		<official-title>To require all public housing revitalization projects
		  assisted under the HOPE VI program to meet green communities
		  standards.</official-title>

		<section id="H78261F82E8074BDB9D4947FA73538442" section-type="section-one"><enum>1.</enum><header>Short title</header><text display-inline="no-display-inline">This Act may be cited as the
			 <quote><short-title>HOPE VI Green Building and Technical
			 Assistance Act of 2007</short-title></quote>.</text>
		</section><section id="HC99B8649C07E404C919B3455D9D97C85"><enum>2.</enum><header>Green communities
			 requirements</header>
			<subsection id="H0BC7171474FE404AA32346F8ADA6F09C"><enum>(a)</enum><header>In
			 general</header><text>Section 24(e) of the United States Housing Act of 1937
			 (<external-xref legal-doc="usc" parsable-cite="usc/42/1437v">42 U.S.C. 1437v(e)</external-xref>) is amended by adding at the end the following new
			 paragraph:</text>
				<quoted-block display-inline="no-display-inline" id="H2E8361DD5F644375B0E11EE18BF29161" style="OLC">
					<paragraph id="HECA838BF285F4D95A68682D2E87829C5"><enum>(4)</enum><header>Green
				communities requirements</header>
						<subparagraph id="H39FE7336F2E0437C85608CA41D14932D"><enum>(A)</enum><header>Requirements</header><text display-inline="yes-display-inline">The Secretary may not make a grant under
				this section to an applicant unless the revitalization plan of the applicant to
				be carried out with such grant amounts complies with the following
				requirements:</text>
							<clause id="H4F67C51D782A495A879E10FDF49580A6"><enum>(i)</enum><header>Affordable
				housing</header><text>The plan complies with the green communities criteria
				checklist of the national Green Communities program that provides criteria for
				the design, development, and operation of affordable housing, as such checklist
				is in effect upon the date of the enactment of the
				<short-title>HOPE VI Green Building and Technical
				Assistance Act of 2007</short-title>, as follows:</text>
								<subclause id="H23F87E94DB8640C3A5E4B935D9637DBE"><enum>(I)</enum><text>The revitalization
				plan shall comply with all items of the green communities criteria checklist
				that are identified as mandatory.</text>
								</subclause><subclause id="H7C4D6E8EC6644973B99886FAD51659D"><enum>(II)</enum><text display-inline="yes-display-inline">The revitalization plan shall comply with
				such other nonmandatory items of the green communities criteria checklist so as
				to result in a cumulative number of points attributable to such nonmandatory
				items under such checklist of not less than—</text>
									<item id="H9159919BAD5F4B47AFB5CBE870720300"><enum>(aa)</enum><text>25
				points, in the case of any plan (or portion thereof) consisting of new
				construction; and</text>
									</item><item id="H06638F9A30304EFCA2CF8345CE34444E"><enum>(bb)</enum><text display-inline="yes-display-inline">20 points, in the case of any plan (or
				portion thereof) consisting of rehabilitation.</text>
									</item></subclause></clause><clause id="HEC0E9A0C92684017A47381EE3500092C"><enum>(ii)</enum><header>Nonresidential
				structures</header><text>The plan provides that any nonresidential structure
				covered by the plan that has 50,000 square feet of gross floor area or more
				complies with version 2.2 of the Leadership in Energy and Environmental Design
				green building rating system for new construction and major renovations
				(LEED–NC 2.2) or version 2.0 of such green building rating system for core and
				shell (LEED–CS 2.0) at the certification level.</text>
							</clause></subparagraph><subparagraph id="H9638692809B34F99B373B418EACAA927"><enum>(B)</enum><header>Verification</header>
							<clause id="H2571FDFD7C834D31A554F675928092B"><enum>(i)</enum><header>In
				general</header><text>The Secretary shall verify, or provide for verification,
				sufficient to ensure that each revitalization plan carried out with amounts
				from a grant under this section complies with the requirements under
				subparagraph (A) and that the revitalization program is carried out in
				accordance with such requirements and plan.</text>
							</clause><clause id="HF03DC7B27511485EA32F2200FBCCA944"><enum>(ii)</enum><header>Timing</header><text>In
				providing for such verification, the Secretary shall establish procedures to
				ensure such compliance with respect to each grantee, and shall report to the
				Congress with respect to the compliance of each grantee, at each of the
				following times:</text>
								<subclause id="HBBF3188EB52D43EE89405417C66CBE5E"><enum>(I)</enum><text>Not later than 60
				days after award of a grant under this section for the grantee.</text>
								</subclause><subclause id="H14C25EEB258E48A70000F9960391E4F"><enum>(II)</enum><text>Upon completion of
				the revitalization program of the
				grantee.</text>
								</subclause></clause></subparagraph></paragraph><after-quoted-block>.</after-quoted-block></quoted-block>
			</subsection><subsection id="H02D0447FD11B41CC87E0223C5285FD6D"><enum>(b)</enum><header>Selection
			 criteria</header><text>Section 24(e)(2) of the United States Housing Act of
			 1937 (<external-xref legal-doc="usc" parsable-cite="usc/42/1437v">42 U.S.C. 1437v(e)(2)</external-xref>) is amended—</text>
				<paragraph id="H76A8E9E6CA46440799150896580431E7"><enum>(1)</enum><text>in subparagraph
			 (K), by striking <quote>and</quote> at the end;</text>
				</paragraph><paragraph id="H531765B14017435088E528B69757AE73"><enum>(2)</enum><text>by redesignating
			 subparagraph (L) as subparagraph (M); and</text>
				</paragraph><paragraph id="H29BB9C66792D4442B2DB43CE972B1456"><enum>(3)</enum><text>by inserting after
			 subparagraph (K) the following new subparagraph:</text>
					<quoted-block display-inline="no-display-inline" id="HAB6B5B37639D459AA4EAFD7557DB60B7" style="OLC">
						<subparagraph id="HE226621181A948E18505549126181DB3"><enum>(L)</enum><text>the extent of
				compliance of the revitalization program proposed under the plan with the
				nonmandatory items of the national Green Communities criteria checklist
				identified in paragraph (4)(A);
				and</text>
						</subparagraph><after-quoted-block>.</after-quoted-block></quoted-block>
				</paragraph></subsection></section><section id="H29269902F1564451A4EF12605C089EA"><enum>3.</enum><header>Planning and
			 technical assistance grants</header><text display-inline="no-display-inline">Section 24(m) of the United States Housing
			 Act of 1937 (<external-xref legal-doc="usc" parsable-cite="usc/42/1437v">42 U.S.C. 1437v(m)</external-xref>) is amended by striking paragraph (2) and
			 inserting the following new paragraph:</text>
			<quoted-block display-inline="no-display-inline" id="H3FA4EA44514445458787D9C9517D8DD" style="OLC">
				<paragraph id="H8BF7AB89B78D4B3C9BDA645208AE9FE0"><enum>(2)</enum><header>Planning and
				technical assistance grants</header><text>Subject only to approvable requests
				for grants under this paragraph, of the amount appropriated pursuant to
				paragraph (1) for any fiscal year, the Secretary shall use not less than two
				percent for grants in such fiscal year to potential applicants and applicants
				for grants under this section to assist such entities in developing and
				planning revitalization programs under this section or to recipients of grants
				under this section to assist such recipients in obtaining technical assistance
				in carrying out revitalization
				programs.</text>
				</paragraph><after-quoted-block>.</after-quoted-block></quoted-block>
