		<official-title>To amend title XXI of the Social Security Act to
		  eliminate the remainder of the funding shortfalls in the State Children’s
		  Health Insurance Program (SCHIP) for fiscal year 2007.</official-title>

		<section display-inline="no-display-inline" id="H7F09C845BC334C6D92CE2B4F16A80087" section-type="section-one"><enum>1.</enum><header>Elimination of remainder of
			 SCHIP funding shortfalls for fiscal year 2007</header>
			<subsection id="H5FE0E20CD0454FCA92CCE72DD046F36C"><enum>(a)</enum><header>Elimination of
			 remainder of funding shortfalls, tiered match, and other limitation on
			 expenditures</header><text>Section 2104(h) of the Social Security Act (42
			 U.S.C. 1397dd(h)), as added by section 201(a) of the National Institutes of
			 Health Reform Act of 2006 (<external-xref legal-doc="public-law" parsable-cite="pl/109/482">Public Law 109–482</external-xref>), is amended—</text>
				<paragraph id="HB349453E95984245BE71172F00D300D3"><enum>(1)</enum><text>in the heading for
			 paragraph (2), by striking <quote><header-in-text level="paragraph" style="OLC">remainder of reduction</header-in-text></quote> and inserting
			 <quote><header-in-text level="paragraph" style="OLC">part
			 of</header-in-text></quote>; and</text>
				</paragraph><paragraph commented="no" display-inline="no-display-inline" id="HB472AA25E6AD4A09929898CBBDDC9BD"><enum>(2)</enum><text>by striking
			 paragraph (4) and inserting the following:</text>

						<paragraph id="HBB30060719DA4FA99232D33236A04DAB"><enum>(4)</enum><header>Additional
				amounts to eliminate remainder of fiscal year 2007 funding shortfalls</header>
							<subparagraph id="HD1885C8A0B9A4E00B022F38C25E6607E"><enum>(A)</enum><header>In
				general</header><text display-inline="yes-display-inline">The Secretary shall
				allot to each remaining shortfall State described in subparagraph (B) such
				amount as the Secretary determines will eliminate the estimated shortfall
				described in such subparagraph for the State for fiscal year 2007.</text>
							</subparagraph><subparagraph id="HF8B6039F8B024289A7004793137CACCB"><enum>(B)</enum><header>Remaining
				shortfall state described</header><text>For purposes of subparagraph (A), a
				remaining shortfall State is a State with a State child health plan approved
				under this title for which the Secretary estimates, on the basis of the most
				recent data available to the Secretary as of the date of the enactment of this
				paragraph, that the projected federal expenditures under such plan for the
				State for fiscal year 2007 will exceed the sum of—</text>
								<clause id="HA0B6DB4AD013493B8BA0EC823DD3367"><enum>(i)</enum><text>the
				amount of the State's allotments for each of fiscal years 2005 and 2006 that
				will not be expended by the end of fiscal year 2006;</text>
								</clause><clause id="H80B7D38D924B4545BFC4A5F8EF6F05D1"><enum>(ii)</enum><text>the amount of the
				State's allotment for fiscal year 2007; and</text>
								</clause><clause id="HE4CC77C9873A42FD004B13F2D7B3354"><enum>(iii)</enum><text>the amounts, if
				any, that are to be redistributed to the State during fiscal year 2007 in
				accordance with paragraphs (1) and (2).</text>
								</clause></subparagraph><subparagraph commented="no" display-inline="no-display-inline" id="H4439E371955B4E0691687B1ED847F21"><enum>(C)</enum><header display-inline="yes-display-inline">Appropriation; allotment
				authority</header><text display-inline="yes-display-inline">For the purpose of
				providing additional allotments to remaining shortfall States under this
				paragraph there is appropriated, out of any funds in the Treasury not otherwise
				appropriated, such sums as are necessary for fiscal year
				2007.</text>
							</subparagraph></paragraph><after-quoted-block>.</after-quoted-block></quoted-block>
				</paragraph></subsection><subsection id="H582F0CDC7D7D4F96B8AD1B005B9735A9"><enum>(b)</enum><header>Conforming
			 amendments</header><text>Section 2104(h) of such Act (<external-xref legal-doc="usc" parsable-cite="usc/42/1397dd">42 U.S.C. 1397dd(h)</external-xref>) (as
			 so added), is amended—</text>
				<paragraph id="H07B98B54E12B40BC8D0088EA83EDDA0"><enum>(1)</enum><text>in
			 paragraph (1)(B), by striking <quote>subject to paragraph (4)(B)
			 and</quote>;</text>
				</paragraph><paragraph commented="no" display-inline="no-display-inline" id="H31F20E85EB81432D8F46C7F083B9128B"><enum>(2)</enum><text>in paragraph
			 (2)(B), by striking <quote>subject to paragraph (4)(B) and</quote>;</text>
				</paragraph><paragraph id="H45BB2540934D49EEA5D0515E00FFEDC2"><enum>(3)</enum><text>in paragraph
			 (5)(A), by striking <quote>and (3)</quote> and inserting <quote>(3), and
			 (4)</quote>; and</text>
				</paragraph><paragraph commented="no" display-inline="no-display-inline" id="H6E0C93700D2049C0B9D9B255E1717167"><enum>(4)</enum><text>in paragraph (6),
			 by striking <quote>and (3)</quote> and inserting <quote>(3), and
			 (4)</quote>.</text>
