			 <quote><short-title>Bainbridge Island Japanese American
			 Monument Act of 2007</short-title></quote>.</text>

			 adjustment</header>
			<subsection id="H82A2DAE1D4B843DCAEEFC9C5F0078ED9"><enum>(a)</enum><header>In
			 general</header><text>The boundary of the Minidoka Internment National
			 Monument, located in the State of Idaho and established by Presidential
			 Proclamation 7395 of January 17, 2001, is adjusted to include the Nidoto Nai
			 Yoni (<quote>Let it not happen again</quote>) memorial. That memorial—</text>
				<paragraph id="H183365CB37EE4410B6EEAECD7794661"><enum>(1)</enum><text>commemorates the
			 Japanese Americans of Bainbridge Island, Washington, who were the first to be
			 forcibly removed from their homes and relocated to internment camps during
			 World War II under Executive Order No. 9066; and</text>
				</paragraph><paragraph id="H4E9F887C085D4F94B0533DE3CC7605CB"><enum>(2)</enum><text display-inline="yes-display-inline">consists of approximately 8 acres of land
			 owned by the City of Bainbridge Island, Washington, as depicted on the map
			 titled <quote>Bainbridge Island Japanese American Memorial</quote>, numbered
			 194/80,003, and dated September, 2006.</text>
				</paragraph></subsection><subsection id="H5B3F5D049B1349DBA08035A11ECDF85B"><enum>(b)</enum><header>Map</header><text>The
			 map referred to in subsection (a) shall be kept on file and made available for
			 public inspection in the appropriate offices of the National Parks
			 Service.</text>
			</subsection></section><section changed="deleted" id="H43D6CCB63F9842E6B7845C3B0091252D" reported-display-style="strikethrough"><enum>3.</enum><header>Administration of
			 Monument</header>
			<subsection id="HA16E81DB9DD5461EA199123F8035745C"><enum>(a)</enum><header>Administration</header><text>The
			 Secretary of the Interior (hereinafter in this section referred to as the
			 <quote>Secretary</quote>) shall administer the Nidoto Nai Yoni Memorial as part
			 of Minidoka Internment National Monument in accordance with—</text>
				<paragraph id="H21348726368B4EC79651BF296CF24D6"><enum>(1)</enum><text>Presidential
			 Proclamation 7395 of January 17, 2001;</text>
				</paragraph><paragraph id="H154DFCAE830C4D5FB1B0C143DE800F4"><enum>(2)</enum><text>laws and
			 regulations generally applicable to units of the National Park System,
			 including the Act of August 25, 1916 (popularly known as the <quote>National
			 Park Service Organic Act,</quote>; 16 U.S.C. 1 et seq); and</text>
				</paragraph><paragraph id="H0F358BC4031E4752BF079E3268F68BE8"><enum>(3)</enum><text>any agreements
			 entered into pursuant to subsection (b).</text>
				</paragraph></subsection><subsection id="H496D403E83BE4D689EE75ED979C2CED9"><enum>(b)</enum><header>Agreements</header>
				<paragraph id="H6F64D8194F3048AF8967EFA7FA3B2CF1"><enum>(1)</enum><text>For the purposes
			 of defining the role of the National Park Service in administering the Nidoto
			 Nai Yoni Memorial owned by the City of Bainbridge Island, the Secretary is
			 authorized to enter into agreements with—</text>
					<subparagraph id="H954D159F6D6C41B6A889A303711100AD"><enum>(A)</enum><text>the City of
			 Bainbridge Island;</text>
					</subparagraph><subparagraph id="H03130ADA071F4CDE872DE4CC1CEF3229"><enum>(B)</enum><text>the Bainbridge
			 Island Metropolitan Park and Recreational District;</text>
					</subparagraph><subparagraph id="H1A48D727CB5D444E8774F0EE68C3FB83"><enum>(C)</enum><text>the Bainbridge
			 Island Japanese American Community Memorial Committee;</text>
					</subparagraph><subparagraph id="H3E1A672270B5419BB50921B5E90358F1"><enum>(D)</enum><text>the Bainbridge
			 Island Historical Society;</text>
					</subparagraph><subparagraph id="HF3333E480AE646A2A8CF1D5FF703E65B"><enum>(E)</enum><text>successor entities
			 to the entities named in subparagraphs (A) through (D); and</text>
					</subparagraph><subparagraph id="HEB16BA8296F647FC8B3C4004CAE3C13C"><enum>(F)</enum><text>other appropriate
			 individuals or entities, at the discretion of the Secretary.</text>
					</subparagraph></paragraph><paragraph id="H92885520AD114A149246E2F86CBFD6C5"><enum>(2)</enum><text display-inline="yes-display-inline">In order to implement an agreement provided
