<section id="HD34DEDB9CC51496787CB63012866C42D" section-type="section-one" display-inline="no-display-inline"><enum>1.</enum><header>Short title</header><text display-inline="no-display-inline">This Act may be cited as the <quote><short-title>Community Partners Next Door Act of 2007</short-title></quote>.</text></section> 
<section id="H9A925B6584E24B7AA365927C85EB3900"><enum>2.</enum><header>Community partners next door program</header> 
<subsection id="HFAC8153850FA41EB88952C7E23C024F9"><enum>(a)</enum><header>Discount and downpayment assistance for teachers and public safety officers</header><text>Section 204(h) of the National Housing Act (<external-xref legal-doc="usc" parsable-cite="usc/12/1710">12 U.S.C. 1710(h)</external-xref>) is amended—</text> 
<paragraph id="H28E7519822394618A44FCC93C98E16ED"><enum>(1)</enum><text>by redesignating paragraphs (7) through (10) as paragraphs (8) through (11), respectively; and</text></paragraph> 
<paragraph id="H407E06D72B884232BA95FEF3D9CFD077"><enum>(2)</enum><text>by inserting after paragraph (6) the following new paragraph:</text> 
<quoted-block id="H2EEFA762B90C409CADBED2052902BF73" style="OLC"> 
<paragraph id="HDE5A05BA6FEA4CD999F500DC39FBEC6C"><enum>(7)</enum><header>50 percent discount for teachers and public safety officers purchasing properties that are eligible assets</header> 
<subparagraph id="HC70C89180A634DEEB2F1A4763F5604F8"><enum>(A)</enum><header>Discount</header><text>A property that is an eligible asset and is sold to a teacher or public safety officer for use in accordance with subparagraph (B) shall be sold at a price that is equal to 50 percent of the appraised value of the eligible property (as determined in accordance with paragraph (6)(B)). In the case of a property eligible for both a discount under this paragraph and a discount under paragraph (6), the discount under paragraph (6) shall not apply.</text></subparagraph> 
<subparagraph id="HECD5BCEC125B483DA5E9C8003BA215B0"><enum>(B)</enum><header>Primary residence</header><text>An eligible property sold pursuant to a discount under this paragraph shall be used, for not less than the 3-year period beginning upon such sale, as the primary residence of a teacher or public safety officer.</text></subparagraph> 
<subparagraph id="H7A334D45CFF84C97B490DA31F7B16655"><enum>(C)</enum><header>Sale methods</header><text>The Secretary may sell an eligible property pursuant to a discount under this paragraph—</text> 
<clause id="H8205D43966174204B4A458AE96C78804"><enum>(i)</enum><text>to a unit of general local government or nonprofit organization (pursuant to paragraph (4) or otherwise), for resale or transfer to a teacher or public safety officer; or</text></clause> 
<clause id="H2EB785C89B7B483884812794FE6653EF"><enum>(ii)</enum><text>directly to a purchaser who is a teacher or public safety officer.</text></clause></subparagraph> 
<subparagraph id="H147E64B2C8C14BC79D14C7230003F51E"><enum>(D)</enum><header>Resale</header><text>In the case of any purchase by a unit of general local government or nonprofit organization of an eligible property sold at a discounted price under this paragraph, the sale agreement under paragraph (8) shall—</text> 
<clause id="H9C455A8EF1234D6C98DF9D2C62B6E400"><enum>(i)</enum><text>require the purchasing unit of general local government or nonprofit organization to provide the full benefit of the discount to the teacher or public safety officer obtaining the property; and</text></clause> 
<clause id="H9D236148425B452AADAE9ED57300A05"><enum>(ii)</enum><text>in the case of a purchase involving multiple eligible assets, any of which is such an eligible property, designate the specific eligible property or properties to be subject to the requirements of subparagraph (B).</text></clause></subparagraph> 
<subparagraph id="HF5C49F41AAAA4024863DF1BDE0CD9B93"><enum>(E)</enum><header>Mortgage downpayment assistance</header><text>If a teacher or public safety officer purchases an eligible property pursuant to a discounted sale price under this paragraph and finances such purchase through a mortgage insured under this title, notwithstanding any provision of section 203 the downpayment on such mortgage shall be $100.</text></subparagraph> 
<subparagraph id="H9B76EBB2E1B04B4FB494702739249F9E"><enum>(F)</enum><header>Higher FHA loan limit for purchase of eligible properties in high-cost areas</header> 
<clause id="HC2A8B8929B114E19BC11F97956F3BB06"><enum>(i)</enum><header>In general</header><text>Notwithstanding any other provision of this title relating to the maximum amount of the principal obligation of a mortgage that may be insured under this title, in the case of an eligible property that is located in a high-cost area and is purchased pursuant to a discounted sale price under this paragraph, the Secretary may insure a mortgage for the purchase of such eligible property that involves a principal obligation (including such initial service charges, appraisal, inspection, and other fees as the Secretary shall approve) in an amount not exceeding 150 percent of the limitation on such principal obligation otherwise applicable under section 203(b)(2)(A).</text></clause> 
