<section section-type="section-one" id="H61B0D799B9194C27B0A1FCCEC68BF7DA" display-inline="no-display-inline"><enum>1.</enum><header>Increased United States government share of airport improvement program project costs</header><text display-inline="no-display-inline"><external-xref legal-doc="usc" parsable-cite="usc/49/47109">Section 47109</external-xref> of title 49, United States Code, is amended—</text> 
<paragraph id="H6ADDC0C59DE049FA92F0C5AE9EC5CDD0"><enum>(1)</enum><text>in subsection (a) by striking <quote>subsection (b)</quote> and inserting <quote>subsections (b) and (e)</quote>; and</text></paragraph> 
<paragraph id="H3A1DAC9A8AB145C581CF49CAC7B0EC19"><enum>(2)</enum><text>by adding at the end the following:</text>

<subsection id="HFA51A92742F046A5A243C69CE44EA6F0"><enum>(e)</enum><header>Special Rule for Economically Depressed Communities</header> 
<paragraph id="H4F71D5C94C1F43BEB600C146BFCEFEF7"><enum>(1)</enum><header>In general</header><text>The United States Government’s share of allowable project costs is 100 percent for a project at an airport that is receiving subsidized air service under subchapter II of chapter 417 and that is located in a community that, at the time a project grant application is submitted under section 47105, is an economically depressed community.</text></paragraph> 
<paragraph id="HA8774B8BDA58490098F7F3A5BCDE7764"><enum>(2)</enum><header>Economically depressed community defined</header><text>In this section, the term <term>economically depressed community</term> means a unit of local government that the Secretary of Transportation determines has—</text> 
<subparagraph id="H347D5BF8AE054BB6BEFD4AA70C0AD41"><enum>(A)</enum><text>an unemployment rate that is, for the most recent 24-month period for which data are available, at least 1 percent greater than the national average unemployment rate;</text></subparagraph> 
<subparagraph id="H36F36973C2E2421CA4D752C48D51BE1"><enum>(B)</enum><text>per capita income that is, for the most recent period for which data are available, 80 percent or less of the national average per capita income; or</text></subparagraph> 
<subparagraph id="H8B88571E87BE465AA32D7947B4BC6568"><enum>(C)</enum><text>a special need arising from actual or threatened severe unemployment or economic adjustment problems resulting from severe short-term or long-term changes in economic conditions, such as—</text> 
<clause id="HAFE3F000B98E463BBF1C2DC29928CC15"><enum>(i)</enum><text>substantial outmigration or population loss;</text></clause> 
<clause id="HF04D0C70033B4FEC8DB53DD0BB40953E"><enum>(ii)</enum><text>underemployment;</text></clause> 
<clause id="HDBF6CF0FBE494089A7F2D7EFD365EB68"><enum>(iii)</enum><text>military base closures or realignments, defense contractor reductions-in-force, or Department of Energy defense-related funding reductions;</text></clause> 
<clause id="HA15710B2694B4522B2E31BB90830D4A7"><enum>(iv)</enum><text>natural or other major disasters or emergencies;</text></clause> 
<clause id="H65C76356A68F4E2D93156F8E6CF31934"><enum>(v)</enum><text>extraordinary depletion of natural resources;</text></clause> 
<clause id="H82D6124B6FF9494DB0D5874060C7C6B9"><enum>(vi)</enum><text>closure or restructuring of industrial firms essential to area economies; and</text></clause> 
<clause id="HD9FF3740F36B444F007B281D6D4445D1"><enum>(vii)</enum><text>destructive impacts of foreign trade.</text></clause></subparagraph></paragraph></subsection><after-quoted-block>.</after-quoted-block></quoted-block></paragraph></section>
