		<section display-inline="no-display-inline" id="HA1D8CC4E0BA143D88751AE006458892D" section-type="section-one"><enum>1.</enum><header>Short title</header><text display-inline="no-display-inline">This Act may be cited as the
			 <quote><short-title>National Science Foundation
			 Authorization Act of 2007</short-title></quote>.</text>
		</section><section id="HBE701E85A2CF46899B0056AE5B18DDA"><enum>2.</enum><header>Definitions</header><text display-inline="no-display-inline">In this Act:</text>
			<paragraph id="HACB78E8BF78B4CA9B3F759A44EC8EE78"><enum>(1)</enum><header>Board</header><text>The
			 term <quote>Board</quote> means the National Science Board established under
			 section 2 of the National Science Foundation Act of 1950 (42 U.S.C.
			 1861).</text>
			</paragraph><paragraph id="HD07F4CC280E14326A15C5D6123CC97D2"><enum>(2)</enum><header>Director</header><text>The
			 term <quote>Director</quote> means the Director of the Foundation.</text>
			</paragraph><paragraph id="H9AE3DE87ACFD4586A798FE5DF3073BA8"><enum>(3)</enum><header>Elementary
			 school</header><text>The term <quote>elementary school</quote> has the meaning
			 given that term by section 9101(18) of the Elementary and Secondary Education
			 Act of 1965 (20
			 U.S.C. 7801(18)).</text>
			</paragraph><paragraph id="HDE89F2D1364448178B8DCA00AE573D61"><enum>(4)</enum><header>Foundation</header><text>The
			 term <quote>Foundation</quote> means the National Science Foundation.</text>
			</paragraph><paragraph id="H170D9B64EE7142E682963D1755477EA9"><enum>(5)</enum><header>Institution of
			 higher education</header><text>The term <quote>institution of higher
			 education</quote> has the meaning given such term in section 101(a) of the
			 Higher Education Act of 1965 (<external-xref legal-doc="usc" parsable-cite="usc/20/1001">20 U.S.C. 1001(a)</external-xref>).</text>
			</paragraph><paragraph id="H63B96AAD0DA340D78198B3EBB88075C3"><enum>(6)</enum><header>Secondary
			 school</header><text>The term <quote>secondary school</quote> has the meaning
			 given that term by section 9101(38) of the Elementary and Secondary Education
			 Act of 1965 (20
			 U.S.C. 7801(38)).</text>
			</paragraph></section><section id="HA55B736E9A534EF0A94C61EB207017A6"><enum>3.</enum><header>Authorization of
			 appropriations</header>
			<subsection id="HB3881A42F4C44591B23C29D28FE18DF9"><enum>(a)</enum><header>Fiscal year
			 2008</header>
				<paragraph id="HD4970B61B76E499EA2E11CEBD6E78EE4"><enum>(1)</enum><header>In
			 general</header><text>There are authorized to be appropriated to the Foundation
			 $6,500,000,000 for fiscal year 2008.</text>
				</paragraph><paragraph id="H13B5402C871D4290A48118F9811537B7"><enum>(2)</enum><header>Specific
			 allocations</header><text>Of the amount authorized under paragraph (1)—</text>
					<subparagraph id="H4E08ED002B854F47A800D1A72FE7BD7C"><enum>(A)</enum><text display-inline="yes-display-inline">$5,080,000,000 shall be made available for
			 research and related activities, of which $115,000,000 shall be made available
			 for the Major Research Instrumentation program;</text>
					</subparagraph><subparagraph id="H89655F83496E41E1AF812DBD64F2E96"><enum>(B)</enum><text>$873,000,000 shall
			 be made available for education and human resources, of which—</text>
						<clause id="H1C2FF3B620DF48D3A655B74DB6E27738"><enum>(i)</enum><text>$94,000,000 shall
			 be for Mathematics and Science Education Partnerships established under section
			 9 of the National Science Foundation Authorization Act of 2002 (42 U.S.C.
			 1862n);</text>
						</clause><clause id="H37ED6A3A2E584AA78B972E04BAB564D"><enum>(ii)</enum><text>$70,000,000 shall
			 be for the Robert Noyce Scholarship Program established under section 10 of the
			 National Science Foundation Authorization Act of 2002 (<external-xref legal-doc="usc" parsable-cite="usc/42/1862n-1">42 U.S.C. 1862n–1</external-xref>);</text>
						</clause><clause id="HB380A288548548D18DE2B6FAD7F05F15"><enum>(iii)</enum><text>$44,000,000
			 shall be for the Science, Mathematics, Engineering, and Technology Talent
			 Expansion Program established under section 8(7) of the National Science
			 Foundation Authorization Act of 2002 (<external-xref legal-doc="public-law" parsable-cite="pl/107/368">Public Law 107–368</external-xref>); and</text>
						</clause><clause id="HDADDF4A25FC14B3CAE3F7827EF161688"><enum>(iv)</enum><text>$51,620,000 shall
			 be for the Advanced Technological Education program established by section 3(a)
			 of the Scientific and Advanced-Technology Act of 1992 (<external-xref legal-doc="public-law" parsable-cite="pl/102/476">Public Law 102–476</external-xref>);</text>
						</clause></subparagraph><subparagraph id="H0F6A0F47D2F8493998471900B57207D3"><enum>(C)</enum><text>$245,000,000 shall
			 be made available for major research equipment and facilities
			 construction;</text>
					</subparagraph><subparagraph id="HB15C82465F6847E1002064C349005EFB"><enum>(D)</enum><text>$285,600,000 shall
			 be made available for agency operations and award management;</text>
					</subparagraph><subparagraph id="H8C798D580EAF43FBB98F156CB0E77561"><enum>(E)</enum><text>$4,050,000 shall
			 be made available for the Office of the National Science Board; and</text>
					</subparagraph><subparagraph id="HDA40BA37F5DD4B8AA2D167CCF800FB5C"><enum>(F)</enum><text>$12,350,000 shall
			 be made available for the Office of Inspector General.</text>
					</subparagraph></paragraph></subsection><subsection id="HFB63C9986D1D4635A239C72EA9B3D25D"><enum>(b)</enum><header>Fiscal year
			 2009</header>
				<paragraph id="HF01CD5E2CC884281BF23ABA60995F334"><enum>(1)</enum><header>In
			 general</header><text>There are authorized to be appropriated to the Foundation
			 $6,980,000,000 for fiscal year 2009.</text>
				</paragraph><paragraph id="H28FDB4EDF3144F38902644D6EF1534B"><enum>(2)</enum><header>Specific
			 allocations</header><text>Of the amount authorized under paragraph (1)—</text>
					<subparagraph id="HEDEBFAB70C4342E69CBAB3F8E5B46749"><enum>(A)</enum><text display-inline="yes-display-inline">$5,457,400,000 shall be made available for
			 research and related activities, of which $123,100,000 shall be made available
			 for the Major Research Instrumentation program;</text>
					</subparagraph><subparagraph id="HFEB5BAA1ACE34D39B689D887A1868CA"><enum>(B)</enum><text>$934,000,000 shall
			 be made available for education and human resources, of which—</text>
						<clause id="H51DB2123CF4A42D19EB25FF2F03DF8C2"><enum>(i)</enum><text>$100,600,000 shall
			 be for Mathematics and Science Education Partnerships established under section
			 9 of the National Science Foundation Authorization Act of 2002 (42 U.S.C.
