		  Streets Act of 1968 to enhance the COPS ON THE BEAT grant program, and for

		<section commented="no" display-inline="no-display-inline" id="H875E5FB2AD3146D6A932DA08A8FA4B94" section-type="section-one"><enum>1.</enum><header display-inline="yes-display-inline">Short title</header><text display-inline="no-display-inline">This Act may be cited as the
			 <quote><short-title>COPS Improvements Act of
			 2007</short-title></quote>.</text>
		</section><section commented="no" display-inline="no-display-inline" id="HC1BA2FAD8BAA4678AF9404C436E6E590" section-type="subsequent-section"><enum>2.</enum><header display-inline="yes-display-inline">COPS grant improvements</header>
			<subsection commented="no" display-inline="no-display-inline" id="HCE7FC5BBCEFA42FE8166BCB78FCC87F"><enum>(a)</enum><header display-inline="yes-display-inline">In general</header><text display-inline="yes-display-inline">Section 1701 of the Omnibus Crime Control
			 and Safe Streets Act of 1968 (<external-xref legal-doc="usc" parsable-cite="usc/42/3796dd">42 U.S.C. 3796dd</external-xref>) is
			 amended—</text>
				<paragraph commented="no" display-inline="no-display-inline" id="H1D12FF06A0BF4BAEBC6CF598046F09C4"><enum>(1)</enum><text display-inline="yes-display-inline">by amending subsection (a) to read as
			 follows:</text>
					<quoted-block display-inline="no-display-inline" id="H589A305F0077428BB2225F0659E75C03" style="OLC">
						<subsection commented="no" display-inline="no-display-inline" id="HA6BD68E3915C4569AE3BB3857552465"><enum>(a)</enum><header display-inline="yes-display-inline">Grant authorization</header><text display-inline="yes-display-inline">The Attorney General shall carry out grant
				programs under which the Attorney General makes grants to States, units of
				local government, Indian tribal governments, other public and private entities,
				multi-jurisdictional or regional consortia, and individuals for the purposes
				described in subsections (b), (c), (d), and
				(e).</text>
						</subsection><after-quoted-block>;</after-quoted-block></quoted-block>
				</paragraph><paragraph commented="no" display-inline="no-display-inline" id="HB326053CF7BD492D9F4400F69C1F5642"><enum>(2)</enum><text display-inline="yes-display-inline">in subsection (b)—</text>
					<subparagraph commented="no" display-inline="no-display-inline" id="HDFA9C6A72E954647BCEC4DD1F677E700"><enum>(A)</enum><text display-inline="yes-display-inline">by striking the subsection heading text and
			 inserting <quote><header-in-text level="subsection" style="OLC">Community
			 policing and crime prevention grants</header-in-text></quote>;</text>
					</subparagraph><subparagraph commented="no" display-inline="no-display-inline" id="H6D95F785C55848FA96FD9DF67CFF3677"><enum>(B)</enum><text display-inline="yes-display-inline">in paragraph (3), by striking <quote>, to
			 increase the number of officers deployed in community-oriented
			 policing</quote>;</text>
					</subparagraph><subparagraph commented="no" display-inline="no-display-inline" id="H68472E431418483F81888B14EC64D55C"><enum>(C)</enum><text display-inline="yes-display-inline">by amending paragraph (4) to read as
			 follows:</text>

							<paragraph id="H9B3817EAB37F4C35942B7B00A4627058"><enum>(4)</enum><text display-inline="yes-display-inline">award grants to pay for or train officers
				hired to perform intelligence, anti-terror, or homeland security
				duties;</text>
							</paragraph><after-quoted-block>;</after-quoted-block></quoted-block>
					</subparagraph><subparagraph commented="no" display-inline="no-display-inline" id="H3A10062A1B0F45A68152F0834476BCB5"><enum>(D)</enum><text display-inline="yes-display-inline">by inserting after paragraph (4) the
			 following:</text>
						<quoted-block display-inline="no-display-inline" id="HEFF9EF7866394203B169F68CDF84B507" style="OLC">
							<paragraph commented="no" display-inline="no-display-inline" id="H28CA9FB18CC342EA9E8BB0DDF2BDE1"><enum>(5)</enum><text display-inline="yes-display-inline">award grants to hire school resource
				officers and to establish school-based partnerships between local law
				enforcement agencies and local school systems to combat crime, gangs, drug
				activities, and other problems in and around elementary and secondary
				schools;</text>
							</paragraph><after-quoted-block>;
