		<legis-type>A BILL</legis-type>
		<official-title>To establish a national teaching fellowship program to
		  encourage individuals to enter and remain in the field of teaching at public
		  schools.</official-title>
	</form>
	<legis-body id="H6EA88E9EDF9D4FA3A5001929BE4FB660" style="OLC">
		<section display-inline="no-display-inline" id="H5E4EBA1693334A32A08C005B3D50D834" section-type="section-one"><enum>1.</enum><header>Short title</header><text display-inline="no-display-inline">This Act may be cited as the
			 <quote><short-title>Teaching Fellows Act of
			 2007</short-title></quote>.</text>
		</section><section id="H0C2A95274DBC4199B2377EE71D259CBA"><enum>2.</enum><header>Findings</header><text display-inline="no-display-inline">Congress makes the following
			 findings:</text>
			<paragraph id="HFE62076A1D2F449A00ECD3EFA181811B"><enum>(1)</enum><text>The United States
			 faces an increasing need for high-quality educators.</text>
			</paragraph><paragraph id="H475338165FD24204B9D3AA30C97DCE09"><enum>(2)</enum><text>Up to 1,000,000 of
			 the country’s 3,000,000 teachers will retire in the next 5 years. Schools in
			 the United States will have to hire 2,200,000 teachers by 2010.</text>
			</paragraph><paragraph id="H4C955564AB0E4501B7966E8BFF89DB8B"><enum>(3)</enum><text>The Congress
			 desires to inspire promising high school seniors and accomplished persons
			 currently involved in the field of education to become certified
			 teachers.</text>
			</paragraph><paragraph id="H9B39CA3AD86048568620E8ED589F3BA3"><enum>(4)</enum><text>The opportunity
			 created by a fellowship program would allow persons in the field of education
			 the financial opportunity to obtain a quality education which they would use to
			 teach America’s youth.</text>
			</paragraph><paragraph id="HAF89B4836CE1421EB12BA8C2641C6ECF"><enum>(5)</enum><text>The Congress
			 desires to motivate those who go into the field of teaching to become career
			 educators.</text>
			</paragraph><paragraph id="HA26BB7540A6D415A0024539653F9B54D"><enum>(6)</enum><text>Many
			 paraprofessionals have received their training at community colleges and have
			 the potential and desire to obtain degrees in education and certification as
			 teachers.</text>
			</paragraph><paragraph id="H86AB1B5201B5408089760549FEBE6DA1"><enum>(7)</enum><text>Rural and
			 inner-city communities could greatly benefit from encouraging those in the
			 community who already have an interest in teaching to pursue a degree in
			 education and become career educators.</text>
			</paragraph></section><section id="H64D05CA12BAB466D841809E671B8A50"><enum>3.</enum><header>Establishment of
			 program</header><text display-inline="no-display-inline">Title II of the
			 <act-name parsable-cite="HEA65">Higher Education Act of 1965</act-name> (20
			 U.S.C. 1021 et seq.) is amended—</text>
			<paragraph id="H68738BF9B58D403BAEE9322E102C4034"><enum>(1)</enum><text>by redesignating
			 Part B as Part C; and</text>
			</paragraph><paragraph id="HD81A5C6682F44C45A7D7CA951D54A5C8"><enum>(2)</enum><text>by inserting after
			 Part A the following new part:</text>
				<quoted-block id="HB4AC18FEE5D04DEB8C276F5BA2F7A9E1">
					<part id="HA8299CD58CF04045AF005E2188BB96C0"><enum>B</enum><header>Teaching and
				Partnership Fellows</header>
						<section id="H61F351D9725042729764C2FC7809BFD"><enum>211.</enum><header>State Teaching
				Fellows Program</header>
							<subsection id="H839B340173C44BDE8F2D46E63C39ABC3"><enum>(a)</enum><header>Purpose</header><text>The
				purpose of this section is to encourage promising high school seniors and
				undergraduate students to enter the field of teaching and become career
				educators.</text>
							</subsection><subsection id="H4796A66B3C934C5486CE788306046CEA"><enum>(b)</enum><header>Establishment of
				State Teaching Fellows Program</header>
								<paragraph id="H769F7001FA2A44A1A32E36D66B8D5846"><enum>(1)</enum><header>Use of funds for
				scholarships</header><text>From the funds appropriated under
				<internal-xref idref="H6AA15F96925D4BF086391714D926397B" legis-path="211.(h)">subsection (h)</internal-xref>, the Secretary shall make
				grants available to States for the purpose of establishing State Teaching
				Fellows Programs to provide scholarships for Teaching Fellows. Such
				scholarships shall be used to pay for tuition, fees, and other costs of
				attendance at institutions of higher education incurred by such Teaching
				Fellows.</text>
								</paragraph><paragraph id="HEC48A98108FB4C4883095DB1A9D9F0CF"><enum>(2)</enum><header>Scholarship
				amounts</header><text>Scholarships to Teaching Fellows made available under
				this section shall be no less than $6,500 per year—</text>
									<subparagraph id="HFFC9A8653B774B8E910723FD3FC52D6C"><enum>(A)</enum><text>for each of 4
				years of undergraduate education, in the case of a Teaching Fellow who, at the
				time of application, was a high school senior;</text>
									</subparagraph><subparagraph id="HD92AAD9B124A4607A1AFC1D0A23B7DEE"><enum>(B)</enum><text>for the third and
				fourth year of undergraduate education, in the case of a Teaching Fellow who,