			 for in paragraph (1), the Secretary may—</text>
					<subparagraph id="H65A9E5AAECBF41F797F9398C3FE73DBD"><enum>(A)</enum><text display-inline="yes-display-inline">make grants to the City of Bainbridge
			 Island for development of an administrative and interpretive facility for the
			 Nidoto Nai Yoni Memorial;</text>
					</subparagraph><subparagraph id="H0C56CCF693A34356B2922E000173E7A2"><enum>(B)</enum><text display-inline="yes-display-inline">enter into a cooperative management
			 agreement with the City of Bainbridge Island, pursuant to section 3(l) of
			 <external-xref legal-doc="public-law" parsable-cite="pl/91/383">Public Law 91–383</external-xref> (16
			 U.S.C. 1a–2(l); popularly known as the <quote>National Park
			 System General Authorities Act</quote>), for the purpose of providing
			 assistance with operation and maintenance of the memorial;</text>
					</subparagraph><subparagraph id="H7381D12C17C44402BB623109CE0491A9"><enum>(C)</enum><text display-inline="yes-display-inline">make grants to other non-Federal entities
			 for other infrastructure projects at the memorial, subject to a match of
			 non-Federal funding equal to the amount of a grant made pursuant to this
			 paragraph; and</text>
					</subparagraph><subparagraph id="H7819B08E5BA34FFB8BE9BAF1D155B656"><enum>(D)</enum><text display-inline="yes-display-inline">make grants or enter into cooperative
			 agreements with non-Federal entities to support development of interpretive
			 media for the memorial.</text>
					</subparagraph></paragraph></subsection><subsection id="HFF07226AD79B4E10A207D1CF6754CE27"><enum>(c)</enum><header>Administrative
			 and visitor use site</header><text>The Secretary is authorized to operate and
			 maintain a site in Seattle, Washington, for administrative and visitor use
			 purposes associated with Minidoka Internment National Monument, using to the
			 greatest extent practicable the facilities and other services of the Seattle
			 unit of the Klondike Gold Rush National Historical Park.</text>
			</subsection><subsection id="H7F94786C548945C3A54E2BA03144561E"><enum>(d)</enum><header>Coordination of
			 interpretive and educational materials and programs</header><text display-inline="yes-display-inline">The Secretary shall coordinate the
			 development of interpretive and educational materials and programs for the
			 Nidoto Nai Yoni Memorial and the Minidoka Internment National Monument site in
			 the State of Idaho with the Manzanar National Historic Site in the State of
			 California.</text>

			 memorial</header>
				<subsection id="IDb0998a76e88a426daa06a5ed5ebb201b"><enum>(a)</enum><header>In
			 General</header><text>The memorial shall be administered as part of the
			 Minidoka Internment National Monument.</text>
				</subsection><subsection id="ID81445b7982b5407cb7e9406e48738229"><enum>(b)</enum><header>Agreements</header><text>To
			 carry out this title, the Secretary may enter into agreements with—</text>
					<paragraph id="ID2148786f91b74563ac5be37081a92c62"><enum>(1)</enum><text>the City of Bainbridge
			 Island, Washington;</text>
					</paragraph><paragraph id="ID75676a158cf34ee591022a3e65e4d3ea"><enum>(2)</enum><text>the Bainbridge Island
			 Metropolitan Park and Recreational District;</text>
					</paragraph><paragraph id="ID15dc25dee0c54f58befed4e77a582d76"><enum>(3)</enum><text>the Bainbridge Island
			 Japanese American Community Memorial Committee;</text>
					</paragraph><paragraph id="IDe6c044b8f73c40b8a3bf4a7257271899"><enum>(4)</enum><text>the Bainbridge Island
			 Historical Society; and</text>
					</paragraph><paragraph id="ID1f72c2859aa34d87956d8c578db251f6"><enum>(5)</enum><text>other appropriate
			 individuals or entities.</text>
					</paragraph></subsection><subsection id="ID30c3767a32a04378aee61fe59da57b69"><enum>(c)</enum><header>Implementation</header><text>To
			 implement an agreement entered into under subsection (a), the Secretary
			 may—</text>
					<paragraph id="ID20d57b0ba7654111b0f2666fc248d490"><enum>(1)</enum><text>enter into a cooperative
			 management agreement relating to the operation and maintenance of the memorial
			 with the City of Bainbridge Island, Washington, in accordance with section
			 3(<italic>l</italic>) of Public law 91–383 (16 U.S.C.