			 1862n);</text>
						</clause><clause id="HE7EB1743AC874ECF9F47BCADEEA22BE3"><enum>(ii)</enum><text display-inline="yes-display-inline">$101,000,000 shall be for the Robert Noyce
			 Scholarship Program established under section 10 of the National Science
			 Foundation Authorization Act of 2002 (<external-xref legal-doc="usc" parsable-cite="usc/42/1862n-1">42 U.S.C. 1862n–1</external-xref>);</text>
						</clause><clause id="H0FCD0A90D3054C478008A9C7C149DAA5"><enum>(iii)</enum><text display-inline="yes-display-inline">$55,000,000 shall be for the Science,
			 Mathematics, Engineering, and Technology Talent Expansion Program established
			 under section 8(7) of the National Science Foundation Authorization Act of 2002
			 (Public Law
			 107–368); and</text>
						</clause><clause id="H122DFAF0FF144561A4AF7569FD78D277"><enum>(iv)</enum><text>$55,200,000 shall
			 be for the Advanced Technological Education program as established by section
			 3(a) of the Scientific and Advanced-Technology Act of 1992 (Public Law
			 102–476);</text>
						</clause></subparagraph><subparagraph id="HACABD8C8224D48A0AB52FC3770806D92"><enum>(C)</enum><text>$262,000,000 shall
			 be made available for major research equipment and facilities
			 construction;</text>
					</subparagraph><subparagraph id="H1C83D61EFC5542B7AAB837E249EDB52C"><enum>(D)</enum><text>$309,760,000 shall
			 be made available for agency operations and award management;</text>
					</subparagraph><subparagraph id="HD3A25C76451847B98D4FD11015FD0700"><enum>(E)</enum><text>$4,120,000 shall
			 be made available for the Office of the National Science Board; and</text>
					</subparagraph><subparagraph id="H30EBC1A8213847A9A4DA1D9514FF1580"><enum>(F)</enum><text>$12,720,000 shall
			 be made available for the Office of Inspector General.</text>
					</subparagraph></paragraph></subsection><subsection id="H892A7F790745439291A1435B1BBB034B"><enum>(c)</enum><header>Fiscal year
			 2010</header>
				<paragraph id="HB3799F86D3BD47CEBD2D003000AFB853"><enum>(1)</enum><header>In
			 general</header><text>There are authorized to be appropriated to the Foundation
			 $7,493,000,000 for fiscal year 2010.</text>
				</paragraph><paragraph id="HB2DCCDB84D66488FA5C7948E5CF8CA75"><enum>(2)</enum><header>Specific
			 allocations</header><text>Of the amount authorized under paragraph (1)—</text>
					<subparagraph id="HDCFF5A9AFB5F48D59349BCB56E4D9B80"><enum>(A)</enum><text display-inline="yes-display-inline">$5,863,200,000 shall be made available for
			 research and related activities, of which $131,700,000 shall be made available
			 for the Major Research Instrumentation program;</text>
					</subparagraph><subparagraph id="HEDB5061C5EDE418A92BD9B00066C2B65"><enum>(B)</enum><text>$1,003,000,000
			 shall be made available for education and human resources, of which—</text>
						<clause id="H64342E880ECF43D89ECC26428E750010"><enum>(i)</enum><text display-inline="yes-display-inline">$107,600,000 shall be for Mathematics and
			 Science Education Partnerships established under section 9 of the National
			 Science Foundation Authorization Act of 2002 (<external-xref legal-doc="usc" parsable-cite="usc/42/1862n">42 U.S.C. 1862n</external-xref>);</text>
						</clause><clause id="H8BEAFD1A3B8A45A0A4AC2200CB2C3BA2"><enum>(ii)</enum><text display-inline="yes-display-inline">$133,000,000 shall be for the Robert Noyce
			 Scholarship Program established under section 10 of the National Science
			 Foundation Authorization Act of 2002 (<external-xref legal-doc="usc" parsable-cite="usc/42/1862n-1">42 U.S.C. 1862n–1</external-xref>);</text>
						</clause><clause id="HE59F692E40FA42CCA3F5A48550C7B590"><enum>(iii)</enum><text display-inline="yes-display-inline">$60,000,000 shall be for the Science,
			 Mathematics, Engineering, and Technology Talent Expansion Program established
			 under section 8(7) of the National Science Foundation Authorization Act of 2002
			 (Public Law
			 107–368); and</text>
						</clause><clause id="H51FA7CEBF3694E93AE785ED980EB1062"><enum>(iv)</enum><text>$59,100,000 shall
			 be for the Advanced Technological Education program as established by section
			 3(a) of the Scientific and Advanced-Technology Act of 1992 (Public Law
			 102–476);</text>
						</clause></subparagraph><subparagraph id="H9E2A87B6D910460BB8FD734FD22F72B3"><enum>(C)</enum><text>$280,000,000 shall
			 be made available for major research equipment and facilities
			 construction;</text>
					</subparagraph><subparagraph id="H0620C2F7949A4DFFAA4344D67627E66F"><enum>(D)</enum><text>$329,450,000 shall
			 be made available for agency operations and award management;</text>
					</subparagraph><subparagraph id="HF95242026E24423DBCADA5EE007F1D22"><enum>(E)</enum><text>$4,250,000 shall
			 be made available for the Office of the National Science Board; and</text>
					</subparagraph><subparagraph id="HFF47E1013BA74D4B82CFC7903DFA3FF3"><enum>(F)</enum><text>$13,100,000 shall
			 be made available for the Office of Inspector General.</text>
					</subparagraph></paragraph></subsection><subsection id="H94B6586D62704AE48F65ADED4DB36E55"><enum>(d)</enum><header>Major research
			 instrumentation</header>
				<paragraph id="HEFFC74FC5FC0418A97E3A86B5B98B4C"><enum>(1)</enum><header>Award
			 amount</header><text>The minimum amount of an award under the Major Research
			 Instrumentation program shall be $100,000. The maximum amount of an award under
			 the program shall be $4,000,000, except if the total amount appropriated for
			 the program for a fiscal year exceeds $125,000,000, in which case the maximum
			 amount of an award shall be $6,000,000.</text>
				</paragraph><paragraph id="H7C0D90F00D3B41B79357576500D9FD55"><enum>(2)</enum><header>Use of
			 funds</header><text>In addition to the acquisition of instrumentation and
			 equipment, funds made available by awards under the Major Research
			 Instrumentation program may be used to support the operations and maintenance
			 of such instrumentation and equipment.</text>
				</paragraph><paragraph id="HDF45FC85A12C49DF9F34FBFD4BE5EA39"><enum>(3)</enum><header>Cost
			 sharing</header>
					<subparagraph id="H8C959AAD79D247C7AFA890AE1EEA9522"><enum>(A)</enum><header>In
			 general</header><text>An institution of higher education receiving an award
			 shall provide at least 30 percent of the cost from private or non-Federal
			 sources.</text>
					</subparagraph><subparagraph id="HE51FF2A1A2054C5494CA616EAE23E6DF"><enum>(B)</enum><header>Exceptions</header><text>Institutions
			 of higher education that are not Ph.D.-granting institutions are exempt from
