		<section display-inline="no-display-inline" id="H5D3A19BE0EF74102BE7261B4ECBCAA50" section-type="section-one"><enum>1.</enum><header>Financial assistance for
			 supportive services for very low-income veteran families in permanent
			 housing</header>
			<subsection id="HA349B5C184974B7DB5EE56A95B6987D5"><enum>(a)</enum><header>Short
			 Title</header><text>This Act may be cited as the <quote><short-title>Services to Prevent Veterans Homelessness
			 Act</short-title></quote>.</text>
			</subsection><subsection id="HD2E1662F021144B2822326A84D8989F6"><enum>(b)</enum><header>Purpose</header><text>The
			 purpose of this Act is to facilitate the provision of supportive services for
			 very low-income veteran families in permanent housing.</text>
			</subsection><subsection id="H314AA49AD25E4BC3BDEA8E738174B39D"><enum>(c)</enum><header>Authorization of
			 Financial Assistance</header>
				<paragraph id="H0D5A591B002247E88FCE86426DF0552B"><enum>(1)</enum><header>In
			 general</header><text>Subchapter V of <external-xref legal-doc="usc-chapter" parsable-cite="usc-chapter/38/20">chapter 20</external-xref> of title 38, United States
			 Code, is amended by adding at the end the following new section:</text>
					<quoted-block id="HCDD5960710524A249D7434F5E82D2289" style="USC">
						<section id="HEA645CCB8D3B479BBBEBA258E9F9C1D4"><enum>2044.</enum><header>Financial
				assistance for supportive services for very low-income veteran families
				residing in permanent housing</header>
							<subsection id="H96B7D22EA69F44828865B3773D7D8188"><enum>(a)</enum><header>Distribution of
				Financial Assistance</header><paragraph commented="no" display-inline="yes-display-inline" id="HCCE30E113517439BB56955E4F6EE7FB"><enum>(1)</enum><text>The Secretary shall
				provide financial assistance to eligible entities approved under this section
				to provide and coordinate the provision of the supportive services for very
				low-income veteran families residing in permanent housing.</text>
								</paragraph><paragraph id="HEE26E544321C4D619433481015A7125" indent="up1"><enum>(2)</enum><subparagraph commented="no" display-inline="yes-display-inline" id="H6D7F592747C8497B851D9BD5F1D7E5E2"><enum>(A)</enum><text>Financial assistance
				under this section shall consist of payments for each such family for which an
				approved eligible entity provides or coordinates the provision of supportive
				services.</text>
									</subparagraph><subparagraph id="H1EA411FFFC1E49098D6F2B527872592D" indent="up1"><enum>(B)</enum><text>The Secretary shall establish a
				formula for determining the rate of payments provided to a very low-income
				veteran family receiving supportive services under this section. The rate shall
				be adjusted not less than once annually to reflect changes in the cost of
				living. In calculating the payment formula under this subparagraph, the
				Secretary may consider geographic cost of living variances, family size, and
				the cost of services provided.</text>
									</subparagraph></paragraph><paragraph id="H58C6CF2DB7D84C08AD00091C3135A5FC" indent="up1"><enum>(3)</enum><text>In providing financial assistance
				under paragraph (1), the Secretary shall give preference to an entity that
				provides or coordinates the provision of supportive services for very
				low-income veteran families who are transitioning from homelessness to
				permanent housing.</text>
								</paragraph><paragraph id="H1EF060D5B90E43DE84F4DDF04026B0F7" indent="up1"><enum>(4)</enum><text>The Secretary shall ensure that, to
				the extent practicable, financial assistance under this subsection is equitably
				distributed across geographic regions, including rural communities and tribal
				lands.</text>
								</paragraph><paragraph id="H91DAD11D48CC41898538C21847D912E7" indent="up1"><enum>(5)</enum><text>Each entity receiving financial
				assistance under this section to provide supportive services to a very
				low-income veteran family shall notify the family that such services are being
				paid for, in whole or in part, by the Department.</text>
								</paragraph><paragraph id="H2E26103CF3A74688B008B24DF6EC6E38" indent="up1"><enum>(6)</enum><text>The Secretary may require an entity
				receiving financial assistance under this section to submit a report to the
				Secretary describing the supportive services provided with such financial
				assistance.</text>
								</paragraph></subsection><subsection id="H675AAC5D7DDF4350BC466D718E0047E6"><enum>(b)</enum><header>Application for
				Financial Assistance</header><paragraph commented="no" display-inline="yes-display-inline" id="HD04272673AE546B8A0AF5E307C39B411"><enum>(1)</enum><text>An eligible entity