				</after-quoted-block></quoted-block>
					</subparagraph><subparagraph commented="no" display-inline="no-display-inline" id="H721D15D8202C4CC18DA1422E95379822"><enum>(E)</enum><text display-inline="yes-display-inline">by striking paragraph (9);</text>
					</subparagraph><subparagraph commented="no" display-inline="no-display-inline" id="H552BA7588C2A4CBE9C91D72B61D79F3"><enum>(F)</enum><text display-inline="yes-display-inline">by redesignating paragraphs (10) through
			 (12) as paragraphs (9) through (11), respectively;</text>
					</subparagraph><subparagraph commented="no" display-inline="no-display-inline" id="HA94727AB4C24448CB0672F003BCE00FE"><enum>(G)</enum><text display-inline="yes-display-inline">by striking paragraph (13);</text>
					</subparagraph><subparagraph commented="no" display-inline="no-display-inline" id="H367D2B756F664F4E8CDB5154CE2490A6"><enum>(H)</enum><text display-inline="yes-display-inline">by redesignating paragraphs (14) through
			 (17) as paragraphs (12) through (15), respectively;</text>
					</subparagraph><subparagraph commented="no" display-inline="no-display-inline" id="H1F314B1144354001B7F64250AD4CF00"><enum>(I)</enum><text display-inline="yes-display-inline">in paragraph (14), as so redesignated, by
			 striking <quote>and</quote> at the end;</text>
					</subparagraph><subparagraph commented="no" display-inline="no-display-inline" id="H2765B584855A413BB6009EDFB5DDD1FF"><enum>(J)</enum><text display-inline="yes-display-inline">in paragraph (15), as so redesignated, by
			 striking the period at the end and inserting a semicolon; and</text>
					</subparagraph><subparagraph commented="no" display-inline="no-display-inline" id="H4DC952BCF04142D2B1EB31F3CE6D87B8"><enum>(K)</enum><text display-inline="yes-display-inline">by adding at the end the following:</text>
						<quoted-block display-inline="no-display-inline" id="H77A0B8C6494C4EFFB166B66200052B09" style="OLC">
							<paragraph id="HDA7191C9A5A045CD9E961292F2D2EDF3"><enum>(16)</enum><text>establish and
				implement innovative programs to reduce and prevent illegal drug manufacturing,
				distribution, and use, including the manufacturing, distribution, and use of
				methamphetamine;</text>
							</paragraph><paragraph id="H302808605E25411592B8B3B025D9482"><enum>(17)</enum><text display-inline="yes-display-inline">establish criminal gang enforcement task
				forces, consisting of members of Federal, State, and local law enforcement
				authorities (including Federal, State, and local prosecutors), for the
				coordinated investigation, disruption, apprehension, and prosecution of
				criminal gangs and offenders involved in local or multi-jurisdictional gang
				activities; and</text>
							</paragraph><paragraph commented="no" display-inline="no-display-inline" id="H9465EF34C680453CAD006C8CC2405D70"><enum>(18)</enum><text display-inline="yes-display-inline">award enhancing community policing and
				crime prevention grants that meet emerging law enforcement needs, as
				warranted.</text>
							</paragraph><after-quoted-block>;</after-quoted-block></quoted-block>
					</subparagraph></paragraph><paragraph commented="no" display-inline="no-display-inline" id="H233225E569CA4C9291AD02C41F2C296D"><enum>(3)</enum><text display-inline="yes-display-inline">by striking subsection (c);</text>
				</paragraph><paragraph commented="no" display-inline="no-display-inline" id="H392E719C9F3349E0AEEAD1C6E88193D"><enum>(4)</enum><text display-inline="yes-display-inline">by striking subsections (h) and (i);</text>
				</paragraph><paragraph commented="no" display-inline="no-display-inline" id="H9FBF1655BE734AA5B12B8F365D28BA20"><enum>(5)</enum><text display-inline="yes-display-inline">by redesignating subsections (d) through
			 (g) as subsections (f) through (i), respectively;</text>
				</paragraph><paragraph commented="no" display-inline="no-display-inline" id="H8A39650C242A49508D9E13C01C47B81"><enum>(6)</enum><text display-inline="yes-display-inline">by inserting after subsection (b) the
			 following:</text>
					<quoted-block display-inline="no-display-inline" id="H0C350F08C8224FA9ABE763D88FFD793" style="OLC">
						<subsection commented="no" display-inline="no-display-inline" id="H9205B1B6E15E49E0AA00AA63FF257409"><enum>(c)</enum><header display-inline="yes-display-inline">Troops-to-cops programs</header>