			 1a–2(<italic>l</italic>)); and</text>
					</paragraph><paragraph id="ID0c10f32cfd014832a432687bb499f5a7"><enum>(2)</enum><text>enter into cooperative
			 agreements with, or make grants to, the City of Bainbridge Island, Washington,
			 and other non-Federal entities for the development of facilities,
			 infrastructure, and interpretive media at the memorial, if any Federal funds
			 provided by a grant or through a cooperative agreement are matched with
			 non-Federal funds.</text>
					</paragraph></subsection><subsection id="ID0eb5a309aad6448fb538eece89b45495"><enum>(d)</enum><header>Administration and
			 visitor use site</header><text>The Secretary may operate and maintain a site in
			 the State of Washington for administrative and visitor use purposes associated
			 with the Minidoka Internment National Monument.</text>
				</subsection></section></title><title changed="added" id="id3450F525812A446E84BB4D8E1E655E49" reported-display-style="italic"><enum>II</enum><header>Establishment of
			 Minidoka National Historic Site</header>
			<section id="IDf9df7d05c4fd40cc98819ea4493d349d"><enum>201.</enum><header>Definitions</header><text display-inline="no-display-inline">In this title:</text>
				<paragraph id="idA52F7A2CA29945FDA31B862763021992"><enum>(1)</enum><header>Historic
			 site</header><text>The term <term>Historic Site</term> means the Minidoka
			 National Historic Site established by section 202(a).</text>
				</paragraph><paragraph commented="no" display-inline="no-display-inline" id="ID6e95f20aa184459b9987309586099915"><enum>(2)</enum><header>Minidoka
			 Map</header><text>The term <term>Minidoka Map</term> means the map entitled
			 <quote>Minidoka National Historic Site, Proposed Boundary Map</quote>, numbered
			 194/80,004, and dated December 2006.</text>
				</paragraph></section><section id="id0F6DA5527D854A0385D0177D8FBDCFD6"><enum>202.</enum><header>Establishment</header>
				<subsection id="ID2f0465333c074803adbb43f11f4e0703"><enum>(a)</enum><header>National historic
			 site</header><text>In order to protect, preserve, and interpret the resources
			 associated with the former Minidoka Relocation Center where Japanese Americans
			 were incarcerated during World War II, there is established the Minidoka
			 National Historic Site.</text>
				</subsection><subsection id="idA76EE027E49246BA8A1D0073C7F8EE26"><enum>(b)</enum><header>Minidoka Internment
			 National Monument</header>
					<paragraph id="idA97E24928D3D4099B376F7ACE8F5238D"><enum>(1)</enum><header>In
			 general</header><text>The Minidoka Internment National Monument (referred to in
			 this title as the <quote>Monument)</quote>, as described in Presidential
			 Proclamation 7395 of January 17, 2001, is abolished.</text>
					</paragraph><paragraph id="idADDBB51260D844F7A85D0126BAB6F74B"><enum>(2)</enum><header>Incorporation</header><text>The
			 land and any interests in the land at the Monument are incorporated within, and
			 made part of, the Historic Site.</text>
					</paragraph><paragraph id="idA6401E1FE8B1407AB1801D6A167C291B"><enum>(3)</enum><header>Funds</header><text>Any
			 funds available for purposes of the Monument shall be available for the
			 Historic Site.</text>
					</paragraph></subsection><subsection id="ID852b581bbec0460fa23352294175c4ae"><enum>(c)</enum><header>References</header><text>Any
			 reference in a law (other than in this title), map, regulation, document,
			 record, or other paper of the United States to the <quote>Minidoka Internment
			 National Monument</quote> shall be considered to be a reference to the
			 <quote>Minidoka National Historic Site</quote>.</text>
				</subsection></section><section id="ID041d831ee88443f99fa17c78b7e4c812"><enum>203.</enum><header>Boundary of Historic