			 the cost sharing requirement in subparagraph (A), and the Director may reduce
			 or waive the cost sharing requirement for—</text>
						<clause id="H4E70D4B940B241BCBD926EE8AE340638"><enum>(i)</enum><text>institutions—</text>
							<subclause id="H19298CF7D9284A0A84338F0644869000"><enum>(I)</enum><text>which are not
			 ranked among the top 100 institutions receiving Federal research and
			 development funding, as documented by the statistical data published by the
			 Foundation; and</text>
							</subclause><subclause id="HEE3671DC8A194D4CAF177C11298D5BAD"><enum>(II)</enum><text display-inline="yes-display-inline">for which the proposed project will make a
			 substantial improvement in the institution’s capabilities to conduct leading
			 edge research, to provide research experiences for undergraduate students using
			 leading edge facilities, and to broaden the participation in science and
			 engineering research by individuals identified in section 33 or 34 of the
			 Science and Engineering Equal Opportunities Act (42 U.S.C. 1885a or 1885b);
			 and</text>
							</subclause></clause><clause id="H32A189DF27814CC296BB7E04C4E5F916"><enum>(ii)</enum><text>consortia of
			 institutions of higher education that include at least one institution that is
			 not a Ph.D-granting institution.</text>
						</clause></subparagraph></paragraph></subsection><subsection id="HB93FF1C6DCC34168A7F8C337FC785C60"><enum>(e)</enum><header>Undergraduate
			 education programs</header><text>The Director shall continue to carry out
			 programs in support of undergraduate education, including those authorized in
			 section 17 of the National Science Foundation Authorization Act of 2002
			 (42 U.S.C.
			 1862n–6). Funding for these programs shall increase in
			 proportion to the increase in the total amount appropriated to the Foundation
			 in any year for which appropriations are authorized by this Act.</text>
			</subsection><subsection id="H49A8A2C5D878486CBEBB6F8980084EAF"><enum>(f)</enum><header>Limit on
			 proposals</header>
				<paragraph id="H00A9D3AEC8D246ABA82795EB7BC100E8"><enum>(1)</enum><header>Policy</header><text>For
			 programs that require as part of the selection process for awards the
			 submission of preproposals and that also limit the number of preproposals that
			 may be submitted by an institution, the Director shall allow the subsequent
			 submission of a full proposal based on each preproposal that is determined to
			 have merit following the Foundation’s merit review process.</text>
				</paragraph><paragraph id="H3601759E69684EB2A7AC9140FAF27F8B"><enum>(2)</enum><header>Review and
			 assessment of policies</header><text>The Board shall review and assess the
			 effects on institutions of higher education of the policies of the Foundation
			 regarding the imposition of limitations on the number of proposals that may be
			 submitted by a single institution for programs supported by the Foundation. The
			 Board shall determine whether current policies are well justified and
			 appropriate for the types of programs that limit the number of proposal
			 submissions. Not later that 1 year after the date of enactment of this Act, the
			 Board shall summarize its findings and any recommendations regarding changes to
			 the current policy on the restriction of proposal submissions in a report to
			 the Committee on Science and Technology of the House of Representatives and to
			 the Committee on Commerce, Science, and Transportation and the Committee on
			 Health, Education, Labor, and Pensions of the Senate.</text>
				</paragraph></subsection><subsection display-inline="no-display-inline" id="H921B9939C27F4BE900E1A3DE96E9F66E"><enum>(g)</enum><header>Research
			 experiences for undergraduates</header><text display-inline="yes-display-inline">The Director shall increase funding for the
			 Research Experiences for Undergraduates program in proportion to the increase
			 in the total amount appropriated to the Foundation for research and related
			 activities in any year for which appropriations are authorized by this
			 Act.</text>
			</subsection><subsection id="H8EE4B5EA3ADB450D8D9F8355BED2B358"><enum>(h)</enum><header>Global Warming
			 Education</header>
				<paragraph id="H66471F8691C54E98BD6EADAD4467B836"><enum>(1)</enum><header>Informal
			 Education</header><text>As part of Informal Science Education activities, the
			 Director shall support activities to create informal educational materials,
			 exhibits, and multimedia presentations relevant to global warming, climate
			 science, and greenhouse gas reduction strategies.</text>
				</paragraph><paragraph id="H486C4747579B40EDB386AB1122EA45E5"><enum>(2)</enum><header>K–12
			 Instructional Materials</header><text display-inline="yes-display-inline">As
			 part of Discovery Research K–12 activities, the Director shall support the
			 development of K–12 educational materials relevant to global warming, climate
			 science, and greenhouse gas reduction strategies.</text>
				</paragraph></subsection></section><section id="H81DD1BBD05DE42F78418BC008239D722"><enum>4.</enum><header>Centers for
			 research on learning and education improvement</header>
			<subsection id="H60079E653E9C4A98945B4107C1447FCB"><enum>(a)</enum><header>Funding for
			 Centers</header><text display-inline="yes-display-inline">The Director shall
			 continue to carry out the program of Centers for Research on Learning and
			 Education Improvement as established in section 11 of the National Science
			 Foundation Authorization Act of 2002 (<external-xref legal-doc="usc" parsable-cite="usc/42/1862n-2">42 U.S.C. 1862n–2</external-xref>).</text>
			</subsection><subsection id="H9B50771106A34D88B1749109F4450042"><enum>(b)</enum><header>Eligibility for
			 centers</header><text display-inline="yes-display-inline">Section 11 of the
			 National Science Foundation Authorization Act of 2002 (<external-xref legal-doc="usc" parsable-cite="usc/42/1862n-2">42 U.S.C. 1862n–2</external-xref>) is
			 amended—</text>
				<paragraph id="HCD583D62DA1848738D75607371F1B27"><enum>(1)</enum><text>in
			 subsection (a)(1), by inserting <quote>or eligible nonprofit
			 organizations</quote> after <quote>institutions of higher
			 education</quote>;</text>
				</paragraph><paragraph id="H6E041648FC424750B0E183765BC0E8B9"><enum>(2)</enum><text display-inline="yes-display-inline">in subsection (b)(1) by inserting <quote>or
			 an eligible nonprofit organization</quote> after <quote>institution of higher
			 education</quote>; and</text>
				</paragraph><paragraph id="HE3CCEB832C974D89816397F24799386D"><enum>(3)</enum><text>in subsection