							<paragraph commented="no" display-inline="no-display-inline" id="H3728DAAA7442494E894B9956B9B12375"><enum>(1)</enum><header display-inline="yes-display-inline">In general</header><text display-inline="yes-display-inline">Grants made under subsection (a) may be
				used to hire former members of the Armed Forces to serve as career law
				enforcement officers for deployment in community-oriented policing,
				particularly in communities that are adversely affected by a recent military
				base closing.</text>
							</paragraph><paragraph commented="no" display-inline="no-display-inline" id="HD4A27FBD3DE04CDABE39ECF412648840"><enum>(2)</enum><header display-inline="yes-display-inline">Definition</header><text display-inline="yes-display-inline">In this subsection, <term>former member of
				the Armed Forces</term> means a member of the Armed Forces of the United States
				who has been honorably discharged from the Armed Forces of the United
				States.</text>
							</paragraph></subsection><subsection commented="no" display-inline="no-display-inline" id="H723FF614D5D3430C9DA5BF60A25FDE9E"><enum>(d)</enum><header display-inline="yes-display-inline">Community prosecutors program</header><text display-inline="yes-display-inline">The Attorney General may make grants under
				subsection (a) to pay for additional community prosecuting programs, including
				programs that assign prosecutors to—</text>
							<paragraph commented="no" display-inline="no-display-inline" id="HFB866DBBAC724F1EB5B80606856F610"><enum>(1)</enum><text display-inline="yes-display-inline">handle cases from specific geographic
				areas; and</text>
							</paragraph><paragraph commented="no" display-inline="no-display-inline" id="HAAD557A97690473ABEEC9D4E04CCD2B4"><enum>(2)</enum><text display-inline="yes-display-inline">address counter-terrorism problems,
				specific violent crime problems (including intensive illegal gang, gun, and
				drug enforcement and quality of life initiatives), and localized violent and
				other crime problems based on needs identified by local law enforcement
				agencies, community organizations, and others.</text>
							</paragraph></subsection><subsection commented="no" display-inline="no-display-inline" id="H9134834668BA4C83A904451ED09E6CF"><enum>(e)</enum><header display-inline="yes-display-inline">Technology grants</header><text display-inline="yes-display-inline">The Attorney General may make grants under
				subsection (a) to develop and use new technologies (including interoperable
				communications technologies, modernized criminal record technology, and
				forensic technology) to assist State and local law enforcement agencies in
				reorienting the emphasis of their activities from reacting to crime to
				preventing crime and to train law enforcement officers to use such
				technologies.</text>
						</subsection><after-quoted-block>;</after-quoted-block></quoted-block>
				</paragraph><paragraph commented="no" display-inline="no-display-inline" id="H6E3D97F7D481440C0000495064C8C1B1"><enum>(7)</enum><text display-inline="yes-display-inline">in subsection (f), as so
			 redesignated—</text>
					<subparagraph commented="no" display-inline="no-display-inline" id="H6BCCBD0A7AE04836A174FFE6CFEBE1E3"><enum>(A)</enum><text display-inline="yes-display-inline">in paragraph (1), by striking <quote>to
			 States, units of local government, Indian tribal governments, and to other
			 public and private entities,</quote>;</text>
					</subparagraph><subparagraph commented="no" display-inline="no-display-inline" id="HA5866319897F4441B5067EDF15217DD"><enum>(B)</enum><text display-inline="yes-display-inline">in paragraph (2), by striking <quote>define
			 for State and local governments, and other public and private entities,</quote>
			 and inserting <quote>establish</quote>;</text>
					</subparagraph><subparagraph commented="no" display-inline="no-display-inline" id="H5F84240A10ED4C4986B9CA001E53EFD7"><enum>(C)</enum><text display-inline="yes-display-inline">in the first sentence of paragraph (3), by
			 inserting <quote>(including regional community policing institutes)</quote>
			 after <quote>training centers or facilities</quote>; and</text>
					</subparagraph><subparagraph commented="no" display-inline="no-display-inline" id="HA50DCBBC2780461184140517FD4958CC"><enum>(D)</enum><text display-inline="yes-display-inline">by adding at the end the following:</text>
