<official-title>To direct the Secretary of the Interior and the Secretary of Agriculture to jointly conduct a study of certain land adjacent to the Walnut Canyon National Monument in the State of Arizona.</official-title>

<section id="H6DA5089895554282A50600C9722FA5CB" section-type="section-one" display-inline="no-display-inline"><enum>1.</enum><header>Short title</header><text display-inline="no-display-inline">This Act may be cited as the <quote><short-title>Walnut Canyon Study Act of 2007</short-title></quote>.</text></section> 
<section id="H3A9BC8394020480FB3CD373235192637"><enum>2.</enum><header>Purposes</header><text display-inline="no-display-inline">The purposes of this Act are—</text> 
<paragraph id="H1694B75101C3470BAF00E7C8AFE9A2D1"><enum>(1)</enum><text>to authorize a study of the study area to evaluate public uses and public values; and</text></paragraph> 
<paragraph id="HE17827151CA84155B4EA2F8995BF7572"><enum>(2)</enum><text>to obtain recommendations for options for the management of the public uses and protection of resources of the study area.</text></paragraph></section> 
<section id="HCDB7926DC17C48AA90628680E6ADBA13"><enum>3.</enum><header>Definitions</header><text display-inline="no-display-inline">In this Act:</text> 
<paragraph id="HBFDFBE9EBA2143079D1BB07CD29575A2"><enum>(1)</enum><header>Map</header><text>The term <term>map</term> means the map entitled <quote>Walnut Canyon Proposed Study Area</quote> and dated July 17, 2003.</text></paragraph> 
<paragraph id="HDA52F787943E46ECAB0033FE937E7323"><enum>(2)</enum><header>Monument</header><text>The term <term>Monument</term> means the Walnut Canyon National Monument in the State of Arizona.</text></paragraph> 
<paragraph id="H0BDDFB1141074B05A8EFA1D7CC5011C3"><enum>(3)</enum><header>Public use</header><text>The term <term>public use</term>, with respect to the study area, includes—</text> 
<subparagraph id="H4F999094C05D4068AE939475EF235FF7"><enum>(A)</enum><text>livestock grazing;</text></subparagraph> 
<subparagraph id="H113356B0E2E749BC95E6E3F557000029"><enum>(B)</enum><text>hunting;</text></subparagraph> 
<subparagraph id="H378F5833258D44C38E9C93D4EAAE7F1E"><enum>(C)</enum><text>access to forested areas;</text></subparagraph> 
<subparagraph id="HE0F97821D5084925A86CA57898EFFD67"><enum>(D)</enum><text>bird watching;</text></subparagraph> 
<subparagraph id="HE8964BF570F34D5683F957F048CD4100"><enum>(E)</enum><text>camping;</text></subparagraph> 
<subparagraph id="H4FE002AFB708488D86A0AB756484873F"><enum>(F)</enum><text>driving for pleasure on roads and trails;</text></subparagraph> 
<subparagraph id="H196E7C6DF9FD46AC9434E199E7BAD130"><enum>(G)</enum><text>firewood gathering;</text></subparagraph> 
<subparagraph id="H772106BC6A34492BA16CD6C189E5F065"><enum>(H)</enum><text>general exercise;</text></subparagraph> 
<subparagraph id="H464943C185B048C683A2C4FA4F21FA30"><enum>(I)</enum><text>group uses;</text></subparagraph> 
<subparagraph id="HFE10944EA66246358259F5ACFD7031F"><enum>(J)</enum><text>hiking;</text></subparagraph> 
<subparagraph id="H4D8AC41613B7423A00A735CF5DFFD83"><enum>(K)</enum><text>horseback riding;</text></subparagraph> 
<subparagraph id="H6453B6FD1DC3446CB0374F4350998190"><enum>(L)</enum><text>hunting;</text></subparagraph> 
<subparagraph id="HFE0D9B8AA1544D0600D2CDCF32D78704"><enum>(M)</enum><text>mountain biking;</text></subparagraph>

<subparagraph id="H23699C65BD4A428DA24F1B732BF972B1"><enum>(Q)</enum><text>skiing;</text></subparagraph> 
<subparagraph id="H7CC9634827BE43739F1435FAA2D4C695"><enum>(R)</enum><text>snowmobiling;</text></subparagraph> 
<subparagraph id="H24F3F38EE00540768584505063EFF9DB"><enum>(S)</enum><text>target practice, as permitted;</text></subparagraph> 
<subparagraph id="HA483D7156E7048BE94FDB002CD68600"><enum>(T)</enum><text>walking with pets; and</text></subparagraph> 
