<official-title>To require the Secretary of the Treasury to mint coins in commemoration of the Model T Ford Automobile and the 100th anniversary of the Highland Park Plant, Michigan, the birthplace of the assembly line, and for other purposes.</official-title>

<section id="H2F500694B15D459EAAD548796B977B4E" section-type="section-one" display-inline="no-display-inline"><enum>1.</enum><header>Short title</header><text display-inline="no-display-inline">This Act may be cited as the <quote><short-title>Model T Ford Automobile Commemorative Coin Act</short-title></quote>.</text></section> 
<section id="H610645914F4640C187A3B298E2A9F511"><enum>2.</enum><header>Findings</header><text display-inline="no-display-inline">The Congress finds the following:</text> 
<paragraph id="H26B643EE6C9E4429835834417D6CD61"><enum>(1)</enum><text>More than 15,000,000 Model T Fords were produced between October 1, 1908, and May 26, 1927.</text></paragraph> 
<paragraph id="H54826F5B1CF24A6200E28725C518B11C"><enum>(2)</enum><text>By fostering unprecedented personal mobility, the Model T drove the transformation of the landscape, the economy, and the social life of America.</text></paragraph> 
<paragraph id="H5F80BD09086C416E8588BD5E009B7F09"><enum>(3)</enum><text>The assembly line developed for Model T production became the characteristic mode of production in the 20th century and made manufactured goods available in unprecedented abundance.</text></paragraph> 
<paragraph id="HFD1E5EC38891440E0003BFD7C8B5DACF"><enum>(4)</enum><text>The vast numbers of high wage, low skill jobs needed on assembly lines gave millions of Americans access to a middle class life.</text></paragraph> 
<paragraph id="H8CDF9E33FAB146359B409891FCB1001"><enum>(5)</enum><text>At the height of its popularity, the Model T was manufactured in 20 countries, on every continent except Antarctica.</text></paragraph> 
<paragraph id="H828A025F58984804B72556269482F8B1"><enum>(6)</enum><text>In 1999 a panel of automotive experts from across the globe chose the Model T as the <quote>Car of the Century</quote> because of its pervasive, enduring influence.</text></paragraph> 
<paragraph id="H2D7ED6AB2B9C426E871CCBF9CF53D38"><enum>(7)</enum><text>2010 will mark the 100th anniversary of the Highland Park Plant, the birthplace of the assembly line.</text></paragraph></section> 
<section id="HAA5E048239D7411D89C541AFB1B659B"><enum>3.</enum><header>Coin specifications</header> 
<subsection id="H281B13BA8B4B48158227762B887694C0"><enum>(a)</enum><header>Denomination</header><text>In commemoration of the 100th anniversary of the Model T Ford Automobile, the Secretary of the Treasury (hereafter in this Act referred to as the <quote>Secretary</quote>) shall mint and issue not more than 500,000 $1 coins, each of which shall—</text> 
<paragraph id="HB5409B863421483EBE59732F002EB4BA"><enum>(1)</enum><text>weigh 26.73 grams;</text></paragraph> 
<paragraph id="H1A2F374EA1A349FB9BEFE8B48D00C1D0"><enum>(2)</enum><text>have a diameter of 1.500 inches; and</text></paragraph> 
<paragraph id="HA45AE2E72C6F400D89E279C436BACF6E"><enum>(3)</enum><text>contain 90 percent silver and 10 percent copper.</text></paragraph></subsection> 
<subsection id="H5DD17B7AFF044F32BACE8CA1AAEDB6C4"><enum>(b)</enum><header>Legal tender</header><text>The coins minted under this Act shall be legal tender, as provided in <external-xref legal-doc="usc" parsable-cite="usc/31/5103">section 5103</external-xref> of title 31, United States Code.</text></subsection> 
<subsection id="HC7B11BD160D643F0BCECD7DFB4EFAAAB"><enum>(c)</enum><header>Numismatic items</header><text>For purposes of sections <external-xref legal-doc="usc" parsable-cite="usc/31/5134">5134</external-xref> and <external-xref legal-doc="usc" parsable-cite="usc/31/5136">5136</external-xref> of title 31, United States Code, all coins minted under this Act shall be considered to be numismatic items.</text></subsection></section> 
<section id="HFEA000E9AD0C495BAE1EE806B46DC79"><enum>4.</enum><header>Design of coins</header> 
<subsection id="H94163A0D74EE4CC3B8F27185D260CD43"><enum>(a)</enum><header>Design requirements</header> 
<paragraph id="HDE80055B34C94703B8A576B466862502"><enum>(1)</enum><header>In general</header><text>The design of the coins minted under this Act shall be emblematic of the Model T Ford and the assembly line.</text></paragraph> 
<paragraph id="H020F62CA33E44A0EB6F55E0014476CE"><enum>(2)</enum><header>Designation and inscriptions</header><text>On each coin minted under this Act there shall be—</text> 
<subparagraph id="HF0D9C34E44784544A9F95C8186B2E48E"><enum>(A)</enum><text>a designation of the value of the coin; and</text></subparagraph> 
<subparagraph id="H6AA685DA90454984AFCCA0A1E99CA8AA"><enum>(B)</enum><text>inscriptions of the words <quote>Liberty</quote>, <quote>In God We Trust</quote>, <quote>United States of America</quote>, and <quote>E Pluribus Unum</quote>.</text></subparagraph></paragraph></subsection> 