						<quoted-block display-inline="no-display-inline" id="HDEDE0ECADE5C4F08B102641642DB8273" style="OLC">
							<paragraph commented="no" display-inline="no-display-inline" id="H04FA0636C4AF41E3BF2D0152EC1B6FCC"><enum>(4)</enum><header display-inline="yes-display-inline">Exclusivity</header><text display-inline="yes-display-inline">The Office of Community Oriented Policing
				Services shall be the exclusive component of the Department of Justice to
				perform the functions and activities specified in this
				paragraph.</text>
							</paragraph><after-quoted-block>;
				</after-quoted-block></quoted-block>
					</subparagraph></paragraph><paragraph commented="no" display-inline="no-display-inline" id="H17FE8E1BC9914875BAB600458579F8B7"><enum>(8)</enum><text display-inline="yes-display-inline">in subsection (g), as so redesignated, by
			 striking <quote>may utilize any component</quote>, and all that follows and
			 inserting <quote>shall use the Office of Community Oriented Policing Services
			 of the Department of Justice in carrying out this part.</quote>;</text>
				</paragraph><paragraph commented="no" display-inline="no-display-inline" id="HEFD8B8C4AB964774BF9FA7F722F647E"><enum>(9)</enum><text display-inline="yes-display-inline">in subsection (h), as so
			 redesignated—</text>
					<subparagraph commented="no" display-inline="no-display-inline" id="HDBCBBE14FB134E18A5DAC84159AEB8B5"><enum>(A)</enum><text display-inline="yes-display-inline">by striking <quote>subsection (a)</quote>
			 the first place that term appears and inserting <quote>paragraphs (1) and (2)
			 of subsection (b)</quote>; and</text>
					</subparagraph><subparagraph commented="no" display-inline="no-display-inline" id="HAA8657E2F6A442CF90F912CFD18F1876"><enum>(B)</enum><text display-inline="yes-display-inline">by striking <quote>in each fiscal year
			 pursuant to subsection (a)</quote> and inserting <quote>in each fiscal year for
			 purposes described in paragraph (1) and (2) of subsection (b)</quote>;</text>
					</subparagraph></paragraph><paragraph commented="no" display-inline="no-display-inline" id="H419174C86AD148D4A8C7A0C4CD371668"><enum>(10)</enum><text display-inline="yes-display-inline">in subsection (i), as so
			 redesignated—</text>
					<subparagraph id="H900D27ABCF394EE3A9C9BADB04B88C8"><enum>(A)</enum><text>by striking
			 <quote>the Federal share shall decrease from year to year for up to 5
			 years</quote> and inserting <quote>unless the Attorney General waives the
			 non-Federal contribution requirement as described in the preceding sentence,
			 the non-Federal share of the costs of hiring or rehiring such officers may be
			 less than 25 percent of such costs for any year during the grant period,
			 provided that the non-Federal share of such costs shall not be less than 25
			 percent in the aggregate for the entire grant period, but the State or local
			 government should make an effort to increase the non-Federal share of such
			 costs during the grant period</quote>; and</text>
					</subparagraph><subparagraph id="H5B7CC3A55831463E009CCBB862009C20"><enum>(B)</enum><text>by adding at the
			 end the following new sentence: <quote>The preceding sentences shall not apply
			 with respect to any program, project, or activity provided by a grant made
			 pursuant to subsection (b)(4).</quote>; and</text>
					</subparagraph></paragraph><paragraph commented="no" display-inline="no-display-inline" id="H584CA346154A48B6AFB36D65B73201E1"><enum>(11)</enum><text display-inline="yes-display-inline">by adding at the end the following:</text>
					<quoted-block display-inline="no-display-inline" id="H31403FA5E6194ADB9C31EF8B3EFE5F3E" style="OLC">
						<subsection commented="no" display-inline="no-display-inline" id="H26204B27B3AB4AD993F3387B1D4347E"><enum>(j)</enum><header display-inline="yes-display-inline">Retention of additional officer
				positions</header><text display-inline="yes-display-inline">For any grant under
				paragraph (1) or (2) of subsection (b) for hiring or rehiring career law
				enforcement officers, a grant recipient shall retain each additional law
				enforcement officer position created under that grant for not less than 12
				months after the end of the period of that grant, unless the Attorney General
