		<official-title>To require the President to delay or reverse the
		  implementation of a decision of a World Trade Organization dispute settlement
		  panel or the Appellate Body that is adverse to the United States involving the
		  calculation of dumping margins and weighted average dumping margins, and for
		  other purposes.</official-title>

		<section commented="no" id="H7CF7584CD39E477F9C151CEBB7E8A124" section-type="section-one"><enum>1.</enum><header>Amendments to the Uruguay
			 Round Agreements Act</header>
			<subsection commented="no" id="H8186879EF891477DABDB838516266D81"><enum>(a)</enum><header>Dispute
			 settlement panels and procedures</header><text display-inline="yes-display-inline">Section 123 of the Uruguay Round Agreements
			 Act (<external-xref legal-doc="usc" parsable-cite="usc/19/3533">19 U.S.C. 3533</external-xref>) is amended by adding at the end the following new
			 subsection:</text>
				<quoted-block display-inline="no-display-inline" id="H564880902ACD4C6DAECC8DDA2D085095" style="OLC">
					<subsection commented="no" id="H725BD5A07ACF460BA452FDF979068B8"><enum>(i)</enum><header>Delay or reversal
				of implementation of adverse decisions</header><text display-inline="yes-display-inline">Notwithstanding any other provision of this
				section, the President shall delay or reverse the implementation of a decision
				of a dispute settlement panel or the Appellate Body that is adverse to the
				United States involving the calculation of dumping margins and weighted average
				dumping margins (commonly known as <quote>zeroing</quote> decisions) until the
				United States has obtained clarification of rights and obligations within WTO
				multilateral negotiations such that historic practices of the United States are
				permitted in investigations under section 731 of the Tariff Act of 1930 (19
				U.S.C. 1673), reviews under section 751 of such Act (<external-xref legal-doc="usc" parsable-cite="usc/19/1675">19 U.S.C. 1675</external-xref>), and under
				any other phase of an antidumping
				proceeding.</text>
					</subsection><after-quoted-block>.</after-quoted-block></quoted-block>
			</subsection><subsection commented="no" id="H0F3EA20DEBC5416EAFBF86C497C5C69"><enum>(b)</enum><header>Administrative
			 action following WTO panel reports</header><text>Section 129(b) of the Uruguay
			 Round Agreements Act (<external-xref legal-doc="usc" parsable-cite="usc/19/3538">19 U.S.C. 3538(b)</external-xref>) is amended by adding at the end the
			 following new paragraph:</text>
				<quoted-block display-inline="no-display-inline" id="HF7EE2C92D83D49A0B272CBEBB3A66694" style="OLC">
					<paragraph commented="no" id="H9B8C9950A6EA4C6BB625B2077900EAB"><enum>(5)</enum><header>Delay or reversal
				of implementation of adverse decisions</header><text>Notwithstanding any other
				provision of this section, the President shall delay or reverse the
				implementation of a decision of a dispute settlement panel or the Appellate
				Body that is adverse to the United States involving the calculation of dumping
				margins and weighted average dumping margins (commonly known as

			</subsection></section><section id="H766C19A8E2A4430085DEEAA999ED5B9C"><enum>2.</enum><header>Amendment to the
			 Tariff Act of 1930</header><text display-inline="no-display-inline">Paragraph
			 (7) of section 771 of the Tariff Act of 1930 (<external-xref legal-doc="usc" parsable-cite="usc/19/1677">19 U.S.C. 1677</external-xref>) is amended by
			 adding at the end the following new subparagraph:</text>
			<quoted-block display-inline="no-display-inline" id="H2325E894BAC44DCEACB47F16A736B01B" style="OLC">
				<subparagraph id="H2B2088801D874B0395EC545500AF452E"><enum>(J)</enum><header>Additional
				requirements</header><text display-inline="yes-display-inline">In evaluating
				whether there is material injury, or threat thereof, by reason of imports of
				the subject merchandise, the Commission shall make its determination without
				regard to—</text>
					<clause id="HDFAFA05C7A7C4669B4F28942F3003D2B"><enum>(i)</enum><text>whether other
				imports are likely to replace subject imports; or</text>
					</clause><clause id="HC5BEECEE33D1404E8FFC4BDC8EB66BCF"><enum>(ii)</enum><text>the effect of a
				potential order on the domestic
				industry.</text>
					</clause></subparagraph><after-quoted-block>.</after-quoted-block></quoted-block>