<subsection id="HEBDF36263D8D48F7964B9439F40093D5"><enum>(b)</enum><header>Selection</header><text>The design for the coins minted under this Act shall be—</text> 
<paragraph id="H3A0EB5E5F1324A98A8BDEDB8D6E6571"><enum>(1)</enum><text>selected by the Secretary after consultation with the Commission of Fine Arts; and</text></paragraph> 
<paragraph id="H561F291C43C74BA4A3C6CDC5471EED21"><enum>(2)</enum><text>reviewed by the Citizens Coinage Advisory Committee.</text></paragraph></subsection></section> 
<section id="HB9A81316CFE24450A300E41E09D958A3"><enum>5.</enum><header>Issuance of coins</header> 
<subsection id="H11D7D02DB8EE4E708DA162469B36D919"><enum>(a)</enum><header>Quality of coins</header><text>Coins minted under this Act shall be issued in uncirculated and proof qualities.</text></subsection> 
<subsection id="H19CC552C0DBC469BB6A9EF2ED8A581BE"><enum>(b)</enum><header>Commencement of issuance</header><text>The Secretary may issue coins minted under this Act beginning on January 1, 2010.</text></subsection> 
<subsection id="H4F886908E209401296C7E600AA2129C3"><enum>(c)</enum><header>Termination of minting authority</header><text>No coins may be minted under this Act after December 31, 2010.</text></subsection></section> 
<section id="H7A939DA7DD264F99A362D0E6EFFA7B68" display-inline="no-display-inline" section-type="subsequent-section"><enum>6.</enum><header>Sale of coins</header> 
<subsection id="H108F9CD07FAC4841A3A9FF258C376B7"><enum>(a)</enum><header>Sale price</header><text>Notwithstanding any other provision of law, the coins issued under this Act shall be sold by the Secretary at a price equal to the sum of the face value of the coins, the surcharge required under section 7(a) for the coins, and the cost of designing and issuing such coins (including labor, materials, dies, use of machinery, overhead expenses, and marketing).</text></subsection> 
<subsection id="H4413E86579A046498DC10500F96602D4"><enum>(b)</enum><header>Bulk sales</header><text>The Secretary shall make bulk sales of the coins issued under this Act at a reasonable discount.</text></subsection> 
<subsection id="H7ED6DF307B304D86BC755137BE73AD3F"><enum>(c)</enum><header>Prepaid orders at a discount</header> 
<paragraph id="H11C1FB81498347C49B70E10439A4D4A1"><enum>(1)</enum><header>In general</header><text>The Secretary shall accept prepaid orders for the coins minted under this Act before the issuance of such coins.</text></paragraph> 
<paragraph id="H294066277D344B0D957E93FFBC25C14C"><enum>(2)</enum><header>Discount</header><text>Sale prices with respect to prepaid orders under paragraph (1) shall be at a reasonable discount.</text></paragraph></subsection></section> 
<section id="H7AB0DB9E0C894B29B07ED9750276B134"><enum>7.</enum><header>Surcharges</header> 
<subsection id="H2FBC0A489CD840BEBD5FBC367CA5C62C"><enum>(a)</enum><header>In general</header><text>All sales of coins minted under this Act shall include a surcharge of $10 per coin.</text></subsection> 
<subsection id="H9AD52E0A33E043269B1F67BC1FFAE690"><enum>(b)</enum><header>Distribution</header><text>Subject to <external-xref legal-doc="usc" parsable-cite="usc/31/5134">section 5134(f)</external-xref> of title 31, United States Code, the first $5,000,000 of the surcharges received by the Secretary from the sale of coins issued under this Act shall be paid by the Secretary as follows:</text> 
<paragraph id="H11B8FBCF6F244F7BBBDEEFF37B91303E"><enum>(1)</enum><header>Motor cities national heritage area</header><text>Up to ½ to the Automobile National Heritage Area Partnership Inc. for creating an endowment for—</text> 
<subparagraph id="H82AF4473795947F7A8866D0000A751E"><enum>(A)</enum><text>supporting the celebration and preservation of the Model T story; and</text></subparagraph> 
<subparagraph id="H545AB2E1AE354628A2E550545847F7DE"><enum>(B)</enum><text>maintaining and expanding national Model T educational programs.</text></subparagraph></paragraph> 
<paragraph id="HA639E82D1A8B4616BA5ED10032EC9BEB"><enum>(2)</enum><header>The edison institute</header><text>Up to ½ to the Edison Institute, otherwise known as <quote>The Henry Ford</quote>, in Dearborn, Michigan, a National Historic Landmark, for creating an endowment for maintaining and expanding displays and developing educational programs associated with the Model T Ford Automobile.</text></paragraph></subsection> 
<subsection id="H2342640CFFEB494CA90552FB86874020"><enum>(c)</enum><header>Audits</header><text>Each organization that receives any payment from the Secretary under this section shall be subject to the audit requirements of <external-xref legal-doc="usc" parsable-cite="usc/31/5134">section 5134(f)(2)</external-xref> of title 31, United States Code.</text></subsection></section>
