		<section id="H1B6F66B8C731493EBD0042DD5E31BD35" section-type="section-one"><enum>1.</enum><header>Short title</header><text display-inline="no-display-inline">This Act may be cited as the
			 <quote><short-title>Curb Illegal Downloading on College
			 Campuses Act of 2007</short-title></quote>.</text>
		</section><section id="H395737C691EE4908B81472CD33D32E12"><enum>2.</enum><header>Findings</header><text display-inline="no-display-inline">The Congress finds the following:</text>
			<paragraph id="H893EF086BADD45FB915F23CCD97EFF2"><enum>(1)</enum><text display-inline="yes-display-inline">Illegal downloading and online distribution
			 of movies, music, software, games and other intellectual property has increased
			 significantly on college and university campuses.</text>
			</paragraph><paragraph id="H5AC519DB686C4456A5A6A31291E160A9"><enum>(2)</enum><text>Computer systems
			 at colleges and universities are intended primarily to aid in educating and
			 increase research capability among students and faculty. Increased illegal
			 downloading and distribution of content through peer-to-peer networks puts
			 great strain on these systems and imposes significant costs on
			 universities.</text>
			</paragraph><paragraph id="H99239C60D9D04A8EA7C8C0A900706599"><enum>(3)</enum><text>Additional staff
			 and resources are required to respond to notices of illegal downloading,
			 costing more money.</text>
			</paragraph><paragraph id="HF4F2505F39D74A2581A2B41D7C358EDF"><enum>(4)</enum><text>Illegal
			 downloading and file sharing exposes campus networks to computer viruses and
			 worms, and can put sensitive personal and proprietary information at
			 risk.</text>
			</paragraph><paragraph id="HF80F92667870475C91605882458D7CD2"><enum>(5)</enum><text>Programs can be
			 developed that will stop illegal downloading while still maintaining student
			 privacy and academic freedom.</text>
			</paragraph></section><section id="H42BD3CA0ECEE4BA1856B0877CAE51D52"><enum>3.</enum><header>Support through
			 the Fund for the Improvement of Postsecondary Education</header><text display-inline="no-display-inline">Section 741(a) of the Higher Education Act
			 of 1965 (<external-xref legal-doc="usc" parsable-cite="usc/20/1138">20 U.S.C. 1138(a)</external-xref>) is amended—</text>
			<paragraph id="H1A0E3DD6837441B5AAE7352191BC6013"><enum>(1)</enum><text>by striking
			 <quote>and</quote> at the end of paragraph (7);</text>
			</paragraph><paragraph id="H5D936341664E424CA534F7ED09790926"><enum>(2)</enum><text>by striking the
			 period at the end of paragraph (8) and inserting <quote>; and</quote>;
			 and</text>
			</paragraph><paragraph id="H489177DC800F4E4999EDDDF8A4211C00"><enum>(3)</enum><text>by adding at the
			 end the following new paragraph:</text>
				<quoted-block display-inline="no-display-inline" id="H2AEA996417D34169B13DFF5013BB93B" style="OLC">
					<paragraph id="HAE49DCA49A7A4FB6AD5CC8F35D3CA5B4"><enum>(9)</enum><text display-inline="yes-display-inline">supporting efforts to establish pilot
				programs and initiatives to help offset the costs associated with implementing
				model programs and policies on college campuses to reduce illegal downloading
				of copyrighted content in order to—</text>
						<subparagraph id="H08CF2ACCA28B42EDA5FBDFB37DEB68D5"><enum>(A)</enum><text>improve the
				security and integrity of campus computer networks; and</text>
						</subparagraph><subparagraph id="H711022CA567C4909811157BFA826FCFD"><enum>(B)</enum><text>save
				telecommunications bandwidth costs, while ensuring such bandwidth is first and
				foremost made available for research and education-related
				purposes.</text>
