		<section id="HFB6BF40E5F094F308C01A4FA37DBFD00" section-type="section-one"><enum>1.</enum><header>Short title</header><text display-inline="no-display-inline">This Act may be cited as the
			 <quote><short-title>8(a) Modernization
			 Act</short-title></quote>.</text>
		</section><section id="H62FF163F6B8741F6AC21B2A6CEFC9902"><enum>2.</enum><header>Findings</header><text display-inline="no-display-inline">Congress finds that—</text>
			<paragraph id="H857B59352D90496787810761A451EA82"><enum>(1)</enum><text display-inline="yes-display-inline">when the 8(a) program was implemented in
			 1968, the thresholds for noncompetitive contracts were $3,000,000 and
			 $5,000,000 (for manufacturing), and today those thresholds have risen to only
			 $3,500,000 and $5,500,000, respectively, a rate of growth far overtaken by
			 inflation; and</text>
			</paragraph><paragraph id="H296587038AFC4E709F009CA340E71623"><enum>(2)</enum><text display-inline="yes-display-inline">when the 8(a) program was implemented in
			 1968, the net worth limit was $250,000, and today that limit is exactly the
			 same.</text>
			</paragraph></section><section id="H0A78147664884F0EA302F3D1E6D5C5ED" section-type="subsequent-section"><enum>3.</enum><header>Improvements to
			 8(<enum-in-header>a</enum-in-header>) program</header><text display-inline="no-display-inline">Section 8(a) of the Small Business Act (15
			 U.S.C. 637(a)) is amended—</text>
			<paragraph id="HAE9A66748ED34949925746001E0059F3"><enum>(1)</enum><text>in paragraph
			 (1)(D)(i)(II)—</text>
				<subparagraph id="H18944308DD8646918038890300D5ECC4"><enum>(A)</enum><text>by striking
			 <quote>$5,000,000</quote> and inserting <quote>$12,000,000</quote>; and</text>
				</subparagraph><subparagraph id="HF982E4C8DCD747529896B283C74463F"><enum>(B)</enum><text>by striking
			 <quote>$3,000,000</quote> and inserting <quote>$10,000,000</quote>; and</text>
				</subparagraph></paragraph><paragraph id="HD08BDFD3D8BC4470868379D9CEE78DF5"><enum>(2)</enum><text>in paragraph (6)
			 by adding at the end the following:</text>
				<quoted-block display-inline="no-display-inline" id="HA125AA512F0F42BD83ED102888A2D125" style="OLC">
					<subparagraph id="H8AB9BBB781E2424294A5EE78DDCD9D90"><enum>(F)</enum><text display-inline="yes-display-inline">the Administrator shall establish, for each
				industry classification, a maximum level of net worth for an economically
				disadvantaged individual. In establishing such maximum levels, the
				Administrator shall take into consideration the capital needs of each industry.
				The Administrator shall not establish a maximum net worth that prohibits
				program entry of less than
				$750,000.</text>
