		  of Reclamation to carry out the Lower Colorado River Multi-Species Conservation
		  Program in the States of Arizona, California, and Nevada, and for other

		<section id="HCE2468CCA9C94B38A0B6E08FF3E70000" section-type="section-one"><enum>1.</enum><header>Short title</header><text display-inline="no-display-inline">This Act may be cited as the
			 <quote><short-title>Lower Colorado River Multi-Species
			 Conservation Program Act</short-title></quote>.</text>
		</section><section id="H8CD2FE1CECE146A785581C2830C62BEA"><enum>2.</enum><header>Definitions</header><text display-inline="no-display-inline">In this Act:</text>
			<paragraph id="H6253BEA8AB7C4E34AAEAF1F5DE374F2C"><enum>(1)</enum><header>Lower colorado river
			 multi-species conservation program</header><text>The term <quote>Lower Colorado
			 River Multi-Species Conservation Program</quote> or <quote>LCR MSCP</quote>
			 means the cooperative effort on the Lower Colorado River between Federal and
			 non-Federal entities in Arizona, California, and Nevada approved by the
			 Secretary of the Interior on April 2, 2005.</text>
			</paragraph><paragraph id="HEAF28F3F079547E58BD5A4EA69FD227"><enum>(2)</enum><header>Lower colorado
			 river</header><text>The term <quote>Lower Colorado River</quote> means the
			 Colorado River from Lake Mead to the Southerly International Boundary with
			 Mexico, including its historic floodplain and its mainstem reservoirs to their
			 full pool elevations.</text>
			</paragraph><paragraph id="H74AB0F07A88C43CDB07EDEA3533000B6"><enum>(3)</enum><header>Secretary</header><text>The
			 term <quote>Secretary</quote> means the Secretary of the Interior.</text>
			</paragraph><paragraph id="H73F6B3438DE54C32B300F2787DAEFF10"><enum>(4)</enum><header>States</header><text>The
			 term <quote>States</quote> means each of the States of Arizona, California, and
			 Nevada.</text>
			</paragraph></section><section id="HD203B8BD35D04191A0D4B334868501F2"><enum>3.</enum><header>Implementation and water
			 accounting</header>
			<subsection id="H2871B27C6F1B45B381DD6148C189B629"><enum>(a)</enum><header>In
			 general</header><text>The Secretary is authorized to participate in the Lower
			 Colorado River Multi-Species Conservation Program.</text>
			</subsection><subsection id="H17DC51A4322B483D872442FB649F5800"><enum>(b)</enum><header>Water
			 accounting</header><text>The Secretary is authorized to enter into an agreement
			 with the States providing for the use of water from the Lower Colorado River
			 for habitat creation and maintenance.</text>
			</subsection></section><section id="H1B37636EA63547C285E85CF405F68B44"><enum>4.</enum><header>Authorization of
			 appropriations</header>
			<subsection id="H950CC16BBF434353849FD6BB688B38BF"><enum>(a)</enum><header>In
			 General</header><text>There is authorized to be appropriated to the Secretary
			 such sums as may be necessary to participate in the Lower Colorado River
			 Multi-Species Conservation Program, to remain available until expended.</text>
			</subsection><subsection id="H4E9EE8AA4A594998A2C9BAA15CFF397"><enum>(b)</enum><header>Nonreimbursable and
			 Nonreturnable</header><text>All amounts appropriated to and expended by the
			 Secretary for the LCR MSCP shall be nonreimbursable and nonreturnable.</text>
			</subsection></section></legis-body>