				waives, wholly or in part, the retention requirement of a program, project, or
				activity.</text>
						</subsection><after-quoted-block>.</after-quoted-block></quoted-block>
				</paragraph></subsection><subsection commented="no" display-inline="no-display-inline" id="H461FD1AE5E614D21BA71AEF1223B6B31"><enum>(b)</enum><header display-inline="yes-display-inline">Applications</header><text display-inline="yes-display-inline">Section 1702 of the Omnibus Crime Control
			 and Safe Streets Act of 1968 (<external-xref legal-doc="usc" parsable-cite="usc/42/3796dd-1">42 U.S.C. 3796dd–1</external-xref>) is
			 amended—</text>
				<paragraph commented="no" display-inline="no-display-inline" id="HA8E591C61AD64E32BC4D97BDD878FE8F"><enum>(1)</enum><text display-inline="yes-display-inline">in subsection (c)—</text>
					<subparagraph commented="no" display-inline="no-display-inline" id="HB4E5688318F54723B32F816629F681CE"><enum>(A)</enum><text display-inline="yes-display-inline">in the matter preceding paragraph (1), by
			 inserting <quote>, unless waived by the Attorney General</quote> after
			 <quote>under this part shall</quote>; and</text>
					</subparagraph><subparagraph id="H1AFAC2BDBCCF44A4A596BADB3FB774D6"><enum>(B)</enum><text display-inline="yes-display-inline">in paragraph (8), by striking <quote>share
			 of the cost</quote> and all that follows and inserting <quote>share of the
			 costs during the grant period, how the applicant will maintain the increased
			 hiring level of the law enforcement officers, and how the applicant will
			 eventually assume responsibility for all of the costs for such
			 officers;</quote>; and</text>
					</subparagraph></paragraph><paragraph commented="no" display-inline="no-display-inline" id="HA07A8555C1984A03B3BDD3BADEFBC77B"><enum>(2)</enum><text display-inline="yes-display-inline">by striking subsection (d).</text>
				</paragraph></subsection><subsection commented="no" display-inline="no-display-inline" id="H8D584482CE4947769789478052113D76"><enum>(c)</enum><header display-inline="yes-display-inline">Renewal of grants</header><text display-inline="yes-display-inline">Section 1703 of the Omnibus Crime Control
			 and Safe Streets Act of 1968 (<external-xref legal-doc="usc" parsable-cite="usc/42/3796dd-2">42 U.S.C. 3796dd–2</external-xref>) is amended
			 to read as follows:</text>
				<quoted-block display-inline="no-display-inline" id="H06F34F5923924DC8B107CC4303D15477" style="OLC">
					<section commented="no" display-inline="no-display-inline" id="HFDB91037CCA042729953A82349F4C2E" section-type="subsequent-section"><enum>1703.</enum><header display-inline="yes-display-inline">Renewal of grants</header>
						<subsection id="HFB120CF170C6450400BB4E5021513521"><enum>(a)</enum><header>In
				general</header><text>Except as provided in
				<internal-xref idref="H7B6558FCC2D342A4B68C242CAD220D8" legis-path="1703.(b)">subsection (b)</internal-xref>, a grant made under this
				part may be renewed, without limitations on the duration of such renewal, to
				provide additional funds if the Attorney General determines that the funds made
				available to the recipient were used in a manner required under an approved
				application and if the recipient can demonstrate significant progress in
				achieving the objectives of the initial application.</text>
						</subsection><subsection commented="no" display-inline="no-display-inline" id="H7B6558FCC2D342A4B68C242CAD220D8"><enum>(b)</enum><header display-inline="yes-display-inline">Grants for hiring</header><text display-inline="yes-display-inline">Grants made under this part for hiring or
				rehiring additional career law enforcement officers may be renewed for up to 5
				years, except that the Attorney General may waive such 5-year limitation for
				good cause.</text>
						</subsection><subsection commented="no" display-inline="no-display-inline" id="H0691637BE39E4B1687D543A31654A003"><enum>(c)</enum><header display-inline="yes-display-inline">No cost extensions</header><text display-inline="yes-display-inline">Notwithstanding subsections (a) and (b),
				the Attorney General may extend a grant period, without limitations as to the
				duration of such extension, to provide additional time to complete the
				objectives of the initial grant
				award.</text>
