		<section display-inline="no-display-inline" id="H5D45B8DADAAB437EBA25F9D6853C5600" section-type="section-one"><enum>1.</enum><header>Short title</header><text display-inline="no-display-inline">This Act may be cited as the
			 <quote><short-title>School Safety Enhancements Act of
			 2008</short-title></quote>.</text>
		</section><title id="H6CFEDA1E93D0460798662ECB015DEFA5"><enum>I</enum><header>Elementary and
			 secondary education safety enhancements</header>
			<section id="HE0AD2D5283BA4294BC6587A680E4401E"><enum>101.</enum><header>Grant program
			 for school security</header><text display-inline="no-display-inline">Section
			 2701 of the Omnibus Crime Control and Safe Streets Act of 1968 (42 U.S.C.
			 3797a) is amended—</text>
				<paragraph display-inline="no-display-inline" id="H0B6FF1D329A64EBBAF62E1DEEF30A0B1"><enum>(1)</enum><text display-inline="yes-display-inline">in subsection (b)—</text>
					<subparagraph id="HC7CB22515F6845CB9E03FE90458D874D"><enum>(A)</enum><text display-inline="yes-display-inline">in paragraph (1)—</text>
						<clause id="HB836B6C07E244964A114C2DC00CB52DF"><enum>(i)</enum><text display-inline="yes-display-inline">by striking <quote>Placement</quote> and
			 inserting <quote>Installation</quote>; and</text>
						</clause><clause id="H4CE8AC3B5F164EEDB31B52DEA0F3BEDF"><enum>(ii)</enum><text>by
			 inserting <quote>surveillance equipment,</quote> after
			 <quote>detectors,</quote>;</text>
						</clause></subparagraph><subparagraph id="HCA5CD6B1EC6B4209BC1BE94E173EA715"><enum>(B)</enum><text display-inline="yes-display-inline">by redesignating paragraph (5) as paragraph
			 (6); and</text>
					</subparagraph><subparagraph id="H9D8678C3F08541AB9CFD5FF1E2D8DC00"><enum>(C)</enum><text>by inserting after
			 paragraph (4) the following:</text>
						<quoted-block display-inline="no-display-inline" id="H433FCAEA39A84E4DB3E6AA5DA2C0884E" style="OLC">
							<paragraph id="H2B6A688486674DDD834F99B6086B339C"><enum>(5)</enum><text display-inline="yes-display-inline">Establishment of hotlines or tiplines for
				the reporting of potentially dangerous students and
				situations.</text>
							</paragraph><after-quoted-block>;</after-quoted-block></quoted-block>
					</subparagraph></paragraph><paragraph id="HABA7165EEB834F97AD7CD61D142D0013"><enum>(2)</enum><text>by striking
			 subsection (d)(1) and inserting the following:</text>
					<quoted-block display-inline="no-display-inline" id="H64B030B8A20B4C2DB4F4ED41595C282C" style="OLC">
						<paragraph id="HBB411F1008E24946907F5ED6FD6BD5E1"><enum>(1)</enum><text>The Federal share
				of the costs of a program provided by a grant under subsection (a) shall be not
				more than 80 percent of the total of such
				costs.</text>
						</paragraph><after-quoted-block>;
				and</after-quoted-block></quoted-block>
				</paragraph><paragraph id="HC5859F6E8851409594C80714443303D4"><enum>(3)</enum><text>by adding at the
			 end the following:</text>
					<quoted-block display-inline="no-display-inline" id="HFFCDA061AA1742A9B0FD2BD1BD0F828" style="OLC">
						<subsection id="HD7A865C430D843A5AF6ECBDF00608BA3"><enum>(g)</enum><header>Interagency task
				force</header><text display-inline="yes-display-inline">Not later than 60 days
				after the date of enactment of the <short-title>School
				Safety Enhancements Act of 2008</short-title>, the Director and the Secretary
				of Education, or the designee of the Secretary, shall establish an interagency
				task force to develop and promulgate a set of advisory school safety
				guidelines. The advisory school safety guidelines shall be published in the
				Federal Register by not later than one year after such date of enactment. In
				developing the final advisory school safety guidelines, the interagency task
				force shall consult with stakeholders and interested parties, including
				parents, teachers, and
				agencies.</text>
						</subsection><after-quoted-block>.</after-quoted-block></quoted-block>
				</paragraph></section><section id="H2A6363ADAF094852A6A786B9FD54ECBA"><enum>102.</enum><header>Applications</header><text display-inline="no-display-inline">Section 2702(a)(2) of the Omnibus Crime
			 Control and Safe Streets Act of 1968 (42 U.S.C. 3797b(a)(2)) is amended to read
			 as follows:</text>
				<quoted-block display-inline="no-display-inline" id="HAC293E437EEE4631865360E81F43B1F9" style="OLC">
					<paragraph commented="no" display-inline="no-display-inline" id="HE73DB1C8A3F643078BA125CFBB92C228"><enum>(2)</enum><text>be accompanied by
				a report, signed by the chief education officer and the attorney general or
				other chief law enforcement executive of the State, unit of local government,
				or Indian tribe, certifying that each proposed use of the grant funds will
				be—</text>
						<subparagraph commented="no" display-inline="no-display-inline" id="H31F7FE30F06A4EBCA9A2E7614DA2B900"><enum>(A)</enum><text>an effective means
				for improving the safety of one or more schools;</text>
