		  and submit to Congress a report on methods for identifying and treating
		  children with dyslexia in kindergarten through third grade.</official-title>

		<section display-inline="no-display-inline" id="H5D72552749C540E5AC5859235E41BFE9" section-type="section-one"><enum>1.</enum><header>Short title</header><text display-inline="no-display-inline">This Act may be cited as the
			 <quote><short-title>Early Detection of Dyslexia in
			 Children Act of 2007</short-title></quote>.</text>
		</section><section id="H8D55C77559734A65A9D10000E862009D"><enum>2.</enum><header>Study and report
			 by Secretary of Education on identification and treatment of children with
			 dyslexia in kindergarten through third grade</header>
			<subsection id="H9026876A9F08483D94F46118EEB419AF"><enum>(a)</enum><header>Study</header><text>The
			 Secretary of Education, in consultation with the National Academy of Sciences,
			 shall conduct a study on methods for identifying and treating children with
			 dyslexia in kindergarten through third grade. In carrying out the study, the
			 Secretary shall consider—</text>
				<paragraph id="HE81367C546084922A82C712D46EABD75"><enum>(1)</enum><text>whether there is a
			 biological basis for dyslexia;</text>
				</paragraph><paragraph id="H1833E84415974DD58CF7E07D1C518C19"><enum>(2)</enum><text>whether dyslexia
			 is caused by—</text>
					<subparagraph id="HAFD8389550144AF88903878B43DDBEE"><enum>(A)</enum><text>a brain-based
			 phonological deficit that prevents an individual from breaking down written
			 words into component sounds;</text>
					</subparagraph><subparagraph id="HB9DFC816DCBF410CAD2266831CE315A9"><enum>(B)</enum><text>post-natal
			 experience, including inadequate instruction; or</text>
					</subparagraph><subparagraph id="H8DD316F5B6B34DAFA6FA3394DF2E1C"><enum>(C)</enum><text>a combination
			 thereof; and</text>
					</subparagraph></paragraph><paragraph id="HF29AE319010E422EA92DA36343CE52D4"><enum>(3)</enum><text>the cost of
			 implementing a program on a nationwide basis to identify and treat children
			 with dyslexia in kindergarten through third grade.</text>
				</paragraph></subsection><subsection id="H5210286A25444393B679B2E2BD019B60"><enum>(b)</enum><header>Report</header><text>Not
			 later than 120 days after the date of the enactment of this Act, the Secretary
			 of Education shall prepare and submit to Congress a report containing the
			 results of the study conducted under subsection (a).</text>
