<section id="H9EC0E12AFFDE4041A8D3AD00AC00C71"><enum>101.</enum><header>Authorization of appropriations in support of the Interagency Task Force to Monitor and Combat Trafficking</header><text display-inline="no-display-inline">Section 113(a) of the Trafficking Victims Protection Act of 2000 (<external-xref legal-doc="usc" parsable-cite="usc/22/7110">22 U.S.C. 7110(a)</external-xref>) is amended to read as follows:</text>

<subsection id="H3E092D6795954624BEA856DF1656866"><enum>(a)</enum><header>Authorization of appropriations in support of the Task Force</header><text>To carry out the purposes of sections 116(f) and 502B(h) of the Foreign Assistance Act of 1961 (as added by section 104), and sections 105(e), 105(f) and 110, there are authorized to be appropriated to the Secretary of State $5,500,000 for each of the fiscal years 2008 through 2010. In addition, there are authorized to be appropriated to the Office to Monitor and Combat Trafficking for official reception and representation expenses $3,000 for each of the fiscal years 2008 through 2010.</text> </subsection><after-quoted-block>.</after-quoted-block></quoted-block> </section>

<subsection id="HAE2B4787EC5E4703B4625D8FD261CAB7"><enum>(a)</enum><header>Protection and assistance for victims of trafficking in the United States</header><text>Section 113(b) of the Trafficking Victims Protection Act of 2000 (<external-xref legal-doc="usc" parsable-cite="usc/22/7110">22 U.S.C. 7110(b)</external-xref>) is amended to read as follows:</text>

<paragraph id="HDB84E049A3F94652B1FF24FFDFF47732"><enum>(1)</enum><header>Bilateral assistance to combat trafficking</header>
<subparagraph id="H7E7F3879FFA0454AB10048414F91BFDD"><enum>(A)</enum><header>Prevention</header><text>To carry out the purposes of section 106, there are authorized to be appropriated to the Secretary of State $10,000,000 for each of the fiscal years 2008 through 2010.</text> </subparagraph>
<subparagraph id="H95BF6807FEE146A5BC0844AE4400AB3F"><enum>(B)</enum><header>Protection</header><text>To carry out the purposes of section 107(a), there are authorized to be appropriated to the Secretary of State $10,000,000 for each of the fiscal years 2008 through 2010.</text> </subparagraph>
<subparagraph id="HEB6765E6AE4E423FBF3076092F6159D0"><enum>(C)</enum><header>Prosecution and meeting minimum standards</header><text>To carry out the purposes of section 134 of the Foreign Assistance Act of 1961 (as added by section 109), there are authorized to be appropriated $10,000,000 for each of the fiscal years 2008 through 2010 to assist in promoting prosecution of traffickers and otherwise to assist countries in meeting the minimum standards described in section 108 of this Act, including $250,000 for each such fiscal year to carry out training activities for law enforcement officers, prosecutors, and members of the judiciary with respect to trafficking in persons at the International Law Enforcement Academies.</text> </subparagraph></paragraph>
<paragraph id="HD6CD9A3AFE424145BBCFCE88212000DA"><enum>(2)</enum><header>Preparation of annual country reports on human rights</header><text display-inline="yes-display-inline">To carry out the purposes of sections 116(f) and 502B(h) of the Foreign Assistance Act of 1961 (as added by section 104), there are authorized to be appropriated to the Secretary of State such sums as may be necessary to include the additional information required by that section in the annual Country Reports on Human Rights Practices, including the preparation and publication of the list described in subsection (a)(1) of that section.</text> </paragraph></subsection><after-quoted-block>.</after-quoted-block></quoted-block> </section>

<subsection id="HDE805C4B63A242DAAF83DACF0EE6027"><enum>(a)</enum><header>Protection and assistance for victims of trafficking in the United States; assistance to foreign countries To meet minimum standards for the elimination of trafficking</header><text>Section 113(d) of the Trafficking Victims Protection Act of 2000 (<external-xref legal-doc="usc" parsable-cite="usc/22/7110">22 U.S.C. 7110(d)</external-xref>) is amended to read as follows:</text>

