<official-title>To promote the availability and use of the Federal student financial aid website of the Department of Education.</official-title>

<section id="H6D4B6485D7D14DBA962F1E027F870230" section-type="section-one" display-inline="no-display-inline"><enum>1.</enum><header>Short title</header><text display-inline="no-display-inline">This Act may be cited as the <quote><short-title>One-stop Student Financial Aid Information Act of 2007</short-title></quote>.</text></section> 
<section id="H10C7C0F869D1441F99AEA0F100F2362C"><enum>2.</enum><header>Findings</header><text display-inline="no-display-inline">Congress finds the following:</text> 
<paragraph id="H19503CDAD2B44DBF8D98CF92BB005659" display-inline="no-display-inline"><enum>(1)</enum><text>Students and parents often have trouble finding all of the information they need to make an informed decision about financial aid options for college in one easy-to-use location. </text></paragraph> 
<paragraph id="HDA7A274C6DE64DA893C55BA1EB777628"><enum>(2)</enum><text display-inline="yes-display-inline">The Federal student financial aid website of the Department of Education (www.federalstudentaid.ed.gov) is a useful and effective website for learning about and applying for financial aid. </text></paragraph> 
<paragraph id="HF148A3B1FE7D469AB95B8BF25B71B5D5"><enum>(3)</enum><text display-inline="yes-display-inline">The Federal student financial aid website is not well advertised or easy to find when searching the web or the Department of Education website for financial aid information. </text></paragraph></section> 
<section id="H0A40E72D083F422FA71B752B3D721D5D"><enum>3.</enum><header>Improved information concerning the Federal student financial aid website</header><text display-inline="no-display-inline">Section 131 of the Higher Education Act of 1965 (<external-xref legal-doc="usc" parsable-cite="usc/20/1015">20 U.S.C. 1015</external-xref>) is amended by adding at the end the following new subsection:</text> 
<quoted-block style="OLC" id="H1F029DB9578D4CC7A3E77353D732AF58" display-inline="no-display-inline"> 
<subsection id="HCB09C484EF2C4BA0815DD3F3B54E8101"><enum>(e)</enum><header>Promotion of the Department of Education Federal student financial aid website</header><text>The Secretary—</text> 
<paragraph id="H37FE5FFF536C400E8D40BD5BAF000F3"><enum>(1)</enum><text display-inline="yes-display-inline">shall display a link to the Federal student financial aid website of the Department of Education (www.federalstudentaid.ed.gov) in a prominent place on the homepage of the Department of Education website (www.ed.gov); and</text></paragraph> 
<paragraph id="H748B08D2BD31411690CA8200ECB4E79D"><enum>(2)</enum><text display-inline="yes-display-inline">may use administrative funds available for the Department’s operations and expenses for purposes of advertising and other promotion of the availability of the Federal student financial aid website.</text></paragraph></subsection> 
<subsection id="H20BC09BB02664708A8B72B7B07ABA646"><enum>(f)</enum><header>Promotion of availability of information concerning student financial aid programs of other departments and agencies</header> 
<paragraph id="HC838B1980BF140BE9713373C6FB18D8E"><enum>(1)</enum><header>Collection and posting of information</header><text display-inline="yes-display-inline">The Secretary shall collect and post the eligibility requirements, application procedures, financial terms and conditions, and other relevant information for each non-departmental student financial assistance program.</text></paragraph> 
<paragraph id="H4CE838EBB4F045649E99C3F6528B8FE6"><enum>(2)</enum><header>Manner of posting</header><text>The information required by <internal-xref idref="HC838B1980BF140BE9713373C6FB18D8E" legis-path="(f)(1)">paragraph (1)</internal-xref>—</text> 
<subparagraph id="H760F92944AC44E5698AD87B220E3400"><enum>(A)</enum><text>shall be easily accessible through the Federal student financial aid website required by <internal-xref idref="H37FE5FFF536C400E8D40BD5BAF000F3" legis-path="(e)(1)">subsection (e)(1)</internal-xref>;</text></subparagraph> 
<subparagraph id="H30A368B22425475F886DB3E3C921055B"><enum>(B)</enum><text display-inline="yes-display-inline">shall be incorporated into the search matrix on such website on pages pertaining to other options for financial aid; and</text></subparagraph> 
<subparagraph id="HCE04651C037340AA847683E252E00046"><enum>(C)</enum><text>shall clearly describe the programs in a manner that permits students and parents to readily identify the programs that are appropriate to their needs and eligibility.</text> </subparagraph></paragraph> 
<paragraph id="H4D650AC796F34ED394A52ECFB1FE634"><enum>(3)</enum><header>Agency response</header><text display-inline="yes-display-inline">Each Federal department and agency shall promptly respond to surveys or other requests for the information required by <internal-xref idref="HC838B1980BF140BE9713373C6FB18D8E" legis-path="(f)(1)">paragraph (1)</internal-xref> and shall identify for the Secretary any non-departmental student financial assistance program operated, sponsored, or supported by such Federal department or agency.</text></paragraph> 
<paragraph id="H50AB8F96B19D4A01B25C4155FAC4B0A8"><enum>(4)</enum><header>Definition</header><text display-inline="yes-display-inline">For purposes of this subsection, the term <quote>non-departmental student financial assistance program</quote> means any grant, loan, scholarship, fellowship, or other form of financial aid for students pursuing a postsecondary education that is—</text> 
<subparagraph id="H1025D13C0221404D9672AFDD01BED2F5"><enum>(A)</enum><text>distributed directly to the student or to the student's account at the institution of higher education; and</text></subparagraph> 
<subparagraph id="H713C9D0F7FC14A19AE9F04F823B8727D"><enum>(B)</enum><text>operated, sponsored, or supported by a Federal department or agency other than the Department of Education.</text></subparagraph></paragraph></subsection><after-quoted-block>.</after-quoted-block></quoted-block></section>
