<section id="H82601617DA11491EABD73522B087BBEE" section-type="section-one"><enum>1.</enum><header>Short title</header><text display-inline="no-display-inline">This Act may be cited as the <quote><short-title>Helping Our Students Communicate Act of 2007</short-title></quote>.</text></section> 
<section id="H983403901C324C0282E7E5D48110DB15"><enum>2.</enum><header>Expansion of loan forgiveness to speech-language pathologists</header> 
<subsection id="HFEEFB20F814F4CEFB652DB5564D106AA"><enum>(a)</enum><header>FFEL loans</header> 
<paragraph id="H8387492C3CD14D43A74BBE2FB3DBAD45"><enum>(1)</enum><header>Forgiveness for speech-language pathologists authorized</header><text display-inline="yes-display-inline">Section 428J(b)(1) of the Higher Education Act of 1965 (<external-xref legal-doc="usc" parsable-cite="usc/20/1078-10">20 U.S.C. 1078–10(b)(1)</external-xref>) is amended to read as follows:</text> 
<quoted-block style="OLC" id="HA7538A7A043A401DBA7B00D304CAD814" display-inline="no-display-inline"> 
<paragraph id="HF619D7D10D124C4CA13843DEFE00B010"><enum>(1)</enum><text display-inline="yes-display-inline">has been employed for 5 consecutive complete school years—</text> 
<subparagraph id="H3F8A0542CAAD45AB88D4F8C4DBC177A3"><enum>(A)</enum><text>as a full-time teacher—</text> 
<clause id="HA11C7E9A27284B7990EC8300D2BA9FA8"><enum>(i)</enum><text>in a school that qualifies under section 465(a)(2)(A) for loan cancellation for Perkins loan recipients who teach in such schools; and</text></clause> 
<clause id="HCF426F30370F4F6286C8E5DFE71FA345"><enum>(ii)</enum><text>if employed as an elementary school or secondary school teacher, who is highly qualified as defined in section 9101 of the Elementary Secondary Education Act of 1965, or meets the requirements of subsection (g)(3); or</text></clause></subparagraph> 
<subparagraph id="H1F7FD823DDF34107B0C501B971468410"><enum>(B)</enum><text>as a full-time speech-language pathologist—</text> 
<clause id="HC6B0CEE261CD473BA28CAC5355969B7C"><enum>(i)</enum><text display-inline="yes-display-inline">to perform services principally in a school described in subparagraph (A)(i); and</text></clause> 
<clause id="H18DE47D74DAB4D80A2595D598D921F84"><enum>(ii)</enum><text display-inline="yes-display-inline">who has, at a minimum, a graduate degree in speech-language pathology, or communication sciences and disorders; and</text></clause></subparagraph></paragraph><after-quoted-block>.</after-quoted-block></quoted-block></paragraph> 
<paragraph id="H2A4D6F883606485FA8FFA2E85F61698C"><enum>(2)</enum><header>Additional amounts for speech-language pathologists</header><text display-inline="yes-display-inline">Section 428J(c)(3) of such Act (<external-xref legal-doc="usc" parsable-cite="usc/20/1078-10">20 U.S.C. 1078–10(c)(3)</external-xref>) is amended—</text> 
<subparagraph id="H9EDD3323A3444B1F81997CB7FB293335"><enum>(A)</enum><text>in the header, by inserting before the period <quote><header-in-text level="paragraph" style="OLC">, and speech-language pathologists</header-in-text></quote>; </text></subparagraph> 
<subparagraph id="HF7CD6040A7A0439090D2BAFFC1147C77"><enum>(B)</enum><text>by striking <quote>and</quote> at the end of subparagraph (A);</text></subparagraph> 
<subparagraph id="HF746EBCDC4CE477F88E4D0FB13286917"><enum>(C)</enum><text>by striking the period at the end of subparagraph (B) and inserting <quote>; and</quote>; and</text></subparagraph> 
<subparagraph id="H1EC834C4B8314532818790BB2272CEEF"><enum>(D)</enum><text>by adding at the end the following new subparagraph:</text>

<subparagraph id="HD623EE9137BF4C20B0A478300C4F4C"><enum>(C)</enum><text display-inline="yes-display-inline">a speech-language pathologist who meets the requirements of subsection (b).</text> </subparagraph><after-quoted-block>.</after-quoted-block></quoted-block></subparagraph></paragraph></subsection> 
<subsection id="HDD9EB966D39D424EA5DED3E4ACF615F2"><enum>(b)</enum><header>Direct loans</header> 
