		  clarify Federal authority relating to land acquisition from willing sellers for
		  the majority of the trails in the System, and for other

			 <quote><short-title>National Trails System Willing Seller
			 Act</short-title></quote>.</text>
		</section><section commented="no" display-inline="no-display-inline" id="H862C32EE057548B08B7B5210CF004170" section-type="subsequent-section"><enum>2.</enum><header>Authority to acquire
			 land from willing sellers for certain trails</header>
			<subsection commented="no" display-inline="no-display-inline" id="H878170E073DD4C9E86A1FBAABD593C16"><enum>(a)</enum><header>Oregon national
			 historic trail</header><text display-inline="yes-display-inline">Section
			 5(a)(3) of the National Trails System Act (<external-xref legal-doc="usc" parsable-cite="usc/16/1244">16 U.S.C. 1244(a)(3)</external-xref>) is amended by
			 adding at the end the following: <quote>No land or interest in land outside the
			 exterior boundaries of any federally administered area may be acquired by the
			 Federal Government for the trail except with the consent of the owner of the
			 land or interest in land. The authority of the Federal Government to acquire
			 fee title under this paragraph shall be limited to an average of not more than
			 <fraction>1/4</fraction> mile on either side of the trail.</quote>.</text>
			</subsection><subsection commented="no" display-inline="no-display-inline" id="H9E8E3D89161044EA9221CED657E60016"><enum>(b)</enum><header>Mormon pioneer national
			 historic trail</header><text display-inline="yes-display-inline">Section
			 5(a)(4) of the National Trails System Act (<external-xref legal-doc="usc" parsable-cite="usc/16/1244">16 U.S.C. 1244(a)(4)</external-xref>) is amended by
			 adding at the end the following: <quote>No land or interest in land outside the
			 exterior boundaries of any federally administered area may be acquired by the
			 Federal Government for the trail except with the consent of the owner of the
			 land or interest in land. The authority of the Federal Government to acquire
			 fee title under this paragraph shall be limited to an average of not more than
			 <fraction>1/4</fraction> mile on either side of the trail.</quote>.</text>
			</subsection><subsection commented="no" display-inline="no-display-inline" id="H601C24E71BC244FBA3C7E7D3CBE19293"><enum>(c)</enum><header>Continental divide
			 national scenic trail</header><text display-inline="yes-display-inline">Section
			 5(a)(5) of the National Trails System Act (<external-xref legal-doc="usc" parsable-cite="usc/16/1244">16 U.S.C. 1244(a)(5)</external-xref>) is amended by
			 adding at the end the following: <quote>No land or interest in land outside the
			 exterior boundaries of any federally administered area may be acquired by the
			 Federal Government for the trail except with the consent of the owner of the
			 land or interest in land. The authority of the Federal Government to acquire
			 fee title under this paragraph shall be limited to an average of not more than
			 <fraction>1/4</fraction> mile on either side of the trail.</quote>.</text>
			</subsection><subsection commented="no" display-inline="no-display-inline" id="H5D3B34942B994852B58599B75453B12D"><enum>(d)</enum><header>Lewis and clark
			 national historic trail</header><text display-inline="yes-display-inline">Section 5(a)(6) of the National Trails
			 System Act (<external-xref legal-doc="usc" parsable-cite="usc/16/1244">16 U.S.C. 1244(a)(6)</external-xref>) is amended by adding at the end the
			 following: <quote>No land or interest in land outside the exterior boundaries
			 of any federally administered area may be acquired by the Federal Government
			 for the trail except with the consent of the owner of the land or interest in
			 land. The authority of the Federal Government to acquire fee title under this
			 paragraph shall be limited to an average of not more than
			 <fraction>1/4</fraction> mile on either side of the trail.</quote>.</text>
			</subsection><subsection commented="no" display-inline="no-display-inline" id="H49A5A8CE327D47BA99BCB0256EEDED69"><enum>(e)</enum><header>North country national
			 scenic trail</header><text display-inline="yes-display-inline">Section 5(a)(8)
			 of the National Trails System Act (<external-xref legal-doc="usc" parsable-cite="usc/16/1244">16 U.S.C. 1244(a)(8)</external-xref>) is amended by adding
			 at the end the following: <quote>No land or interest in land outside the
			 exterior boundaries of any federally administered area may be acquired by the
			 Federal Government for the trail except with the consent of the owner of the
			 land or interest in land.</quote>.</text>
			</subsection><subsection commented="no" display-inline="no-display-inline" id="HE81C16F9F6844B3FAFD5DF651050E777"><enum>(f)</enum><header>Ice age national scenic
			 trail</header><text display-inline="yes-display-inline">Section 5(a)(10) of the
			 National Trails System Act (<external-xref legal-doc="usc" parsable-cite="usc/16/1244">16 U.S.C. 1244(a)(10)</external-xref>) is amended by adding at the
			 end the following: <quote>No land or interest in land outside the exterior
