		<official-title>To authorize the Secretary of Health and Human Services
		  to establish a dental education loan repayment program to encourage dentists to
		  serve at facilities with a critical shortage of dentists in areas with a high
		  incidence of HIV/AIDS.</official-title>

		<section display-inline="no-display-inline" id="H7AF6C6ABBF00450698EABDF99EAE1DD" section-type="section-one"><enum>1.</enum><header>Short title</header><text display-inline="no-display-inline">This Act may be cited as the
			 <quote>Dedicated Dental Service for HIV/AIDS Act of 2007</quote>.</text>
		</section><section id="HD42478562245418ABBE6CB789017ECF3"><enum>2.</enum><header>Dental education
			 loan repayment program</header>
			<subsection id="HB9CA965BEC354F0EAD6E8688B1234EB"><enum>(a)</enum><header>In
			 general</header><text display-inline="yes-display-inline">The Secretary of
			 Health and Human Services may enter into an agreement with any dentist under
			 which—</text>
				<paragraph id="H24DCFA88F92F41CFB3DDC4FA3DA1FD7C"><enum>(1)</enum><text>the dentist agrees
			 to serve as a dentist for a period of not less than two years at a facility
			 with a critical shortage of dentists (as determined by the Secretary) in an
			 area with a high incidence of HIV/AIDS; and</text>
				</paragraph><paragraph id="H32AC69FF6A52455CBE00434BFB87AEEC"><enum>(2)</enum><text>the Secretary
			 agrees to make payments in accordance with subsection (b) on the dental
			 education loans of the dentist.</text>
				</paragraph></subsection><subsection id="HDD0B5A4EC54D4F6B8776429566625CB0"><enum>(b)</enum><header>Manner of
			 payments</header><text>The payments described in subsection (a) shall be made
			 by the Secretary as follows:</text>
				<paragraph id="H1B9E57DEB9FE4136A57BE22EB95109C5"><enum>(1)</enum><text>Upon completion by
			 the dentist for whom the payments are to be made of the first year of the
			 service specified in the agreement entered into with the Secretary under
			 subsection (a), the Secretary shall pay 30 percent of the principal of and the
			 interest on the dental education loans of the dentist.</text>
				</paragraph><paragraph id="H39BE61C88F964EEAAC9BBB34DF11608"><enum>(2)</enum><text>Upon completion by
			 the dentist of the second year of such service, the Secretary shall pay another
			 30 percent of the principal of and the interest on such loans.</text>
				</paragraph><paragraph id="H443420B7531B4E2CBEA5C89779DA4EC1"><enum>(3)</enum><text>Upon completion by
			 that individual of a third year of such service, the Secretary shall pay
			 another 25 percent of the principal of and the interest on such loans.</text>
				</paragraph></subsection><subsection id="HA4D07309CDB446A6B78211ACABE7E391"><enum>(c)</enum><header>Applicability of
			 certain provisions</header><text>The provisions of subpart III of part D of
			 title III of the Public Health Service Act (<external-xref legal-doc="usc" parsable-cite="usc/42/254l">42 U.S.C. 254l et seq.</external-xref>) shall,
			 except as inconsistent with this section, apply to the program carried out
			 under this section in the same manner and to the same extent as such provisions
			 apply to the National Health Service Corps Loan Repayment Program.</text>
			</subsection><subsection id="H71B57937DA7B48DAAF15AC7BAA22FAF0"><enum>(d)</enum><header>Reports</header><text>Not
			 later than 18 months after the date of the enactment of this Act, and annually
			 thereafter, the Secretary shall prepare and submit to the Congress a report
			 describing the program carried out under this section, including statements
			 regarding the following:</text>
				<paragraph id="H950E3E1E647F4BFAB65FC467DC8B1006"><enum>(1)</enum><text>The number of
			 dentists enrolled in the program.</text>
				</paragraph><paragraph id="H870BB860C00A4E118F9733DB72C6CC6"><enum>(2)</enum><text>The number and
			 amount of loan repayments.</text>
				</paragraph><paragraph id="HE2829917E9BF4CE3BA97C545DC911D8F"><enum>(3)</enum><text>The placement
			 location of loan repayment recipients at facilities described in subsection
			 (a)(1).</text>
				</paragraph><paragraph id="H996107B31EFF4FB1A76BA1D6FF78CB00"><enum>(4)</enum><text>The default rate
			 and actions required.</text>
				</paragraph><paragraph id="HC2155F605EEC4F30AAD83C6350956162"><enum>(5)</enum><text>The amount of
			 outstanding default funds.</text>
				</paragraph><paragraph id="H457F411DB25949BCAA516D99E63656E"><enum>(6)</enum><text>To
			 the extent that it can be determined, the reason for the default.</text>
				</paragraph><paragraph id="H3283C02E4F8E45F9B4A50849D6EABD77"><enum>(7)</enum><text>The demographics
			 of individuals participating in the program.</text>
				</paragraph><paragraph id="H4B8512A293BF4722A7DA671ACE200BB"><enum>(8)</enum><text>An
			 evaluation of the overall costs and benefits of the program.</text>
				</paragraph></subsection><subsection id="HEE1A0D79B68A481D993259F4B41C144F"><enum>(e)</enum><header>Definitions</header><text>In
			 this section:</text>
				<paragraph id="HDADDF604ECC549F986C52ECAF200FB54"><enum>(1)</enum><text display-inline="yes-display-inline">The term <term>dental education
			 loan</term>—</text>
					<subparagraph id="HCC1D2A63E3F64BAC93CED3DA9237D300"><enum>(A)</enum><text>means a loan that
			 is incurred for the cost of attendance (including tuition, other reasonable
			 educational expenses, and reasonable living costs) at a school of dentistry;
			 and</text>
					</subparagraph><subparagraph id="H57C6005C6A4F430B891F6DB39F3E1D9C"><enum>(B)</enum><text>includes only the
			 portion of the loan that is outstanding on the date the dentist involved begins
			 the service specified in the agreement under subsection (a).</text>
					</subparagraph></paragraph><paragraph id="H82B790EDDE5740B500D556802E16ADB0"><enum>(2)</enum><text>The term
			 <term>dentist</term> means a graduate of a school of dentistry who has
			 completed postgraduate training in general or pediatric dentistry.</text>
				</paragraph><paragraph id="HB91FB10D34394F3382D347D191729941"><enum>(3)</enum><text display-inline="yes-display-inline">The term <term>HIV/AIDS</term> means human
			 immunodeficiency virus and acquired immune deficiency syndrome.</text>
				</paragraph><paragraph id="H93C40159B2C141E9875DA42743E6B5EB"><enum>(4)</enum><text>The term
			 <term>school of dentistry</term> has the meaning given to that term in section
			 799B of the Public Health Service Act (<external-xref legal-doc="usc" parsable-cite="usc/42/295p">42 U.S.C. 295p</external-xref>).</text>
				</paragraph><paragraph id="H79F4DE2E07FA44FDB777F020FE928E54"><enum>(5)</enum><text>The term
			 <term>Secretary</term> means the Secretary of Health and Human Services.</text>
				</paragraph></subsection><subsection id="HD146DF400DFF43C29EBA2BF89078186C"><enum>(f)</enum><header>Authorization of
			 appropriations</header><text>To carry out this section, there are authorized to
			 be appropriated such sums as may be necessary for each of fiscal years 2008
			 through 2012.</text>
