		  ballots in Federal elections to be mailed by voters free of

		<section id="H25F5BFD40F09432C92CEDEE7FB742E9" section-type="section-one"><enum>1.</enum><header>Mailing of absentee ballots
			 in Federal elections</header>
			<subsection id="HC927D823108D4AC2B6684E07AA86E387"><enum>(a)</enum><header>In
			 general</header><text><external-xref legal-doc="usc-chapter" parsable-cite="usc-chapter/39/34">Chapter 34</external-xref> of title 39, United States Code, is amended by
			 adding at the end the following:</text>
				<quoted-block display-inline="no-display-inline" id="H2DD18B7DC6C34ABDB0EA397E44EE5B5" style="USC">
					<section id="HFC7BB41EEED3410DBF3B0010C0F79970"><enum>3407.</enum><header>Mailing of
				absentee ballots in Federal elections</header>
						<subsection id="HA48BCE8A258F41C68000FFD958116700"><enum>(a)</enum><header>In
				general</header><text>Except as provided in subsection (b), any individual
				casting an absentee ballot in any Federal election may mail such ballot free of
				postage to the appropriate election authority. Any envelope or other cover
				containing such ballot shall bear the words <quote>Absentee Ballot—No Postage
				Necessary</quote>, or words or other marking to that effect specified by the
				Postal Service, in the upper right-hand corner.</text>
						</subsection><subsection id="H1875C996D47640F7BEC8925BA42FDBA6"><enum>(b)</enum><header>Exception</header><text>This
				section shall not apply in the case of any mail matter transmitted under the
				provisions of the Uniformed and Overseas Citizens Absentee Voting Act.</text>
						</subsection><subsection id="H6A871C29087C47899E14772BCDEB4602"><enum>(c)</enum><header>Definition</header><text display-inline="yes-display-inline">For purposes of this section, the term
				<term>Federal election</term> means a general, special, primary, or runoff
				election held solely or in part for the purpose of electing any candidate for
				the office of President, Vice President, Presidential elector, or Senator or
				Representative in, or Delegate or Resident Commissioner to, the
				Congress.</text>
						</subsection></section><after-quoted-block>.</after-quoted-block></quoted-block>
			</subsection><subsection id="HCC273282919941AAAE6E282F7792C205"><enum>(b)</enum><header>Clerical
			 amendment</header><text>The table of sections for <external-xref legal-doc="usc-chapter" parsable-cite="usc-chapter/39/34">chapter 34</external-xref> of title 39,
			 United States Code, is amended by adding at the following:</text>

			 conforming amendments</header>
			<subsection id="HCEFCC635E77442DAB5ABEBABB29639A9"><enum>(a)</enum><header>Amendments to
			 title <enum-in-header>39</enum-in-header></header><text>Sections 2401(c) and
			 3627 of title 39, United States Code, are amended by striking
			 <quote>3406</quote> and inserting <quote>3407</quote>.</text>
			</subsection><subsection id="H0AA43D79FFCF47FD99B846DB6D69CC"><enum>(b)</enum><header>Additional
			 amendment</header><text>Section 505(c) of the Postal Accountability and
			 Enhancement Act (<external-xref legal-doc="public-law" parsable-cite="pl/109/435">Public Law 109–435</external-xref>; <external-xref legal-doc="usc" parsable-cite="usc/39/1217">39 U.S.C. 1217</external-xref> note) is amended by
			 striking <quote>3406</quote> and inserting <quote>3407</quote>.</text>