						</subparagraph><subparagraph id="H841DCFD33ABB4E96B1BB98AAC6A1BB36"><enum>(B)</enum><text>consistent with a
				comprehensive approach to preventing school violence; and</text>
						</subparagraph><subparagraph id="H70F4DD06457948A2917CE707C99ED3F5"><enum>(C)</enum><text>individualized to
				the needs of each school at which those improvements are to be
				made.</text>
						</subparagraph></paragraph><after-quoted-block>.</after-quoted-block></quoted-block>
			</section><section display-inline="no-display-inline" id="H969E23BE66C54C8CA0ED510523E93DE"><enum>103.</enum><header>Annual report to
			 Congress</header><text display-inline="no-display-inline">Section 2703 of the
			 Omnibus Crime Control and Safe Streets Act of 1968 (42 U.S.C. 3797c) is amended
			 by striking <quote>and the activities for which those funds were used</quote>
			 and inserting <quote>and a detailed itemization of how those funds were
			 utilized</quote>.</text>
			</section><section id="H2C34F71382DA45B2ACBF3541F6FD9B6"><enum>104.</enum><header>Authorization of
			 appropriations</header><text display-inline="no-display-inline">Section 2705 of
			 the Omnibus Crime Control and Safe Streets Act of 1968 (42 U.S.C. 3797e) is
			 amended by striking <quote>$30,000,000 for each of fiscal years 2001 through
			 2009</quote> and inserting <quote>$50,000,000 for each of the fiscal years 2009
			 and 2010</quote>.</text>
			</section><section id="H23160D6A03D845D487E36161CBA51BF2"><enum>105.</enum><header>Additional
			 amendment</header><text display-inline="no-display-inline">Paragraph (5) of
			 section 2701(b) of the Omnibus Crime Control and Safe Streets Act of 1968 (42
			 U.S.C. 3797a(b)) (as amended by section 101 of this Act) is further amended by
			 inserting <quote>, including hazardous conditions</quote> after <quote>and
			 situations</quote>.</text>
			</section><section id="H840E36703049444C9122449751C85190"><enum>106.</enum><header>Additional
			 amendment to the grant program for school security</header><text display-inline="no-display-inline">Section
			 2701(b) of the Omnibus Crime Control and Safe Streets Act of 1968 (42 U.S.C.
			 3797a(b)) (as amended by sections 101 and 105 of this Act) is further amended
			 by inserting after paragraph (4) the following new paragraph (and redesignating
			 the succeeding paragraphs accordingly):</text>
				<quoted-block display-inline="no-display-inline" id="H4121964379C64FBAAAF235A4FCF69CD" style="OLC">
					<paragraph id="H0B67B3FC4FDD4C3C00EDD4C9DCC7B709"><enum>(5)</enum><text display-inline="yes-display-inline">Development and implementation of safety
				measures to protect students in the event of a terrorist attack or other
				hazardous condition or
				situation.</text>
					</paragraph><after-quoted-block>.</after-quoted-block></quoted-block>
			</section></title><title id="H84D395FC5E0D40DB8E20395DEEDB2636"><enum>II</enum><header>Higher education
			 security enhancement</header>
			<section id="HFA59A894611C45D28EE5AE938FAD35D5"><enum>201.</enum><header>Requirement for
			 campus safety assessments</header><text display-inline="no-display-inline">Section 485 of the Higher Education Act of
			 1965 (20 U.S.C. 1092) is amended by adding at the end the following:</text>
				<quoted-block display-inline="no-display-inline" id="H9AAA6D241BF14CC89D03905742F1D655" style="OLC">
					<subsection id="H3BDF413196654CFE8B6CCEA344B7CDDD"><enum>(n)</enum><header>Campus safety
				assessment</header><text>Each eligible institution participating in any program
				under this title shall conduct an annual campus safety assessment that shall be
				prepared through consultation between the institution’s staff, including safety
				and security personnel, and local law enforcement
				officials.</text>
					</subsection><after-quoted-block>.</after-quoted-block></quoted-block>
			</section><section id="H62C7E95050114E11AB24CA1000274072"><enum>202.</enum><header>Requirement for
			 campus emergency response plans</header><text display-inline="no-display-inline">Section 485 of the Higher Education Act of
			 1965, as amended in section 201 (20 U.S.C. 1092), is further amended by adding
			 at the end the following:</text>
				<quoted-block display-inline="no-display-inline" id="HFA0C50B26D114F12841D69E2BCE50F8" style="OLC">
					<subsection id="HA093819119A44BDDB574565BAA1DF9BB"><enum>(o)</enum><header>Campus emergency
				response plan</header><text>Each eligible institution participating in any
				program under this title shall develop and implement a campus emergency
				response plan to address a comprehensive set of emergency situations, including
				the following:</text>
						<paragraph id="H363EFC8511514802AF8F346F76660046"><enum>(1)</enum><text>Natural
				disasters.</text>
						</paragraph><paragraph id="H95C1B39937BA495BA95271809EA471F3"><enum>(2)</enum><text>Active shooter
				situations.</text>
						</paragraph><paragraph id="H4CE44DDFD35D41C4949E2F74C11929F"><enum>(3)</enum><text>Terrorist
				attacks.</text>
						</paragraph></subsection><after-quoted-block>.</after-quoted-block></quoted-block>
