		<section display-inline="no-display-inline" id="H2B084035AB064E278C5F5400F7B9DD9E" section-type="section-one"><enum>1.</enum><header>Short title</header><text display-inline="no-display-inline">This Act may be cited as the
			 <quote><short-title>Terrorism Prevention and Deterrence
			 Act of 2007</short-title></quote>.</text>
		</section><section id="H2B1E2CCD0BF44F189C380038E3281B33"><enum>2.</enum><header>Prevention and
			 deterrence of terrorist suicide bombings</header>
			<subsection id="HA7B2F4FC26BC47689529C5873463B7E2"><enum>(a)</enum><header>Offense of
			 rewarding or facilitating international terrorist acts</header>
				<paragraph id="H0C758FCC2E15430DA211590943D9896D"><enum>(1)</enum><header>In
			 general</header><text><external-xref legal-doc="usc-chapter" parsable-cite="usc-chapter/18/113B">Chapter 113B</external-xref> of title 18, United States Code, is amended
			 by adding at the end the following:</text>
					<quoted-block display-inline="no-display-inline" id="H35C9E11C228846EDB4C84BA1000F029" style="USC">
						<section id="H17BC0E8430974D1BB21D762ECC00B8A1"><enum>2339E.</enum><header>Providing
				material support to international terrorism</header>
							<subsection id="H9076576619604D9E9CCE6EDD52E9CA2D"><enum>(a)</enum><header>Definitions</header><text>In
				this section:</text>
								<paragraph id="H7406008F1BA7412491CE7D939FE75F84"><enum>(1)</enum><text>The term
				<term>facility of interstate or foreign commerce</term> has the same meaning as
				in section 1958(b)(2).</text>
								</paragraph><paragraph id="HE57474A5F94543A3A8A095A6727F0080"><enum>(2)</enum><text>The term
				<term>international terrorism</term> has the same meaning as in section
				2331.</text>
								</paragraph><paragraph id="H7FCAF633AA7B4A2000E7A3A4C62EE007"><enum>(3)</enum><text>The term
				<term>material support or resources</term> has the same meaning as in section
				2339A(b).</text>
								</paragraph><paragraph id="H75D3B89048F54528A9CD5DCF584EBB4"><enum>(4)</enum><text>The term
				<term>perpetrator of an act</term> includes any person who—</text>
									<subparagraph id="HCDD5D18B14534847A2499EFAD4CFEDA"><enum>(A)</enum><text>commits the
				act;</text>
									</subparagraph><subparagraph id="H0A277ADE048847FABC789C7700182413"><enum>(B)</enum><text>aids, abets,
				counsels, commands, induces, or procures its commission; or</text>
									</subparagraph><subparagraph id="H16FA79E4561442F896128D55F9DA5EF7"><enum>(C)</enum><text>attempts, plots,
				or conspires to commit the act.</text>
									</subparagraph></paragraph><paragraph id="H8C138B1955FE4BB38577D9AF23293C07"><enum>(5)</enum><text>The term
				<term>serious bodily injury</term> has the same meaning as in section
				1365.</text>
								</paragraph></subsection><subsection id="HA294FEC9C91C421395FFC4CA2D73486C"><enum>(b)</enum><header>Prohibition</header><text>Whoever,
				in a circumstance described in subsection (c), provides, or attempts or
				conspires to provide, material support or resources to the perpetrator of an
				act of international terrorism, or to a family member or other person
				associated with such perpetrator, with the intent to facilitate, reward, or
				encourage that act or other acts of international terrorism, shall be fined
				under this title, imprisoned not more than 25 years, or both, and, if death
				results, shall be imprisoned for any term of years or for life.</text>
							</subsection><subsection id="H2DC701E520FA4220BC40009B1B4DB054"><enum>(c)</enum><header>Jurisdictional
				bases</header><text>A circumstance referred to in subsection (b) is
				that—</text>
								<paragraph id="H7A988E47F3AD4C438C0918378EF80039"><enum>(1)</enum><text>the offense occurs
				in or affects interstate or foreign commerce;</text>
								</paragraph><paragraph id="H4954D660FC614AE0BC2E881D82BAAC55"><enum>(2)</enum><text>the offense
				involves the use of the mails or a facility of interstate or foreign
				commerce;</text>
								</paragraph><paragraph id="H36D9D94BC51E4CB78FB1D79D32CA3854"><enum>(3)</enum><text>an offender
				intends to facilitate, reward, or encourage an act of international terrorism
				that affects interstate or foreign commerce or would have affected interstate
				or foreign commerce had it been consummated;</text>
								</paragraph><paragraph id="HF7F261F2B2D549D9953E3E72C639809F"><enum>(4)</enum><text>an offender