				seeking financial assistance under subsection (a) shall submit to the Secretary
				an application in such form, in such manner, and containing such commitments
				and information as the Secretary determines to be necessary.</text>
								</paragraph><paragraph id="HC00AB131C6974140866405BEE9F89430" indent="up1"><enum>(2)</enum><text>An application submitted under
				paragraph (1) shall contain—</text>
									<subparagraph id="H36FB2258A147461A885EA1666DF9A76F"><enum>(A)</enum><text>a description of the supportive
				services proposed to be provided by the eligible entity;</text>
									</subparagraph><subparagraph id="H2074123178F64681A9DAA0B0006E2C4E"><enum>(B)</enum><text>a description of the types of very
				low-income veteran families proposed to be provided such services;</text>
									</subparagraph><subparagraph id="H5714B6CF6D5A42CEA8DA69D500BF1209"><enum>(C)</enum><text>an estimate of the number of very
				low-income veteran families proposed to be provided such services;</text>
									</subparagraph><subparagraph id="H5B088C08A95046BCBAF6FB9B6081B0C7"><enum>(D)</enum><text>evidence of the experience of the
				eligible entity in providing supportive services to very low-income veteran
				families; and</text>
									</subparagraph><subparagraph id="H9447F0CA6EC94CBBB88BDB7034E4BA4"><enum>(E)</enum><text>a description of the managerial
				capacity of the eligible entity to—</text>
										<clause id="HBE67923BBE8F4215AECD6557388D7109"><enum>(i)</enum><text>coordinate the provision of
				supportive services with the provision of permanent housing, by the eligible
				entity or by other organizations;</text>
										</clause><clause id="H0E17679E52814C2D947CE871AD2B0996"><enum>(ii)</enum><text>continuously assess the needs of
				very low-income veteran families for supportive services;</text>
										</clause><clause id="H8012390D1DAE4509875DCCCEC6576702"><enum>(iii)</enum><text>coordinate the provision of
				supportive services with the services of the Department;</text>
										</clause><clause id="H0EA7F9F999F04AA9B7DD285787967928"><enum>(iv)</enum><text>tailor supportive services to the
				needs of very low-income veteran families; and</text>
										</clause><clause id="H25A10B9B524E4EA4B01BAA66DD2AFBC"><enum>(v)</enum><text>continuously seek new sources of
				assistance to ensure the long-term provision of supportive services to very
				low-income veteran families.</text>
										</clause></subparagraph></paragraph><paragraph id="H9043F310A06541378637B872F8506E3B" indent="up1"><enum>(3)</enum><text>The Secretary shall establish
				criteria for the selection of eligible entities to receive financial assistance
				under this section.</text>
								</paragraph></subsection><subsection id="H8362DBC0A5F149CA871B7CD27E1C98EA"><enum>(c)</enum><header>Technical
				Assistance</header><paragraph commented="no" display-inline="yes-display-inline" id="H711CB28829AF42D5BEB112FCCE4310A6"><enum>(1)</enum><text>The Secretary shall
				provide training and technical assistance eligible entities that receive
				financial assistance under this section with respect to the planning,
				development, and provision of supportive services to very low-income veteran
				families occupying permanent housing.</text>
								</paragraph><paragraph id="H9C21C384078645D2AAAF6300AF5EEDAF" indent="up1"><enum>(2)</enum><text>The Secretary may provide the
				training described in paragraph (1) directly or through grants or contracts
				with appropriate public or nonprofit private entities.</text>
								</paragraph></subsection><subsection id="H7765E013348848D7B1B7CCC2FB129F1B"><enum>(d)</enum><header>Authorization of
				appropriations</header><text>There is authorized to be appropriated, for each
				fiscal year, $25,000,000, to carry out this section, of which not more than
				$750,000 may be used to provide technical assistance under subsection
				(c).</text>
							</subsection><subsection id="H17BAE98B6A0249BC84BA992EDC5F6FD1"><enum>(e)</enum><header>Definitions</header><text>For
				the purposes of this section:</text>
								<paragraph id="H5E69678C45BC4A83A7ABF55EC986B924"><enum>(1)</enum><text>The term
				<quote>very low-income veteran family</quote> means a veteran family whose
				income does not exceed 50 percent of the median income for the area, as
				determined by the Secretary in accordance with this paragraph, except
				that—</text>
									<subparagraph id="H011CE1B357574AD6B849E8D0623E86F"><enum>(A)</enum><text>the Secretary shall
				make appropriate adjustments to the income requirement under subparagraph (A)
				based on family size; and</text>