<clause id="H353B20196F07468FB264263CAFC0C8C9"><enum>(ii)</enum><header>High-cost area</header><text>For purposes of this subparagraph, the term <quote>high-cost area</quote> means any area for which the median 1-family house price in the area exceeds the maximum amount limitation on the principal obligation of a mortgage determined at such time under section 203(b)(2)(A)(ii).</text></clause></subparagraph> 
<subparagraph id="H1D8E7E83B5634AAF003DC4DCCD29DF4E"><enum>(G)</enum><header>Prevention of undue profit</header><text>The Secretary shall issue regulations to prevent undue profit from the resale of eligible properties in violation of the requirement under subparagraph (B).</text></subparagraph> 
<subparagraph id="HDBA24CA4AAA143DE9EDCBE8376B2735C"><enum>(H)</enum><header>Definitions</header><text>For the purposes of this paragraph, the following definitions shall apply:</text> 
<clause id="H2D0C43165FC04A348C71A7041CAE6000"><enum>(i)</enum><text>The term <quote>eligible property</quote> means an eligible asset described in paragraph (2)(A) of this subsection.</text></clause> 
<clause id="H55A4DA789ABD4C049146F4A6CD3CF847"><enum>(ii)</enum><text>The term <quote>public safety officer</quote> has the meaning given such term in section 1204 of the Omnibus Crime Control and Safe Streets Act of 1968 (<external-xref legal-doc="usc" parsable-cite="usc/42/3796b">42 U.S.C. 3796b</external-xref>).</text></clause> 
<clause id="H077A9D07CD034A5096192F33C2DB3818"><enum>(iii)</enum><text>The term <quote>teacher</quote> means an individual who is employed on a part- or full-time basis as a teacher, teacher assistant, or administrator in a public or private school that provides elementary or secondary education, as determined under State law, except that elementary education shall include pre-Kindergarten education, and except that secondary education shall not include any education beyond grade 12.</text></clause></subparagraph> 
<subparagraph id="HC0BB781CE7DB415AB5649B4DA64B551C"><enum>(I)</enum><header>Program integrity</header><text>Notwithstanding any other provision of this paragraph, the Secretary may suspend the applicability of this paragraph for such period as the Secretary considers appropriate if the Secretary determines such suspension is necessary because of fraud or other issues regarding program integrity.</text></subparagraph></paragraph><after-quoted-block>.</after-quoted-block></quoted-block></paragraph></subsection> 
<subsection id="HBC609BC935D245858B1F93EFE551AE18"><enum>(b)</enum><header>Conforming amendments</header><text>Section 204(h) of the National Housing Act (<external-xref legal-doc="usc" parsable-cite="usc/12/1710">12 U.S.C. 1710(h)</external-xref>) is amended—</text> 
<paragraph id="H9508A8572F1642F38B00F1C18CBD513D"><enum>(1)</enum><text>in paragraph (4)(B)(ii), by striking <quote>paragraph (7)</quote> and inserting <quote>paragraph (8)</quote>;</text></paragraph> 
<paragraph id="H7A345B3BFDCC4599B87CEFE6FE62DF7"><enum>(2)</enum><text>in paragraph (5)(B)(i), by striking <quote>paragraph (7)</quote> and inserting <quote>paragraph (8)</quote>; and</text></paragraph> 
<paragraph id="HE27FF2D0B96F4556ADDBE5CB3327B247"><enum>(3)</enum><text>in paragraph (6)(A), by striking <quote>paragraph (8)</quote> and inserting <quote>paragraph (9)</quote>.</text></paragraph></subsection> 
<subsection id="HB641267F24AB42FD84A743CAA6124B6B"><enum>(c)</enum><header>Regulations</header><text>Not later than 60 days after the date of the enactment of this Act, the Secretary shall issue regulations to implement the amendments made by this section.</text></subsection></section> 
<section id="HCFB0E3E3C8EB452996A94FEDD7FC47B7"><enum>3.</enum><header>Teacher and public safety officer awareness campaign</header> 
<subsection id="H8E45DD1592F44C338C28F09BEA565E11"><enum>(a)</enum><header>In general</header><text>The Secretary of Housing and Urban Development, in coordination with the Secretary of Education and the Attorney General, shall carry out a program of activities to inform and educate teachers and public safety officers of the availability and terms of the program established by the amendments made by section 2.</text></subsection> 
<subsection id="H93A86F2DF38C4F6D9FA3C494D2723C08"><enum>(b)</enum><header>Eligible activities</header><text>Amounts made available for the program under this section may be used only for activities designed to accomplish the purpose specified in subsection (a), which may include public service announcements, bus tours, advertising in teacher or public safety officer journals, development of web sites, establishment of toll-free telephone numbers for providing information, and such other activities as the Secretary of Housing and Urban Development may consider appropriate.</text></subsection> 
<subsection id="H8F638F71D6764590978C6843FD2F752"><enum>(c)</enum><header>Authorization of appropriations</header><text display-inline="yes-display-inline">There are authorized to be appropriated to the Secretary of Housing and Urban Development for each of fiscal years 2008 through 2015 such sums as may be necessary for carrying out the program under this section.</text></subsection></section>
