxide
				emissions.</text>
						</subparagraph></paragraph></subsection><after-quoted-block>.</after-quoted-block></quoted-block>
		</section><section id="HADC8C89E6EC74324955C5FA129F82BD8"><enum>4.</enum><header>Biodiesel</header><text display-inline="no-display-inline">Not later than 180 days after the date of
			 enactment of this Act, the Secretary shall submit to Congress a report on any
			 research and development challenges inherent in increasing to 5 percent the
			 proportion of diesel fuel sold in the United States that is biodiesel (as
			 defined in section 757 of the Energy Policy Act of 2005 (42 U.S.C.
			 16105)).</text>
		</section><section id="H320BF2660CBF4A1A81D5F9D976282C62"><enum>5.</enum><header>Bioresearch
			 centers for systems biology program</header><text display-inline="no-display-inline">Section 977(a)(1) of the Energy Policy Act
			 of 2005 (<external-xref legal-doc="usc" parsable-cite="usc/42/16317">42 U.S.C. 16317(a)(1)</external-xref>) is amended by inserting before the period at
			 the end the following: <quote>, including the establishment of at least 11
			 bioresearch centers of varying sizes, as appropriate, that focus on biofuels,
			 of which at least 2 centers shall be located in each of the 4 Petroleum
			 Administration for Defense Districts with no subdistricts and at least 1 center
			 shall be located in each of the subdistricts of the Petroleum Administration
			 for Defense District with subdistricts</quote>.</text>
		</section><section id="HA6FF91D417BA40D69FE116F9AD57C3F"><enum>6.</enum><header>Grants for biofuel
			 production research and development in certain States</header>
			<subsection id="HB37E308F57204A7EB1E16F533C63119B"><enum>(a)</enum><header>In
			 general</header><text>The Secretary shall provide grants to eligible entities
			 for research, development, demonstration, and commercial application of biofuel
			 production technologies in States with low rates of ethanol production,
			 including low rates of production of cellulosic biomass ethanol, as determined
			 by the Secretary.</text>
			</subsection><subsection id="H5921568C0A6D40BBABF7F2A8FCF7063E"><enum>(b)</enum><header>Eligibility</header><text>To
			 be eligible to receive a grant under this section, an entity shall—</text>
				<paragraph id="H3AFD2A23D3634C7480315E726654B6AB"><enum>(1)</enum><subparagraph commented="no" display-inline="yes-display-inline" id="HC54113DC929C4999976BF1780086C110"><enum>(A)</enum><text>be an institution of
			 higher education (as defined in section 2 of the Energy Policy Act of 2005 (42
			 U.S.C. 15801)) located in a State described in subsection (a); or</text>
					</subparagraph><subparagraph id="H0CCCAED6C6C24746BA8DE381729933B8" indent="up1"><enum>(B)</enum><text>be a consortium including at least 1
			 such institution of higher education, and industry, State agencies, Indian
			 tribal agencies, or local government agencies located in the State; and</text>
					</subparagraph></paragraph><paragraph id="HE499F228BC9E44DAA57CFCDCFF8230"><enum>(2)</enum><text>have proven
			 experience and capabilities with relevant technologies.</text>
				</paragraph></subsection><subsection id="H85B00FC331F74EBEBF829169B05FFB6C"><enum>(c)</enum><header>Authorization of
			 Appropriations</header><text>There are authorized to be appropriated to the
			 Secretary to carry out this section $25,000,000 for each of fiscal years 2008
			 through 2010.</text>
			</subsection></section><section id="HA82AFCFFCCA44807ABDEDB00A3B6324F"><enum>7.</enum><header>Biorefinery
			 energy efficiency</header><text display-inline="no-display-inline">Section 932
			 of Energy Policy Act of 2005 (<external-xref legal-doc="usc" parsable-cite="usc/42/16232">42 U.S.C. 16232</external-xref>), is amended by adding at the end
			 the following new subsection:</text>
			<quoted-block id="H748F30C9D2804440B48351599F43CF3">
				<subsection id="HE2FDE6082823404DB6B7B9EA5ED038F2"><enum>(g)</enum><header>Biorefinery