<subsection id="HF492DDA8F96F46DB9E30B0B40104066B"><enum>(d)</enum><header>Authorization of appropriations to Attorney General</header><text>To carry out the purposes of section 107(b), there are authorized to be appropriated to the Attorney General $15,000,000 for each of the fiscal years 2008 through 2010. To carry out the purposes of section 134 of the Foreign Assistance Act of 1961 (as added by section 109), there are authorized to be appropriated to the President, acting through the Attorney General and the Secretary of State, $250,000 for each of fiscal years 2008 through 2010 to carry out training activities for law enforcement officers, prosecutors, and members of the judiciary with respect to trafficking in persons at the International Law Enforcement Academies.</text> </subsection><after-quoted-block>.</after-quoted-block></quoted-block> </subsection>
<subsection id="H7CF345661DD84FDD8E9079E2D57D6CC8"><enum>(b)</enum><header>Program To reduce trafficking in persons and demand for commercial sex acts in the United States</header><text>Section 201(c) of the Trafficking Victims Protection Reauthorization Act of 2005 (<external-xref legal-doc="usc" parsable-cite="usc/42/14044">42 U.S.C. 14044(c)</external-xref>) is amended to read as follows:</text>

<subsection id="HE4FE64A1DEF24ECE80BABC1CB9DC003F"><enum>(c)</enum><header>Enhancing State and local efforts To combat trafficking in persons</header><text>Section 204(d) of the Trafficking Victims Protection Reauthorization Act of 2005 (<external-xref legal-doc="usc" parsable-cite="usc/42/14044c">42 U.S.C. 14044c(d)</external-xref>) is amended to read as follows:</text>

<paragraph id="HC354D669C6854AD5921CB174EF9DD0EA"><enum>(2)</enum><header>Assistance to foreign countries to meet minimum standards</header><text>To carry out the purposes of section 134 of the Foreign Assistance Act of 1961 (as added by section 109), there are authorized to be appropriated to the President $15,000,000 for each of the fiscal years 2008 through 2010.</text> </paragraph>
<paragraph id="HAD8A91A73FBE4490B300CD885D77302"><enum>(3)</enum><header>Research</header><text>To carry out the purposes of section 112A, there are authorized to be appropriated to the President $300,000 for each of the fiscal years 2008 through 2010.</text> </paragraph></subsection><after-quoted-block>.</after-quoted-block></quoted-block> </section>

<section id="H66DB7A16550845B185858F43DB355064"><enum>108.</enum><header>Authorization of appropriations to the Secretary of Homeland Security</header><text display-inline="no-display-inline">Section 113(i) of the Trafficking Victims Protection Act of 2000 (<external-xref legal-doc="usc" parsable-cite="usc/22/7110">22 U.S.C. 7110(i)</external-xref>) is amended to read as follows:</text>

<subsection id="H16C0D2FF8DFB494DBE0036144D17057C"><enum>(i)</enum><header>Authorization of appropriations to the Secretary of Homeland Security</header><text>There are authorized to be appropriated to the Secretary of Homeland Security, $18,000,000 for each of the fiscal years 2008 through 2010, to remain available until expended, for investigations by the Bureau of Immigration and Customs Enforcement of severe forms of trafficking in persons.</text> </subsection><after-quoted-block>.</after-quoted-block></quoted-block> </section>
<section id="H25E24D1EB99040F4BC92E5FF62B63F49"><enum>109.</enum><header>Authorization of appropriations to the Administrator of the United States Agency for International Development</header><text display-inline="no-display-inline">Section 102(b)(7) of the Trafficking Victims Protection Reauthorization Act of 2005 (<external-xref legal-doc="usc" parsable-cite="usc/22/7105">22 U.S.C. 7105(b)(7)</external-xref> note) is amended to read as follows:</text>

<section id="H3C3A65E3EA6743CEA3F1E79F39DA7E"><enum>110.</enum><header>Effective date; rule of construction</header>
<subsection id="H770A744D47704C129D2557C5B8EDC286"><enum>(a)</enum><header>Effective date</header><text>The amendments made by this title take effect on October 1, 2007, or the date of the enactment of this Act, whichever occurs later.</text> </subsection>
<subsection id="HAD508E831EB647EAAB59A83189D732AD"><enum>(b)</enum><header>Rule of construction</header><text display-inline="yes-display-inline">The amendments made by this title shall not be construed to affect the availability of funds appropriated pursuant to the authorizations of appropriations under the Trafficking Victims Protection Act of 2000 (division A of <external-xref legal-doc="public-law" parsable-cite="pl/106/386">Public Law 106–386</external-xref>; <external-xref legal-doc="usc" parsable-cite="usc/22/7101">22 U.S.C. 7101 et seq.</external-xref>) and the Trafficking Victims Protection Reauthorization Act of 2005 (<external-xref legal-doc="public-law" parsable-cite="pl/109/164">Public Law 109–164</external-xref>) before the date of the enactment of this Act.</text> </subsection></section>
<enum>II</enum><header>Other provisions</header>
<section id="HBC2C9B89898341B8A36BD883BFAD85AB"><enum>201.</enum><header>Eligibility of juvenile victims of trafficking in persons for interim assistance</header><text display-inline="no-display-inline">Section 107(b)(1) of the Trafficking Victims Protection Act of 2000 (<external-xref legal-doc="usc" parsable-cite="usc/22/7105">22 U.S.C. 7105(b)(1)</external-xref>) is amended by adding at the end the following new subparagraph:</text>