						</subsection></section><after-quoted-block>.</after-quoted-block></quoted-block>
			</subsection><subsection commented="no" display-inline="no-display-inline" id="H0995F9223C2144F6875094836F389BE9"><enum>(d)</enum><header display-inline="yes-display-inline">Limitation on use of funds</header><text display-inline="yes-display-inline">Section 1704 of the Omnibus Crime Control
			 and Safe Streets Act of 1968 (<external-xref legal-doc="usc" parsable-cite="usc/42/3796dd-3">42 U.S.C. 3796dd–3</external-xref>) is
			 amended—</text>
				<paragraph commented="no" display-inline="no-display-inline" id="HA6BC22BEB14A48A983983F7E59B87763"><enum>(1)</enum><text display-inline="yes-display-inline">in subsection (a)—</text>
					<subparagraph id="H89E90DEDED494D23A49EC3F71589EA8"><enum>(A)</enum><text>by striking
			 <quote>that would, in the absence of Federal funds received under this part, be
			 made available from State or local sources</quote> and inserting <quote>that
			 the Attorney General determines would, in the absence of Federal funds received
			 under this part, be made available for the purpose of the grant under this part
			 from State or local sources</quote>; and</text>
					</subparagraph><subparagraph id="H0644B0118704479AABEC3360E39AE5F"><enum>(B)</enum><text>by adding at the
			 end the following new sentence: <quote>The preceding sentence shall not apply
			 with respect to funds made available under this part by a grant made pursuant
			 to subsection (a) for the purposes described in subsection (b)(4).</quote>;
			 and</text>
					</subparagraph></paragraph><paragraph commented="no" display-inline="no-display-inline" id="HE5358E244CF346D4BEEC40BEC66C7B16"><enum>(2)</enum><text display-inline="yes-display-inline">by striking subsection (c).</text>
				</paragraph></subsection><subsection id="H91B3BEA35209482BA92E199574565607"><enum>(e)</enum><header>Study of program
			 effectiveness</header><text display-inline="yes-display-inline">Section 1705 of
			 the Omnibus Crime Control and Safe Streets Act of 1968 (42 U.S.C.
			 3796dd–4) is amended by adding at the end the following new
			 subsection:</text>
				<quoted-block display-inline="no-display-inline" id="HEB0DF9F46A8D48428FBEDB8964DD1CF6" style="OLC">
					<subsection id="H40AC35A11ADC4FB991D2FD18689698D4"><enum>(d)</enum><header>Study of program
				effectiveness</header>
						<paragraph id="HD860504800C541D0B9D4CD5BA6286310"><enum>(1)</enum><header>In
				general</header><text>The Attorney General shall provide for a scientific study
				of the effectiveness of the programs, projects, and activities funded under
				this part in reducing crime.</text>
						</paragraph><paragraph id="HF69B23E05D3F498693BF13835B6E5E"><enum>(2)</enum><header>Study</header><text>The
				Attorney General shall select one or more institutions of higher education,
				including historically Black colleges and universities, to conduct the study
				described in
				<internal-xref idref="HD860504800C541D0B9D4CD5BA6286310" legis-path="(d)(1)">paragraph (1)</internal-xref>.</text>
						</paragraph><paragraph id="HC35D2FFBA5E94183B7BD207989ED426"><enum>(3)</enum><header>Reports</header><text>Not
				later than 4 years after the date of the enactment of the
				<short-title>COPS Improvements Act of 2007</short-title>,
				the institution or institutions selected under
				<internal-xref idref="HF69B23E05D3F498693BF13835B6E5E" legis-path="(d)(2)">paragraph (2)</internal-xref> shall report the findings of
				the study described in
				<internal-xref idref="HD860504800C541D0B9D4CD5BA6286310" legis-path="(d)(1)">paragraph (1)</internal-xref> to the Attorney General. Not
				later than 30 days after the receipt of such report, the Attorney General shall
				report such findings to the appropriate committees of Congress, along with any
				recommendations the Attorney General may have relating to the effectiveness of
				the programs, projects, and activities funded under this part in reducing
				crime.</text>
						</paragraph></subsection><after-quoted-block>.</after-quoted-block></quoted-block>
			</subsection><subsection commented="no" display-inline="no-display-inline" id="H1CB8980667E447718CCFFD3229E85CC5"><enum>(f)</enum><header display-inline="yes-display-inline">Enforcement actions</header><text>Section
			 1706 of the Omnibus Crime Control and Safe Streets Act of 1968 (42 U.S.C.