			 Site</header>
				<subsection id="ID634eca31d8834994aa65b4a3ee175de8"><enum>(a)</enum><header>Boundary</header><text>The
			 boundary of the Historic Site shall include—</text>
					<paragraph id="ID22bfef4cd56e46dcb7b90acf9c6343b8"><enum>(1)</enum><text>approximately 292 acres
			 of land, as depicted on the Minidoka Map; and</text>
					</paragraph><paragraph id="IDd48d62b0530148a896242623f41e9d99"><enum>(2)</enum><text>approximately 8 acres of
			 land, as described in section 101(a)(2).</text>
					</paragraph></subsection><subsection commented="no" display-inline="no-display-inline" id="ID659adabdacc14c8ea764789b29de2b7b"><enum>(b)</enum><header>Availability of
			 map</header><text>The Minidoka Map shall be on file and available for public
			 inspection in the appropriate offices of the National Park Service.</text>
				</subsection></section><section id="IDf5af8a8f1ae44f50b381a5b88db1b845"><enum>204.</enum><header>Land transfers and
			 acquisition</header>
				<subsection id="ID85c72ae5e69b4ec79d8818afcf6c476b"><enum>(a)</enum><header>Transfer from Bureau of
			 Reclamation</header><text>Administrative jurisdiction over the land identified
			 on the Minidoka Map as <quote>BOR parcel 1</quote> and <quote>BOR parcel
			 2</quote>, including any improvements on, and appurtenances to, the parcels, is
			 transferred from the Bureau of Reclamation to the National Park Service for
			 inclusion in the Historic Site.</text>
				</subsection><subsection id="ID510f607e9e64455ea5c671a6574dc8a4"><enum>(b)</enum><header>Transfer from Bureau of
			 Land Management</header><text>Administrative jurisdiction over the land
			 identified on the Minidoka Map as <quote>Public Domain Lands</quote> is
			 transferred from the Bureau of Land Management to the National Park Service for
			 inclusion in the Historic Site, and the portions of any prior Secretarial
			 orders withdrawing the land are revoked.</text>
				</subsection><subsection id="IDea589522923b4166a844f81ccce974f3"><enum>(c)</enum><header>Acquisition
			 authority</header><text>The Secretary may acquire any land or interest in land
			 located within the boundary of the Historic Site, as depicted on the Minidoka
			 Map, by—</text>
					<paragraph id="id0FFD3BF6C68349949C36C4403F5A4543"><enum>(1)</enum><text>donation;</text>
					</paragraph><paragraph id="id365D48A94356455380D67CE7C9C302E3"><enum>(2)</enum><text>purchase with donated or
			 appropriated funds from a willing seller; or</text>
					</paragraph><paragraph id="idE6BF445EBD8C4552836E6AA13DBCBB93"><enum>(3)</enum><text>exchange.</text>
					</paragraph></subsection></section><section id="IDb6feba1a076d4448b4ba123fe49612df"><enum>205.</enum><header>Administration</header>
				<subsection id="IDb812ac2d2cf8491f8b293c7eeeed0fd4"><enum>(a)</enum><header>In
			 general</header><text>The Historic Site shall be administered in accordance
			 with—</text>
					<paragraph id="id181FAC81B09349778A11EB59B3113B5E"><enum>(1)</enum><text>this Act; and</text>
					</paragraph><paragraph id="idC81B2BA828B94F22BE294D83B956DD35"><enum>(2)</enum><text>laws (including
			 regulations) generally applicable to units of the National Park System,
			 including—</text>
						<subparagraph id="idEDFCCEF8E2B44FB0B546D332A0AF90FD"><enum>(A)</enum><text>the National Park Service
			 Organic Act (<external-xref legal-doc="usc" parsable-cite="usc/16/1">16 U.S.C. 1 et seq.</external-xref>); and</text>
						</subparagraph><subparagraph id="idF2455A62247148D69C65A463543961CE"><enum>(B)</enum><text>the Act of August 21,
			 1935 (<external-xref legal-doc="usc" parsable-cite="usc/16/461">16 U.S.C. 461 et seq.</external-xref>).</text>