				energy efficiency</header><text>The Secretary shall establish a program of
				research, development, demonstration, and commercial application for increasing
				energy efficiency and reducing energy consumption in the operation of
				biorefinery
				facilities.</text>
				</subsection><after-quoted-block>.</after-quoted-block></quoted-block>
		</section><section id="H0138B9B5F1E64CFB938CC7999D9595CB"><enum>8.</enum><header>Study of
			 increased consumption of ethanol-blended gasoline with higher levels of
			 ethanol</header>
			<subsection id="HBDDB1DE857354F938DE0B60B1FA99A4"><enum>(a)</enum><header>In
			 general</header><text>The Secretary, in cooperation with the Secretary of
			 Agriculture, the Administrator of the Environmental Protection Agency, and the
			 Secretary of Transportation, and after providing notice and an opportunity for
			 public comment, shall conduct a study of the feasibility of increasing
			 consumption in the United States of ethanol-blended gasoline with levels of
			 ethanol that are not less than 10 percent and not more than 40 percent.</text>
			</subsection><subsection id="HE61CA402BB964092A527DF75327BA945"><enum>(b)</enum><header>Study</header><text>The
			 study under subsection (a) shall include—</text>
				<paragraph id="H3D4769D0403F4FCEB27B8800FD06BAA"><enum>(1)</enum><text>a
			 review of production and infrastructure constraints on increasing consumption
			 of ethanol;</text>
				</paragraph><paragraph id="HFF870B320BF04A8F003CFA9F18EA2FE6"><enum>(2)</enum><text>an evaluation of
			 the economic, market, and energy-related impacts of State and regional
			 differences in ethanol blends;</text>
				</paragraph><paragraph id="H62E15CD6AC704D12BFEC271E1B9CDD65"><enum>(3)</enum><text>an evaluation of
			 the economic, market, and energy-related impacts on gasoline retailers and
			 consumers of separate and distinctly labeled fuel storage facilities and
			 dispensers;</text>
				</paragraph><paragraph id="HD3CF54C080744CB98298F1C0146DB747"><enum>(4)</enum><text>an evaluation of
			 the environmental impacts of the ethanol blends described in subsection (a) on
			 evaporative and exhaust emissions from on-road, off-road, and marine vehicle
			 engines;</text>
				</paragraph><paragraph id="HEA285A7C8CEB4578BAFB405B05FE8965"><enum>(5)</enum><text>an evaluation of
			 the impacts of the ethanol blends described in subsection (a) on the operation,
			 durability, and performance of on-road, off-road, and marine vehicle engines;
			 and</text>
				</paragraph><paragraph id="HB2425D5D662E4353A519B3326E42C075"><enum>(6)</enum><text display-inline="yes-display-inline">an evaluation of the safety impacts of the
			 ethanol blends described in subsection (a) on consumers that own and operate
			 off-road and marine vehicle engines.</text>
				</paragraph></subsection><subsection id="HF96829F1D3074F660000700017143DEF"><enum>(c)</enum><header>Report</header><text>Not
			 later than 1 year after the date of enactment of this Act, the Secretary shall
			 submit to Congress a report describing the results of the study conducted under
			 this section.</text>
			</subsection></section><section id="H582E251D88EC41A591D92D4ED7FA37B8"><enum>9.</enum><header>Study of
			 optimization of flexible fueled vehicles to use E–85 fuel</header>
			<subsection id="H1CCB22028429491782C092ABA26CF49"><enum>(a)</enum><header>In
			 General</header><text>The Secretary shall conduct a study of whether optimizing
			 flexible fueled vehicles to operate using E–85 fuel would increase the fuel
			 efficiency of flexible fueled vehicles, and shall include recommendations for
			 how manufacturers can best optimize such vehicles to increase fuel
			 efficiency.</text>
			</subsection><subsection id="HD325FBF830D040368C85269E9604522D"><enum>(b)</enum><header>Report</header><text>Not
			 later than 180 days after the date of enactment of this Act, the Secretary
