		<section id="H8F40EAD3083748648F5331FA6D598FEC" section-type="section-one"><enum>1.</enum><header>Short title</header><text display-inline="no-display-inline">This Act may be cited as the <quote>Pacific
			 Islands Fulbright Scholarship Fund Act of 2007</quote>.</text>
		</section><section id="HC7D7484512A84E3C8E5E3DDF19192F51"><enum>2.</enum><header>J.
			 Fulbright Educational Exchange Program</header>
			<subsection id="HC1149DCC3BDD495FBF74D5A79BDAACE"><enum>(a)</enum><header>Findings</header><text>Congress
			 finds the following:</text>
				<paragraph id="HD227BB43132744BFB41BA7AA989FB2C8"><enum>(1)</enum><text display-inline="yes-display-inline">From 1949 until 2003, the Department of
			 State awarded 13,176 Fulbright Scholarships to students from East Asia and the
			 Pacific, but only 31 Fulbright Scholarships went to Pacific Island students.</text>
				</paragraph><paragraph id="HA56AEB7CB8E74C158167B39042CFB110"><enum>(2)</enum><text>In the 2003–2004
			 academic year, the Department of State awarded 315 scholarships to students
			 from East Asia and the Pacific, but none were awarded to Pacific Island
			 students.</text>
				</paragraph></subsection><subsection id="H07FB4F8C17E6425A9695B044CA057439"><enum>(b)</enum><header>Review and
			 report</header><text display-inline="yes-display-inline">The Secretary of State
			 shall conduct a review and submit to the Committee on Foreign Affairs of the
			 House of Representatives and the Committee on Foreign Relations of the Senate a
			 report regarding the marginalization of Pacific Island students in the awarding
			 of Fulbright Scholarships.</text>
			</subsection><subsection id="HBA288A9AF5D349BA96681979AE0095C3"><enum>(c)</enum><header>Participation of
			 Pacific Island students in the J. Fulbright Educational Exchange
			 Program</header>
				<paragraph id="H5B4A0694298E4C3CAF738BE2A6EEE7CE"><enum>(1)</enum><header>Establishment</header><text display-inline="yes-display-inline">The Secretary of State shall establish an
			 annual one-year program within the J. William Fulbright Educational Exchange
			 Program (established under section 112(a)(1) of the Mutual Educational and
			 Cultural Exchange Act of 1961 (<external-xref legal-doc="usc" parsable-cite="usc/22/2460">22 U.S.C. 2460(a)(1)</external-xref>), commonly referred to as
			 the Fulbright-Hays Act) to make awards to Pacific Island students to permit
			 such students to study in the United States pursuant to the terms and
			 conditions of such Exchange Program.</text>
				</paragraph><paragraph commented="no" id="H94762642803446FD89365E00EBFF0044"><enum>(2)</enum><header>Operation and
			 numbers</header><text>The governments of Pacific Island countries may annually
			 submit to the Secretary of State the names of between three and five Pacific
			 Island students to participate in the one-year program established under
			 paragraph (1).</text>
				</paragraph><paragraph id="H257B9CED2E714B67B419009E58A9007F"><enum>(3)</enum><header>Authorization of
			 appropriations</header><text>In addition to amounts that are otherwise
			 authorized to be appropriated to the Secretary of State for fiscal years 2008
			 and 2009 to provide awards under the J. William Fulbright Educational Exchange
			 Program, there is authorized to be appropriated to the Secretary $500,000 for
			 each of such fiscal years to provide such awards to Pacific Island
			 students.</text>
				</paragraph></subsection><subsection id="HC673311E6AF54A4E8F8C73EEB1C181DA"><enum>(d)</enum><header>Pacific Island
			 students defined</header><text>In this Act, the term <quote>Pacific Island
			 students</quote> means a student who is a citizen of any of the following
			 countries:</text>
				<paragraph id="H16C74FF8A9674BFCA71806A18B72B3D9"><enum>(1)</enum><text>The Cook
			 Islands.</text>
				</paragraph><paragraph id="H08025A6DA62A427E9923966579F4EC44"><enum>(2)</enum><text>The Federated
			 States of Micronesia.</text>
				</paragraph><paragraph id="HA3E4A9092C4B4417A8FDD7D643976409"><enum>(3)</enum><text>The Independent
			 State of Samoa.</text>
				</paragraph><paragraph id="H4307191B936640BAAB26D9EFE27EF300"><enum>(4)</enum><text>The Kingdom of
			 Tonga.</text>
				</paragraph><paragraph id="HF2E53D304D9A415B97D1E4CCB0FDDA47"><enum>(5)</enum><text>Niue.</text>
				</paragraph><paragraph id="HB3FA68605E8D4BF285F4F9982CD27D51"><enum>(6)</enum><text>Papua New
			 Guinea.</text>
				</paragraph><paragraph id="H8C3BD81A9D324AC4BEADF935896BC6FD"><enum>(7)</enum><text>The Republic of
			 Fiji.</text>
				</paragraph><paragraph id="H1DCE2C034E974886B14D91D2F8CA2840"><enum>(8)</enum><text display-inline="yes-display-inline">The Republic of Kiribati.</text>
				</paragraph><paragraph id="HA191904E589E4C3CBC2221A3E449EBA0"><enum>(9)</enum><text>The Republic of
			 the Marshall Islands.</text>
				</paragraph><paragraph id="H641AA99C01854365A18FBF87F3AB9E00"><enum>(10)</enum><text>The Republic of
			 Nauru.</text>
				</paragraph><paragraph id="HAD8A76BF5EAB48E18FF80277B8D19191"><enum>(11)</enum><text>The Republic of
			 Palau.</text>
				</paragraph><paragraph id="HDCBE9B7E52154FCBADE26DC4B97BB44E"><enum>(12)</enum><text>The Republic of
			 Vanuatu.</text>
				</paragraph><paragraph id="H577520C7C2F04994A44FACD78C21FB7"><enum>(13)</enum><text>The Solomon
			 Islands.</text>