				at the time of application, was in the second year of undergraduate education;
				and</text>
									</subparagraph><subparagraph id="H3DF461A5D2354615BB8600DCD7F654CA"><enum>(C)</enum><text>for a fifth year
				of undergraduate education, in the case of a Teaching Fellow described in
				<internal-xref idref="HFFC9A8653B774B8E910723FD3FC52D6C" legis-path="211.(b)(2)(A)">subparagraph (A)</internal-xref> or (B), if such
				year is required in order to obtain a bachelor’s degree with a State license or
				certificate to teach.</text>
									</subparagraph></paragraph><paragraph id="H6F3EE4D694554013AF7724FD16159545"><enum>(3)</enum><header>Selection of
				Fellows</header><text>Teaching Fellows shall be selected from individuals
				who—</text>
									<subparagraph id="H4DA539DC87C047E8A5F2E98302D5403F"><enum>(A)</enum><text display-inline="yes-display-inline">at the time of application, are high school
				seniors or are in the second academic year of a program of undergraduate
				education at a two- or four-year degree-granting institution of higher
				education;</text>
									</subparagraph><subparagraph id="H7B7F5E95A84248908C44FD1CBC6B22C8"><enum>(B)</enum><text display-inline="yes-display-inline">are United States citizens or aliens
				lawfully residing in the United States (other than as a nonimmigrant);</text>
									</subparagraph><subparagraph id="HA4D6B475CD884985823C74A0A7E4C2E2"><enum>(C)</enum><text>are residents of
				the State sponsoring the State Teaching Fellows Program to which they are
				applying;</text>
									</subparagraph><subparagraph id="HC809439477134758A8304EF5185F0094"><enum>(D)</enum><text>meet the criteria
				established under
				<internal-xref idref="H3DD7702250DD4CEA9F1B32D900555EDC" legis-path="211.(c)(2)(C)">subsection (c)(2)(C)</internal-xref>; and</text>
									</subparagraph><subparagraph id="H5FB586DCB71942D187C6237D4006AC10"><enum>(E)</enum><text>enter into a
				written agreement with the State agency to fulfill the service requirement
				under
				<internal-xref idref="H98C70AD5DA5544B1AD5D0005BAB0E4ED" legis-path="211.(e)">subsection (e)</internal-xref> in exchange for receipt of
				the scholarship made available under this section.</text>
									</subparagraph></paragraph></subsection><subsection id="HE7CA8A2674D14D109B7C7B61289882E"><enum>(c)</enum><header>Competition for
				Federal funds</header>
								<paragraph id="H5A2EB26CF3E94906B5014090FA824FBB"><enum>(1)</enum><header>Administration
				of State program</header><text>The governor (or chief executive officer) of
				each State desiring to participate in the State Teaching Fellows Program shall
				designate a single State agency to administer the State Teaching Fellows
				Program. Such State agency shall have a full-time staff and may be a division
				of the State’s education department, a coordinating or governing board of
				higher education, an independent government agency, or a non-profit
				organization.</text>
								</paragraph><paragraph id="H7D49B96DD98D4435AD99D60095DF1B8F"><enum>(2)</enum><header>Application</header><text display-inline="yes-display-inline">A State agency designated under
				<internal-xref idref="H5A2EB26CF3E94906B5014090FA824FBB" legis-path="211.(c)(1)">paragraph (1)</internal-xref> shall submit an
				application to the Secretary at such time, in such a manner, and containing
				such information, as the Secretary may require. Such application shall—</text>
									<subparagraph id="H659D35C2DEEE48159DC2901429383624"><enum>(A)</enum><text display-inline="yes-display-inline">identify the private and public
				institutions of higher education within the State that will participate in the
				State Teaching Fellows Program;</text>
									</subparagraph><subparagraph id="HC08E72B1F7F44AF6B967F91E1C15DE4"><enum>(B)</enum><text display-inline="yes-display-inline">describe any step the State agency will
				take to encourage the involvement of Hispanic Serving Institutions and
				Historically Black Colleges and Universities in such program;</text>
									</subparagraph><subparagraph id="H3DD7702250DD4CEA9F1B32D900555EDC"><enum>(C)</enum><text>describe the
				specific, rigorous criteria to be used in selecting Teaching Fellows;</text>
									</subparagraph><subparagraph id="H0176D8F8F2174FBE96CF48D3ECE1A4F"><enum>(D)</enum><text display-inline="yes-display-inline">describe the procedures the State agency
				will use for the distribution of scholarships and administration of service
				obligation oversight;</text>
									</subparagraph><subparagraph id="H42BB02083E2E440CB4ACB764D17006E"><enum>(E)</enum><text display-inline="yes-display-inline">provide assurances that each participating
				institution will be required to provide a full-time faculty member or
				administrator to serve as the State Teaching Fellows Program director at that
				institution, and to work closely with the State agency to administer the campus
				program and to create and execute the mandatory extracurricular enrichment
				programs and activities required by
				<internal-xref idref="H5FF3C437153E44B49E66E7B5C391891" legis-path="211.(c)(2)(F)">subparagraph (F)</internal-xref>; and</text>