			 (b)(1) by striking <quote>of such institutions</quote> and inserting
			 <quote>thereof</quote>.</text>
				</paragraph></subsection></section><section id="HBA7FB4CFDBE14E94A78300729DB4C025"><enum>5.</enum><header>Interdisciplinary
			 research</header>
			<subsection id="H764642D41CFD423DA72BD34911E795D4"><enum>(a)</enum><header>In
			 general</header><text display-inline="yes-display-inline">The Board shall
			 evaluate the role of the Foundation in supporting interdisciplinary research,
			 including through the Major Research Instrumentation program, the effectiveness
			 of the Foundation’s efforts in providing information to the scientific
			 community about opportunities for funding of interdisciplinary research
			 proposals, and the process through which interdisciplinary proposals are
			 selected for support. The Board shall also evaluate the effectiveness of the
			 Foundation’s efforts to engage undergraduate students in research experiences
			 in interdisciplinary settings, including through the Research in Undergraduate
			 Institutions program and the Research Experiences for Undergraduates
			 program.</text>
			</subsection><subsection id="HDF451B0D066C49AB85A800FBEE1B5694"><enum>(b)</enum><header>Report</header><text>Not
			 later than 1 year after the date of enactment of this Act, the Board shall
			 provide the results of its evaluation under subsection (a), including a
			 recommendation for the proportion of the Foundation’s research and related
			 activities funding that should be allocated for interdisciplinary research, to
			 the Committee on Science and Technology of the House of Representatives and the
			 Committee on Commerce, Science, and Transportation and the Committee on Health,
			 Education, Labor, and Pensions of the Senate.</text>
			</subsection></section><section id="H067B8114659248C091F2EBB4E1C6279"><enum>6.</enum><header>Pilot program of
			 grants for new investigators</header>
			<subsection id="H3687C08ABDC349EF9C0424B413B58DA2"><enum>(a)</enum><header>In
			 general</header><text>The Director shall carry out a pilot program to award
			 one-year grants to individuals to assist them in improving research proposals
			 that were previously submitted to the Foundation but not selected for
			 funding.</text>
			</subsection><subsection display-inline="no-display-inline" id="H8E37A18612744C52BCB3E0FC6FE7F28"><enum>(b)</enum><header>Use of
			 funds</header><text>Grants awarded under this section shall be used to enable
			 an individual to resubmit an updated research proposal for review by the
			 Foundation through the agency’s competitive merit review process. Uses of funds
			 made available under this section may include the generation of new data and
			 the performance of additional analysis.</text>
			</subsection><subsection id="H1EF3853655654C80A01196E4F7CC003D"><enum>(c)</enum><header>Eligibility</header><text>To
			 be eligible to receive a grant under this section, an individual shall—</text>
				<paragraph id="H1A153C9D3BAA417C978B006211A9D047"><enum>(1)</enum><text>not have
			 previously received funding as the principal investigator of a research grant
			 from the Foundation; and</text>
				</paragraph><paragraph id="H62C76491AB2B48F5BF20B46504488B8"><enum>(2)</enum><text display-inline="yes-display-inline">have submitted a proposal to the
			 Foundation, which may include a proposal submitted to the Research in
			 Undergraduate Institutions program, that was rated very good or excellent under
			 the Foundation’s competitive merit review process.</text>
				</paragraph></subsection><subsection id="H285ED4B652034B0BA5805DFD7F7EE1E4"><enum>(d)</enum><header>Selection
			 process</header><text>The Director shall make awards under this section based
			 on the advice of the program officers of the Foundation.</text>
			</subsection><subsection id="H9D3F78415FFC40AAA0A1CBED5B1FDFEF"><enum>(e)</enum><header>Program
			 administration</header><text>The Director may carry out this section through
			 the Small Grants for Exploratory Research program.</text>
			</subsection><subsection id="H4AB05E2B6B6F45DA92C93300211789BC"><enum>(f)</enum><header>National science
			 board review</header><text display-inline="yes-display-inline">The Board shall
			 conduct a review and assessment of the pilot program under this section,
			 including the number of new investigators funded, the distribution of awards by
			 type of institution of higher education, and the success rate upon resubmittal
			 of proposals by new investigators funded through this pilot program. Not later
			 than 3 years after the date of enactment of this Act, the Board shall summarize
			 its findings and any recommendations regarding changes to or the continuation
			 of the pilot program in a report to the Committee on Science and Technology of
			 the House of Representatives and the Committee on Commerce, Science, and
			 Transportation and the Committee on Health, Education, Labor, and Pensions of
			 the Senate.</text>
			</subsection></section><section id="H67CBD2B3C095419AB266D9F2955669B"><enum>7.</enum><header>Broader impacts
			 merit review criterion</header>
			<subsection id="H1A096AE26E5647F4A2D0FB3E00702341"><enum>(a)</enum><header>In
			 general</header><text>In evaluating research proposals under the Foundation’s
			 broader impacts criterion, the Director shall give special consideration to
			 proposals that involve partnerships between academic researchers and industrial
			 scientists and engineers that address research areas that have been identified
			 as having high importance for future national economic competitiveness, such as
			 nanotechnology.</text>
			</subsection><subsection id="HE73FB6D654A040508F40FBA33FEF4CDA"><enum>(b)</enum><header>Partnerships
			 with industry</header><text display-inline="yes-display-inline">The Director
			 shall encourage research proposals from institutions of higher education that
			 involve partnerships with businesses and organizations representing businesses
			 in fields that have been identified as having high importance for future
			 national economic competitiveness and that include input on the research agenda
			 from and cost-sharing by the industry partners.</text>
			</subsection><subsection id="H7BE020D946C24C9BB88CA8CE2E77ABA7"><enum>(c)</enum><header>Report on
			 broader impacts criterion</header><text>Not later than 1 year after the date of
			 enactment of this Act, the Director shall transmit to Congress a report on the
			 impact of the broader impacts grant criterion used by the Foundation. The
			 report shall—</text>
				<paragraph id="H237F4E30B57A4E94879F7E305DB4EE11"><enum>(1)</enum><text>identify the
