		<section display-inline="no-display-inline" id="H38582CDB3D9D4626A47DE774CB3404BF" section-type="section-one"><enum>1.</enum><header>Short title</header><text display-inline="no-display-inline">This Act may be cited as the
			 <quote><short-title>Access to Language Education
			 Act</short-title></quote>.</text>
		</section><section id="H50F7D2E46A6B4C9583BCAE774544EF4B"><enum>2.</enum><header>Development of
			 national language instruction distribution plan</header>
			<subsection id="H307A293ECA5F4C169DB333F0A0D757FD"><enum>(a)</enum><header>Implementation
			 plan required</header><text display-inline="yes-display-inline">Within one year
			 after the date of enactment of this Act, the Secretary of Commerce, acting
			 through the National Telecommunications and Information Administration, and
			 after consultation with the Secretary of Education, the Federal Communications
			 Commission, the Secretary of State, and the Secretary of Defense, shall prepare
			 and submit to each House of the Congress a plan for national distribution of
			 video programming channels providing language instruction in accordance with
			 the requirements of this section.</text>
			</subsection><subsection id="HF0D5C65E6FBA4CB3B12789DEAC004593"><enum>(b)</enum><header>Plan
			 requirements</header><text>The plan required by this section shall—</text>
				<paragraph id="H98BB60BA0F444FDCB76495C711FB902D"><enum>(1)</enum><text display-inline="yes-display-inline">provide for the distribution of two
			 channels of video programming providing language instruction;</text>
				</paragraph><paragraph id="H388AF2027CE540ACAB000008A228B130"><enum>(2)</enum><text>provide
			 that—</text>
					<subparagraph id="HA83009805688411893BFD9CE41FB794"><enum>(A)</enum><text>one of such
			 channels—</text>
						<clause id="HA207E5BCD4614FC9807EF9CED6AC6CE6"><enum>(i)</enum><text>shall be composed
			 of programming providing instruction in English for non-English speaking
			 individuals; and</text>
						</clause><clause id="HBA3099A3FC484F8CAA2F00A2AD4D2CCD"><enum>(ii)</enum><text>shall be
			 distributed in each television market via broadcasting or cable and satellite,
			 and distributed nationally via Internet delivery; and</text>
						</clause></subparagraph><subparagraph id="H6B78254A529245E7AFF6CDD3EDDB9988"><enum>(B)</enum><text>the other such
			 channel—</text>
						<clause id="HFD61052837FB43A8ACFD09FD7E9163FC"><enum>(i)</enum><text display-inline="yes-display-inline">shall be composed of programming providing
			 instruction in languages that are not widely taught in educational institutions
			 in the United States and that are likely to have significant value for the
			 United States in global competitiveness, trade, international relations,
			 national security, and defense; and</text>
						</clause><clause id="HDD48AC2476B94BE5AE1294FF2373B096"><enum>(ii)</enum><text>shall be
			 distributed nationally via Internet delivery; and</text>
						</clause></subparagraph></paragraph><paragraph id="HE83E295F08F940F99DE55743F15C8299"><enum>(3)</enum><text>identify—</text>
					<subparagraph id="H23F4BC7CE9F94ACB8FCE217C52993E38"><enum>(A)</enum><text>the participants
			 to be engaged in—</text>
						<clause id="H9907B2969CD346F1980000E7FF979704"><enum>(i)</enum><text>producing and
			 evaluating the instructional programming; and</text>
						</clause><clause id="H6A15799C271E4AA893EDF5CF567CF55B"><enum>(ii)</enum><text>broadcasting or
			 otherwise distributing the programming in each market; and</text>
						</clause></subparagraph><subparagraph id="H7EA08606AA6A4E0A87E489ECCC883102"><enum>(B)</enum><text>the methods by
			 which such participants will be engaged and compensated for their
			 participation;</text>
					</subparagraph></paragraph><paragraph id="H2882F7F7BC2A407C0037A9E6DB8FB400"><enum>(4)</enum><text>evaluate the
			 costs, and methods for funding the costs, of providing and distributing such
			 instructional programming; and</text>
				</paragraph><paragraph id="H6F1D69D22FD3489A95333882032C8F44"><enum>(5)</enum><text>recommend any
			 legislative or regulatory changes required to implement the plan.</text>
				</paragraph></subsection><subsection id="H07C96471612F4B3EA6FD40ADE223D3F7"><enum>(c)</enum><header>Authorization of
			 appropriations</header><text>There are authorized to be appropriated to
			 develop, submit, and implement the plan required by this section, such sums as
			 may be necessary for fiscal year 2008 each of the 3 succeeding fiscal
			 years.</text>
			</subsection></section></legis-body>