									</subparagraph><subparagraph id="H5FF3C437153E44B49E66E7B5C391891"><enum>(F)</enum><text>describe the
				mandatory extracurricular enrichment programs and activities that will be part
				of such program that—</text>
										<clause id="HF969903A5D7E4947B26F15CA02AA40F8"><enum>(i)</enum><text>are designed to
				motivate Teaching Fellows to become career educators;</text>
										</clause><clause id="HE2F8B2D04505406EA934E10981C47C9F"><enum>(ii)</enum><text>provide Teaching
				Fellows with a multidisciplinary education;</text>
										</clause><clause id="H102145BA702840D3B36FF0F3F4B71100"><enum>(iii)</enum><text>are offered
				regularly during each year of schooling (including during intervals between
				periods of enrollment); and</text>
										</clause><clause id="H1A18074A559A441A9233008F00B84700"><enum>(iv)</enum><text>expose Teaching
				Fellows to the business, political, demographic, cultural, and economic
				climates of the State, and help Teaching Fellows develop leadership
				qualities.</text>
										</clause></subparagraph></paragraph><paragraph id="HF6AC6D09879842A28C00A37E032E00A"><enum>(3)</enum><header>Competitive
				selection</header><text>From the applications submitted by State agencies
				designated under
				<internal-xref idref="H5A2EB26CF3E94906B5014090FA824FBB" legis-path="211.(c)(1)">paragraph (1)</internal-xref>, the Secretary shall
				approve those applications that the Secretary determines to be the most
				promising in carrying out the purposes of the State Teaching Fellows Program.
				Each such State agency whose application is selected by the Secretary to
				participate in the State Teaching Fellows Program shall receive funds to offer
				scholarships under this section. The Secretary shall determine the amount of
				funds to award to each such State agency based on the amount of the total
				appropriation for the State Teaching Fellows Program, the relative size of the
				State’s student population, and the cost of administering a viable State
				Teaching Fellows Program, as estimated by the Secretary.</text>
								</paragraph></subsection><subsection id="H626A15334B934CA09C17A0F25E2829F4"><enum>(d)</enum><header>Requirements for
				State receipt of Federal funds</header><text>Each State participating in the
				State Teaching Fellows Program shall provide assurances that—</text>
								<paragraph id="H57B82C85077C4E91AD5CED7E5E323E90"><enum>(1)</enum><text display-inline="yes-display-inline">the State agency and participating
				institutions shall, collectively, match the Federal funds provided under this
				section by providing at least 25 percent of the total cost of the State
				Teaching Fellows Program; and</text>
								</paragraph><paragraph id="HBFD30C967E724C06BA76E8338FF7E412"><enum>(2)</enum><text display-inline="yes-display-inline">funds received under this section will only
				be used to supplement the amount of funds that would, in the absence of such
				Federal funds, be made available from non-Federal sources for the purposes of
				this section, and not to supplant such funds.</text>
								</paragraph></subsection><subsection id="H98C70AD5DA5544B1AD5D0005BAB0E4ED"><enum>(e)</enum><header>Service
				requirement for Teaching Fellows</header><text display-inline="yes-display-inline">Each individual selected as a Teaching
				Fellow and receiving scholarship assistance under this section shall, within 7
				years after graduation—</text>
								<paragraph id="H39FC6858140A45A298DE2D16952097F8"><enum>(1)</enum><text display-inline="yes-display-inline">teach for 4 qualifying years at one or more
				public schools within the State that awarded such scholarship; or</text>
								</paragraph><paragraph id="H225EA81D5FBD40509D1EDAA21877B1A1"><enum>(2)</enum><text>teach for 3
				consecutive qualifying years (unless the recipient takes leave of absence,
				approved by the State agency on a case-by-case basis), at one or more public
				schools within such State that, at the time the recipient accepts employment,
				the local educational agency in which such school is located has identified for
				school improvement under section 1116(b) of the Elementary and Secondary
				Education Act of 1965.</text>
								</paragraph></subsection><subsection id="HF3E1BBFD7A3143E0A5DCDAFCFD97C126"><enum>(f)</enum><header>Failure To meet
				service requirement</header>
								<paragraph id="H01C328FC59684A228CB36C24135B737F"><enum>(1)</enum><header>Obligation to
				repay</header><text>The State agency administering the State Teaching Fellows
				Program shall require that any Teaching Fellow who fails to meet the service
				requirement under
				<internal-xref idref="H98C70AD5DA5544B1AD5D0005BAB0E4ED" legis-path="211.(e)">subsection (e)</internal-xref> shall repay a pro rata
				amount, as determined by such State agency, of the scholarship received from
				the State Teaching Fellows Program, and to pay interest on such pro rata amount
				at an annual rate of 10 percent until such pro rata amount is repaid.</text>
								</paragraph><paragraph id="H200900478BE84185006338C182BFC01B"><enum>(2)</enum><header>Exception</header><text><internal-xref idref="H01C328FC59684A228CB36C24135B737F" legis-path="211.(f)(1)">Paragraph
