		<official-title display="yes">To amend the National Trails System Act to
		  designate the Star-Spangled Banner Trail in the States of Maryland and Virginia
		  and the District of Columbia as a National Historic Trail.</official-title>

	<legis-body display-enacting-clause="yes-display-enacting-clause" id="HFA5814F212B74D78B825EDC4F3BF99A1" style="OLC">
		<section display-inline="no-display-inline" id="HBE1755E0203A4FA6ACB7D041F515D6D4" section-type="section-one"><enum>1.</enum><header>Short title</header><text display-inline="no-display-inline">This Act may be cited as the
			 <quote><short-title>Star-Spangled Banner National Historic
			 Trail Act</short-title></quote>.</text>
		</section><section id="H00AE310E47B64420B9BB63BEB1BEB47F"><enum>2.</enum><header>Authorization and
			 administration of trail</header><text display-inline="no-display-inline">Section 5(a) of the National Trails System
			 Act (16 U.S.C.
			 1244(a)) is amended by adding at the end the following:</text>
			<quoted-block id="HBA77648EC2CB44A98BF807C60A19DD" style="OLC">
				<paragraph id="H78A86322060D4293BC6247B88160C13D"><enum>(__)</enum><header>Star-spangled
				banner national historic trail</header>
					<subparagraph id="H445646053C4D47E2A4AC9B4D975E5583"><enum>(A)</enum><header>In
				general</header><text display-inline="yes-display-inline">The Star-Spangled
				Banner National Historic Trail, a trail consisting of water and overland routes
				totaling approximately 290 miles, extending from Tangier Island, Virginia,
				through southern Maryland, the District of Columbia, and northern Virginia, in
				the Chesapeake Bay, Patuxent River, Potomac River, and north to the Patapsco
				River, and Baltimore, Maryland, commemorating the Chesapeake Campaign of the
				War of 1812 (including the British invasion of Washington, District of
				Columbia, and its associated feints, and the Battle of Baltimore in summer
				1814), as generally depicted on the map titled <quote>Star-Spangled Banner
				National Historic Trail</quote>, numbered T02/80,000, and dated June
				2007.</text>
					</subparagraph><subparagraph id="H077BEC3BC2944B4385A8E5AC8157003C"><enum>(B)</enum><header>Map</header><text>The
				map referred to in subparagraph (A) shall be maintained on file and available
				for public inspection in the appropriate offices of the National Park
				Service.</text>
					</subparagraph><subparagraph id="HE748AB51876F4C788F23FE75C8412F5E"><enum>(C)</enum><header>Administration</header><text>Subject
				to subparagraph (E)(ii), the trail shall be administered by the Secretary of
				the Interior.</text>
					</subparagraph><subparagraph id="H44831616F25A4C98B2559100D63300CD"><enum>(D)</enum><header>Land
				acquisition</header><text>No land or interest in land outside the exterior
				boundaries of any federally administered area may be acquired by the United
				States for the trail except with the consent of the owner of the land or
				interest in land.</text>
					</subparagraph><subparagraph id="H61C0DD3361E54ED68017C500749D8E22"><enum>(E)</enum><header>Public
				participation</header><text>The Secretary of the Interior shall—</text>
						<clause id="HA15510631E9F40159EA510E62099C337"><enum>(i)</enum><text>encourage
				communities, owners of land along the trail, and volunteer trail groups to
				participate in the planning, development, and maintenance of the trail;
				and</text>
						</clause><clause id="H21C7EBDEA48E44C9ACE016FD61648BFA"><enum>(ii)</enum><text>consult with
				other affected landowners and Federal, State, and local agencies in the
				administration of the trail.</text>
						</clause></subparagraph><subparagraph id="H581D721447F94C58A906F8688C58B687"><enum>(F)</enum><header>Interpretation
				and assistance</header><text display-inline="yes-display-inline">Subject to the
				availability of appropriations, the Secretary of the Interior may provide, to
				State and local governments and nonprofit organizations, interpretive programs
				and services and technical assistance for use in—</text>
						<clause id="H5C413EE2B3914B9BBCF39A3F9BF3A0"><enum>(i)</enum><text display-inline="yes-display-inline">carrying out preservation and development
				of the trail; and</text>
						</clause><clause id="H84A594A73CAB450B8515E7ABCE3E54DD"><enum>(ii)</enum><text display-inline="yes-display-inline">providing education relating to the War of
				1812 along the
				trail.</text>
						</clause></subparagraph></paragraph><after-quoted-block>.</after-quoted-block></quoted-block>
		</section></legis-body>
