		<section display-inline="no-display-inline" id="HD55FD2F611C2466E823E000038907948" section-type="section-one"><enum>1.</enum><header>Short title</header><text display-inline="no-display-inline">This Act may be cited as the
			 <quote><short-title>Rural Veterans Health Care Improvement
			 Act of 2007</short-title></quote>.</text>
		</section><section id="H641B46191EC5404F836B5DBE1E3F89EE"><enum>2.</enum><header>Travel
			 reimbursement for veterans receiving treatment at facilities of the Department
			 of Veterans Affairs</header><text display-inline="no-display-inline">Section
			 111 of title 38, United States Code, is amended—</text>
			<paragraph id="H6AB48C682DFC4FE09C215FDA6E3BFF7C"><enum>(1)</enum><text display-inline="yes-display-inline">in subsection (a)—</text>
				<subparagraph id="H56CC769822184B62B4442BD6FF7F2F00"><enum>(A)</enum><text display-inline="yes-display-inline">by striking <quote>subsistence),</quote>
			 and inserting <quote>subsistence at a rate equivalent to the rate provided to
			 Federal employees under <external-xref legal-doc="usc" parsable-cite="usc/5/5702">section 5702</external-xref> of title 5),</quote>; and</text>
				</subparagraph><subparagraph id="H96C9481A44344230A9FD8E0923064530"><enum>(B)</enum><text display-inline="yes-display-inline">by striking <quote>traveled,</quote> and
			 inserting <quote>(at a rate equivalent to the rate provided to Federal
			 employees under <external-xref legal-doc="usc" parsable-cite="usc/5/5704">section 5704</external-xref> of title 5),</quote>;</text>
				</subparagraph></paragraph><paragraph id="H10B4B99BD60B4F9D883D83123C553DDB"><enum>(2)</enum><text display-inline="yes-display-inline">by striking subsection (g); and</text>
			</paragraph><paragraph id="HF5F8D58E75D94A3AB035442F73BC41A2"><enum>(3)</enum><text display-inline="yes-display-inline">by redesignating subsection (h) as
			 subsection (g).</text>
			</paragraph></section><section id="HB255EF12A6A642CB9D00C6C8E3BEA26"><enum>3.</enum><header>Centers for rural
			 health research, education, and clinical activities</header>
			<subsection id="HEE26F384C4D3465FA21F6FDF2E95584F"><enum>(a)</enum><header>In
			 general</header><text display-inline="yes-display-inline">Subchapter II of
			 <external-xref legal-doc="usc-chapter" parsable-cite="usc-chapter/38/73">chapter 73</external-xref> of title 38, United States Code, is amended by adding at the end the
			 following new section:</text>
				<quoted-block display-inline="no-display-inline" id="HE331C58F353D4CEEA2436B019672B3AE" style="USC">
					<section id="H8C28EFB7EDAC46FA9B1146AB372F6DA2"><enum>7330A.</enum><header>Centers for
				rural health research, education, and clinical activities</header>
						<subsection id="H32B185E93E824D2480A7D434E54D8809"><enum>(a)</enum><header>Establishment of
				centers</header><text>The Secretary, through the Director of the Office of
				Rural Health, shall establish and operate not less than one and not more than
				five centers of excellence for rural health research, education, and clinical
				activities, which shall—</text>
							<paragraph id="H99579084EAE04519AE822680AD7F5C3"><enum>(1)</enum><text>conduct research on
				the provision of health services in rural areas;</text>
							</paragraph><paragraph id="HF9F0F5E5E62F42ACA5508DC1462CBDE6"><enum>(2)</enum><text>develop specific
				models to be used by the Department in furnishing health services to veterans
				in rural areas;</text>
							</paragraph><paragraph id="H955B9FDE0E2C4819802B574DE64F8D31"><enum>(3)</enum><text>provide education
				and training for health-care professionals of the Department on the furnishing
				of health services to veterans in rural areas; and</text>
							</paragraph><paragraph id="H4123DBD42EBB4277995CC0895CEEFE9"><enum>(4)</enum><text>develop and
				implement innovative clinical activities and systems of care for the Department
				for the furnishing of health services to veterans in rural areas.</text>
							</paragraph></subsection><subsection id="HB6C5C0209D9340E0887F84EF43921478"><enum>(b)</enum><header>Geographic
				dispersion</header><text>The Secretary shall ensure that the centers authorized
				under this section are located at health-care facilities that are
				geographically dispersed throughout the United States.</text>
						</subsection><subsection id="H32A70118D5444183A2F5B12F94EB0226"><enum>(c)</enum><header>Selection
				criteria</header><text>The Secretary may not designate a health care facility
				as a location for a center under this section unless—</text>
							<paragraph id="HC33E43DDE4384F00B2D99D64CCAFA96F"><enum>(1)</enum><text>the peer review
				panel established under subsection (d) determines that the proposal submitted
