		<official-title>To establish certain requirements relating to the
		  provision of services to minors by family planning projects under title X of
		  the Public Health Service Act.</official-title>

		<section display-inline="no-display-inline" id="HCE77191F960A481A89C31CB1B04194FD" section-type="section-one"><enum>1.</enum><header>Short title</header><text display-inline="no-display-inline">This Act may be cited as the
			 <quote><short-title>Parent’s Right to Know Act of
			 2007</short-title></quote>.</text>
		</section><section id="H3C14E542163F4798967816C3670091C4"><enum>2.</enum><header>Provisions
			 regarding title <enum-in-header>X</enum-in-header> family planning
			 projects</header>
			<subsection id="HF6FC3C668C6749AAAAD69BFBAFFC142"><enum>(a)</enum><header>Provision of
			 contraceptive drugs or prescription devices to minors</header><text>None of the
			 funds appropriated in any Federal Act for any fiscal year for carrying out
			 title X of the <act-name parsable-cite="PHSA">Public Health Service
			 Act</act-name> (<external-xref legal-doc="usc" parsable-cite="usc/42/300">42 U.S.C. 300 et seq.</external-xref>) may be made available to any family
			 planning project under section 1001 of such title if any provider of services
			 in the project knowingly provides contraceptive drugs or prescription devices
			 to a minor, unless—</text>
				<paragraph id="H757324CCA54E4ACE9C728162B21E79E2"><enum>(1)</enum><text>such provider of
			 services has given actual written notice to a custodial parent or custodial
			 legal guardian of the minor, notifying the parent or legal guardian of the
			 intent to provide the drugs or prescription devices, at least five business
			 days before providing the drugs or prescription devices;</text>
				</paragraph><paragraph id="H6D9BBDA64CC04FB3BA491F8CCF288D70"><enum>(2)</enum><text>the minor has the
			 written consent of a custodial parent or custodial legal guardian to receive
			 the drugs or prescription devices;</text>
				</paragraph><paragraph id="HD8737CA2DE844473004653654783AA46"><enum>(3)</enum><text>the minor is
			 emancipated under applicable State law; or</text>
				</paragraph><paragraph id="H71921F4FDE444ADABB65F5CF2D6FB15E"><enum>(4)</enum><text>a
			 court of competent jurisdiction has directed that the minor may receive the
			 drugs or prescription devices.</text>
				</paragraph></subsection><subsection id="H60977A8D24664F8E00BEE4383D8690D"><enum>(b)</enum><header>Certification of
			 compliance</header><text>Each provider of services under section 1001 of title
			 X of the <act-name parsable-cite="PHSA">Public Health Service Act</act-name>
			 shall each year certify to the Secretary of Health and Human Services
			 compliance with this section. Such Secretary shall prescribe such regulations
			 as may be necessary to effectuate this section.</text>