				(1)</internal-xref> shall not apply if the State agency finds that it is
				impossible for the Teaching Fellow to meet the service requirement under
				<internal-xref idref="H98C70AD5DA5544B1AD5D0005BAB0E4ED" legis-path="211.(e)">subsection (e)</internal-xref> because of the death or
				permanent disability of the recipient.</text>
								</paragraph><paragraph id="HB01E6D52BFE14D4C8498E5BA34767BE8"><enum>(3)</enum><header>Revolving
				funding</header><text>Any funds repaid by a Teaching Fellow pursuant to
				<internal-xref idref="H01C328FC59684A228CB36C24135B737F" legis-path="211.(f)(1)">paragraph (1)</internal-xref>, together with any
				interest thereon, may be retained by the State agency for making available
				additional scholarships under this section, and for paying costs related to the
				disbursement of awards under this section, and the collection of payments under
				<internal-xref idref="H01C328FC59684A228CB36C24135B737F" legis-path="211.(f)(1)">paragraph (1)</internal-xref>.</text>
								</paragraph></subsection><subsection id="HF80D3DF002E344189000A95D55202717"><enum>(g)</enum><header>Definitions</header><text>For
				the purposes of this section:</text>
								<paragraph id="H1A7138FA49384BD19216C829CEA48C85"><enum>(1)</enum><header>Qualified
				year</header><text display-inline="yes-display-inline">The term <term>qualified
				year</term>, with respect to the service required of a Teaching Fellow under
				<internal-xref idref="H98C70AD5DA5544B1AD5D0005BAB0E4ED" legis-path="211.(e)">subsection (e)</internal-xref>, means an academic year
				during which the Teaching Fellow teaches a minimum of six full calendar months
				within such academic year.</text>
								</paragraph><paragraph id="H7705B67B179E4909B2B5A3FFB34FE3D3"><enum>(2)</enum><header>State</header><text>The
				term <term>State</term> includes the several States, the District of Columbia,
				and the Commonwealth of Puerto Rico.</text>
								</paragraph><paragraph id="H65214D994209492D0056B81C0500FEAD"><enum>(3)</enum><header>State
				agency</header><text>The term <term>State agency</term> means the agency
				designated pursuant to
				<internal-xref idref="H5A2EB26CF3E94906B5014090FA824FBB" legis-path="211.(c)(1)">subsection (c)(1)</internal-xref>.</text>
								</paragraph><paragraph id="HF1E9E757C7B24DCB8F8E1CA2F9945100"><enum>(4)</enum><header>Teaching
				Fellows</header><text>The term <term>Teaching Fellow</term> means an individual
				selected for an award of financial assistance under this section.</text>
								</paragraph></subsection><subsection id="H6AA15F96925D4BF086391714D926397B"><enum>(h)</enum><header>Authorization of
				appropriations</header><text>There are authorized to be appropriated to carry
				out this section $200,000,000 for fiscal year 2008, and such sums as may be
				necessary for each of the 4 succeeding fiscal years.</text>
							</subsection></section><section id="H99B71FA0D1D848828CCAEA0ED6B6894"><enum>212.</enum><header>Partnership
				Fellows Program</header>
							<subsection display-inline="no-display-inline" id="H5B575D1A9FB449108CB15782B2F7DD68"><enum>(a)</enum><header>Purposes</header><text>The
				purposes of this section are—</text>
								<paragraph id="H23BDC83376804DCB83F5B9D849E17094"><enum>(1)</enum><text display-inline="yes-display-inline">to encourage members of the education
				community, such as education-related paraprofessionals and other school
				employees who are not yet certified teachers, to obtain a bachelor’s degree
				with a State license or certificate to teach; and</text>
								</paragraph><paragraph id="HC63988AC3A884CA3939CFCEB9DAF75F9"><enum>(2)</enum><text>to encourage
				partnerships between associate’s degree-granting institutions and bachelor’s
				degree-granting institutions to reduce and remove common barriers that prevent
				many individuals described in
				<internal-xref idref="H23BDC83376804DCB83F5B9D849E17094" legis-path="212.(a)(1)">paragraph (1)</internal-xref> from completing such a
				degree.</text>
								</paragraph></subsection><subsection id="H2F5544D8E6D74B34A7CCF66369369096"><enum>(b)</enum><header>Grants for State
				Partnership Fellows Programs</header>
								<paragraph id="H72B1BA7243934EEDBAF98C080BA922E"><enum>(1)</enum><header>Use of
				funds</header><text>From the funds appropriated under
				<internal-xref idref="H5DAC58931C72426284D42D98B808B100" legis-path="212.(f)">subsection (f)</internal-xref>, the Secretary shall make
				grants available to States for the purpose of establishing State Partnership
				Fellows Programs to—</text>
									<subparagraph id="HD17B9593A3DF4AA9AEEF2E19CCCF004D"><enum>(A)</enum><text>support the
				creation and maintenance of eligible partnerships; and</text>
									</subparagraph><subparagraph id="H9AF083CDAAF64F3F9EFE58213BF17818"><enum>(B)</enum><text>provide funds to
				eligible partnerships to award scholarships to Partnership Fellows, which shall
				be used to pay for tuition, fees, and other costs of attendance incurred by
				Partnership Fellows at institutions of higher education that are members of