				intends to facilitate, reward, or encourage an act of international terrorism
				that violates the criminal laws of the United States;</text>
								</paragraph><paragraph id="HDB99FB5FC201435993109B9B843047D8"><enum>(5)</enum><text>an offender
				intends to facilitate, reward, or encourage an act of international terrorism
				that is designed to influence the policy or affect the conduct of the United
				States Government;</text>
								</paragraph><paragraph id="HD95BDC3071764F9FAFBC0059AE39EC4B"><enum>(6)</enum><text>an offender
				intends to facilitate, reward, or encourage an act of international terrorism
				that occurs in part within the United States and is designed to influence the
				policy or affect the conduct of a foreign government;</text>
								</paragraph><paragraph id="H7B79DAF2717F46579FC2E94BEF17D41D"><enum>(7)</enum><text>an offender
				intends to facilitate, reward, or encourage an act of international terrorism
				that causes or is designed to cause death or serious bodily injury to a
				national of the United States while that national is outside the United States,
				or substantial damage to the property of a legal entity organized under the
				laws of the United States (including any of its States, districts,
				commonwealths, territories, or possessions) while that property is outside of
				the United States;</text>
								</paragraph><paragraph id="H4FBE08ADEDB149C59B3BD2EEBB635225"><enum>(8)</enum><text>the offense occurs
				in whole or in part within the United States, and an offender intends to
				facilitate, reward or encourage an act of international terrorism that is
				designed to influence the policy or affect the conduct of a foreign government;
				or</text>
								</paragraph><paragraph id="H82B82CA4AC604EAA00E4E185CE0070DA"><enum>(9)</enum><text>the offense occurs
				in whole or in part outside of the United States, and an offender is a national
				of the United States, a stateless person whose habitual residence is in the
				United States, or a legal entity organized under the laws of the United States
				(including any of its States, districts, commonwealths, territories, or
				possessions).</text>
								</paragraph></subsection></section><after-quoted-block>.</after-quoted-block></quoted-block>
				</paragraph><paragraph id="H05C54926A1BB4AC48C00A6F5D1F63D74"><enum>(2)</enum><header>Technical and
			 conforming amendments</header>
					<subparagraph id="HA840629A554F4685A802F929A496A880"><enum>(A)</enum><header>Table of
			 sections</header><text>The table of sections for <external-xref legal-doc="usc-chapter" parsable-cite="usc-chapter/18/113B">chapter 113B</external-xref> of title 18,
			 United States Code, is amended by adding at the end the following:</text>

			 amendment</header><text><external-xref legal-doc="usc" parsable-cite="usc/18/2332b">Section 2332b(g)(5)(B)(i)</external-xref> of title 18, United States
			 Code, is amended by inserting <quote>2339E (relating to providing material
			 support to international terrorism),</quote> before <quote>or 2340A (relating
			 to torture)</quote>.</text>
					</subparagraph></paragraph></subsection><subsection id="H1ED4693D0B1940209FD9739CA3A96B71"><enum>(b)</enum><header>Increased
			 penalties for providing material support to terrorists</header>
				<paragraph id="H4DDB4AF623314585BB0752003D6712AD"><enum>(1)</enum><header>Providing
			 material support to designated foreign terrorist
			 organizations</header><text><external-xref legal-doc="usc" parsable-cite="usc/18/2339B">Section 2339B(a)</external-xref> of title 18, United States Code,
			 is amended by striking <quote>15 years</quote> and inserting <quote>25
			 years</quote>.</text>
				</paragraph><paragraph id="H21F4783E26E043E19B0063001B218989"><enum>(2)</enum><header>Providing
			 material support or resources in aid of a terrorist crime</header><text>Section
			 2339A(a) of title 18, United States Code, is amended by striking <quote>15
			 years</quote> and inserting <quote>40 years</quote>.</text>
				</paragraph><paragraph commented="no" display-inline="no-display-inline" id="HE712360EEFAC4B0BB6A935A1E73EF7A9"><enum>(3)</enum><header>Receiving
			 Military-Type training from a foreign terrorist
			 organization</header><text><external-xref legal-doc="usc" parsable-cite="usc/18/2339D">Section 2339D(a)</external-xref> of title 18, United States Code, is