<subparagraph id="H299EDCAFE3E04D1797EE5677EC24D9EB"><enum>(U)</enum><text>wildlife viewing.</text></subparagraph></paragraph> 
<paragraph id="HAC17DFAF5F54449B971298BD39600407"><enum>(4)</enum><header>Public value</header><text>The term <term>public value</term>, with respect to the study area, includes—</text> 
<subparagraph id="H3CF0BBEEE32247B6836D4FBBA6EE8138"><enum>(A)</enum><text>geologic features;</text></subparagraph> 
<subparagraph id="HFC7179F3A12B42A0BF806460E29FB556"><enum>(B)</enum><text>historic sites;</text></subparagraph> 
<subparagraph id="H715796C75EC646B9B8237B98D3E8ED00"><enum>(C)</enum><text>potential urban development;</text></subparagraph> 
<subparagraph id="H0E8DC3C91BC84FA5908E65634BA7F6BC"><enum>(D)</enum><text>prehistoric sites;</text></subparagraph> 
<subparagraph id="HA05697A5E934457AB9005266FA64F6B0"><enum>(E)</enum><text>riparian communities;</text></subparagraph> 
<subparagraph id="H7BD1E9C545BF404DB1102EF8D7F1CA7B"><enum>(F)</enum><text>scenery;</text></subparagraph> 
<subparagraph id="H75247939D0514307BCBB42DCCCCF857B"><enum>(G)</enum><text>scientific education;</text></subparagraph> 
<subparagraph id="HE770FE6AC96344B69BCA3D898BDCBD3D"><enum>(H)</enum><text>solitude and serenity;</text></subparagraph> 
<subparagraph id="H789CF6A7C554446B9BC1595D4E7CCD16"><enum>(I)</enum><text>vegetation diversity;</text></subparagraph> 
<subparagraph id="H9BA733A14E334DCCAFB3C22398810080"><enum>(J)</enum><text>watershed health;</text></subparagraph> 
<subparagraph id="H0C0E6234A9ED45BD80FAC182F9BE42AB"><enum>(K)</enum><text>wildfire hazard reduction for healthy forests;</text></subparagraph> 
<subparagraph id="HF8ABF944BD9245C4830371D21FC6DBB"><enum>(L)</enum><text>wildlife and wildlife habitat;</text></subparagraph> 
<subparagraph id="H5FC7B93F1ACC4F72BD7B7579169B0928"><enum>(M)</enum><text>fee-free access; and</text></subparagraph> 
<subparagraph id="H19DEC326F99A46509FC6000727AAC2A6"><enum>(N)</enum><text>recreational uses.</text></subparagraph></paragraph> 
<paragraph id="H5D4CD58E0B2B43518226C472113BA029"><enum>(5)</enum><header>Secretaries</header><text>The term <term>Secretaries</term> means the Secretary of the Interior and the Secretary of Agriculture, acting jointly.</text></paragraph> 
<paragraph id="HCB0B540725E249FAA12500A1E13CA1DA"><enum>(6)</enum><header>Study area</header><text>The term <term>study area</term> means the area identified on the map as <quote>Walnut Canyon Proposed Study Area</quote>, consisting of 30,818 acres, of which—</text> 
<subparagraph id="H6AC1D58DF23244D29119F122FD8862A3"><enum>(A)</enum><text>24,987 acres is Federal land in Coconino National Forest;</text></subparagraph> 
<subparagraph id="H01BAB8EA554D4BFEA81C359FAFE9D5AA"><enum>(B)</enum><text>2,037 acres is State land;</text></subparagraph> 
<subparagraph id="H58DA8D82B75840089646F6FE46B8E81"><enum>(C)</enum><text>214 acres is private land; and</text></subparagraph> 
<subparagraph id="H6D97D3E805AE47ED87439DCDF4E4CBD3"><enum>(D)</enum><text>3,580 acres is the Monument.</text></subparagraph></paragraph></section> 
<section id="H3BB7D5EF52FE4F5FBA8663CB5D5790C4"><enum>4.</enum><header>Study</header> 
<subsection id="H7725605D25E442E7BEA97E1CDB43AC49"><enum>(a)</enum><header>In general</header><text>The Secretaries shall conduct a study of the study area.</text></subsection> 
<subsection id="H0DD8680A918F498195E06B94AFF14492"><enum>(b)</enum><header>Requirements</header><text>The study shall evaluate—</text> 
<paragraph id="HB6299F80F2DE4EFFBC3FAEC7FB66EBE1"><enum>(1)</enum><text>the significance of the resources and public values of the study area as the resources and public values pertain to—</text> 
<subparagraph id="H53071124C39A4CBF9F80A5FBF06CB2AE"><enum>(A)</enum><text>the management objectives of the Forest Service; and</text></subparagraph> 
<subparagraph id="H4108551D24194F02A3AD09D71881192"><enum>(B)</enum><text>the management objectives of the National Park Service;</text></subparagraph></paragraph> 