				such eligible partnerships.</text>
									</subparagraph></paragraph><paragraph id="HC865FC4ABCB54EB6BA9BB2695C00AE00"><enum>(2)</enum><header>State agency to
				administer program</header><text display-inline="yes-display-inline">The
				governor (or chief executive officer) of each State desiring to receive a grant
				under this section shall designate a single State agency to administer the
				State Partnership Fellows Program. Such State agency shall have a full-time
				staff and may be a division of the State’s education department, a coordinating
				or governing board of higher education, an independent government agency, or a
				non-profit organization.</text>
								</paragraph><paragraph id="HA3981E97C3B24D09A9F0D5AD2E1B58F1"><enum>(3)</enum><header>Application</header><text>A
				State agency designated under
				<internal-xref idref="HC865FC4ABCB54EB6BA9BB2695C00AE00" legis-path="212.(b)(2)">paragraph (2)</internal-xref> shall submit an
				application to the Secretary at such time, in such a manner, and containing
				such information, as the Secretary may require. Such application shall—</text>
									<subparagraph display-inline="no-display-inline" id="HD477627084E34A1CBF96F68821B4C335"><enum>(A)</enum><text>describe—</text>
										<clause id="HBF96EC06573047C3BEDCD5EA5844C75C"><enum>(i)</enum><text>the process by
				which the State agency solicited proposals from eligible partnerships within
				the State for participation in the State Partnership Fellows Program;</text>
										</clause><clause id="H10D9F95A8DF645BE9742C71BF72C9F92"><enum>(ii)</enum><text display-inline="yes-display-inline">any criteria used, in addition to the
				criteria described in
				<internal-xref idref="HDC45F799564F442AABE748770236E45" legis-path="212.(c)">subsection (c)</internal-xref>, to select from such
				proposals eligible partnerships to participate in the State Partnership Fellows
				Program; and</text>
										</clause><clause id="HE502940A0B66462B8EAC1218A7E98A4"><enum>(iii)</enum><text>any steps taken
				by the State agency to include the involvement of Hispanic Serving Institutions
				and Historically Black Colleges and Universities in the State Partnership
				Fellows Program;</text>
										</clause></subparagraph><subparagraph id="H0288828BBD5C4764B312D8CBBC23A182"><enum>(B)</enum><text>provide a list of
				the eligible partnerships that have been selected for participation in the
				State Partnership Fellows Program, which shall include the names of the
				institutions of higher education that comprise the members of each such
				eligible partnership, and the proposals submitted by each such eligible
				partnership;</text>
									</subparagraph><subparagraph id="H8A93D8BED2DC446BA8F24938EAA26969"><enum>(C)</enum><text display-inline="yes-display-inline">provide a detailed description of how the
				funds provided through such grant shall be allocated among eligible
				partnerships within the State; and</text>
									</subparagraph><subparagraph id="H5FDE6EAC59124026B041058F6115BDB0"><enum>(D)</enum><text>provide assurances
				that—</text>
										<clause id="HEC60A0A4C2994889831C2C48313452C6"><enum>(i)</enum><text>not less than 25
				percent of the total cost of the State Partnership Fellows Program shall be
				from non-Federal funds;</text>
										</clause><clause id="H6EAFEA8F6A2743979F8E52C48C4459CC"><enum>(ii)</enum><text display-inline="yes-display-inline">the funds received under this section shall
				only be used to supplement the amount of funds that would, in the absence of
				such Federal funds, be made available from non-Federal sources for the purposes
				of this section, and not to supplant such funds; and</text>
										</clause><clause id="H901B1A5362614590B9EBB4299242485E"><enum>(iii)</enum><text>not more than 20
				percent of the funds received under this section shall be used for
				administrative costs to carry out the State Partnership Fellows Program,
				including funds made available to eligible partnerships to—</text>
											<subclause id="H9289B905195546A8B8A1AA027E7EF111"><enum>(I)</enum><text>support the
				creation and maintenance of such partnerships;</text>
											</subclause><subclause id="H6D9DE647D0AB424BA7702E9B159614D9"><enum>(II)</enum><text display-inline="yes-display-inline">sponsor the mandatory extracurricular
				enrichment programs and activities for Partnership Fellows, as required by
				<internal-xref idref="H7DBE78BE3096407EB4EA00B24CBAA3FA" legis-path="212.(c)(3)">subsection (c)(3)</internal-xref>; and</text>
											</subclause><subclause id="HF3A73607AECB424DA032921E11F1EC04"><enum>(III)</enum><text display-inline="yes-display-inline">collect payments under
				<internal-xref idref="H0FF83BCF90254C9DA3E1506BAFF7B8E5" legis-path="212.(d)(4)(A)">subsection (d)(4)(A)</internal-xref>.</text>
											</subclause></clause></subparagraph></paragraph><paragraph id="HA9B36F74438B4E72A566B954CFB78C03"><enum>(4)</enum><header>Competitive
				selection</header><text display-inline="yes-display-inline">From applications
				submitted by State agencies for State Partnership Fellows Program grants, the