									</subparagraph><subparagraph id="H2EC4F3F4C4FC46ACA4B5D46DBEBEB74B"><enum>(B)</enum><text>the Secretary may
				establish an income ceiling higher or lower than 50 percent of the median
				income for an area if the Secretary determines that such variations are
				necessary because the area has unusually high or low construction costs, fair
				market rents (as determined under section 8 of the United States Housing Act of
				1937 (<external-xref legal-doc="usc" parsable-cite="usc/42/1437f">42 U.S.C. 1437f</external-xref>)), or family incomes.</text>
									</subparagraph></paragraph><paragraph id="HAA715C61E3C241ECB8006B3DDECE7679"><enum>(2)</enum><text>The term
				<quote>veteran family</quote> includes a veteran who is a single person and a
				family in which the head of household or the spouse of the head of household is
				a veteran.</text>
								</paragraph><paragraph id="H0D0E73B749D245F6A2F1005D43F59EFE"><enum>(3)</enum><text>The term
				<quote>consumer cooperative</quote> has the meaning given such term in section
				202 of the Housing Act of 1959 (<external-xref legal-doc="usc" parsable-cite="usc/12/1701q">12 U.S.C. 1701q</external-xref>).</text>
								</paragraph><paragraph id="HE5AB92AB8AC943A9B607D05FF2A7F726"><enum>(4)</enum><text>The term
				<quote>eligible entity</quote> means—</text>
									<subparagraph id="HC58060135B4F4BCA93294764DA369930"><enum>(A)</enum><text>a private
				nonprofit organization; or</text>
									</subparagraph><subparagraph id="H08AC07EE5CBD41188EDDE0ADF96520EA"><enum>(B)</enum><text>a consumer
				cooperative.</text>
									</subparagraph></paragraph><paragraph id="HAE838B774A3C4EE488893CBC7373E0D6"><enum>(5)</enum><text>The term
				<quote>homeless</quote> has the meaning given the term in section 103 of the
				McKinney-Vento Homeless Assistance Act (<external-xref legal-doc="usc" parsable-cite="usc/42/11302">42 U.S.C. 11302</external-xref>).</text>
								</paragraph><paragraph id="H153F3E2844804AC29FFB872FE9137202"><enum>(6)</enum><text>The term
				<quote>permanent housing</quote> means community-based housing without a
				designated length of stay.</text>
								</paragraph><paragraph id="HCE3363F4053C4FD684A29638199F197C"><enum>(7)</enum><text>The term
				<quote>private nonprofit organization</quote> means—</text>
									<subparagraph id="H5F0A26B7DE8E45E49BB617007D00BB79"><enum>(A)</enum><text>any incorporated
				private institution or foundation—</text>
										<clause id="H76B82E9387134FE7935965FDC17B811C"><enum>(i)</enum><text>no
				part of the net earnings of which inures to the benefit of any member, founder,
				contributor, or individual;</text>
										</clause><clause id="H0153B513DB6A40D98E130310B44F7E0"><enum>(ii)</enum><text>which has a
				governing board that is responsible for the operation of the supportive
				services provided under this section; and</text>
										</clause><clause id="H38B39E434A814FEA8366009600ECFA19"><enum>(iii)</enum><text>which is
				approved by the Secretary as to financial responsibility;</text>
										</clause></subparagraph><subparagraph id="HC2C9CA1C71794A04BDC8B09C69009E7"><enum>(B)</enum><text>a for-profit
				limited partnership, the sole general partner of which is an organization
				meeting the requirements of clauses (i), (ii), and (iii) of subparagraph
				(A);</text>
									</subparagraph><subparagraph id="H124DF7D7438C4BFD9B437BB251F29F76"><enum>(C)</enum><text>a corporation
				wholly owned and controlled by an organization meeting the requirements of
				clauses (i), (ii), and (iii) of subparagraph (A); and</text>
									</subparagraph><subparagraph id="HFA6778AFDBB54B7B000070E534FA21C8"><enum>(D)</enum><text>a tribally
				designated housing entity (as defined in section 4 of the Native American
				Housing Assistance and Self-Determination Act of 1996 (<external-xref legal-doc="usc" parsable-cite="usc/25/4103">25 U.S.C. 4103</external-xref>)).</text>
									</subparagraph></paragraph><paragraph id="H93E79FD930AE4E53A0F9D9BCA3B08533"><enum>(8)</enum><text>The term
				<quote>supportive services</quote> means the following:</text>
									<subparagraph id="HA2CFC80F351A4F2F8F323406D698E9B"><enum>(A)</enum><text>Services provided
				by an eligible entity or subcontractors that address the needs of very
				low-income veteran families occupying permanent housing, including—</text>
										<clause id="HD67236D8EBEB44C68269AB087765994E"><enum>(i)</enum><text>outreach
				services;</text>
										</clause><clause id="H0E4FF6CBC2E5461FAA1E119E59455500"><enum>(ii)</enum><text>health care
				services, including diagnosis, treatment, and counseling for mental health and
