<official-title>To provide for recruiting, selecting, training, and supporting a national teacher corps in underserved communities.</official-title>

<section id="HA18D12D8D8144F21952094406C8CAB00" section-type="section-one"><enum>1.</enum><header>Short title</header><text display-inline="no-display-inline">This Act may be cited as the <quote><short-title>Teach for America Act</short-title></quote>.</text></section> 
<section id="H62CD469220334F458C3B822FFFDBB4C4"><enum>2.</enum><header>Purposes</header><text display-inline="no-display-inline">The purposes of this part are—</text> 
<paragraph id="HCC0A25210DBC4FD2BCD1E36B5EF8AE8F"><enum>(1)</enum><text>to raise the number of highly accomplished recent college graduates teaching in underserved urban and rural communities in the United States;</text></paragraph> 
<paragraph id="HE35D375DC67945BA86DFB46CF554AC00"><enum>(2)</enum><text>to increase the number of school districts and communities served by a nationally recruited corps of outstanding new teachers; and</text></paragraph> 
<paragraph id="HDB426856B4B546AE009F03E815C9C9C9"><enum>(3)</enum><text>to build a broader pipeline of talented and experienced future leaders in public education and education reform.</text></paragraph></section> 
<section id="HC523245561C94D0097A869296B0050CD"><enum>3.</enum><header>Definitions</header><text display-inline="no-display-inline">In this part:</text> 
<paragraph id="H4D020149A2E245C1BA1BC61B71287D47"><enum>(1)</enum><header>In general</header><text>The terms <term>highly qualified</term>, <term>local educational agency</term>, and <term>Secretary</term> have the meanings given the terms in section 9101 of the Elementary and Secondary Education Act of 1965 (<external-xref legal-doc="usc" parsable-cite="usc/20/7801">20 U.S.C. 7801</external-xref>).</text></paragraph> 
<paragraph id="HBEA622EE941044F98CC8D3CF61CCDAD"><enum>(2)</enum><header>Grantee</header><text>The term <term>grantee</term> means Teach For America, Inc.</text></paragraph> 
<paragraph id="HCED36C816C0E47C5A97E6F00E9D871B4"><enum>(3)</enum><header>High need</header><text display-inline="yes-display-inline">The term <term>high need</term>, when used with respect to a local educational agency, means a local educational agency in which a substantial percentage of students are eligible for free or reduced price meals through the Richard B. Russell National School Lunch Act (<external-xref legal-doc="usc" parsable-cite="usc/42/1751">42 U.S.C. 1751 et seq.</external-xref>).</text></paragraph></section> 
<section id="HD8A48EDAD2C244558F01A392FA7DB951"><enum>4.</enum><header>Grant program authorized</header><text display-inline="no-display-inline">The Secretary is authorized to award a grant to Teach For America, Inc., the national corps of outstanding recent college graduates who commit to teach for 2 years in underserved communities in the United States, to implement and expand its program of recruiting, selecting, training, and supporting new teachers.</text></section> 
<section id="H332C75D7BCBD40508BAD78C00E1EA8"><enum>5.</enum><header>Grant requirements</header><text display-inline="no-display-inline"> In carrying out the grant program under this part, the Secretary shall enter into an agreement with the grantee under which the grantee agrees to use the grant funds—</text> 
<paragraph id="H368721FB3B0442CA9F06654EAC370007"><enum>(1)</enum><text>to provide highly qualified teachers to high need local educational agencies in urban and rural communities;</text></paragraph> 
<paragraph id="H0F1C05E4B2BC4F939348946613F5C613"><enum>(2)</enum><text>to pay the cost of recruiting, selecting, training, and supporting new teachers; and</text></paragraph> 
<paragraph id="H5A26A369C0E3400C903B00E596D6EBA"><enum>(3)</enum><text display-inline="yes-display-inline">to serve a substantial number of students who are eligible for free or reduced price meals through the Richard B. Russell National School Lunch Act (<external-xref legal-doc="usc" parsable-cite="usc/42/1751">42 U.S.C. 1751 et seq.</external-xref>).</text></paragraph></section> 