<paragraph id="H63FFF96DFF4245589DC9F007F4D00B7"><enum>(2)</enum><text>the opportunities for maintaining existing public uses; and</text></paragraph> 
<paragraph id="HED29F6EE16E84C50A118A2DB43F2D3D5"><enum>(3)</enum><text>a range of options for managing and conserving resources by the National Park Service or the Forest Service, or by both agencies acting jointly, including the suitability and feasibility of—</text> 
<subparagraph id="H5BC2D0AEDCE948F5B721FE929FF00F7"><enum>(A)</enum><text>a boundary adjustment to the Monument;</text></subparagraph> 
<subparagraph id="HA9739CB715B9413ABF68F7109552D000"><enum>(B)</enum><text>designation of the study area as a National Recreation Area;</text></subparagraph> 
<subparagraph id="HBBAEF0760EB74A06B9FF70F5DCB6A4F8"><enum>(C)</enum><text>maintaining the study area as managed by the Forest Service; and</text></subparagraph> 
<subparagraph id="HD20D6BFCEBB941089FDB5C12E259D571"><enum>(D)</enum><text>any other designation or management option that will accomplish both the protection of resources and the maintenance of public use and access for the study area.</text></subparagraph></paragraph></subsection> 
<subsection id="H0B85E35A1F224E4BA156862F57728075"><enum>(c)</enum><header>Consultation</header><text>In conducting the study, the Secretaries shall—</text> 
<paragraph id="H16C6E074B8794C1685C51C79F9A0E1BA"><enum>(1)</enum><text display-inline="yes-display-inline">designate the Forest Service as the lead agency;</text></paragraph> 
<paragraph id="HC3805B041C1A40FD855E96695149BB08"><enum>(2)</enum><text>consult with appropriate Federal, State, county, and local government entities;</text></paragraph> 
<paragraph id="H8EA4203C7AA54CBBA28255082D76D1E8"><enum>(3)</enum><text>contract with a third-party consultant with experience in park and land use planning to prepare a draft study; and</text></paragraph> 
<paragraph id="H77851D8E053A4CD8A3209B387304BE27"><enum>(4)</enum><text>collaborate with the persons identified in subsection (d) in developing a scope of work for the draft study under the guidance of the third-party consultant.</text></paragraph></subsection> 
<subsection id="H236F625D0A0B4041B06B8B8C7E333500"><enum>(d)</enum><header>Review</header><text>The Secretaries, the Forest Supervisor of the Coconino National Forest, the Superintendent of the Flagstaff Area National Monuments, the Flagstaff City Council, and the Coconino County Board of Supervisors shall—</text> 
<paragraph id="H3BC8F49C81C1465B82ADCBCEB4441F91"><enum>(1)</enum><text>review the draft study prepared by the third-party consultant; and</text></paragraph> 
<paragraph id="H93004538EF0B4C93A8506FD045E5A43D"><enum>(2)</enum><text>provide to the third-party consultant comments on the draft study.</text></paragraph></subsection> 
<subsection id="HCF6D40003BCE430698D0759E7EFB2643"><enum>(e)</enum><header>Report</header><text>Not later than 18 months after the date on which funds are first made available to carry out this Act, the Secretaries shall submit to Congress a report that—</text> 
<paragraph id="HBB24CE22B21C4D7984D492F77F5DF318"><enum>(1)</enum><text>describes the findings and conclusions of the study conducted under this section; and</text></paragraph> 
<paragraph id="H196CEC64F81E4F729E9B684BD06DC0D0"><enum>(2)</enum><text>makes a recommendation for the future management of the study area.</text></paragraph></subsection> 
<subsection id="HCA8854D619FF48DCB25C7DA448C5B687"><enum>(f)</enum><header>Effect</header><text>Nothing in this Act affects the management of the land depicted on the map.</text></subsection> 
<subsection commented="no" display-inline="no-display-inline" id="H7A9D287D4F264C8FB81083C800385119"><enum>(g)</enum><header>Authorization of appropriations</header><text>There is authorized to be appropriated to carry out this Act $350,000.</text></subsection></section>