			 criteria that each division and directorate of the Foundation uses to evaluate
			 the broader impacts aspects of research proposals;</text>
				</paragraph><paragraph id="H440D16F5A6F84708AE97208812F4DD8B"><enum>(2)</enum><text>provide a
			 breakdown of the types of activities by division that awardees have proposed to
			 carry out to meet the broader impacts criterion;</text>
				</paragraph><paragraph id="H91EF11BC97534A9580AE3F02A588B214"><enum>(3)</enum><text>provide any
			 evaluations performed by the Foundation to assess the degree to which the
			 broader impacts aspects of research proposals were carried out and how
			 effective they have been at meeting the goals described in the research
			 proposals;</text>
				</paragraph><paragraph id="HD761354172D3435300FE3B5024FBFED0"><enum>(4)</enum><text>describe what
			 national goals, such as improving undergraduate science, mathematics, and
			 engineering education, improving K–12 science and mathematics education,
			 promoting university-industry collaboration and technology transfer, and
			 broadening participation of underrepresented groups, the broader impacts
			 criterion is best suited to promote; and</text>
				</paragraph><paragraph id="H4ACBDCB0D2854B4F00E2F38BB8F8F301"><enum>(5)</enum><text>describe what
			 steps the Foundation is taking and should take to use the broader impacts
			 criterion to improve undergraduate science, mathematics, and engineering
			 education.</text>
				</paragraph></subsection></section><section id="H37719753CAC1444EB8D01634EEDE7181"><enum>8.</enum><header>Postdoctoral
			 research fellows</header>
			<subsection id="H577F9DFBE8EC4B3AB87E857BA7C71500"><enum>(a)</enum><header>Mentoring</header><text>The
			 Director shall require that all grant applications that include funding to
			 support postdoctoral researchers include a description of the mentoring
			 activities that will be provided for such individuals, and shall ensure that
			 this part of the application is evaluated under the Foundation’s broader
			 impacts merit review criterion. Mentoring activities may include career
			 counseling, training in preparing grant applications, guidance on ways to
			 improve teaching skills, and training in research ethics.</text>
			</subsection><subsection id="H724FB41706E146BEA04B7031E19E6B2B"><enum>(b)</enum><header>Reports</header><text>The
			 Director shall require that annual reports and the final report for research
			 grants that include funding to support postdoctoral researchers include a
			 description of the mentoring activities provided to such researchers.</text>
			</subsection></section><section id="HE679A3A4B41A4A1BACE42D2B1000B8FA"><enum>9.</enum><header>Responsible
			 conduct of research</header><text display-inline="no-display-inline">The
			 Director shall require that each institution that applies for financial
			 assistance from the Foundation for science and engineering research or
			 education describe in its grant proposal a plan to provide appropriate training
			 and oversight in the responsible and ethical conduct of research to
			 undergraduate students, graduate students, and postdoctoral researchers
			 participating in the proposed research project.</text>
		</section><section id="H55589BBE195D4135936E87A8938C6000"><enum>10.</enum><header>Reporting of
			 research results</header><text display-inline="no-display-inline">The Director
			 shall ensure that all final project reports and citations of published research
			 documents resulting from research funded, in whole or in part, by the
			 Foundation, are made available to the public in a timely manner and in
			 electronic form through the Foundation’s Web site.</text>
		</section><section id="HE1A9C7F37B2C4EB2000047027B232DA0"><enum>11.</enum><header>Sharing research
			 results</header><text display-inline="no-display-inline">An investigator
			 supported under a Foundation award, whom the Director determines has failed to
			 comply with the provisions of section 734 of the Foundation Grant Policy
			 Manual, shall be ineligible for a future award under any Foundation supported
			 program or activity. The Director may restore the eligibility of such an
			 investigator on the basis of the investigator’s subsequent compliance with the
			 provisions of section 734 of the Foundation Grant Policy Manual and with such
			 other terms and conditions as the Director may impose.</text>
		</section><section id="H8831B7D4CD60487A952771E9866E4CD4"><enum>12.</enum><header>Funding for
			 successful stem education programs</header>
			<subsection id="H93A0300A648F4196981F667801BA6DF2"><enum>(a)</enum><header>Evaluation of
			 programs</header><text>The Director shall, on an annual basis, evaluate all of
			 the Foundation’s grants that are scheduled to expire within one year
			 and—</text>
				<paragraph id="HEEF77973CBB3421FA5793704E44FC9C"><enum>(1)</enum><text>that have the
			 primary purpose of meeting the objectives of the Science and Engineering Equal
			 Opportunity Act (42
			 U.S.C. 1885 et seq.); or</text>
				</paragraph><paragraph id="H6DA0C0AB569C425E93BABCD7B5CC0060"><enum>(2)</enum><text>that have the
			 primary purpose of providing teacher professional development.</text>
				</paragraph></subsection><subsection id="H17D2D1433A274C188DA9616868687FCB"><enum>(b)</enum><header>Continuation of
			 funding</header><text>For grants that are identified under subsection (a) and
			 that are deemed by the Director to be successful in meeting the objectives of
			 the initial grant solicitation, the Director may extend the duration of those
			 grants for up to 3 additional years beyond their scheduled expiration without
			 the requirement for a recompetition. The Director may extend such grants for an
			 additional 3 years following a second review within 1 year before the extended
			 completion date, in accordance with subsection (a), and the determination by
			 the Director that the objectives of the grant are being achieved.</text>
			</subsection><subsection id="H511784DB013041F68000D10249AF6100"><enum>(c)</enum><header>Report to
			 Congress</header><text display-inline="yes-display-inline">Not later than 2
			 years after the date of enactment of this Act, the Director shall submit a
			 report to the Committee on Science and Technology of the House of
			 Representatives and to the Committee on Commerce, Science, and Transportation
			 and the Committee on Health, Education, Labor, and Pensions of the Senate
			 that—</text>
				<paragraph id="HE2370D6DC0C54969B87EDA3931006802"><enum>(1)</enum><text>lists the grants