						</subparagraph></paragraph></subsection><subsection id="id272450EC02D44AAB97E931B2EDBA0F3D"><enum>(b)</enum><header>Interpretation and
			 education</header>
					<paragraph id="ID2602bc1a6e3546d98343bce653d8fba0"><enum>(1)</enum><header>In
			 general</header><text>The Secretary shall interpret—</text>
						<subparagraph id="id00659B69C4AB456DB01348E05068B0A1"><enum>(A)</enum><text>the story of the
			 relocation of Japanese Americans during World War II to the Minidoka Relocation
			 Center and other centers across the United States;</text>
						</subparagraph><subparagraph id="id7FBAFA976BBC4EB9A0D0D2CB2BB09D17"><enum>(B)</enum><text>the living conditions of
			 the relocation centers;</text>
						</subparagraph><subparagraph id="id68ADE1B05F0B4E58802071632BE850EB"><enum>(C)</enum><text>the work performed by the
			 internees at the relocation centers; and</text>
						</subparagraph><subparagraph id="id5A9EB4467E9949DE96400A11A2D32D5A"><enum>(D)</enum><text>the contributions to the
			 United States military made by Japanese Americans who had been interned.</text>
						</subparagraph></paragraph><paragraph id="ID4573b252788649088909b58e0f1de9c6"><enum>(2)</enum><header>Oral
			 histories</header><text>To the extent feasible, the collection of oral
			 histories and testimonials from Japanese Americans who were confined shall be a
			 part of the interpretive program at the Historic Site.</text>
					</paragraph><paragraph id="IDc9b6a34aca7e4d85a402d1179731dd25"><enum>(3)</enum><header>Coordination</header><text>The
			 Secretary shall coordinate the development of interpretive and educational
			 materials and programs for the Historic Site with the Manzanar National
			 Historic Site in the State of California.</text>
					</paragraph></subsection><subsection id="ID1dabd4e62bf54b18be902fac83faf780"><enum>(c)</enum><header>Bainbridge Island
			 Japanese American Memorial</header><text>The Bainbridge Island Japanese
			 American Memorial shall be administered in accordance with section 102.</text>
				</subsection><subsection commented="no" display-inline="no-display-inline" id="ID942b0cc1762249ff83c6e7f9400fbe90"><enum>(d)</enum><header>Continued agricultural
			 use</header><text>In keeping with the historical use of the land following the
			 decommission of the Minidoka Relocation Center, the Secretary may issue a
			 special use permit or enter into a lease to allow agricultural uses within the
			 Historic Site under appropriate terms and conditions, as determined by the
			 Secretary.</text>
				</subsection></section><section id="IDf9fa5cd1609249c2ba49379949e19bad"><enum>206.</enum><header>Disclaimer of interest
			 in land</header>
				<subsection id="ID1193634e76de45cd883ae28a04e11e22"><enum>(a)</enum><header>In
			 general</header><text>The Secretary may issue to Jerome County, Idaho, a
			 document of disclaimer of interest in land for the parcel identified as
			 <quote>Tract No. 2</quote>—</text>
					<paragraph id="id6756C32425024B8EAF96580AFBF7AC27"><enum>(1)</enum><text>in the final order of
			 condemnation, for the case numbered 2479, filed on January 31, 1947, in the
			 District Court of the United States, in and for the District of Idaho, Southern
			 Division; and</text>
					</paragraph><paragraph id="id1A91FA8AD1BC4C559EF3B28FAA064A29"><enum>(2)</enum><text>on the Minidoka
			 Map.</text>
					</paragraph></subsection><subsection id="ID3a67491dfa4c485b9c87604fe17bfe83"><enum>(b)</enum><header>Process</header><text>The
			 Secretary shall issue the document of disclaimer of interest in land under
			 subsection (a) in accordance with section 315(b) of
			 <act-name parsable-cite="FLPMA">Federal Land Policy and Management Act of