				by such facility meets the highest competitive standards of scientific and
				clinical merit; and</text>
							</paragraph><paragraph id="HDB050AAEF71E4039BC1EF349288279D6"><enum>(2)</enum><text>the Secretary
				determines that the facility has, or may reasonably be anticipated to develop,
				the following:</text>
								<subparagraph id="HE37E6AC977FB46D08B24BCB9436DF76"><enum>(A)</enum><text>An arrangement with
				an accredited medical school to provide residents with education and training
				in health services for veterans in rural areas.</text>
								</subparagraph><subparagraph id="H1521DE5B4D124B3E00FA12E5A8329121"><enum>(B)</enum><text>The ability to
				attract the participation of scientists who are capable of ingenuity and
				creativity in health care research efforts.</text>
								</subparagraph><subparagraph id="H9119B5C94D734015B5196FCD75B87757"><enum>(C)</enum><text>A policymaking
				advisory committee, composed of appropriate health care and research
				representatives of the facility and of the affiliated school or schools, to
				advise the directors of such facility and such center on policy matters
				pertaining to the activities of such center during the period of the operation
				of such center.</text>
								</subparagraph><subparagraph id="H9290877DB0914853AE190585A5749DA6"><enum>(D)</enum><text>The capability to
				conduct effectively evaluations of the activities of such center.</text>
								</subparagraph></paragraph></subsection><subsection id="H6F558D47D2EB4B589499CA759C981909"><enum>(d)</enum><header>Panel To
				evaluate proposals</header><paragraph commented="no" display-inline="yes-display-inline" id="H63CB6D70581E424C91CF67B6744CB6F1"><enum>(1)</enum><text>The Director of the
				Office of Rural Health shall establish a panel—</text>
								<subparagraph id="HBFC9E50C660F4D1E8278DFA75803102" indent="up1"><enum>(A)</enum><text>to evaluate the scientific and
				clinical merit of proposals submitted to establish centers under this section;
				and</text>
								</subparagraph><subparagraph id="H0D6F34C3B5D14422B942D1BBBAB131A0" indent="up1"><enum>(B)</enum><text>to provide advice to the Director
				regarding the implementation of this section.</text>
								</subparagraph></paragraph><paragraph id="HDE6AD35DD33C4183A2233BC076595097" indent="up1"><enum>(2)</enum><text>The panel shall review each proposal
				received from the Secretary and shall submit its views on the relative
				scientific and clinical merit of each such proposal to the Secretary.</text>
							</paragraph><paragraph id="H2BDED4B2E96C46B0B1BDB4C8CDFD0696" indent="up1"><enum>(3)</enum><text>The panel established under paragraph
				(1) shall be comprised of experts in the fields of public health research,
				education, and clinical care.</text>
							</paragraph><paragraph id="HEB0307357C0A48BB8613C2834B395671" indent="up1"><enum>(4)</enum><text>Members of the panel shall serve as
				consultants to the Department for a period not to exceed two years.</text>
							</paragraph><paragraph id="H7F37ADF6BDF14426B5C948B554145EE5" indent="up1"><enum>(5)</enum><text>The panel shall not be subject to the
				Federal Advisory Committee Act (5 U.S.C. App.).</text>
							</paragraph></subsection><subsection id="HDDC117B2BE6A4B0C816B2D2400F1005F"><enum>(e)</enum><header>Funding</header><paragraph commented="no" display-inline="yes-display-inline" id="H84CF6A0D28D744ACB7218C8600E390E2"><enum>(1)</enum><text>There are authorized to
				be appropriated to the Medical Care Account and the Medical and Prosthetic
				Research Account of the Department of Veterans Affairs such sums as may be
				necessary for the support of the research and education activities of the
				centers operated under this section.</text>
							</paragraph><paragraph id="H3AEC39A73AD0463799F9B4006BA27B70" indent="up1"><enum>(2)</enum><text>There shall be allocated to the
				centers operated under this section, from amounts authorized to be appropriated
				to the Medical Care Account and the Medical and Prosthetic Research Account by
				paragraph (1), such amounts as the Under Secretary of health considers
				appropriate for such centers. Such amounts shall be allocated through the
				Director of the Office of Rural Health.</text>
							</paragraph><paragraph id="H1EAE410CC6B44AA4A82103D33DAF2507" indent="up1"><enum>(3)</enum><text>Activities of clinical and scientific
				investigation at each center operated under this section—</text>
								<subparagraph id="H788ABD59891141B0A51410E27BA31FC2"><enum>(A)</enum><text>shall be eligible to compete for the
				award of funding from funds appropriated for the Medical and Prosthetic