				substance abuse disorders and for post-traumatic stress disorder, if such
				services are not readily available through the Department of Veterans Affairs
				medical center serving the geographic area in which the veteran family is
				housed;</text>
										</clause><clause id="H5967BAADA54645B7BDA0F54DD1F31AD"><enum>(iii)</enum><text>habilitation and
				rehabilitation services;</text>
										</clause><clause id="H6DFAC269A7E948E1B2AB602E783C1418"><enum>(iv)</enum><text>case management
				services;</text>
										</clause><clause id="HB8A76C5CE2F24B59B7751B016DCD782E"><enum>(v)</enum><text>daily living
				services;</text>
										</clause><clause id="H7FFCC097C42C4062AE24E933000149E2"><enum>(vi)</enum><text>personal
				financial planning;</text>
										</clause><clause id="H5BE95234EC9742DE89138291210818C0"><enum>(vii)</enum><text>transportation
				services;</text>
										</clause><clause id="HE4D325BAE4FE434D8B1132FA6FE7CA3D"><enum>(viii)</enum><text>vocational
				counseling;</text>
										</clause><clause id="H000B9699F38041C9B9B4D0C390E89F45"><enum>(ix)</enum><text>employment and
				training;</text>
										</clause><clause id="H306A057A17D44B96AA4E6CB38214249E"><enum>(x)</enum><text>educational
				services;</text>
										</clause><clause id="HAE5CFB2C8B28441EBE4DF6B045CC8537"><enum>(xi)</enum><text>assistance in
				obtaining veterans benefits and other public benefits, including health care
				provided by the Department;</text>
										</clause><clause id="H75F13216525643C7946C6479A6F43DC7"><enum>(xii)</enum><text>assistance in
				obtaining income support;</text>
										</clause><clause id="HD9C3BBC50A4F4B6C9E576635EE9F756E"><enum>(xiii)</enum><text>assistance in
				obtaining health insurance;</text>
										</clause><clause id="H44249ED0CEA3430EBA417712C88F7509"><enum>(xiv)</enum><text>fiduciary and
				representative payee services;</text>
										</clause><clause id="HF057C09295884E93A132C88303BF8CAF"><enum>(xv)</enum><text>legal services to
				assist the veteran family with reconsiderations or appeals of veterans and
				public benefit claim denials and to resolve outstanding warrants that interfere
				with the family’s ability to obtain or retain housing or supportive
				services;</text>
										</clause><clause id="H83B60A2894DF49B5A64815A4FDA87DC"><enum>(xvi)</enum><text>child
				care;</text>
										</clause><clause id="HCD12AF3627DC43E6AD005D11FEA11EE"><enum>(xvii)</enum><text>housing
				counseling;</text>
										</clause><clause id="H4BFFB4A314B446C58FB9945060985EB6"><enum>(xviii)</enum><text>other services
				necessary for maintaining independent living; and</text>
										</clause><clause id="H83B6B061E65648D8A8E6063C811754A8"><enum>(xix)</enum><text>coordination of
				services described in this paragraph.</text>
										</clause></subparagraph><subparagraph id="HCD1F8E3F91CA4C85A14331B9D525EF37"><enum>(B)</enum><text display-inline="yes-display-inline">Services provided by an eligible entity or
				subcontractors, including services described in clauses (i) through (xix) of
				subparagraph (A), that are delivered to very low-income veteran families who
				are homeless and who are scheduled to become residents of permanent housing
				within 90 days of the date on which the service is provided pending the
				location or development of housing suitable for permanent housing.</text>
									</subparagraph><subparagraph id="H7BDB5BA3283B4A3693BFEC471E2193C"><enum>(C)</enum><text display-inline="yes-display-inline">Services provided by an eligible entity or
				subcontractors, including services described in clauses (i) through (xix) of
				subparagraph (A), for very low-income veteran families who have voluntarily
				chosen to seek other housing after a period of tenancy in permanent housing,
				that are provided, for a period of 90 days beginning on the date on which such
				a family exits permanent housing or until such a family commences receipt of
				other housing services adequate to meet the needs of the family, but only to
				the extent that services under this paragraph are designed to support such a
				family in the choice to transition into housing that is responsive to the
				individual needs and preferences of the
				family.</text>
									</subparagraph></paragraph></subsection></section><after-quoted-block>.</after-quoted-block></quoted-block>
				</paragraph><paragraph id="H81FC381472B643C8BE3F80CD00C3C423"><enum>(2)</enum><header>Clerical
			 amendment</header><text>The table of section at the beginning of such chapter
			 is amended by inserting after the item relating to section 2043 the following
			 new item:</text>