			 1976</act-name> (<external-xref legal-doc="usc" parsable-cite="usc/43/1745">43 U.S.C. 1745(b)</external-xref>).</text>
				</subsection><subsection id="ID6d4ccb6e431647be98247e3fdf30f18e"><enum>(c)</enum><header>Effect</header><text>The
			 issuance by the Secretary of the document of disclaimer of interest in land
			 under subsection (a) shall have the same effect as a quit-claim deed issued by
			 the United States.</text>
				</subsection></section></title><title changed="added" id="id41D8DDB9EC124EA2937B47D1A0124FCC" reported-display-style="italic"><enum>III</enum><header>Conveyance of American
			 Falls Reservoir District Number 2</header>
			<section id="ID32027d2380da4fc89e24f6c4f62357e5"><enum>301.</enum><header>Definitions</header><text display-inline="no-display-inline">In this title:</text>
				<paragraph id="id8AAE22992C134ECDB72894A5478338ED"><enum>(1)</enum><header>Agreement</header><text>The
			 term <term>Agreement</term> means Agreement No. 5–07–10–L1688 between the
			 United States and the District, entitled <quote>Agreement Between the United
			 States and the American Falls Reservoir District No. 2 to Transfer Title to the
			 Federally Owned Milner-Gooding Canal and Certain Property Rights, Title and
			 Interest to the American Falls Reservoir District No. 2</quote>.</text>
				</paragraph><paragraph commented="no" display-inline="no-display-inline" id="id7C9DD1E6DD874B4D81E6B5DBB1BED46A"><enum>(2)</enum><header>District</header><text>The
			 term <term>District</term> means the American Falls Reservoir District No. 2,
			 located in Jerome, Lincoln, and Gooding Counties, of the State.</text>
				</paragraph></section><section id="id334B3D3132FB4A18B9A72FC8909680CA"><enum>302.</enum><header>Authority to convey
			 title</header>
				<subsection id="IDe69764f6a3964dc7ad701fbb670dfb5c"><enum>(a)</enum><header>In
			 general</header><text>In accordance with all applicable law and the terms and
			 conditions set forth in the Agreement, the Secretary may convey—</text>
					<paragraph id="IDc03a6ca5705748dba5a4a1d6093bd04f"><enum>(1)</enum><text>to the District all
			 right, title, and interest in and to the land and improvements described in
			 Appendix A of the Agreement, subject to valid existing rights;</text>
					</paragraph><paragraph id="ID08232d088a604907aad7f65c83076cf4"><enum>(2)</enum><text>to the city of Gooding,
			 located in Gooding County, of the State, all right, title, and interest in and
			 to the 5.0 acres of land and improvements described in Appendix D of the
			 Agreement; and</text>
					</paragraph><paragraph id="ID08d4fa339fdc4cc99b48e218d36feccf"><enum>(3)</enum><text>to the Idaho Department
			 of Fish and Game all right, title, and interest in and to the 39.72 acres of
			 land and improvements described in Appendix D of the Agreement.</text>
					</paragraph></subsection><subsection id="IDb174e59c9e89459bab457d488d0c3c93"><enum>(b)</enum><header>Compliance with
			 agreement</header><text>All parties to the conveyance under subsection (a)
			 shall comply with the terms and conditions of the Agreement, to the extent
			 consistent with this Act.</text>
				</subsection></section><section id="IDa4792b87d84a464cbf0ed7bd77aa97f5"><enum>303.</enum><header>Compliance with other
			 laws</header>
				<subsection id="id6B23AC39D9DD42E6823119EB9139D5B0"><enum>(a)</enum><header>In
			 general</header><text display-inline="yes-display-inline">On conveyance of the
			 land and improvements under section 302(a)(1), the District shall comply with
			 all applicable Federal, State, and local laws (including regulations) in the
			 operation of each facility transferred.</text>
				</subsection><subsection id="idCF581FDCCFB144AFB8B074138130C893"><enum>(b)</enum><header>Applicable