<paragraph id="H2DB00FE58B964C8C9627E7FC46075D6F" display-inline="no-display-inline"><enum>(1)</enum><header>Forgiveness for speech-language pathologists authorized</header><text display-inline="yes-display-inline">Section 460(b)(1)(A) of the Higher Education Act of 1965 (<external-xref legal-doc="usc" parsable-cite="usc/20/1087j">20 U.S.C. 1087j(b)(1)(A)</external-xref>) is amended to read as follows:</text> 
<quoted-block style="OLC" display-inline="no-display-inline" id="HC8D32FBE758D404FB345FF00EB7BA14B"> 
<subparagraph id="HE1A37004367C4411917B1C5FDD45AF73"><enum>(A)</enum><text display-inline="yes-display-inline">has been employed for 5 consecutive complete school years—</text> 
<clause id="H4DA34AB5309144BCAF88CDE8A3997E79"><enum>(i)</enum><text>as a full-time teacher—</text> 
<subclause id="H7A57CDDE86394C6D8EF7E148C85E99A"><enum>(I)</enum><text>in a school that qualifies under section 465(a)(2)(A) for loan cancellation for Perkins loan recipients who teach in such schools; and</text></subclause> 
<subclause id="H5A32A92D75B148F9BBBFE1D7950064FD"><enum>(II)</enum><text>if employed as an elementary school or secondary school teacher, who is highly qualified as defined in section 9101 of the Elementary Secondary Education Act of 1965, or meets the requirements of subsection (g)(3); or</text></subclause></clause> 
<clause id="H16A7CD39A8ED4E1BA514E5964006DFA8"><enum>(ii)</enum><text>as a full-time speech-language pathologist—</text> 
<subclause id="H122278EB26D444A2A7A8E1D745F7E5E5"><enum>(I)</enum><text display-inline="yes-display-inline">to perform services principally in a school described in clause (i)(I); and</text></subclause> 
<subclause id="H8E94D581CCDA4C33BD5898D2B0DDC110"><enum>(II)</enum><text display-inline="yes-display-inline">who has, at a minimum, a graduate degree in speech-language pathology, or communication sciences and disorders; and</text></subclause></clause></subparagraph><after-quoted-block>.</after-quoted-block></quoted-block></paragraph> 
<paragraph id="H1ACAE43910EA4B02ACBC2B266FC6E59C" display-inline="no-display-inline"><enum>(2)</enum><header>Additional amounts for speech-language pathologists</header><text display-inline="yes-display-inline">Section 460(c)(3) of such Act (<external-xref legal-doc="usc" parsable-cite="usc/20/1087j">20 U.S.C. 1087j(c)(3)</external-xref>) is amended—</text> 
<subparagraph id="H368AD80290654D898BB40087B4B1E81E"><enum>(A)</enum><text>in the header, by inserting before the period <quote><header-in-text level="paragraph" style="OLC">, and speech-language pathologists</header-in-text></quote>; </text></subparagraph> 
<subparagraph id="H6138F593AABE49C6A394C919C47B40F7"><enum>(B)</enum><text>by striking <quote>and</quote> at the end of subparagraph (A);</text></subparagraph> 
<subparagraph id="H74F262E6E7584E4EB5233500471804ED"><enum>(C)</enum><text>by striking the period at the end of subparagraph (B) and inserting <quote>; and</quote>; and</text></subparagraph> 
<subparagraph id="H28E08653E68E4053A5429CD15173235D"><enum>(D)</enum><text>by adding at the end the following new subparagraph:</text>

<subparagraph id="HE0D6CC0F5FAC46AAAA60A5075BDA0034"><enum>(C)</enum><text display-inline="yes-display-inline">a speech-language pathologist who meets the requirements of subsection (b).</text> </subparagraph><after-quoted-block>.</after-quoted-block></quoted-block></subparagraph></paragraph></subsection> 
<subsection id="H61D564E4F04B471387EC92A88D328B94" commented="no"><enum>(c)</enum><header>New borrower eligibility</header><text>An individual who is a speech-language pathologist shall not qualify under the amendments made by this section unless such individual is a new borrower (as such term is defined in section 103 of the Higher Education Act of 1965 (<external-xref legal-doc="usc" parsable-cite="usc/20/1003">20 U.S.C. 1003</external-xref>)) on or after October 1, 2007.</text></subsection></section>