				Secretary shall award grants to those State agencies that the Secretary
				determines, based on such applications, to be the most promising in carrying
				out the purposes of this section.</text>
								</paragraph></subsection><subsection id="HDC45F799564F442AABE748770236E45"><enum>(c)</enum><header>Criteria for
				proposals from eligible partnerships</header><text>To be eligible to receive a
				grant under this section, a State agency shall require each eligible
				partnership selected for participation in the State Partnership Fellows Program
				to have submitted a proposal that—</text>
								<paragraph id="HB35AF2FE15964890A408852EFB17EBF8"><enum>(1)</enum><text>identifies the
				specific, rigorous criteria to be used by the eligible partnership to select
				Partnership Fellows, including outstanding service to school-age children, a
				firm commitment to the field of education, and aptitude to succeed as a
				teacher;</text>
								</paragraph><paragraph id="H2C2E993249754C0A97221269BBDD2218"><enum>(2)</enum><text display-inline="yes-display-inline">designates a full-time faculty member or
				administrator to serve as Partnership Fellows Program director or coordinator
				for the eligible partnership, who will work closely with the State agency to
				administer the program and to create and execute the mandatory extracurricular
				enrichment programs and activities required by
				<internal-xref idref="H7DBE78BE3096407EB4EA00B24CBAA3FA" legis-path="212.(c)(3)">paragraph (3)</internal-xref>;</text>
								</paragraph><paragraph id="H7DBE78BE3096407EB4EA00B24CBAA3FA"><enum>(3)</enum><text>describes the
				mandatory extracurricular enrichment programs and activities that will be part
				of such program that—</text>
									<subparagraph id="HF665E85AA1F043D59452E25BB1715E00"><enum>(A)</enum><text>are designed to
				motivate Partnership Fellows to become career educators;</text>
									</subparagraph><subparagraph id="H6078CB4DA7AF418A8B014BF79B2830A4"><enum>(B)</enum><text>provide
				Partnership Fellows with a multidisciplinary education;</text>
									</subparagraph><subparagraph id="H98D94A2ACFB54C11B1C7CBD74D0076"><enum>(C)</enum><text>are offered
				regularly during each year of schooling (including during intervals between
				periods of enrollment); and</text>
									</subparagraph><subparagraph id="HE5B6EC2E78C64ABABA01D9C7B9D52BA"><enum>(D)</enum><text>expose Partnership
				Fellows to the business, political, demographic, cultural, and economic
				climates of the State, and help the Partnership Fellows develop leadership
				qualities;</text>
									</subparagraph></paragraph><paragraph id="H91200460B99A4D128692A6BFD201F86F"><enum>(4)</enum><text display-inline="yes-display-inline">specifically describes how the eligible
				partnership will provide Partnership Fellows in rural or underserved
				communities access to the curriculum and mandatory extracurricular enrichment
				programs and activities created by the eligible partnership;</text>
								</paragraph><paragraph id="H8FAE94219B2943A99703B8C689BB62AF"><enum>(5)</enum><text>describes how the
				program will accommodate Partnership Fellows who maintain employment while
				pursuing a degree, including any available distance learning methods, evening
				and weekend programs, minimum credit requirements, or other programs;</text>
								</paragraph><paragraph id="H0AD2C2E65D794AB89E28F59E583EB3F4"><enum>(6)</enum><text>describes the
				circumstances in which, and the amount with which, the eligible partnership
				will assist Partnership Fellows during the period of student teaching, in
				accordance with
				<internal-xref idref="H88B69DCFED284F4E8F3C605770D314E4" legis-path="212.(d)(2)(C)">subsection (d)(2)(C)</internal-xref>, should they be
				financially unable (as determined by the State agency) to complete such period
				of student teaching;</text>
								</paragraph><paragraph id="H9A1C22ED239F4A4397A577990920D89F"><enum>(7)</enum><text>provides an
				itemized account of how the eligible partnership plans to use the funds
				received under this section; and</text>
								</paragraph><paragraph id="H019D6B3064DA4CDFBFBC01DD92881208"><enum>(8)</enum><text>provides
				assurances that scholarships to Partnership Fellows will be administered in
				accordance with the requirements of
				<internal-xref idref="HF81326304E964612B692CF30355C02F0" legis-path="212.(d)">subsection (d)</internal-xref>.</text>
								</paragraph></subsection><subsection id="HF81326304E964612B692CF30355C02F0"><enum>(d)</enum><header>Partnership
				Fellows scholarship administration</header>
								<paragraph id="H27E5A72F95104B719879DBFF51292CF6"><enum>(1)</enum><header>Selection of
				Fellows</header><text>Partnership Fellows shall be selected by an eligible
				partnership from individuals who—</text>
									<subparagraph id="H83B97E3F0E78486083C9341CF90716F0"><enum>(A)</enum><text display-inline="yes-display-inline">are United States citizens or aliens
				lawfully residing in the United States (other than as a nonimmigrant);</text>
									</subparagraph><subparagraph id="H93E39E29B4594C3DBBD9DEB9DFDB30"><enum>(B)</enum><text>are residents of the