			 authority</header><text display-inline="yes-display-inline">Nothing in this
			 title modifies or otherwise affects the applicability of Federal reclamation
			 law (the Act of June 17, 1902 (32 Stat. 388, chapter 1093), and
			 Acts supplemental to and amendatory of that Act (<external-xref legal-doc="usc" parsable-cite="usc/43/371">43 U.S.C. 371 et seq.</external-xref>)) to project
			 water provided to the District.</text>
				</subsection></section><section id="IDc8eb5b0d5bf04c52853c8d43060dbe92"><enum>304.</enum><header>Revocation of
			 withdrawals</header>
				<subsection id="idEEFD4B41DC334D69B1682B91F54A09E0"><enum>(a)</enum><header>In
			 general</header><text display-inline="yes-display-inline">The portions of the
			 Secretarial Orders dated March 18, 1908, October 7, 1908, September 29, 1919,
			 October 22, 1925, March 29, 1927, July 23, 1927, and May 7, 1963, withdrawing
			 the approximately 6,900 acres described in Appendix E of the Agreement for the
			 purpose of the Gooding Division of the Minidoka Project, are revoked.</text>
				</subsection><subsection id="id0E3624A987F649949E7A0A7503D6DA78"><enum>(b)</enum><header>Management of withdrawn
			 land</header><text display-inline="yes-display-inline">The Secretary, acting
			 through the Director of the Bureau of Land Management, shall manage the
			 withdrawn land described in subsection (a) subject to valid existing
			 rights.</text>
				</subsection></section><section id="ID8668e4ea4bd249d4a9f9ae6d134fd1fb"><enum>305.</enum><header>Liability</header>
				<subsection id="idF0CD3BBA158F44ACB754808327DCF196"><enum>(a)</enum><header>In
			 general</header><text display-inline="yes-display-inline">Subject to subsection
			 (b), upon completion of a conveyance under section 302, the United States shall
			 not be liable for damages of any kind for any injury arising out of an act,
			 omission, or occurrence relating to the land (including any improvements to the
			 land) conveyed under the conveyance.</text>
				</subsection><subsection id="id94FDE92D541B478290B7A48D25CF6E30"><enum>(b)</enum><header>Exception</header><text display-inline="yes-display-inline">Subsection (a) shall not apply to liability
			 for damages resulting from an injury caused by any act of negligence committed
			 by the United States (or by any officer, employee, or agent of the United
			 States) before the date of completion of the conveyance.</text>
				</subsection><subsection id="idF5FA397D3AC64673ACF077483FE4AD05"><enum>(c)</enum><header>Federal tort claims
			 act</header><text display-inline="yes-display-inline">Nothing in this section
			 increases the liability of the United States beyond that provided in chapter
			 171 of title 28, United States Code.</text>
				</subsection></section><section id="IDb0dd3c8adc4a416bb837e4acf8aa7769"><enum>306.</enum><header>Future
			 benefits</header>
				<subsection id="id3555BB6076C1461C80D9FB095F23A11C"><enum>(a)</enum><header>Responsibility of the
			 district</header><text display-inline="yes-display-inline">After completion of
			 the conveyance of land and improvements to the District under section
			 302(a)(1), and consistent with the Agreement, the District shall assume
			 responsibility for all duties and costs associated with the operation,
			 replacement, maintenance, enhancement, and betterment of the transferred land
			 (including any improvements to the land).</text>
				</subsection><subsection id="idACF6FB280FCC4554B918429E0C41AAB3"><enum>(b)</enum><header>Eligibility for federal
			 funding</header>
					<paragraph id="id1999D182400940CA92210CF1AA3CF291"><enum>(1)</enum><header>In