			 amended by striking <quote>ten years</quote> and inserting <quote>15
			 years</quote>.</text>
				</paragraph><paragraph commented="no" display-inline="no-display-inline" id="HA8A7248220E14A938127A11012F693D1"><enum>(4)</enum><header>Addition of
			 attempts and conspiracies to an offense relating to military
			 training</header><text><external-xref legal-doc="usc" parsable-cite="usc/18/2339D">Section 2339D(a)</external-xref> of title 18, United States Code, is
			 amended by inserting <quote>, or attempts or conspires to receive,</quote>
			 after <quote>receives</quote>.</text>
				</paragraph></subsection></section><section id="H8304501A46F7467D9DFD7C590610E41E"><enum>3.</enum><header>Terrorist
			 murders, kidnappings, and assaults</header>
			<subsection id="HD984461B9E00419C80F657357078ABB5"><enum>(a)</enum><header>Penalties for
			 terrorist murder and manslaughter</header><text><external-xref legal-doc="usc" parsable-cite="usc/18/2332">Section 2332(a)</external-xref> of title 18,
			 United States Code, is amended—</text>
				<paragraph id="H753DB80C62964B6183744295E6E29E6E"><enum>(1)</enum><text>in paragraph (1),
			 by striking <quote>fined under this title</quote> and all that follows and
			 inserting <quote>punished as provided under section 1111(b);</quote>;
			 and</text>
				</paragraph><paragraph id="H6F0EEB6D8C0E49E7BCB8396689538954"><enum>(2)</enum><text>in paragraph (2),
			 by striking <quote>fined under this title</quote> and all that follows and
			 inserting <quote>punished as provided under section 1112(b);
			 and</quote>.</text>
				</paragraph></subsection><subsection id="HAE3ED3DEB5F74BA0A4009500A41170EF"><enum>(b)</enum><header>Addition of
			 offense of terrorist kidnapping</header><text><external-xref legal-doc="usc" parsable-cite="usc/18/2332">Section 2332</external-xref> of title 18, United
			 States Code, is amended—</text>
				<paragraph id="H242FDC4161664306BD6F0661EA5E36BE"><enum>(1)</enum><text>by redesignating
			 subsections (c) and (d) as subsections (d) and (e), respectively; and</text>
				</paragraph><paragraph id="H0A9A366B5F764301A77EE3A3000980AB"><enum>(2)</enum><text>by inserting after
			 subsection (b) the following:</text>
					<quoted-block display-inline="no-display-inline" id="H1EBE59CD91EE44AC94F9F3C2EF2192E7" style="OLC">
						<subsection id="HA163C30B79AA411396E8469B100883C8"><enum>(c)</enum><header>Kidnapping</header><text>Whoever
				outside the United States unlawfully seizes, confines, inveigles, decoys,
				kidnaps, abducts, or carries away, or attempts or conspires to seize, confine,
				inveigle, decoy, kidnap, abduct or carry away, a national of the United States
				shall be punished as provided under section
				1201(a).</text>
						</subsection><after-quoted-block>.</after-quoted-block></quoted-block>
				</paragraph></subsection><subsection id="HB84BCBD139164E188DDDCF2EE7F11FD5"><enum>(c)</enum><header>Addition of
			 sexual assault to definition of offense of terrorist
			 assault</header><text><external-xref legal-doc="usc" parsable-cite="usc/18/2332">Section 2332(d)</external-xref> of title 18, United States Code, as
			 redesignated by subsection (b) of this section, is amended—</text>
				<paragraph id="HEE888DE4573A4E63A4D059001FE9B200"><enum>(1)</enum><text>in paragraph (1),
			 by inserting <quote>(as defined in section 1365, including any conduct that, if
			 the conduct occurred in the special maritime and territorial jurisdiction of
			 the United States, would violate section 2241 or 2242)</quote> after
			 <quote>injury</quote>;</text>
				</paragraph><paragraph id="HE09D344CCAC94CB4A9C2F441A1D8D1BB"><enum>(2)</enum><text>in paragraph (2),
			 by inserting <quote>(as defined in section 1365, including any conduct that, if
			 the conduct occurred in the special maritime and territorial jurisdiction of
			 the United States, would violate section 2241 or 2242)</quote> after
			 <quote>injury</quote>; and</text>
				</paragraph><paragraph id="H509FC16E378F4A63828D20EDDEEEE819"><enum>(3)</enum><text>by striking the
			 matter following paragraph (2) and inserting the following:</text>
					<quoted-block display-inline="no-display-inline" id="H7711447B4A3141C38800B0E11DC4206F" style="OLC">
						<quoted-block-continuation-text quoted-block-continuation-text-level="subsection">shall be
				punished as provided under section

				</paragraph></subsection></section></legis-body>