				State sponsoring the Partnership Fellows Program to which they are
				applying;</text>
									</subparagraph><subparagraph id="HB6E9CE7DC4474B2E82F4B37DF6593558"><enum>(C)</enum><text>are—</text>
										<clause id="HDB69B785344A4985840000BD5B23DF5D"><enum>(i)</enum><text>education-related
				paraprofessionals, as such term is defined by the State agency of such State;
				or</text>
										</clause><clause id="H9D26E932ACFF41C4B4E8A648772E56BB"><enum>(ii)</enum><text>enrolled in an
				associate’s degree-granting institution;</text>
										</clause></subparagraph><subparagraph id="H9A70C05E23264238A698588EAA00E800"><enum>(D)</enum><text>meet the criteria
				established by the eligible partnership under
				<internal-xref idref="HB35AF2FE15964890A408852EFB17EBF8" legis-path="212.(c)(1)">subsection (c)(1)</internal-xref>; and</text>
									</subparagraph><subparagraph id="HAD5C948EA70B49C18DB0A71638F2523"><enum>(E)</enum><text>enter into a
				written agreement with the eligible partnership to fulfill the service
				requirement under
				<internal-xref idref="H366E59D5A2974EE8A43D3100FD7BBB87" legis-path="212.(d)(3)">paragraph (3)</internal-xref> in exchange for receipt
				of the scholarship made available under this section.</text>
									</subparagraph></paragraph><paragraph id="H0147D4A1417B4901A1DB737349F2621D"><enum>(2)</enum><header>Scholarship
				amounts</header><text>Scholarships to Partnership Fellows made available under
				this section—</text>
									<subparagraph id="HD51677ED3A3B4957BB1ECC5C7E4EBD18"><enum>(A)</enum><text display-inline="yes-display-inline">in the case of a Partnership Fellow
				attending an institution of higher education on a full-time basis, as defined
				by the eligible partnership, shall be—</text>
										<clause id="H9B66C29A2BEC4322B9451241E1001915"><enum>(i)</enum><text>not less than
				$6,500 per year; and</text>
										</clause><clause id="H194FD8CBE4ED4D23A6BC00C1F9092D3E"><enum>(ii)</enum><text>available for
				each year of undergraduate education required to obtain a bachelor’s degree
				with a State license or certificate to teach that the Partnership Fellow begins
				after being selected as a Partnership Fellow, which may include a fifth year of
				undergraduate education if a fifth year is required to obtain a bachelor’s
				degree with a State license or certificate to teach;</text>
										</clause></subparagraph><subparagraph id="HD218C32AA4B54765AF0775E69E757075"><enum>(B)</enum><text display-inline="yes-display-inline">in the case of a Partnership Fellow
				attending an institution of higher education on less than a full-time basis, as
				defined by the eligible partnership, shall be—</text>
										<clause id="H6CE52E0F88244C4486FEB6A339A762BD"><enum>(i)</enum><text>the amount under
				subparagraph (A)(i), reduced in proportion to the degree to which that student
				is not so attending on a full-time basis; and</text>
										</clause><clause id="H0EDBD43AE3B34132A1400000DA003900"><enum>(ii)</enum><text>available for a
				period not to exceed six years; and</text>
										</clause></subparagraph><subparagraph id="H88B69DCFED284F4E8F3C605770D314E4"><enum>(C)</enum><text display-inline="yes-display-inline">in the case of a Partnership Fellow
				described in
				<internal-xref idref="HFFC9A8653B774B8E910723FD3FC52D6C" legis-path="211.(b)(2)(A)">subparagraph (A)</internal-xref> or (B), may be
				awarded during the period of student teaching, as permitted under
				<internal-xref idref="H0AD2C2E65D794AB89E28F59E583EB3F4" legis-path="212.(c)(6)">subsection (c)(6)</internal-xref>.</text>
									</subparagraph></paragraph><paragraph display-inline="no-display-inline" id="H366E59D5A2974EE8A43D3100FD7BBB87"><enum>(3)</enum><header>Service
				requirement for Partnership Fellows</header><text display-inline="yes-display-inline">Each Partnership Fellow shall, within 7
				years after graduating with a bachelor’s degree with a State license or
				certificate to teach—</text>
									<subparagraph id="HF16C47C7D82A47B8B39CEF357CEEC3F"><enum>(A)</enum><text display-inline="yes-display-inline">teach for 4 qualifying years at one or more
				public schools within the State in which the eligible partnership that selected
				the Partnership Fellow is located; or</text>
									</subparagraph><subparagraph id="H3A5B602441404B18AA2BA16FEDFEB040"><enum>(B)</enum><text>teach for 3
				consecutive qualifying years (unless the recipient takes leave of absence,
				approved by the State agency on a case-by-case basis), at one or more public
				schools within such State that, at the time the recipient accepts employment,
				the local educational agency in which such school is located has identified for
				school improvement under section 1116(b) of the Elementary and Secondary
				Education Act of 1965.</text>
									</subparagraph></paragraph><paragraph display-inline="no-display-inline" id="H3B35481D92A14024AC3C2019C383B784"><enum>(4)</enum><header>Failure to meet
				service requirement</header>
									<subparagraph id="H0FF83BCF90254C9DA3E1506BAFF7B8E5"><enum>(A)</enum><header>Obligation to