			 which have been extended in duration by the authority provided under this
			 section; and</text>
				</paragraph><paragraph id="H7F20658DC40A43C8B369E01990E72785"><enum>(2)</enum><text>provides any
			 recommendations the Director may have regarding the extension of the authority
			 provided under this section to programs other than those specified in
			 subsection (a).</text>
				</paragraph></subsection></section><section id="HA75A20924A8B4F67A0E2AD50C85F4D88"><enum>13.</enum><header>Cost
			 sharing</header>
			<subsection id="H6D6517A3B4944DC6B1F1D8F0BC7736BA"><enum>(a)</enum><header>In
			 general</header><text>The Board shall evaluate the impact of its policy to
			 eliminate cost sharing for research grants and cooperative agreements for
			 existing programs that were developed around industry partnerships and
			 historically required industry cost sharing, such as the Engineering Research
			 Centers and Industry/University Cooperative Research Centers. The Board shall
			 also consider the impact that the cost sharing policy has on initiating new
			 programs for which industry interest and participation are sought.</text>
			</subsection><subsection id="HC557A92C89A2455AA5B94E8B64BE9B7C"><enum>(b)</enum><header>Report</header><text display-inline="yes-display-inline">Not later than 6 months after the date of
			 enactment of this Act, the Board shall report to the Committee on Science and
			 Technology and the Committee on Appropriations of the House of Representatives,
			 and the Committee on Commerce, Science, and Transportation, the Committee on
			 Health, Education, Labor, and Pensions, and the Committee on Appropriations of
			 the Senate, on the results of the evaluation under subsection (a).</text>
			</subsection></section><section id="H11F9AD6EDF1044A686BCA9C692A2A4CC"><enum>14.</enum><header>Donations</header><text display-inline="no-display-inline">Section 11(f) of the National Science
			 Foundation Act of 1950 (<external-xref legal-doc="usc" parsable-cite="usc/42/1870">42 U.S.C. 1870(f)</external-xref>) is amended by
			 inserting at the end before the semicolon <quote>, except that funds may be
			 donated for specific prize competitions</quote>.</text>
		</section><section id="HDF091BB885DA4FBFB0B4E4CEF834E291"><enum>15.</enum><header>Additional
			 reports</header>
			<subsection id="H99318380AF7F481DA172A84C49023693"><enum>(a)</enum><header>Report on
			 funding for major facilities</header>
				<paragraph id="HBCE3000AAA074094953E636181B2A37E"><enum>(1)</enum><header>Preconstruction
			 funding</header><text>The Board shall evaluate the appropriateness of the
			 requirement that funding for detailed design work and other preconstruction
			 activities for major research equipment and facilities come exclusively from
			 the sponsoring research division rather than being available, at least in part,
			 from the Major Research Equipment and Facilities Construction account.</text>
				</paragraph><paragraph id="H7CEAE7399A704B4E86FF5F4314F12FD0"><enum>(2)</enum><header>Maintenance and
			 operation costs</header><text>The Board shall evaluate the appropriateness of
			 the Foundation’s policies for allocation of costs for, and oversight of,
			 maintenance and operation of major research equipment and facilities.</text>
				</paragraph><paragraph id="HAEAC89B4842444768944A7356F4FC7B"><enum>(3)</enum><header>Report</header><text>Not
			 later than 6 months after the date of enactment of this Act, the Board shall
			 report on the results of the evaluations under paragraphs (1) and (2) and on
			 any recommendations for modifying the current policies related to allocation of
			 funding for major research equipment and facilities to the Committee on Science
			 and Technology and the Committee on Appropriations of the House of
			 Representatives, and to the Committee on Commerce, Science, and Transportation,
			 the Committee on Health, Education, Labor, and Pensions, and the Committee on
			 Appropriations of the Senate.</text>
				</paragraph></subsection><subsection commented="no" id="H5C842624E2374F4DBC4E75554546DFC"><enum>(b)</enum><header>Inclusion of
			 polar facilities upgrades in major research equipment and facilities
			 construction plan</header><text display-inline="yes-display-inline">Section
			 201(a)(2)(D) of the National Science Foundation Authorization Act of 1998
			 (42 U.S.C.
			 1862l(a)(2)(D)) is amended by inserting <quote>and for major
			 upgrades of facilities in support of Antarctic research programs</quote> after
			 <quote>facilities construction account</quote>.</text>
			</subsection><subsection id="HF56BBC5236BB401CB9A124BC18FB671B"><enum>(c)</enum><header>Report on
			 education programs within the research directorates</header><text display-inline="yes-display-inline">Not later than 6 months after the date of
			 enactment of this Act, the Director shall transmit to the Committee on Science
			 and Technology of the House of Representatives and the Committee on Commerce,
			 Science, and Transportation and the Committee on Health, Education, Labor, and
			 Pensions of the Senate a report cataloging all elementary and secondary school,
			 informal, and undergraduate educational programs and activities supported
			 through appropriations for Research and Related Activities. The report shall
			 display the programs and activities by directorate, along with estimated
			 funding levels for the fiscal years 2006, 2007, and 2008, and shall provide a
			 description of the goals of each program and activity. The report shall also
			 describe how the programs and activities relate to or are coordinated with the
			 programs supported by the Education and Human Resources Directorate.</text>
			</subsection><subsection id="H7AC21B63909F40E78094B4E23D626E16"><enum>(d)</enum><header>Report on
			 research in undergraduate institutions program</header><text>The Director shall
			 transmit to Congress along with the fiscal year 2011 budget request a report
			 listing the funding success rates and distribution of awards for the Research
			 in Undergraduate Institutions program, by type of institution based on the
			 highest academic degree conferred by the institution, for fiscal years 2008,
			 2009, and 2010.</text>
			</subsection><subsection id="HB8AD1C4CD0C14789B5FE9DAC05DDE91C"><enum>(e)</enum><header>Annual plan for
			 allocation of education and human resources funding</header>
				<paragraph id="HCD856A5BAF184B88AAD595C6E8724939"><enum>(1)</enum><header>In
			 general</header><text>Not later than 60 days after the date of enactment of
			 legislation providing for the annual appropriation of funds for the Foundation,
