<official-title>To amend the National Trails System Act to designate the Arizona National Scenic Trail.</official-title>

<section id="H8628CAAF540C4538A4F7BE4C1D657DD4" section-type="section-one" display-inline="no-display-inline"><enum>1.</enum><header>Short title</header><text display-inline="no-display-inline">This Act may be cited as the <quote><short-title>Arizona National Scenic Trail Act</short-title></quote>.</text></section> 
<section id="H18537E4A83BC417D9EE70578ECC4E700"><enum>2.</enum><header>Findings; purpose</header> 
<subsection id="H691BB330FCD54023BDCAA336E2A20531"><enum>(a)</enum><header>Findings</header><text display-inline="yes-display-inline">Congress finds that—</text> 
<paragraph id="H7ABD8D3D71AC4468A0D87CBC47C85316"><enum>(1)</enum><text>the Arizona Trail is a scenic, nonmotorized trail that stretches for approximately 807 miles through some of the most renowned mountains, canyon, deserts, and forests in the State of Arizona;</text></paragraph> 
<paragraph id="HD4B79DDE2BCE4A0093913E8FA1C665BF"><enum>(2)</enum><text>the Arizona Trail—</text> 
<subparagraph id="H1BB22B451C1947DFA0DA4933D54D22C8"><enum>(A)</enum><text>is the longest continuous land-based trail in the State of Arizona; and</text></subparagraph> 
<subparagraph id="H3CA1A462DE954A47A4DB358429A7955B"><enum>(B)</enum><text>showcases a wide variety of scenic views for a multitude of outdoor enthusiasts, including hikers, equestrians, mountain bicyclists, cross-country skiers, nature enthusiasts, and other nonmotorized recreationists;</text></subparagraph></paragraph> 
<paragraph id="H97E911AC03594EAF83ED0951EB332F35"><enum>(3)</enum><text>the Arizona Trail begins at the Coronado National Memorial near the border between the United States and Mexico, extends to the higher elevations of Northern Arizona, and continues across the Coconino Plateau to the Grand Canyon;</text></paragraph> 
<paragraph id="H7888976B0726435EB1E313FDC2A5C1B2"><enum>(4)</enum><text>the Arizona Trail appears on all Arizona State maps;</text></paragraph> 
<paragraph id="HFBF3C28E488B41849B5D7FAC9248FE94"><enum>(5)</enum><text>the Arizona Trail is physically possible and financially feasible because—</text> 
<subparagraph id="H4779C95B51AC42B9A2C215B1E980DBF"><enum>(A)</enum><text>as the Arizona Trail Association reports—</text> 
<clause id="H5A0953C4524847DF823DAA5DCE23BDFB"><enum>(i)</enum><text>the Arizona Trail is over 90 percent complete; and</text></clause> 
<clause id="H4E818DD177A241E685D983E3E6A39B4"><enum>(ii)</enum><text>99 percent of the Arizona Trail is located on public land; and</text></clause></subparagraph> 
<subparagraph id="H210B8D05376F4E10B23BE562E83D90D5"><enum>(B)</enum><text>the acquisition of additional private land is not required to achieve completion of the Arizona Trail; and</text></subparagraph></paragraph> 
<paragraph id="HD92E7D655A1F4E518BB5E7F5F555667"><enum>(6)</enum><text>because the Arizona Trail is physically possible and financially feasible, no additional feasibility studies to designate the Arizona Trail as a national scenic trail are required.</text></paragraph></subsection> 
<subsection id="H63B65A10442B4732B8BE2C576200ABBD"><enum>(b)</enum><header>Purpose</header><text>The purpose of this Act is to designate the Arizona Trail as a national scenic trail.</text></subsection></section> 
<section id="H4E33C1688703442F9C3CD4E83792CCC0"><enum>3.</enum><header>Arizona national scenic trail</header><text display-inline="no-display-inline">Section 5(a) of the National Trails System Act (<external-xref legal-doc="usc" parsable-cite="usc/16/1244">16 U.S.C. 1244(a)</external-xref>) is amended by adding at the end the following:</text>

<paragraph id="H91D54278229F4B85B2627E942D03E799"><enum>(26)</enum><header>Arizona national scenic trail</header> 
<subparagraph id="H0AA6528505774004AAD1D8863EE4055C"><enum>(A)</enum><header>In general</header><text>The Arizona Trail, extending approximately 807 miles across the State of Arizona from the border between the States of Arizona and Utah to the international border with Mexico, as generally depicted on the map entitled <quote>Arizona National Scenic Trail and Congressional Districts</quote> and dated April 10, 2007, which shall be known as the <quote>Arizona National Scenic Trail</quote> (referred to in this paragraph as the <quote>Trail</quote>).</text></subparagraph> 
<subparagraph id="HB4E6D3EC69D34BEC9D7D8199E03D98D2"><enum>(B)</enum><header>Availability of map</header><text>The map described in subparagraph (A) shall be on file and available for public inspection in the appropriate offices of—</text> 
<clause id="H430534CE76124559AB400025FF386FC9"><enum>(i)</enum><text>the Bureau of Land Management; and</text></clause> 
<clause id="H7B5CE4C948554923B872188758EDED78"><enum>(ii)</enum><text>the Arizona Trail Association.</text></clause></subparagraph> 
<subparagraph id="H04B23AEA13354EB0A0BFC98EAD00125F"><enum>(C)</enum><header>Administration</header><text>The Trail shall be administered by the Secretary of Agriculture, acting through the Chief of the Forest Service, in consultation with—</text> 
<clause id="HA58AFFAEAC1B416B89262E768C6B6CE5"><enum>(i)</enum><text>other Federal agencies;</text></clause> 
<clause id="H52447185DCCE4BFC8CCA0081F3533BB9"><enum>(ii)</enum><text>State, tribal, regional, and local agencies; and</text></clause> 
<clause id="HF823697AC33946C393682C4E3E9C04DD"><enum>(iii)</enum><text>the Arizona Trail Association.</text></clause></subparagraph></paragraph><after-quoted-block>.</after-quoted-block></quoted-block></section>
