		<official-title>To amend the Morris K. Udall Scholarship and Excellence
		  in National Environmental and Native American Public Policy Act of 1992, and
		  for other purposes.</official-title>

		<section id="HDFE36DB54D1C4DF0949C7538DDBEEB66" section-type="section-one"><enum>1.</enum><header>Authority of
			 foundation</header><text display-inline="no-display-inline">Section 7 of the
			 Morris K. Udall Scholarship and Excellence in National Environmental and Native
			 American Public Policy Act of 1992 (<external-xref legal-doc="usc" parsable-cite="usc/20/5605">20 U.S.C. 5605</external-xref>) is amended—</text>
			<paragraph id="HD2E9E67AB02C4B9583000039B6123546"><enum>(1)</enum><text>in subsection
			 (a)(5)—</text>
				<subparagraph id="H5E6B6643A9D74357BED20083D1D61DF3"><enum>(A)</enum><text>by striking
			 <quote>and</quote> at the end of subparagraph (C);</text>
				</subparagraph><subparagraph id="H72C36DAB8FE346FCB58954F757B70982"><enum>(B)</enum><text>by striking the
			 period at the end of subparagraph (D) and inserting <quote>;
			 and</quote>;</text>
				</subparagraph><subparagraph id="H8EFE372E0CC746E9A100303266931D7E"><enum>(C)</enum><text>by inserting after
			 subparagraph (D) the following:</text>
					<quoted-block id="H146B835F1EDC4F8D968D0234C6359369" style="OLC">
						<subparagraph id="H684F2EDA5F9D4F250097460758348DB3"><enum>(E)</enum><text>to conduct
				training, research, and other activities pursuant to section
				6(7).</text>
						</subparagraph><after-quoted-block>;</after-quoted-block></quoted-block>
				</subparagraph></paragraph><paragraph id="H06F26181942D46DBB42D23EACB40EBCC"><enum>(2)</enum><text>by striking
			 subsection (b) and inserting the following:</text>
				<quoted-block id="H7881DB8A52314494A506B4166339286D" style="OLC">
					<subsection id="H4466FE1276024A61ACAA146319869DEC"><enum>(b)</enum><header>Recipients</header><text>Recipients
				of scholarships, fellowships, internships, and grants under this chapter shall
				be known as <quote>Morris K. Udall Scholars</quote>, <quote>Morris K. Udall
				Fellows</quote>, <quote>Morris K. Udall Interns</quote>, and <quote>Morris K.
				Udall Grantees</quote>,
				respectively.</text>
					</subsection><after-quoted-block>;</after-quoted-block></quoted-block>
			</paragraph><paragraph id="H022C68F22B024BE2A46025EEA7AA7C2E"><enum>(3)</enum><text>by striking
			 subsection (c) and inserting the following:</text>
				<quoted-block id="HB0BC4864E09E4F74B74FD4A6EC16C110" style="OLC">
					<subsection id="HC07A54C3D0DF4917B1327F974B531E02"><enum>(c)</enum><header>Program
				priorities</header><text>The Foundation shall determine the priority of the
				programs to be carried out under this chapter and the amount of funds to be
				allocated for such programs. However, not less than 50 percent shall be
				utilized for the programs set forth in subsection (a)(2), (a)(3), and (a)(4) of
				this section, and not less than 20 percent shall be provided to the Center for
				subsection (a)(5), (a)(6), and (a)(7) of this section, conditioned on a
				25-percent match from other sources and further conditioned on adequate space
				at the Center being made available for the Executive Director and other
				appropriate staff of the Foundation by the Center. Not less than 50 percent of
				the funds provided to the Center shall be expended for Native American
				education and policy activities, including those identified in subsection
				(a)(5)(E) of this
				section.</text>
					</subsection><after-quoted-block>.</after-quoted-block></quoted-block>
			</paragraph></section><section id="HCFA0BB6E9E61494D87DC42C0CB703E92"><enum>2.</enum><header>Expenditures and
			 audit of trust fund</header><text display-inline="no-display-inline">Section
			 9(a) of the Morris K. Udall Scholarship and Excellence in National
			 Environmental and Native American Public Policy Act of 1992 (<external-xref legal-doc="usc" parsable-cite="usc/20/5607">20 U.S.C. 5607(a)</external-xref>)
			 is amended by inserting before the period at the end the following: <quote>,
			 including not to exceed $2,000 annually for official reception and
			 representation expenses</quote>.</text>
		</section><section id="H2E4661237C0B43048129D0B1A1D8CBE1"><enum>3.</enum><header>Use of institute
			 by Federal agency</header><text display-inline="no-display-inline">Section 11
			 of the Morris K. Udall Scholarship and Excellence in National Environmental and
			 Native American Public Policy Act of 1992 (<external-xref legal-doc="usc" parsable-cite="usc/20/5607b">20 U.S.C. 5607b</external-xref>) is amended by
			 adding at the end the following new subsection:</text>
			<quoted-block id="H8B94A8C68251433888BF4624006546F2" style="OLC">
				<subsection id="HFEA4360C7C22445DBBA3FE526CD3100"><enum>(f)</enum><header>Agency management
				or control</header><text>Any committee or group organized by, or whose
				discussions are facilitated by, the Institute in connection with the services
				it provides pursuant to this chapter shall not be subject to the provisions of
				the Federal Advisory Committee Act (5 U.S.C. Appendix), provided that the
				committee or group is neither established by, nor actually managed or
				controlled by, another agency of the executive
				branch.</text>
				</subsection><after-quoted-block>.</after-quoted-block></quoted-block>
		</section><section id="H49E8EAF22BBF4B718E41818501B70014"><enum>4.</enum><header>Administrative
			 provisions</header><text display-inline="no-display-inline">Section 12(a)(1) of
			 the Morris K. Udall Scholarship and Excellence in National Environmental and
			 Native American Public Policy Act of 1992 (<external-xref legal-doc="usc" parsable-cite="usc/20/5608">20 U.S.C. 5608(a)(1)</external-xref>) is amended by
			 inserting after <quote>this Act,</quote> the following: <quote>without regard
			 to the provisions of title 5, United States Code, governing appointments in the
			 competitive service,</quote>.</text>
		</section><section id="H5BEB0D09596D47838BFF40A715660752"><enum>5.</enum><header>Authorization of
			 appropriations</header><text display-inline="no-display-inline">Section 13 of
			 the Morris K. Udall Scholarship and Excellence in National Environmental and
			 Native American Public Policy Act of 1992 (<external-xref legal-doc="usc" parsable-cite="usc/20/5609">20 U.S.C. 5609</external-xref>) is amended—</text>
			<paragraph id="H6F68556C2BBE4425B72FEB1EBEBF8679"><enum>(1)</enum><text>in subsection (a),
			 by striking <quote>$40,000,000</quote> and inserting
			 <quote>$60,000,000</quote>; and</text>
			</paragraph><paragraph id="H831AC3CE9479495BB9DA2CF83649EA00"><enum>(2)</enum><text>by striking
			 subsection (b) and inserting the following:</text>
				<quoted-block id="HA7AB902E0D204BA884564C00190005AC" style="OLC">
					<subsection id="HA338C9D1E4654B5E88138100005F44BE"><enum>(b)</enum><header>Environmental
				dispute resolution fund</header><text>There are authorized to be appropriated
				to the Environmental Dispute Resolution Fund established under section 10 of
				this Act such sums as may be necessary for operating costs of the
				Institute.</text>