			 the Director shall submit to the Committee on Science and Technology and the
			 Committee on Appropriations of the House of Representatives, and to the
			 Committee on Commerce, Science, and Transportation, the Committee on Health,
			 Education, Labor, and Pensions, and the Committee on Appropriations of the
			 Senate, a plan for the allocation of education and human resources funds
			 authorized by this Act for the corresponding fiscal year, including any funds
			 from within the research and related activities account used to support
			 activities that have the primary purpose of improving education or broadening
			 participation.</text>
				</paragraph><paragraph id="H3133343D68FC43EC92FEAF909CDE79BD"><enum>(2)</enum><header>Specific
			 requirements</header><text>The plan shall include a description of how the
			 allocation of funding—</text>
					<subparagraph id="HD2175E4AC28545220000A3537439EBDD"><enum>(A)</enum><text>will affect the
			 average size and duration of education and human resources grants supported by
			 the Foundation;</text>
					</subparagraph><subparagraph id="HFFEC9453D7624B0CA57F7CF51912045"><enum>(B)</enum><text>will affect trends
			 in research support for the effective instruction of mathematics, science,
			 engineering, and technology;</text>
					</subparagraph><subparagraph id="H5C7C8D7C84374A058B004E048FA02091"><enum>(C)</enum><text display-inline="yes-display-inline">will affect the K–20 pipeline for the study
			 of mathematics, science, engineering, and technology; and</text>
					</subparagraph><subparagraph id="H438A70470F9444C999B899AC33ED045F"><enum>(D)</enum><text>will encourage the
			 interest of individuals identified in section 33 or 34 of the Science and
			 Engineering Equal Opportunities Act (42 U.S.C. 1885a or 1885b) in mathematics,
			 science, engineering, and technology, and help prepare such individuals to
			 pursue postsecondary studies in these fields.</text>
					</subparagraph></paragraph></subsection></section><section id="H99EF294B926E4CF59C6C11C9EA21C9B3"><enum>16.</enum><header>Administrative
			 amendments</header>
			<subsection id="H4A865BA81DA447ECA70597D3A16DB1D7"><enum>(a)</enum><header>Triannual audit
			 of the office of the National Science Board</header><text>Section 15(a) of the
			 National Science Foundation Authorization Act of 2002 (<external-xref legal-doc="usc" parsable-cite="usc/42/4862n-5">42 U.S.C. 4862n–5</external-xref>) is
			 amended—</text>
				<paragraph id="HBE1B1A5067E8413CB9D3EC21D73ECFD7"><enum>(1)</enum><text>in paragraph (3),
			 by striking <quote>an annual audit</quote> and inserting <quote>an audit every
			 three years</quote>;</text>
				</paragraph><paragraph id="H56CE8EDBFFD44D6481DC08C85B975121"><enum>(2)</enum><text>in paragraph (4),
			 by striking <quote>each year</quote> and inserting <quote>every third
			 year</quote>; and</text>
				</paragraph><paragraph id="H7CD7EEA21F474B9D9565CDCF3CE92BC6"><enum>(3)</enum><text>by inserting after
			 paragraph (4) the following new paragraph:</text>

						<paragraph id="HB745B4AEAFC94D609EA7FEB8AEF82425"><enum>(5)</enum><header>Materials
				relating to closed portions of meetings</header><text>To facilitate the audit
				required under paragraph (3) of this subsection, the Office of the National
				Science Board shall maintain the General Counsel’s certificate, the presiding
				officer’s statement, and a transcript or recording of any closed meeting, for
				at least 3 years after such
				meeting.</text>
						</paragraph><after-quoted-block>.</after-quoted-block></quoted-block>
				</paragraph></subsection><subsection commented="no" id="H93C3171F61614832BB689DEBB98B1C79"><enum>(b)</enum><header>Limited term
			 personnel for the national science board</header><text display-inline="yes-display-inline">Subsection (g) of section 4 of the National
			 Science Foundation Act of 1950 (<external-xref legal-doc="usc" parsable-cite="usc/42/1863">42 U.S.C. 1863(g)</external-xref>) is amended to
			 read as follows:</text>
				<quoted-block display-inline="no-display-inline" id="H66C3348F866B4F0B8DB5008144EF0489" style="OLC">
					<subsection id="HCA5E54E4CB2044E59FFCF9F083C8699"><enum>(g)</enum><text>The Board may, with
				the concurrence of a majority of its members, permit the appointment of a staff
				consisting of not more than 5 professional staff members, technical and
				professional personnel on leave of absence from academic, industrial, or
				research institutions for a limited term and such operations and support staff
				members as may be necessary. Such staff shall be appointed by the Chairman and
				assigned at the direction of the Board. The professional members and limited
				term technical and professional personnel of such staff may be appointed
				without regard to the provisions of title 5, United States Code, governing
				appointments in the competitive service, and the provisions of chapter 51 of
				such title relating to classification, and shall be compensated at a rate not
				exceeding the maximum rate payable under section 5376 of such title, as may be
				necessary to provide for the performance of such duties as may be prescribed by
				the Board in connection with the exercise of its powers and functions under
				this Act. Section 14(a)(3) shall apply to each limited term appointment of
				technical and professional personnel under this subsection. Each appointment
				under this subsection shall be subject to the same security requirements as
				those required for personnel of the Foundation appointed under section
				14(a).</text>
					</subsection><after-quoted-block>.</after-quoted-block></quoted-block>
			</subsection><subsection id="HDDE566C4169E4D24A5D7D7672E883077"><enum>(c)</enum><header>Increase in
			 number of waterman awards to three</header><text display-inline="yes-display-inline">Section 6(c) of the National Science
			 Foundation Authorization Act of 1975 (<external-xref legal-doc="usc" parsable-cite="usc/42/1881a">42 U.S.C. 1881a</external-xref>) is amended to
			 read as follows:</text>
				<quoted-block display-inline="no-display-inline" id="HBC67689C204444B99DA7181C8FACD52E" style="OLC">
					<subsection id="H5C1CDA63FA6043D3A9D9556C16BA1C94"><enum>(c)</enum><text>Up to three awards
				may be made under this section in any one fiscal

			</subsection></section><section id="HA98B30DB176E4D2193ED730472B0C807"><enum>17.</enum><header>National Science
			 Board reports</header><text display-inline="no-display-inline">Paragraphs (1)
			 and (2) of section 4(j) of the National Science Foundation Act of 1950
			 (42 U.S.C.