<subparagraph id="HE71C92A872FC435AB8B9F77C5B935201"><enum>(F)</enum><header>Eligibility of juvenile victims of trafficking in persons for interim assistance</header>
<clause id="H1D79116F1C4E4C939BC350004C6ABB6"><enum>(i)</enum><header>Determination</header><text>With respect to a person referred to in subparagraph (C)(ii)(I) who is seeking assistance under this paragraph, if credible evidence is presented on behalf of the person that the person has been subjected to an act or practice described in section 103(8), the Secretary of Health and Human Services shall promptly make a determination of the person’s eligibility for assistance under this paragraph.</text> </clause>
<clause id="H2BC94B9809F54E6C8D5E75B99FB25990"><enum>(ii)</enum><header>Exclusive authority</header><text>The Secretary of Health and Human Services shall have exclusive authority in making determinations of eligibility under clause (i).</text> </clause></subparagraph><after-quoted-block>.</after-quoted-block></quoted-block> </section>
<section id="H861150BAB48D4ECDBB6044A1E9D7BA58"><enum>202.</enum><header>Model State legislation to define and prohibit acts relating to prostitution of children and trafficking in children</header>
<subsection id="H89623E5922774C5ABA8800851C53E6DD"><enum>(a)</enum><header>Requirement</header><text display-inline="yes-display-inline">The Attorney General shall prepare model legislation for use by the States to define and prohibit all acts relating to prostitution of children and trafficking in children for the purpose of labor or sexual exploitation.</text> </subsection>
<subsection id="H50D039D639664AD98DC8B342001FAFDD"><enum>(b)</enum><header>Availability</header><text display-inline="yes-display-inline">Not later than 180 days after the date of the enactment of this Act, the Attorney General shall disseminate the model legislation prepared pursuant to subsection (a) to appropriate officials of each State and others, including the chief executive officer and legislative leaders of each State, and shall post the model legislation on the Web site of the Department of Justice for a period of not less than 2 years.</text> </subsection>
<subsection id="H89F6653F105A4F7A9B5EE86680FC925E"><enum>(c)</enum><header>State defined</header><text display-inline="yes-display-inline">In this section, the term <term>State</term> means each of the several States, the District of Columbia, Puerto Rico, the Northern Mariana Islands, the Virgin Islands, Guam, and American Samoa.</text> </subsection></section>
<section id="H728C72C8A6624432996C61C2E372EECE"><enum>203.</enum><header>Technical and conforming amendments</header>
<subsection id="H3A0F70747C0944F9828E382ED0645D6F"><enum>(a)</enum><header>Division A of <external-xref legal-doc="public-law" parsable-cite="pl/106/386">Public Law 106–386</external-xref></header><text display-inline="yes-display-inline">Sections 103(1) and 105(d)(7) of the Trafficking Victims Protection Act of 2000 (division A of <external-xref legal-doc="public-law" parsable-cite="pl/106/386">Public Law 106–386</external-xref>) are each amended by striking <quote>Committee on International Relations</quote> and inserting <quote>Committee on Foreign Affairs</quote>.</text> </subsection>
<subsection id="HED560A59A3A843A78238A06662143943"><enum>(b)</enum><header>Public Law 109–164</header><text display-inline="yes-display-inline">Section 102(b)(6) and subsections (c)(2)(B)(i) and (e)(2) of section 104 of the Trafficking Victims Protection Reauthorization Act of 2005 (<external-xref legal-doc="public-law" parsable-cite="pl/109/164">Public Law 109–164</external-xref>) are each amended by striking <quote>Committee on International Relations</quote> and inserting <quote>Committee on Foreign Affairs</quote>.</text> </subsection></section>
