		<official-title display="yes">To amend the State Department Basic
		  Authorities Act of 1956 to provide for the establishment and maintenance of
		  existing libraries and resource centers at United States diplomatic and
		  consular missions to provide information about American culture, society, and
		  history, and for other purposes.</official-title>

		<section id="HDA4586B7A8E34FC9800407AAB1AE73F" section-type="section-one"><enum>1.</enum><header>Short title</header><text display-inline="no-display-inline">This Act may be cited at the
			 <quote><short-title>Public Diplomacy Resource Centers Act
			 of 2007</short-title></quote>.</text>
		</section><section id="H7CA6415B159E43A2AE16965B422184C6"><enum>2.</enum><header>United States
			 public diplomacy</header>
			<subsection id="H8A7E1FF8D13F4AB382B46F16A004BF0"><enum>(a)</enum><header>Establishment and
			 maintenance of libraries</header><text>Section 1(b)(3) of the State Department
			 Basic Authorities Act of 1956 (<external-xref legal-doc="usc" parsable-cite="usc/22/2651a">22 U.S.C. 2651a(b)(3)</external-xref>) is
			 amended—</text>
				<paragraph id="H70F7C817BFB5498A8909C100A3F58CE0"><enum>(1)</enum><text>in subparagraph
			 (D), by striking <quote>and</quote> at the end;</text>
				</paragraph><paragraph id="HEB2B04448E46454B92733D1EAD8CD255"><enum>(2)</enum><text>in subparagraph
			 (E), by striking the period at the end and inserting <quote>; and</quote>;
			 and</text>
				</paragraph><paragraph id="HE81E269A4B9A4BE698033158002B6E42"><enum>(3)</enum><text>by adding at the
			 end the following new subparagraph:</text>
					<quoted-block display-inline="no-display-inline" id="HF6AD099ACC8749B9B921DFA89E46F371" style="traditional">
						<subparagraph id="H262FFB5A34AB4C8C9036A7ACE757BF59"><enum>(F)</enum><text display-inline="yes-display-inline">provide for the establishment of new and
				the maintenance of existing libraries and resource centers at or in connection
				with United States diplomatic and consular
				missions.</text>
						</subparagraph><after-quoted-block>.</after-quoted-block></quoted-block>
				</paragraph></subsection><subsection id="HAF306FB0350A486C86872229FE22E601"><enum>(b)</enum><header>Operation of
			 libraries</header>
				<paragraph id="H47A855EB29BC459586D40072C8BD53B7"><enum>(1)</enum><header>In
			 general</header><text>The Secretary of State shall ensure that libraries and
			 resource centers established and maintained in accordance with subparagraph (F)
			 of section 1(b)(3) of the State Department Basic Authorities Act of 1956 (as
			 added by section 2(a)(3) of this Act) are open to the general public to the
			 greatest extent practicable, subject to policies and procedures established by
			 the Secretary to ensure the safety and security of United States diplomatic and
			 consular missions and of United States officers, employees, and personnel
			 posted at such missions at which such libraries are located.</text>
				</paragraph><paragraph id="H17BBD0ED67A2464FA92719B51939EC6B"><enum>(2)</enum><header>Johnny Grant
			 Film Series</header><text>The Secretary of State shall ensure that such
			 libraries and resource centers schedule public showings of American films that
			 showcase American culture, society, values, and history. Such public showings
			 shall be known as the <quote>Johnny Grant Film Series</quote>.</text>
				</paragraph></subsection><subsection id="HA37797FB462C45F79798EF46F53CF968"><enum>(c)</enum><header>Receipt of
			 donations</header><text>The Secretary of State may accept donations that are
			 made to the libraries and resource centers authorized under this Act if the
			 Secretary determines that such receipt will not result in any cost to the
			 Federal Government.</text>
			</subsection><subsection id="HF746C421527242A0961B57AD2CAFBC5"><enum>(d)</enum><header>Advisory
			 Commission on Public Diplomacy</header><text display-inline="yes-display-inline">The Advisory Commission on Public Diplomacy
			 (authorized under section 1334 of the Foreign Affairs Reform and Restructuring
			 Act of 1998 (22
			 U.S.C. 6553)) shall submit to the Committee on Foreign Affairs
			 of the House of Representatives and the Committee on Foreign Relations of the
			 Senate a report containing and evaluation of the functions and effectiveness of
			 the libraries and resource centers that are authorized under this Act.</text>
			</subsection><subsection id="H318295DF93B2458485F1001DF5280176"><enum>(e)</enum><header>Authorization of
			 appropriations</header><text>In addition to amounts that are otherwise
			 authorized to be appropriated to the Department of State to carry out purposes
			 similar to those required under this Act, there are authorized to the Secretary
			 of State such sums as may be necessary to carry out this Act.</text>