				Research Account; and</text>
								</subparagraph><subparagraph id="HC8B688A606584B62006C1C64036DEEB"><enum>(B)</enum><text>shall receive priority in the award of
				funding from such account to the extent that funds are awarded to projects for
				research in the care of rural
				veterans.</text>
								</subparagraph></paragraph></subsection></section><after-quoted-block>.</after-quoted-block></quoted-block>
			</subsection><subsection id="HDBC476B39DBA483EB0E4BEA592B345B5"><enum>(b)</enum><header>Clerical
			 amendment</header><text>The table of sections at the beginning of chapter 73 of
			 such title is amended by inserting after the item relating to section 7330 the
			 following new item:</text>

					</toc>

			</subsection></section><section id="HA83B7A747A3643E1A0902CC05F6D88C"><enum>4.</enum><header>Transportation
			 grants for rural veterans service organizations</header>
			<subsection commented="no" display-inline="no-display-inline" id="H419029395C394A929DCD9FCF680091FD"><enum>(a)</enum><header>Grants
			 authorized</header>
				<paragraph commented="no" display-inline="no-display-inline" id="H38F3341608F646C1B9A35C8CEE812F84"><enum>(1)</enum><header>In
			 general</header><text display-inline="yes-display-inline">The Secretary of
			 Veterans Affairs shall establish a grant program to provide innovative
			 transportation options to veterans in remote rural areas.</text>
				</paragraph><paragraph commented="no" display-inline="no-display-inline" id="H10704D1584E84E45A770BC71F4004615"><enum>(2)</enum><header>Use of
			 funds</header><text display-inline="yes-display-inline">Grants awarded under
			 this section may be used by State veterans’ service agencies and veterans
			 service organizations to—</text>
					<subparagraph commented="no" display-inline="no-display-inline" id="H656A6BB163414EB785E5969C46701E6E"><enum>(A)</enum><text display-inline="yes-display-inline">assist veterans in remote rural areas to
			 travel to Department of Veterans Affairs medical centers; and</text>
					</subparagraph><subparagraph commented="no" display-inline="no-display-inline" id="H74440D861E284D73A172809547AB86A2"><enum>(B)</enum><text display-inline="yes-display-inline">otherwise assist in providing medical care
			 to veterans in remote rural areas.</text>
					</subparagraph></paragraph><paragraph commented="no" display-inline="no-display-inline" id="H736BE362FC994715BCFDACD10170D477"><enum>(3)</enum><header>Maximum
			 amount</header><text display-inline="yes-display-inline">The amount of a grant
			 under this section may not exceed $50,000.</text>
				</paragraph><paragraph commented="no" display-inline="no-display-inline" id="H7EA9D9696AEC41359000A6E472A35600"><enum>(4)</enum><header>No matching
			 requirement</header><text display-inline="yes-display-inline">The recipient of
			 a grant under this section shall not be required to provide matching funds as a
			 condition for receiving such grant.</text>
				</paragraph></subsection><subsection commented="no" display-inline="no-display-inline" id="HA2F3EDAB969841839BE391DCE372F3B"><enum>(b)</enum><header>Regulations</header><text display-inline="yes-display-inline">The Secretary shall prescribe regulations
			 for—</text>
				<paragraph commented="no" display-inline="no-display-inline" id="HABDE16B3FBED46AFBEB9CCE5E2F32B00"><enum>(1)</enum><text display-inline="yes-display-inline">evaluating grant applications under this
			 section; and</text>
				</paragraph><paragraph commented="no" display-inline="no-display-inline" id="HEB2DEC3E19014F00B97F9C46F2BF4EDE"><enum>(2)</enum><text display-inline="yes-display-inline">otherwise administering the program
			 established by this section.</text>
				</paragraph></subsection><subsection commented="no" display-inline="no-display-inline" id="HA050EADB18B04DD48DBD246DF593A737"><enum>(c)</enum><header>Veterans service
			 organization definition</header><text display-inline="yes-display-inline">In
			 this section, the term <term>veterans service organization</term> means any
			 organization recognized by the Secretary of Veterans Affairs for the
			 representation of veterans under <external-xref legal-doc="usc" parsable-cite="usc/38/5902">section 5902</external-xref> of title 38, United States
			 Code.</text>
			</subsection><subsection commented="no" display-inline="no-display-inline" id="H764F75D639CE41458ED831D076607790"><enum>(d)</enum><header>Authorization of
			 appropriations</header><text display-inline="yes-display-inline">There are
			 authorized to be appropriated $3,000,000 for each of fiscal years 2008 through
			 2012 to carry out this section.</text>
			</subsection></section><section id="HB3276FA37DBB4965B4B83ECB0141BD32"><enum>5.</enum><header>Demonstration