<section id="HE375D5AF5E5D467EAEA574B381B053DC"><enum>6.</enum><header>Authorized activities</header><text display-inline="no-display-inline"> Grant funds provided under this part shall be used by the grantee to carry out each of the following activities:</text> 
<paragraph id="H22C523C0CFF34D448CA3091CB956C497"><enum>(1)</enum><text>Recruiting and selecting teachers through a highly-selective national process.</text></paragraph> 
<paragraph id="H8E63567654EA4A5984008F83D339139B"><enum>(2)</enum><text>Providing preservice training to selected teachers through a rigorous summer institute that includes hands-on teaching experience and significant exposure to education coursework and theory.</text></paragraph> 
<paragraph id="H3F94907CC97F4438BCB735D0F585EDCD"><enum>(3)</enum><text display-inline="yes-display-inline">Placing selected teachers in schools and positions in high need local education agencies.</text></paragraph> 
<paragraph id="H675C89ECEBCE48B1B3AD8477F1AFFD39"><enum>(4)</enum><text>Providing ongoing professional development activities for the selected teachers in the classroom, including regular classroom observations and feedback, and ongoing training and support.</text></paragraph></section> 
<section id="HB5111FE099EE44F88B3DF0758543FCE9"><enum>7.</enum><header>Evaluation</header> 
<subsection id="H07CEEC1D1197487BB264267CEF42537C"><enum>(a)</enum><header>Annual report</header><text>The grantee shall provide to the Secretary an annual report that includes—</text> 
<paragraph id="H0A404E8AD70F4506B0A3CF03ECE9E3ED"><enum>(1)</enum><text>data on the number and characteristics of the teachers provided to local educational agencies through the grant under this part;</text></paragraph> 
<paragraph id="H854BEA7B9B0B4162AFE27F8F640603B9"><enum>(2)</enum><text>an externally conducted analysis of the satisfaction of local educational agencies and principals with the teachers so provided; and</text></paragraph> 
<paragraph id="HE8BCE903EA364FD3B2552EFAB1B8BF8"><enum>(3)</enum><text>comprehensive data on the background of the selected teachers, the training such teachers received, the placement sites of the teachers, the professional development of the teachers, and the retention of the teachers.</text></paragraph></subsection> 
<subsection id="H1CF1EB558E9A4254A9BAE31DF09F2C1E"><enum>(b)</enum><header>Study</header><text>From funds appropriated under this legislation, the Secretary shall provide for a study comparing the academic achievement of students taught by the teachers selected, trained, and placed under this part with the academic achievement of students taught by other teachers in the same schools and positions. The Secretary shall provide for such a study not less than once every 3 years, and each such study shall include multiple local education agencies. Each such study shall meet the peer-review standards of the education research community.</text></subsection></section> 
<section id="H763155D0906E428D81B32F1C00C14B6F"><enum>8.</enum><header>Authorization of appropriations</header><text display-inline="no-display-inline">There are authorized to be appropriated to carry out this Act—</text> 
<paragraph id="H77C9157D6DFF40C39D3B8378DD3C8895"><enum>(1)</enum><text>$15,000,000 for fiscal year 2008;</text></paragraph> 
<paragraph id="HF4646EC162794B1A9E4CC5E5D7AC2F69"><enum>(2)</enum><text>$18,000,000 for fiscal year 2009;</text></paragraph> 
<paragraph id="H762EA98EF8D4444CB56C8BEE70A4A2E9"><enum>(3)</enum><text>$20,000,000 for fiscal year 2010; and</text></paragraph> 
<paragraph id="HA65E4E1E57C64CFD9F00409D686EE776"><enum>(4)</enum><text>such sums as may be necessary for each of the fiscal years 2011 and 2012.</text></paragraph></section>