			 boundaries of any federally administered area may be acquired by the Federal
			 Government for the trail except with the consent of the owner of the land or
			 interest in land.</quote>.</text>
			</subsection><subsection commented="no" display-inline="no-display-inline" id="H95AFAFDF37BD4A1BA1330000901407DE"><enum>(g)</enum><header>Potomac heritage
			 national scenic trail</header><text display-inline="yes-display-inline">Section
			 5(a)(11) of the National Trails System Act (<external-xref legal-doc="usc" parsable-cite="usc/16/1244">16 U.S.C. 1244(a)(11)</external-xref>) is
			 amended—</text>
				<paragraph commented="no" display-inline="no-display-inline" id="HAA9A3494AAD24D47A8FAD57750FF353"><enum>(1)</enum><text display-inline="yes-display-inline">by striking the fourth and fifth sentences;
			 and</text>
				</paragraph><paragraph commented="no" display-inline="no-display-inline" id="HAF22DB36A46D438D99BCC4B0E6F508AF"><enum>(2)</enum><text display-inline="yes-display-inline">by adding at the end the following:
			 <quote>No land or interest in land outside the exterior boundaries of any
			 federally administered area may be acquired by the Federal Government for the
			 trail except with the consent of the owner of the land or interest in
			 land.</quote>.</text>
				</paragraph></subsection><subsection commented="no" display-inline="no-display-inline" id="HD519F64BE8EE43E69300006938F5318B"><enum>(h)</enum><header>Nez perce national
			 historic trail</header><text display-inline="yes-display-inline">Section
			 5(a)(14) of the National Trails System Act (<external-xref legal-doc="usc" parsable-cite="usc/16/1244">16 U.S.C. 1244(a)(14)</external-xref>) is
			 amended—</text>
				<paragraph commented="no" display-inline="no-display-inline" id="H2C67CD08D20B481495B40033EC00A6E"><enum>(1)</enum><text display-inline="yes-display-inline">by striking the fourth and fifth sentences;
			 and</text>
				</paragraph><paragraph commented="no" display-inline="no-display-inline" id="H8CCB56921277402CB519800030622650"><enum>(2)</enum><text display-inline="yes-display-inline">by adding at the end the following:
			 <quote>No land or interest in land outside the exterior boundaries of any
			 federally administered area may be acquired by the Federal Government for the
			 trail except with the consent of the owner of the land or interest in land. The
			 authority of the Federal Government to acquire fee title under this paragraph
			 shall be limited to an average of not more than <fraction>1/4</fraction> mile
			 on either side of the trail.</quote>.</text>
				</paragraph></subsection></section><section commented="no" display-inline="no-display-inline" id="H60D384B228944541A279009F41278700" section-type="subsequent-section"><enum>3.</enum><header>Conforming
			 amendment</header><text display-inline="no-display-inline">Section 10 of the
			 National Trails System Act (<external-xref legal-doc="usc" parsable-cite="usc/16/1249">16 U.S.C. 1249</external-xref>) is amended by striking subsection
			 (c) and inserting the following:</text>

				<subsection commented="no" display-inline="no-display-inline" id="H15054C6A7B0C4D7D87F350150848E4ED"><enum>(c)</enum><header>Authorization of
				appropriations</header>
					<paragraph commented="no" display-inline="no-display-inline" id="H63545A36E6AD44188FEBB4DD10719EB"><enum>(1)</enum><header>In
				general</header><text display-inline="yes-display-inline">Except as otherwise
				provided in this Act, there are authorized to be appropriated such sums as are
				necessary to implement the provisions of this Act relating to the trails
				designated by section 5(a).</text>
					</paragraph><paragraph commented="no" display-inline="no-display-inline" id="H8DBA9C1016ED49CEA0C1AC72B55E8FF8"><enum>(2)</enum><header>Natchez Trace National
				Scenic Trail</header>
						<subparagraph commented="no" display-inline="no-display-inline" id="HE54317850C0C4743AC625F897734CB94"><enum>(A)</enum><header>In
				general</header><text>With respect to the Natchez Trace National Scenic Trail
				(referred to in this paragraph as the <quote>trail</quote>) designated by
				section 5(a)(12)—</text>
							<clause commented="no" display-inline="no-display-inline" id="HB57709A0108C49679C9032C32E587200"><enum>(i)</enum><text>not more than $500,000
				shall be appropriated for the acquisition of land or interests in land for the
				trail; and</text>
							</clause><clause commented="no" display-inline="no-display-inline" id="H5485752C960647AC93B4E3E81E791E24"><enum>(ii)</enum><text>not more than $2,000,000
				shall be appropriated for the development of the trail.</text>
							</clause></subparagraph><subparagraph commented="no" display-inline="no-display-inline" id="HB05C1F3E402A451FBE7E3EE13970FD17"><enum>(B)</enum><header>Participation by
				volunteer trail groups</header><text>The administering agency for the trail
				shall encourage volunteer trail groups to participate in the development of the
				trail.</text>
						</subparagraph></paragraph></subsection><after-quoted-block>.</after-quoted-block></quoted-block>
