<official-title>To direct the Secretary of Veterans Affairs to award a grant to a private, nonprofit entity to establish, publicize, and operate a national toll-free suicide prevention telephone hotline targeted to and staffed by veterans of the Armed Forces.</official-title>

<section id="HFB82B9D9CE7747B6AD854B453CA64E8D" section-type="section-one"><enum>1.</enum><header>Short title</header><text display-inline="no-display-inline">This Act may be cited as the <quote><short-title>Veterans Suicide Prevention Hotline Act of 2007</short-title></quote>.</text></section> 
<section id="H3F0A956B4E714BEFAC3CC532DED4ED26" section-type="subsequent-section"><enum>2.</enum><header>Establishment of the Vet2Vet National Suicide Prevention Hotline</header> 
<subsection id="HA6C310F168C547E78058E34FF8A892E1"><enum>(a)</enum><header>In general</header><text>The Secretary of Veterans Affairs (in this Act referred to as the <quote>Secretary</quote>) shall award 1 grant for a period of not more than 3 years to an eligible entity to establish, publicize, and operate a national toll-free telephone number to serve as a suicide prevention hotline targeted to and staffed predominately by veterans of the Armed Forces.</text></subsection> 
<subsection id="H67FD3A978B6444EB9E57753C94F4EC3"><enum>(b)</enum><header>Hotline activities</header><text>The entity receiving the grant under subsection (a) shall—</text> 
<paragraph id="H5953981828B749F3B8F4D6B1C0BA995C"><enum>(1)</enum><text>enter into a contract with a telecommunications carrier for the use of a national toll-free telephone number;</text></paragraph> 
<paragraph id="H97013363FB2B442B91D231ECA09BD4C9"><enum>(2)</enum><text>select, train, and supervise personnel (consisting predominately of veterans of the Armed Forces) to answer incoming telephone calls and provide counseling and referral services to callers;</text> </paragraph> 
<paragraph id="H22DAAE0B61BB40C48836F57E9F1EBC05"><enum>(3)</enum><text>ensure that sufficient staffing is provided so that hotline services are available to callers at all times;</text></paragraph> 
<paragraph id="HCBB096BDD8A048E8A8AF5972136016B1"><enum>(4)</enum><text>assemble and maintain a current database of information to be used to refer callers to local service providers, such as information about mental health service providers located throughout the United States (including regional mental health clinics and Department of Veterans Affairs medical centers) and information about the availability of shelters for homeless callers;</text></paragraph> 
<paragraph id="H666866A177D342249CF200C02C452C2D"><enum>(5)</enum><text>publicize the hotline to potential callers; and</text></paragraph> 
<paragraph id="H96D9D5C6A1744562A88F60C7BFFA275C"><enum>(6)</enum><text>to the extent that the entity receiving the grant provides hotline services through a local crisis center operating as a subcontractor, certify the capacity of and provide supplemental training for that local crisis center.</text></paragraph></subsection> 
<subsection id="H02A0833307A240719D73F89DD085E2B2"><enum>(c)</enum><header>Eligibility</header><text>In order to be eligible to receive the grant under this section, a private, nonprofit entity shall prepare and submit an application at such time, in such form, and with such information and assurances as the Secretary may require, including a description of—</text> 
<paragraph id="HEBAB24CF6CAD471BA4B6BF6F2176B57B"><enum>(1)</enum><text>the training that will be provided by the entity to ensure that personnel will be able to effectively provide counseling and referral services and operate any technological systems used by the hotline;</text> </paragraph> 
<paragraph id="HDD2B83D2C0C14B9CBAD440D3EC322B6D"><enum>(2)</enum><text>the selection criteria for hotline personnel;</text></paragraph> 
<paragraph id="HB21F7E1B5D7E465FB242A46C57A61EF1"><enum>(3)</enum><text>the recruitment process for obtaining veterans to serve as hotline answering personnel;</text></paragraph> 
<paragraph id="H08D299987FF64C729B42CDA1E317E4A3"><enum>(4)</enum><text>the plan for—</text> 
<subparagraph id="HAA1378D2D0954BB29D20A5C9E0BCFE79"><enum>(A)</enum><text>creating, maintaining, and using the database described in subsection (b)(4),</text></subparagraph> 
<subparagraph id="H85A0215D02104AE0854B95F7522ED2F6"><enum>(B)</enum><text display-inline="yes-display-inline">publicizing the availability of the hotline to potential callers through targeted marketing to veterans, and</text></subparagraph> 
<subparagraph id="H0FCFE8FC202046E9BCEA533CFAEE7401"><enum>(C)</enum><text>facilitating access to the hotline for people with hearing impairments;</text></subparagraph></paragraph> 
<paragraph id="H215D569069904F6D8C018160E764F92D"><enum>(5)</enum><text>the entity’s recognized expertise—</text> 
<subparagraph id="H177652A5385340D1ACC09B3E72EBFE3B"><enum>(A)</enum><text>in the area of suicide prevention, and</text></subparagraph> 
<subparagraph id="HC692FE7A3029456D999D249F8E001807"><enum>(B)</enum><text>in working with individuals who have served in the Armed Forces; and</text></subparagraph></paragraph> 
<paragraph id="HBD3514673213400EA780AC43FC944BD6"><enum>(6)</enum><text>the entity’s commitment to diversity and to the provision of appropriate services to ethnic minorities, racial minorities, elderly individuals, and individuals with disabilities.</text></paragraph></subsection> 
<subsection id="H227FE3BF0EED40CF9147A4ACA5A0B7F6"><enum>(d)</enum><header>Annual report</header><text display-inline="yes-display-inline">The entity receiving the grant under subsection (a) shall submit an annual report to the Secretary at such time, in such form, and with such information as the Secretary may require, including the hotline’s call volume, the demand for specific types of referrals, and the number of trained volunteers answering the hotline.</text> </subsection> 
<subsection id="H51F9B834213244A9B7F400C7439794D8"><enum>(e)</enum><header>Annual approval</header><text>Payments of the grant awarded under this section shall be subject to annual approval by the Secretary and to the availability of appropriations for each fiscal year.</text></subsection></section> 
<section id="H2C5D2A44461340F1B9BFE1FADC941EC"><enum>3.</enum><header>Authorization of Appropriations</header> 
<subsection id="HDC633453D3CE4570B9D4136F0036A163"><enum>(a)</enum><header>In general</header><text display-inline="yes-display-inline">There is authorized to be appropriated $2,500,000 each year for fiscal years 2008, 2009, and 2010 for grants under section 2.</text></subsection> 
<subsection id="HC63F5B6D58AF477EB22C355344EB6906"><enum>(b)</enum><header>Carry over</header><text>Amounts appropriated pursuant to the authorization of appropriations under subsection (a) shall remain available until expended.</text> </subsection></section>