			 3796dd–5) is amended—</text>
				<paragraph commented="no" display-inline="no-display-inline" id="HA3FFD5B315BD481EA22022D8B113B96"><enum>(1)</enum><text display-inline="yes-display-inline">in the section heading, by striking
			 <quote><header-in-text level="section" style="OLC">Revocation or suspension of
			 funding</header-in-text></quote> and inserting <quote><header-in-text level="section" style="OLC">Enforcement actions</header-in-text></quote>;
			 and</text>
				</paragraph><paragraph commented="no" display-inline="no-display-inline" id="H958C5BE3E874494EA2FFB55FA239EBD"><enum>(2)</enum><text display-inline="yes-display-inline">by striking <quote>revoke or
			 suspend</quote> and all that follows and inserting <quote>take any enforcement
			 action available to the Department of Justice.</quote>.</text>
				</paragraph></subsection><subsection commented="no" display-inline="no-display-inline" id="H3231A03A27AD40379142D31B7EAD3E4C"><enum>(g)</enum><header display-inline="yes-display-inline">Definitions</header><text display-inline="yes-display-inline">Section 1709(1) of the Omnibus Crime
			 Control and Safe Streets Act of 1968 (<external-xref legal-doc="usc" parsable-cite="usc/42/3796dd-8">42 U.S.C. 3796dd–8(1)</external-xref>) is
			 amended by inserting <quote>who is a sworn law enforcement officer</quote>
			 after <quote>permanent basis</quote>.</text>
			</subsection><subsection commented="no" display-inline="no-display-inline" id="H4491A4267058479C8B2B16DBB94594FE"><enum>(h)</enum><header display-inline="yes-display-inline">Authorization of
			 appropriations</header><text display-inline="yes-display-inline">Section
			 1001(a)(11) of the Omnibus Crime Control and Safe Streets Act of 1968
			 (42 U.S.C.
			 3793(a)(11)) is amended—</text>
				<paragraph commented="no" display-inline="no-display-inline" id="H2217E223797D4A98BAA2C5189D31FF12"><enum>(1)</enum><text display-inline="yes-display-inline">in subparagraph (A), by striking
			 <quote>1,047,119,000 for each of fiscal years 2006 through 2009</quote> and
			 inserting <quote>1,150,000,000 for each of fiscal years 2008 through
			 2013</quote>; and</text>
				</paragraph><paragraph commented="no" display-inline="no-display-inline" id="H85F2B66DC86049C5AAE4438BF5A0ABDD"><enum>(2)</enum><text display-inline="yes-display-inline">in subparagraph (B)—</text>
					<subparagraph commented="no" display-inline="no-display-inline" id="H77D68D7FEE804305B628EE18FC3F4721"><enum>(A)</enum><text display-inline="yes-display-inline">in the first sentence, by striking <quote>3
			 percent may be used for technical assistance under section 1701(d)</quote> and
			 inserting <quote>5 percent may be used for technical assistance under section
			 1701(f)</quote>; and</text>
					</subparagraph><subparagraph commented="no" display-inline="no-display-inline" id="H6CDC48DF61B04CEBB0ECE367F5397B44"><enum>(B)</enum><text display-inline="yes-display-inline">by striking the second sentence and
			 inserting the following: <quote>Of the funds available for grants under part Q,
			 not less than $600,000,000 shall be used for grants for the purposes specified
			 in section 1701(b), not more than $200,000,000 shall be used for grants under
			 section 1701(d), and not more than $350,000,000 shall be used for grants under
			 section 1701(e).</quote>.</text>
					</subparagraph></paragraph></subsection><subsection commented="no" display-inline="no-display-inline" id="H76CFF83BE976433EBE6C965DEE5771C"><enum>(i)</enum><header display-inline="yes-display-inline">Purposes</header><text display-inline="yes-display-inline">Section 10002 of the Public Safety
			 Partnership and Community Policing Act of 1994 (<external-xref legal-doc="usc" parsable-cite="usc/42/3796dd">42 U.S.C. 3796dd</external-xref> note) is
			 amended—</text>
				<paragraph commented="no" display-inline="no-display-inline" id="HD159B1A5A472476D00D57C93135618B5"><enum>(1)</enum><text display-inline="yes-display-inline">in paragraph (4), by striking
			 <quote>development</quote> and inserting <quote>use</quote>; and</text>
				</paragraph><paragraph commented="no" display-inline="no-display-inline" id="HCE20FCBB68F14AC5B655EEA0FBD0DB61"><enum>(2)</enum><text display-inline="yes-display-inline">in the matter following paragraph (4), by
			 striking <quote>for a period of 6 years</quote>.</text>
				</paragraph></subsection><subsection commented="no" display-inline="no-display-inline" id="H63668C295A4B4A78B3FBE35859C62FFB"><enum>(j)</enum><header display-inline="yes-display-inline">COPS Program improvements</header>