			 1863(j)(1) and (2)) are amended by striking <quote>, for
			 submission to</quote> and <quote>for submission to</quote>, respectively, and
			 inserting <quote>and</quote>.</text>
		</section><section id="H04DBD5C01D9C436EA5DE71C4522BF0A2"><enum>18.</enum><header>National Academy
			 of Science Report on Diversity in STEM fields</header>
			<subsection id="H9152AABC9A094B4FA04C4CFE1691D8EA"><enum>(a)</enum><header>In
			 general</header><text display-inline="yes-display-inline">The Foundation shall
			 enter into an arrangement with the National Academy of Sciences for a report,
			 to be transmitted to the Congress not later than 1 year after the date of
			 enactment of this Act, about barriers to increasing the number of
			 underrepresented minorities in science, technology, engineering, and
			 mathematics fields and to identify strategies for bringing more
			 underrepresented minorities into the science, technology, engineering, and
			 mathematics workforce.</text>
			</subsection><subsection id="H8DEA2FD602754A85A4DFDB1BF447C79B"><enum>(b)</enum><header>Specific
			 requirements</header><text display-inline="yes-display-inline">The Director
			 shall ensure that the study described in subsection (a) addresses—</text>
				<paragraph id="H567783BF910847B489D54160C13FA761"><enum>(1)</enum><text>social and
			 institutional factors that shape the decisions of minority students to commit
			 to education and careers in the science, technology, engineering, and
			 mathematics fields;</text>
				</paragraph><paragraph id="HF1FA00196D624619B5120065D9EFD9E"><enum>(2)</enum><text>specific barriers
			 preventing greater minority student participation in the science, technology,
			 engineering, and mathematics fields;</text>
				</paragraph><paragraph id="H74B2EEDC7EC947B8A7AC85A7F4824E89"><enum>(3)</enum><text>primary focus
			 points for policy intervention to increase the recruitment and retention of
			 underrepresented minorities in America's future workforce;</text>
				</paragraph><paragraph id="HD2074262CE3647BC976848DB49D89265"><enum>(4)</enum><text>programs already
			 underway to increase diversity in the science, technology, engineering, and
			 mathematics fields, and their level of effectiveness;</text>
				</paragraph><paragraph id="H21E5AEE89C3B45ADA322A531D439B718"><enum>(5)</enum><text>factors that make
			 such programs effective, and how to expand and improve upon existing
			 programs;</text>
				</paragraph><paragraph id="HD2A65399AF3E4CC68FE4D3240100A310"><enum>(6)</enum><text>the role of
			 minority-serving institutions in the diversification of America’s workforce in
			 these fields and how that role can be supported and strengthened; and</text>
				</paragraph><paragraph id="H94B396AF03DA4DCCABD499B053C097F"><enum>(7)</enum><text>how the public and
			 private sectors can better assist minority students in their efforts to join
			 America’s workforce in these fields.</text>
				</paragraph></subsection></section><section id="H6E760A4650914A4B926C5667A4A913F5"><enum>19.</enum><header>Sense of the
			 Congress regarding the mathematics and science partnership programs of the
			 department of education and the National Science Foundation</header><text display-inline="no-display-inline">It is the sense of the Congress that—</text>
			<paragraph id="H10092507A745420DB1E9C5741BFC13AF"><enum>(1)</enum><text display-inline="yes-display-inline">although the mathematics and science
			 education partnership program at the National Science Foundation and the
			 mathematics and science partnership program at the Department of Education
			 practically share the same name, the 2 programs are intended to be
			 complementary, not duplicative;</text>
			</paragraph><paragraph id="H0FC904E545E14342B31781C1168FB6DE"><enum>(2)</enum><text display-inline="yes-display-inline">the National Science Foundation partnership
			 programs are innovative, model reform initiatives that move promising ideas in
			 education from research into practice to improve teacher quality, develop
			 challenging curricula, and increase student achievement in mathematics and
			 science, and Congress intends that the National Science Foundation
			 peer-reviewed partnership programs found to be effective should be put into
			 wider practice by dissemination through the Department of Education partnership
			 programs; and</text>
			</paragraph><paragraph id="HA65A92E76BE540F98FD41346DD93813E"><enum>(3)</enum><text display-inline="yes-display-inline">the Director of the National Science
			 Foundation and the Secretary of Education should have ongoing collaboration to
			 ensure that the 2 components of this priority effort for mathematics and
			 science education continue to work in concert for the benefit of States and
			 local practitioners nationwide.</text>
			</paragraph></section><section id="H7D5D51E707CF4773B2634888CD36FC1E"><enum>20.</enum><header>Hispanic-serving
			 institutions undergraduate program</header>
			<subsection id="HF58C031EE0864C54B14378961E58BA61"><enum>(a)</enum><header>In
			 general</header><text display-inline="yes-display-inline">The Director is
			 authorized to establish a new program to award grants on a competitive,
			 merit-reviewed basis to Hispanic-serving institutions to enhance the quality of
			 undergraduate science, mathematics, engineering, and technology education at
			 such institutions and to increase the retention and graduation rates of
			 students pursuing associate's or baccalaureate degrees in science, mathematics,
			 engineering, or technology.</text>
			</subsection><subsection id="H2C459FA27B4A483C8DA4F75B88C14EDD"><enum>(b)</enum><header>Program
			 Components</header><text>Grants awarded under this section shall
			 support—</text>
				<paragraph id="HB29566D9C44242208EB71EEF5D23363D"><enum>(1)</enum><text display-inline="yes-display-inline">activities to improve courses and
			 curriculum in science, mathematics, engineering, and technology;</text>
				</paragraph><paragraph id="H023C2BF41F104F83B3835C6194B93D1C"><enum>(2)</enum><text display-inline="yes-display-inline">faculty development;</text>
				</paragraph><paragraph id="HF374A90C45FE4023B275BDC0C46DD44F"><enum>(3)</enum><text display-inline="yes-display-inline">stipends for undergraduate students
			 participating in research; and</text>
				</paragraph><paragraph id="HAF9E148AE0BA4A689BE70270B63877AF"><enum>(4)</enum><text display-inline="yes-display-inline">other activities consistent with subsection
			 (a), as determined by the Director.</text>
				</paragraph></subsection><subsection id="HDB67BEE5D0F24D718F0092F1CEE65BEC"><enum>(c)</enum><header>Instrumentation</header><text display-inline="yes-display-inline">Funding for instrumentation is an allowed
			 use of grants awarded under this section.</text>
			</subsection></section><section id="H95B5E937C8BC4AB1AF001837E7FD86E"><enum>21.</enum><header>Communications
			 training for scientists</header>
			<subsection id="H0AC53E9013024941A216384571FB8E86"><enum>(a)</enum><header>Grant
			 supplements for communications training</header><text display-inline="yes-display-inline">The Director shall provide grant
			 supplements, on a competitive, merit-reviewed basis, to institutions receiving
			 awards under the Integrative Graduate Education and Research Traineeship
			 program.  The grant supplements shall be used to train graduate students in the
			 communication of the substance and importance of their research to nonscientist
			 audiences, including policymakers.</text>
			</subsection><subsection id="HE8A05EA8F91D482D9350CCB56CF165B5"><enum>(b)</enum><header>Report to
			 congress</header><text display-inline="yes-display-inline">Not later than 3
			 years after the date of enactment of this Act, the Director shall transmit a
			 report to the Committee on Science and Technology of the House of
			 Representatives, and to the Committee on Commerce, Science, and Transportation
			 and the Committee on Health, Education, Labor, and Pensions of the Senate,
			 describing how the activities required under subsection (a) have been
			 implemented.  The report shall include data on the number of graduate students
			 trained and the number and size of grant supplements awarded, and a description
			 of the types of activities funded through the grant supplements.</text>
