		<section id="H31329C1F516948E8906891C27D5133DA" section-type="section-one"><enum>1.</enum><header>Short title</header><text display-inline="no-display-inline">This Act may be cited as the
			 <quote><short-title>Federal Contractor Accountability Act
			 of 2007</short-title></quote>.</text>
		</section><section id="HDDA9FA983892417DA7B266C31E985EF3" section-type="subsequent-section"><enum>2.</enum><header>Requirements for
			 potential Federal contractors for certifications regarding Federal tax
			 debt</header>
			<subsection id="HDB61F7F434E5406ABA8100C48F92FDDA"><enum>(a)</enum><header>Requirement for
			 prospective and current contractors regarding Federal tax debt</header>
				<paragraph id="HD10DE9E57FED4756BE4E9DE9006D2305"><enum>(1)</enum><header>In
			 general</header><text>No prospective contractor may be awarded a contract with
			 an agency, no contractor with an agency may be awarded an extension of its
			 contract with the agency, and an agency may not issue an order for goods or
			 services to any prospective contractor or contractor, unless the prospective
			 contractor or the contractor, as the case may be, certifies in writing to the
			 agency making the award or extension, or issuing the order, that the contractor
			 owes no Federal tax debt.</text>
				</paragraph><paragraph id="H50F8CCDC54494C2496935E4C001349F3"><enum>(2)</enum><header>Federal tax
			 debt</header><text>For purposes of the certification required by paragraph (1),
			 Federal tax debt includes any type of tax owed to the Federal Government that
			 is in a delinquent status.</text>
				</paragraph></subsection><subsection id="H06AA65DAC7954054B61223F4429C1D5D"><enum>(b)</enum><header>Requirement for
			 prospective contractors regarding convictions and liens</header><text>Any
			 prospective contractor submitting an offer to an agency shall submit the
			 following certifications with the offer:</text>
				<paragraph id="HFAA16E85B88D44AD9F4D91F356996BED"><enum>(1)</enum><header>Convictions</header><text>A
			 certification regarding whether or not the offeror has, within a three-year
			 period preceding the offer, been convicted or had a civil judgment rendered
			 against the offeror for violating any tax law or failing to pay any tax, or has
			 been notified of any delinquent taxes for which the liability remains
			 unsatisfied.</text>
				</paragraph><paragraph id="HC0369C77A83C411DA8691B074422F362"><enum>(2)</enum><header>Liens</header><text>A
			 certification regarding whether or not the offeror has received a notice of a
			 tax lien filed against the offeror for which the liability remains unsatisfied
			 or the lien has not been released.</text>
				</paragraph></subsection><subsection id="H6EB680ADAEEB46A5A8F173756254C60"><enum>(c)</enum><header>Agency</header><text>In
			 this section, the term <quote>agency</quote> means an executive agency, as
			 defined in section 4(1) of the Office of Federal Procurement Policy Act (41
			 U.S.C. 403(1)).</text>
			</subsection><subsection id="H0B40E93DEAEA439C9F7EE5526FD9A536"><enum>(d)</enum><header>Contracts
			 covered</header><text>This Act shall apply to contracts in amounts equal to or
			 greater than the simplified acquisition threshold (as defined in section 4(11)
			 of the Office of Federal Procurement Policy Act (<external-xref legal-doc="usc" parsable-cite="usc/41/401">41 U.S.C. 401(11)</external-xref>).</text>
			</subsection><subsection id="H3D1ADDB15FD449E886002D00F48442D5"><enum>(e)</enum><header>Effective
			 Date</header><text>This Act shall apply to contracts or contract extensions
			 awarded, or orders for goods or services issued, on or after the date occurring
			 30 days after the date of the enactment of this Act.</text>