				<paragraph commented="no" display-inline="no-display-inline" id="H287BFC53CEA748A68CAC00E4EF02FCFA"><enum>(1)</enum><header display-inline="yes-display-inline">In general</header><text display-inline="yes-display-inline">Section 109(b) of the Omnibus Crime Control
			 and Safe Streets Act of 1968 (<external-xref legal-doc="usc" parsable-cite="usc/42/3712h">42 U.S.C. 3712h(b)</external-xref>) is
			 amended—</text>
					<subparagraph commented="no" display-inline="no-display-inline" id="H4A6D9436C66447E980C1152970364EC7"><enum>(A)</enum><text display-inline="yes-display-inline">by striking paragraph (1);</text>
					</subparagraph><subparagraph commented="no" display-inline="no-display-inline" id="H05DB86AB0B8B47468F17D440A903CE0"><enum>(B)</enum><text display-inline="yes-display-inline">by redesignating paragraphs (2) and (3) as
			 paragraphs (1) and (2), respectively; and</text>

			 inserting <quote>, except for the program under part Q of this title</quote>

					</subparagraph></paragraph><paragraph commented="no" display-inline="no-display-inline" id="H00A3E62AD06D42C1BC3647D8866745F1"><enum>(2)</enum><header display-inline="yes-display-inline">Law enforcement computer
			 systems</header><text display-inline="yes-display-inline">Section 107 of the
			 Omnibus Crime Control and Safe Streets Act of 1968 (<external-xref legal-doc="usc" parsable-cite="usc/42/3712f">42 U.S.C. 3712f</external-xref>)
			 is amended by adding at the end the following:</text>

				</paragraph></subsection></section><section id="H579B1036C60D4CAD9F11388392198876"><enum>3.</enum><header>Report by
			 Inspector General required</header>
			<subsection id="H5FC945A7F30A4380B7E3F71BED4CE9E"><enum>(a)</enum><header>Report</header><text display-inline="yes-display-inline">Not later than 180 days after the date of
			 the enactment of this Act, the Inspector General of the Department of Justice
			 shall submit to Congress a report on the Public Safety and Community Policing
			 (<quote>COPS ON THE BEAT</quote>) grant program authorized by part Q of title I
			 of the Omnibus Crime Control and Safe Streets Act of 1968 (42 U.S.C. 3796dd et
			 seq.), including the elements described in
			 <internal-xref idref="HC073262D64774686A0E8E5EA3912F9F3" legis-path="3.(b)">subsection (b)</internal-xref>.</text>
			</subsection><subsection id="HC073262D64774686A0E8E5EA3912F9F3"><enum>(b)</enum><header>Elements of
			 report</header><text display-inline="yes-display-inline">The report submitted
			 under
			 <internal-xref idref="H5FC945A7F30A4380B7E3F71BED4CE9E" legis-path="3.(a)">subsection (a)</internal-xref> shall include information on
			 the following, with respect to the grant program described in such
			 subsection:</text>
				<paragraph id="H3DF5DC5B8F924D808D1EE8F26400D110"><enum>(1)</enum><text display-inline="yes-display-inline">The effect of the program on the rate of
			 violent crime, drug offenses, and other crimes.</text>
				</paragraph><paragraph id="HD75D5316F3BA48E08BFDD5A7078C376D"><enum>(2)</enum><text>The degree to
			 which State and local governments awarded a grant under the program contribute
			 State and local funds, respectively, for law enforcement programs and
			 activities.</text>
				</paragraph><paragraph id="H72CEB0FA70DB48F0B1C68CFD6380FCC7"><enum>(3)</enum><text>Any waste, fraud,
			 or abuse within the program.</text>
				</paragraph></subsection><subsection display-inline="no-display-inline" id="H9ACEF5B1908B47AE8F55A723473C25BD"><enum>(c)</enum><header>Random sampling
			 required</header><text>For purposes of
			 <internal-xref idref="H5FC945A7F30A4380B7E3F71BED4CE9E" legis-path="3.(a)">subsection (a)</internal-xref>, the Inspector General of the
			 Department of Justice shall audit and review a random sampling of State and
			 local law enforcement agencies. Such sampling shall include—</text>
				<paragraph id="H004AD35E8105483487A274C34CF0883C"><enum>(1)</enum><text>law enforcement
			 agencies of various sizes;</text>
				</paragraph><paragraph id="H8192D399D0C7488683F06910ADDF646"><enum>(2)</enum><text>law enforcement
			 agencies that serve various populations; and</text>
				</paragraph><paragraph id="HE15FD6F8F608466587574D00E396DBD3"><enum>(3)</enum><text>law enforcement
			 agencies that serve areas of various crime rates.</text>
				</paragraph></subsection></section></legis-body>