			 general</header><text display-inline="yes-display-inline">Except as provided in
			 paragraph (2), the District shall not be eligible to receive Federal funding to
			 assist in any activity described in subsection (a) relating to land and
			 improvements transferred under section 302(a)(1).</text>
					</paragraph><paragraph id="id17AAA7A48AE344C4941BA3A1CC7772D3"><enum>(2)</enum><header>Exception</header><text display-inline="yes-display-inline">Paragraph (1) shall not apply to any
			 funding that would be available to a similarly situated nonreclamation
			 district, as determined by the Secretary.</text>
					</paragraph></subsection></section><section id="IDadbe2c1d217549a09c9fd9431a2fb99f"><enum>307.</enum><header>National Environmental
			 Policy Act</header><text display-inline="no-display-inline">Before completing
			 any conveyance under this title, the Secretary shall complete all actions
			 required under—</text>
				<paragraph id="idF66D5351965D41BB9150EF23C2AA727F"><enum>(1)</enum><text display-inline="yes-display-inline">the National Environmental Policy Act of
			 1969 (<external-xref legal-doc="usc" parsable-cite="usc/42/4321">42 U.S.C. 4321 et seq.</external-xref>);</text>
				</paragraph><paragraph id="idF5DC65CB239A4DD98DDDC23AD26E05DF"><enum>(2)</enum><text display-inline="yes-display-inline">the Endangered Species Act of 1973 (16
			 U.S.C. 1531 et seq.);</text>
				</paragraph><paragraph id="id57B0D7515A1941AABC2B2C5DEBC18131"><enum>(3)</enum><text display-inline="yes-display-inline">the National Historic Preservation Act (16
			 U.S.C. 470 et seq.); and</text>
				</paragraph><paragraph id="id785E036C1C224B64B22E256036E8551C"><enum>(4)</enum><text display-inline="yes-display-inline">all other applicable laws (including
			 regulations).</text>
				</paragraph></section><section id="ID34024cb1e75941a7b649143e35a73241"><enum>308.</enum><header>Payment</header>
				<subsection id="ID95665e7f9f5d4320a4752f792f2644e9"><enum>(a)</enum><header>Fair market value
			 requirement</header><text>As a condition of the conveyance under section
			 302(a)(1), the District shall pay the fair market value for the withdrawn lands
			 to be acquired by them, in accordance with the terms of the Agreement.</text>
				</subsection><subsection commented="no" display-inline="no-display-inline" id="IDc6ed74f541e5486db33a4b03ea2bf9b5"><enum>(b)</enum><header>Grant for building
			 replacement</header><text>As soon as practicable after the date of enactment of
			 this Act, and in full satisfaction of the Federal obligation to the District
			 for the replacement of the structure in existence on that date of enactment
			 that is to be transferred to the National Park Service for inclusion in the
			 Minidoka National Historic Site, the Secretary, acting through the Commissioner
			 of Reclamation, shall provide to the District a grant in the amount of $52,996,
			 in accordance with the terms of the Agreement.</text>
				</subsection></section></title><title changed="added" id="idE2DBF622F2234690AB9C3E11B1EFBB7D" reported-display-style="italic"><enum>IV</enum><header>Authorization of
			 appropriations</header>
			<section id="id99ED83D1AB2C4F3CA6C1C794AE1EAA05"><enum>401.</enum><header>Authorization of
			 appropriations</header><text display-inline="no-display-inline">There are
			 authorized to be appropriated such sums as are necessary to carry out this
			 Act.</text>
			</section></title></legis-body><official-title-amendment>Amend the title so as to read:
	 <quote>To include the Japanese American Memorial in Bainbridge Island,
	 Washington, in the Minidoka Internment National Monument, to establish the
	 Minidoka National Historic Site, to convey the Gooding Division of the Minidoka