				repay</header><text display-inline="yes-display-inline">Any Partnership Fellow
				who fails to meet the service requirement under
				<internal-xref idref="H366E59D5A2974EE8A43D3100FD7BBB87" legis-path="212.(d)(3)">paragraph (3)</internal-xref> shall repay to the
				eligible partnership that selected the Partnership Fellow, a pro rata amount,
				as determined by the State agency administering the State Partnership Fellows
				Program, of the scholarship received from the Partnership Fellows Program, and
				to pay interest on such pro rata amount at an annual rate of 10 percent until
				such pro rata amount is repaid.</text>
									</subparagraph><subparagraph id="H945ECD56095F4CCA96C871B7AC629EA0"><enum>(B)</enum><header>Exception</header><text>Subparagraph
				(A) shall not apply if the State agency finds that it is impossible for the
				Partnership Fellow to meet the service requirement under
				<internal-xref idref="H366E59D5A2974EE8A43D3100FD7BBB87" legis-path="212.(d)(3)">paragraph (3)</internal-xref> because of the death or
				permanent disability of the Partnership Fellow.</text>
									</subparagraph><subparagraph id="HAD111FAE8411481CA509B7EEABE77B93"><enum>(C)</enum><header>Revolving
				funding</header><text>Any funds repaid by a Partnership Fellow pursuant to
				<internal-xref idref="H0FF83BCF90254C9DA3E1506BAFF7B8E5" legis-path="212.(d)(4)(A)">subparagraph (A)</internal-xref>, together with any
				interest thereon, shall be transferred by the eligible partnership to the State
				agency, and may be retained by the State agency for making available additional
				scholarships under this section, and for administrative costs related to the
				disbursement of such scholarships.</text>
									</subparagraph></paragraph></subsection><subsection id="H924A040FCCB146F58100CFE58DDEEFB6"><enum>(e)</enum><header>Definitions</header><text>For
				the purposes of this section:</text>
								<paragraph display-inline="no-display-inline" id="HD99160EA91904603AAFEB5C8A6A5A9DE"><enum>(1)</enum><header>Eligible
				partnership</header><text display-inline="yes-display-inline">The term
				<term>eligible partnership</term> means a partnership agreement between at
				least one associate’s degree-granting institution and at least one bachelor’s
				degree-granting institution in which all members of the partnership agree
				to—</text>
									<subparagraph id="HB79EC60E2792485888760808D712B6BA"><enum>(A)</enum><text display-inline="yes-display-inline">establish significantly similar curricula
				and degree requirements for individuals pursuing a bachelor’s degree with a
				State license or certification to teach;</text>
									</subparagraph><subparagraph id="H46992A2EF5454F7E86002F54019512FA"><enum>(B)</enum><text display-inline="yes-display-inline">ensure that credit earned by an individual
				at any institution that is a member of the eligible partnership is acceptable
				for full credit toward such a bachelor’s degree at any other member institution
				of the same eligible partnership that offers such bachelor’s degrees;
				and</text>
									</subparagraph><subparagraph id="H93A02DFBD60E40D8B54900D7C0558226"><enum>(C)</enum><text display-inline="yes-display-inline">jointly sponsor the mandatory
				extracurricular enrichment programs and activities required for Partnership
				Fellows under
				<internal-xref idref="H7DBE78BE3096407EB4EA00B24CBAA3FA" legis-path="212.(c)(3)">subsection (c)(3)</internal-xref>.</text>
									</subparagraph></paragraph><paragraph id="H2C1B617B290F420780007F59C58F3DEC"><enum>(2)</enum><header>Partnership
				Fellow</header><text>The term <term>Partnership Fellow</term> means an
				individual selected by an eligible partnership for a scholarship award under
				this section.</text>
								</paragraph><paragraph id="H60B7DF9F362445F7B3345FDF4B1077C1"><enum>(3)</enum><header>Qualifying
				year</header><text display-inline="yes-display-inline">The term
				<term>qualifying year</term>, with respect to the service required of a
				Partnership Fellow under subsection (e), means an academic year during which
				the Partnership Fellow teaches a minimum of six full calendar months within
				such academic year.</text>
								</paragraph><paragraph id="HE331400C366C4CC0B8352892E699AF22"><enum>(4)</enum><header>State</header><text>The
				term <term>State</term> includes the several States, the District of Columbia,
				and the Commonwealth of Puerto Rico.</text>
								</paragraph><paragraph id="H8205C06E3F2444B4AAB9587393D703F8"><enum>(5)</enum><header>State
				agency</header><text>The term <term>State agency</term> means the agency
				designated pursuant to
				<internal-xref idref="HC865FC4ABCB54EB6BA9BB2695C00AE00" legis-path="212.(b)(2)">subsection (b)(2)</internal-xref>.</text>
								</paragraph></subsection><subsection display-inline="no-display-inline" id="H5DAC58931C72426284D42D98B808B100"><enum>(f)</enum><header>Authorization of
				appropriations</header><text>There are authorized to be appropriated to carry
				out this section $100,000,000 for fiscal year 2008, and such sums as may be
				necessary for each of the 4 succeeding fiscal
				years.</text>