			 shall submit to the Committee on Science and Technology of the House of
			 Representatives the Committee on Energy and Natural Resources of the Senate a
			 report that describes the results of the study under this section, including
			 any recommendations of the Secretary.</text>
			</subsection></section><section id="H3B34D3CBC67B4F799F049122F3D59651"><enum>10.</enum><header>Study of engine
			 durability associated with the use of biodiesel</header>
			<subsection id="H20922EEF678C4C9FBDBAE6BB0557B8"><enum>(a)</enum><header>In
			 general</header><text>Not later than 30 days after the date of enactment of
			 this Act, the Secretary shall initiate a study on the effects of the use of
			 biodiesel on engine durability.</text>
			</subsection><subsection id="H5DFC235E29474BED80041BFC8413D8F"><enum>(b)</enum><header>Components</header><text>The
			 study under this section shall include—</text>
				<paragraph id="H116A3AEE5E944DA5993B2780C803A15D"><enum>(1)</enum><text>an assessment of
			 whether the use of biodiesel in conventional diesel engines lessens engine
			 durability; and</text>
				</paragraph><paragraph id="HA21A0CDFD161498EAEF740B9467E9D00"><enum>(2)</enum><text>an assessment of
			 the effects referred to in subsection (a) with respect to biodiesel blends at
			 varying concentrations, including the following percentage concentrations of
			 biodiesel:</text>
					<subparagraph id="H9BDEDF932D99459292144BB74BBB6305"><enum>(A)</enum><text>5 percent
			 biodiesel.</text>
					</subparagraph><subparagraph id="HB633782EB79541BD85CB5837AC70E19E"><enum>(B)</enum><text display-inline="yes-display-inline">10 percent biodiesel.</text>
					</subparagraph><subparagraph id="H8633A7F12E23441EA149856526C93E6C"><enum>(C)</enum><text display-inline="yes-display-inline">20 percent biodiesel.</text>
					</subparagraph><subparagraph id="H5EF4D99255794B809FE336A5DE0261AB"><enum>(D)</enum><text display-inline="yes-display-inline">30 percent biodiesel.</text>
					</subparagraph><subparagraph id="H688070D8940B482B84AB09A493C95325"><enum>(E)</enum><text display-inline="yes-display-inline">100 percent biodiesel.</text>
					</subparagraph></paragraph></subsection><subsection display-inline="no-display-inline" id="H67E30B46DD7B407696A44F11F92F65AA"><enum>(c)</enum><header>Report</header><text>Not
			 later than 1 year after the date of enactment of this Act, the Secretary shall
			 submit to the Committee on Science and Technology of the House of
			 Representatives the Committee on Energy and Natural Resources of the Senate a
			 report that describes the results of the study under this section, including
			 any recommendations of the Secretary.</text>
			</subsection></section><section id="H0726412CE8AC4C2A88B62492D16A783"><enum>11.</enum><header>Bioenergy
			 research and development, authorization of appropriation</header>
			<subsection id="H2A804DEFF0D04E0AA010333FD620623"><enum>(a)</enum><text display-inline="yes-display-inline">Section 931 of the Energy Policy Act of
			 2005 (<external-xref legal-doc="usc" parsable-cite="usc/42/16231">42 U.S.C. 16231</external-xref>) is amended—</text>
				<paragraph id="HDB2224BDB1144FB5932802627FC9EE87"><enum>(1)</enum><text>in subsection
			 (b)—</text>
					<subparagraph id="HA20770E2F560449AA516C12DB49789D9"><enum>(A)</enum><text>at the end of
			 paragraph (2) by striking <quote>and</quote>;</text>
					</subparagraph><subparagraph id="H44F2BD21A5644141A02300D92961752F"><enum>(B)</enum><text>at the end of
			 paragraph (3) by striking the period and inserting <quote>; and</quote>;
			 and</text>
					</subparagraph><subparagraph id="H62C4ABF05545481AB8C7B7FBA9DFE07"><enum>(C)</enum><text>by adding at the
			 end the following new paragraph:</text>

			 by striking <quote>$251,000,000</quote> and inserting
			 <quote>$377,000,000</quote>;</text>

			 by striking <quote>$274,000,000</quote> and inserting
			 <quote>$398,000,000</quote>; and</text>

			 end the following new paragraph:</text>
