		<official-title>To tailor the rural broadband program to better serve
		  those living in rural areas.</official-title>

	<legis-body id="H0ABF7A3EE35945749CCBA701868E1EBE" style="OLC">
		<section id="H018EC30A345D41AF9D00326FE4A1852D" section-type="section-one"><enum>1.</enum><header>Short title</header><text display-inline="no-display-inline">This Act may be cited as the
			 <quote><short-title>Rural Broadband Improvement
			 Act</short-title></quote>.</text>
		</section><section id="H15FB1A3BDB0042CCB29F2DD8D59F04AE"><enum>2.</enum><header>Rural broadband
			 program improvements</header><text display-inline="no-display-inline">Section
			 601 of the Rural Electrification Act of 1936 (<external-xref legal-doc="usc" parsable-cite="usc/7/950bb">7 U.S.C. 950bb</external-xref>) is
			 amended—</text>
			<paragraph id="H3FAA4958B0E04EDC94772E1CB5008FF1"><enum>(1)</enum><text>in subsection (b),
			 by striking paragraph (2) and inserting the following:</text>
				<quoted-block display-inline="no-display-inline" id="H4676E1C18265439FA8CC5FB8D86CFCBD" style="OLC">
					<paragraph id="HD7B10539090248FCB36775008D40F6D4"><enum>(2)</enum><header>Eligible rural
				community</header><text display-inline="yes-display-inline">The term
				<term>eligible rural community</term> means any area of the United States that
				is not—</text>
						<subparagraph id="H87156B814C324C73BCB9EF65EED18243"><enum>(A)</enum><text display-inline="yes-display-inline">included within the boundaries of any city,
				town, borough, or village, whether incorporated or unincorporated, with a
				population of more than 15,000 inhabitants;</text>
						</subparagraph><subparagraph id="HD484B34B950A4EC6A0F93673BE647FBD"><enum>(B)</enum><text>included within
				the boundaries of an urbanized area or urban cluster; or</text>
						</subparagraph><subparagraph id="H0B2B15576537415E9B73DA13B0B64738"><enum>(C)</enum><text>located within 10
				miles of the boundary of any such city, village, borough, or town or any
				urbanized area or urban cluster.</text>
						</subparagraph></paragraph><paragraph id="H821042FE0A94407FB640EAA314CFD392"><enum>(3)</enum><header>Urbanized
				area</header><text display-inline="yes-display-inline">The term <term>urbanized
				area</term> has the meaning given the term on page 11667 of the Federal
				Register for March 15, 2002 (Volume 67, Number 51).</text>
					</paragraph><paragraph id="H94C9DC844F104B888C8FC1E721FDC169"><enum>(4)</enum><header>Urban
				cluster</header><text display-inline="yes-display-inline">The term <term>urban
				cluster</term> has the meaning given the term on page 11667 of the Federal
				Register for March 15, 2002 (Volume 67, Number 51), except that
				<quote>15,000</quote> shall be substituted for <quote>2,500</quote>.</text>
					</paragraph><paragraph id="H8259657A309C4D7588E9EA0020DBCB03"><enum>(5)</enum><header>Unserved</header><text>The term <term>unserved</term> means, with respect to a household, that
				broadband service is unavailable to the household, and that broadband
				facilities that would serve the household are not under
				construction.</text>
					</paragraph><after-quoted-block>;</after-quoted-block></quoted-block>
			</paragraph><paragraph id="H319A09BCA0AC43E7A16F10CDD2B2871"><enum>(2)</enum><text>in
			 subsection (c), by adding at the end the following:</text>
				<quoted-block display-inline="no-display-inline" id="H7FB084D246F9498BB4A60444AAEF2906" style="OLC">
					<paragraph id="H7A83C688D20F4E20BD5035C759FECECF"><enum>(3)</enum><header>Amount of loan
				or loan guarantee</header><text display-inline="yes-display-inline">The amount
				of the loan or loan guarantee for which an entity is otherwise eligible under
				this section for a project shall, subject to any general limitation on funding
				a project imposed by the Secretary, be an amount equal to—</text>
						<subparagraph id="HADBBB0F32AD4455BA850FB82F3AE3ECF"><enum>(A)</enum><text display-inline="yes-display-inline">if at least 50 percent of the households in
				the eligible rural community to be served by the project are unserved at the
				time the entity applied for the loan or loan guarantee, the total cost of the
				project; or</text>
						</subparagraph><subparagraph id="H9C81B1175ED94E1793D3C9485461A98"><enum>(B)</enum><text display-inline="yes-display-inline">in any other case, the total costs of the
				project multiplied by the percentage of households in the eligible rural
				community to be served by the project represented by those that are
				unserved.</text>
						</subparagraph></paragraph><after-quoted-block>;
				and</after-quoted-block></quoted-block>
			</paragraph><paragraph id="H047EFA4391324AFA96F8E789AB768532"><enum>(3)</enum><text>in subsection
			 (g)—</text>
				<subparagraph id="H5EACF044F5EA4241A300DFFF4B767FB9"><enum>(A)</enum><text>by striking
			 <quote>and</quote> at the end of paragraph (1)(B);</text>
				</subparagraph><subparagraph id="H415F1DC464444FFBB03430DA77574E5D"><enum>(B)</enum><text>by striking the
			 period at the end of paragraph (2) and inserting <quote>; and</quote>;
			 and</text>
				</subparagraph><subparagraph id="HF90782D42EA54EDC8E73184ECEEFCCC0"><enum>(C)</enum><text>by adding at the
			 end the following:</text>
					<quoted-block display-inline="no-display-inline" id="HF717A5829F5644C482F19CB466EFEC39" style="OLC">
						<paragraph id="HB3B0E5F854794E6599404064CE92449F"><enum>(3)</enum><text display-inline="yes-display-inline">be repayable to the Secretary in full (with
				interest and reasonable administrative costs) if the project for which the loan
				or loan guarantee is provided is not completed throughout the entire area in
				which the project is proposed to be carried out, within 3 years after the date
				the loan or loan guarantee is
				approved.</text>