			 projects on alternatives for expanding care for veterans in rural
			 areas</header>
			<subsection id="H5E939A9BEE674B6E97E97E00EF0900FD"><enum>(a)</enum><header>In
			 general</header><text>The Secretary of Veterans Affairs, through the Director
			 of the Office of Rural Health, shall carry out demonstration projects to
			 examine alternatives for expanding care for veterans in rural areas, including
			 the following:</text>
				<paragraph id="H95DA9E0C06E44713B0132688332FCCE0"><enum>(1)</enum><text>Establishing a
			 partnership between the Department of Veterans Affairs and the Centers for
			 Medicare and Medicaid Services of the Department of Health and Human Services
			 to coordinate care for veterans in rural areas at critical access hospitals (as
			 designated or certified under section 1820 of the Social Security Act (42
			 U.S.C. 1395i–4)).</text>
				</paragraph><paragraph id="H0143CA73EAC143D181752E04E7CE2611"><enum>(2)</enum><text>Establishing a
			 partnership between the Department of Veterans Affairs and the Department of
			 Health and Human Services to coordinate care for veterans in rural areas at
			 community health centers.</text>
				</paragraph><paragraph id="HD7AF2A6F11824BA899D3217586B49DA7"><enum>(3)</enum><text>Expanding
			 coordination between the Department of Veterans Affairs and the Indian Health
			 Service to expand care for Native American veterans.</text>
				</paragraph></subsection><subsection id="HCC121C8B376E4854B292D5F6E5D86796"><enum>(b)</enum><header>Geographic
			 distribution</header><text>The Secretary of Veterans Affairs shall ensure that
			 the demonstration projects authorized under subsection (a) are located at
			 facilities that are geographically distributed throughout the United
			 States.</text>
			</subsection><subsection id="H5249042E21D841B7B610097CF50008C4"><enum>(c)</enum><header>Report</header><text>Not
			 later than two years after the date of the enactment of this Act, the Secretary
			 of Veterans Affairs shall submit a report on the results of the demonstration
			 projects conducted under subsection (a) to—</text>
				<paragraph id="HB6EE9755F20F4E36807337C5F21BF0BC"><enum>(1)</enum><text>the Committee on
			 Veterans' Affairs and the Committee on Appropriations of the Senate; and</text>
				</paragraph><paragraph commented="no" display-inline="no-display-inline" id="H867235AD56CE4ADAADD4094E746273AE"><enum>(2)</enum><text>the Committee on
			 Veterans' Affairs and the Committee on Appropriations of the House of
			 Representatives.</text>
				</paragraph></subsection></section><section id="H694FB7263A9A48DF96D00000B9DAA028"><enum>6.</enum><header>Report to
			 Congress on matters related to care for veterans who live in rural
			 areas</header>
			<subsection id="H8FBF8BAD042C453A8D7108F2B3808506"><enum>(a)</enum><header>Annual
			 report</header><text display-inline="yes-display-inline">The Secretary of
			 Veterans Affairs shall submit to Congress each year, together with documents
			 submitted to Congress in support of the budget of the President for the fiscal
			 year beginning in such year (as submitted pursuant to <external-xref legal-doc="usc" parsable-cite="usc/31/1105">section 1105</external-xref> of title 31,
			 United States Code), an assessment, current as of the fiscal year ending in the
			 year before such report is submitted, of the following:</text>
				<paragraph id="HE374072573504D78B714AD14C2700CC"><enum>(1)</enum><text>The implementation
			 of the provisions of this Act, including the amendments made by this
			 Act.</text>
				</paragraph><paragraph id="H88D9A5D082F045D2859D9FF95470E9E7"><enum>(2)</enum><text>The establishment
			 and function of the Office of Rural Health under <external-xref legal-doc="usc" parsable-cite="usc/38/7308">section 7308</external-xref> of title 38,
			 United States Code.</text>
				</paragraph></subsection><subsection id="H8D292BCB36824DFDB97001BE60B09746"><enum>(b)</enum><header>Additional
			 requirements for initial report</header><text>The Secretary of Veterans Affairs
			 shall submit to Congress, together with the first report submitted under
			 subsection (a), an assessment of the following:</text>
				<paragraph id="HF35238CCC1514F719D63A9DB973500C3"><enum>(1)</enum><text>The fee-basis
			 health-care program required by subsection (b) of section 212 of the Veterans
			 Benefits, Health Care, and Information Technology Act of 2006 (Public Law
			 109–461; 120 Stat. 3422).</text>
				</paragraph><paragraph id="H4B97F98C66A9475099317ED42459211C"><enum>(2)</enum><text>The outreach
			 program required by section 213 of such Act.</text>
				</paragraph></subsection></section></legis-body>
