		<official-title>To direct the head of a Federal department or agency that
		  is carrying out a project involving the construction of a culvert or other
		  enclosed flood or drainage system to ensure that certain child safety measures
		  are included in the project.</official-title>

		<section id="HD798CE571A374D0681C3147741143C00" section-type="section-one"><enum>1.</enum><header>Short title</header><text display-inline="no-display-inline">This Act may be cited as <quote><short-title>Logan's Law</short-title></quote>.</text>
		</section><section id="H3F33E863AACF46C1A799BE3F1000801"><enum>2.</enum><header>Construction of
			 culverts and other enclosed flood or drainage systems</header>
			<subsection id="H5EDFADE102194839A7D124844400BA26"><enum>(a)</enum><header>Safety
			 requirements</header><text display-inline="yes-display-inline">The head of a
			 Federal department or agency that is carrying out a project involving the
			 construction or modification of a culvert or other enclosed flood or drainage
			 system shall ensure that—</text>
				<paragraph id="HB2337FE1DC004143A22D9FE9B03461F3"><enum>(1)</enum><text>the intake to the
			 culvert or other enclosed flood or drainage system is protected by a bar,
			 grate, or other appropriate covering sufficient to ensure that a child may not
			 be swept into the system;</text>
				</paragraph><paragraph id="H1353B61E6202464ABA851D5526AE8BE"><enum>(2)</enum><text>a
			 sign warning of the hazard for a child, including the danger for injury or
			 drowning, is clearly posted at the intake to the culvert or other enclosed
			 flood or drainage system; and</text>
				</paragraph><paragraph id="H6344481E8B4948F89E716899CD45B8B4"><enum>(3)</enum><text>the culvert or
			 other enclosed flood or drainage system has a hinged opening or other type of
			 opening and closing mechanism to permit emergency services personnel to access
			 the system.</text>
				</paragraph></subsection><subsection id="HA588984AB6CA4911B6B48C9B22FC32E8"><enum>(b)</enum><header>Applicability</header><text>Subsection
			 (a) shall apply to—</text>
				<paragraph id="HA8C04270C6AA4B3E9677F2B978FFB8E"><enum>(1)</enum><text>a
			 project carried out after the effective date of this Act directly by the head
			 of a Federal department or agency; and</text>
				</paragraph><paragraph id="H7542ED08F4914318A0528CE100E4B894"><enum>(2)</enum><text>a
			 project carried out in whole or in part with Federal funds made available by
			 the head of a Federal department or agency after the effective date of this
			 Act.</text>
				</paragraph></subsection><subsection id="H0D59ACBAA79D4D08BE56706593CC419D"><enum>(c)</enum><header>Conditions on
			 Federal financial assistance</header><text>In the case of a project described
			 in subsection (b)(2), the head of the Federal department or agency providing
			 Federal financial assistance to a State or local government or other entity
			 shall require compliance with subsection (a) as a condition for the award of
			 the financial assistance or any letter of intent.</text>
			</subsection><subsection id="H42708D45E94C4975AA2EB238A4EAB970"><enum>(d)</enum><header>Effective
			 date</header><text>This Act shall take effect beginning 180 days after the date
			 of enactment of this Act.</text>
