<section id="H9A1A9655297943F99FCAD708C52CC6C2"><enum>2.</enum><header>Immigration service fees</header> 
<subsection id="HD91DD8F0DFD44C53AA4113C387E01F87"><enum>(a)</enum><header>In general</header><text display-inline="yes-display-inline">Subsection (m) of section 286 of the Immigration and Nationality Act (<external-xref legal-doc="usc" parsable-cite="usc/8/1356">8 U.S.C. 1356(m)</external-xref>) is amended to read as follows:</text> 
<quoted-block display-inline="no-display-inline" id="H9982885B1AE14C30BDF6F7BD6E8BB8" style="OLC"> 
<subsection id="H0C9106A3AD5C41B68BA88FCBF51F945"><enum>(m)</enum><header>Immigration service fees</header> 
<paragraph id="H98A847651FA547DB98E4B9AA6E013B41"><enum>(1)</enum><header>In general</header><text>Except as provided in paragraph (2) and notwithstanding any other provision of law, all adjudication fees as are designated by the Secretary of Homeland Security in regulations shall be deposited as offsetting receipts into a separate account entitled <quote>Immigration Examinations Fee Account</quote> in the Treasury of the United States, whether collected directly by the Secretary or through clerks of courts.</text></paragraph> 
<paragraph id="H78DFB6A47DE54D3390B145CB6026C117"><enum>(2)</enum><header>Virgin Islands and Guam</header><text>All fees received by the Secretary of Homeland Security from applicants residing in the Virgin Islands of the United States, or in Guam, under this subsection shall be paid over to the treasury of the Virgin Islands or to the treasury of Guam, respectively.</text></paragraph> 
<paragraph id="H21A3268D1AB047DBB13281AFD0D03CB2"><enum>(3)</enum><header>Fees for immigration services</header> 
<subparagraph id="H27069A63E5BE46A094517C09A126D9A5"><enum>(A)</enum><header>In general</header><text>Subject to subparagraph (B), the Secretary of Homeland Security may set fees for providing immigration services at a level that will—</text> 
<clause id="H65FCC0C423194D3BB0693C5295E9F53C"><enum>(i)</enum><text>ensure recovery of the full costs of providing such services, or a portion thereof, including the costs of similar services provided without charge to asylum applicants or other immigrants; and</text></clause> 
<clause id="HCAA6B4140DC84E0B0009359F97DB0065"><enum>(ii)</enum><text>recover the full cost of administering the collection of fees under this paragraph, or a portion thereof.</text></clause></subparagraph> 
<subparagraph id="HCD69222532A341DEACD1BE9D995F641B"><enum>(B)</enum><header>Report requirement</header><text>The Secretary of Homeland Security may not increase any fee under this paragraph above the level of such fee on the day before the date of the introduction of the <short-title>Citizenship Promotion Act of 2007</short-title>, until—</text> 
<clause id="H04467E6CB1314F7F9208CDDC12069D04"><enum>(i)</enum><text>the Secretary submits to the Committee on the Judiciary of the Senate and the Committee on the Judiciary of the House of Representatives a report that—</text> 
<subclause id="HFF7FD9C71834441BAFF9EB5B00257F51"><enum>(I)</enum><text>identifies the direct and indirect costs associated with providing immigration services, and distinguishes such costs from immigration enforcement and national security costs; and</text></subclause> 
<subclause id="H07F3B45D5A50451D954F86A115A1D1E9"><enum>(II)</enum><text>contains information regarding the amount the fee will be increased; and</text></subclause></clause> 
<clause id="H30623CAACAE24C91B9D4A2A509298DC7"><enum>(ii)</enum><text>a period of 45 days has expired beginning on the date that the report in clause (i) is received by the committees described in such clause.</text></clause></subparagraph></paragraph></subsection><after-quoted-block>.</after-quoted-block></quoted-block></subsection> 
<subsection id="HBEB61758C29144558C0859E7AC73E306"><enum>(b)</enum><header>Sense of Congress</header><text>It is the sense of Congress that—</text> 
<paragraph id="H78347C0080A64845A094DE60C7AE8647"><enum>(1)</enum><text>the Secretary of Homeland Security should set fees under section 286(m)(3) of the Immigration and Nationality Act (<external-xref legal-doc="usc" parsable-cite="usc/8/1356">8 U.S.C. 1356(m)(3)</external-xref>), as amended by subsection (a) of this section, at a level that ensures recovery of only the direct costs associated with the services described in such section 286(m)(3); and</text></paragraph> 
<paragraph id="H4C1C3671623C42D081F358A4A8467E39"><enum>(2)</enum><text>Congress should appropriate to the Secretary of Homeland Security such funds as may be necessary to cover the indirect costs associated with the services described in such section 286(m)(3).</text></paragraph></subsection> 
<subsection id="H2A6D8673F94048F4B7A7A12DDEF2844B"><enum>(c)</enum><header>Technical amendment</header><text>Section 286 of the Immigration and Nationality Act (<external-xref legal-doc="usc" parsable-cite="usc/8/1356">8 U.S.C. 1356</external-xref>) is amended—</text> 
<paragraph id="H7B7EE847219149B99E99C76B075FD81F"><enum>(1)</enum><text>in subsections (d), (e), (f), (h), (i), (j), (k), (l), (n), (o), (q), (t), and (u), by striking <quote>Attorney General</quote> each place it appears and inserting <quote>Secretary of Homeland Security</quote>;</text></paragraph> 
<paragraph id="H4C2CB97710F143FD8B116E5735BCABC4"><enum>(2)</enum><text>in subsection (i) of such section, by striking <quote>Attorney General's</quote> and inserting <quote>Secretary's</quote>; and</text></paragraph> 
<paragraph id="H9217C6D9B7C245E3B8941771BDA21115"><enum>(3)</enum><text>in subsection (r)—</text> 
<subparagraph id="H559BF4FAA9FF4D99BB4EB46B955B2035"><enum>(A)</enum><text>in paragraph (2), by striking <quote>Department of Justice</quote> and inserting <quote>Department of Homeland Security</quote>; and</text></subparagraph> 
<subparagraph id="H19020011422D4BCAB98CB53F1953139F"><enum>(B)</enum><text>in paragraphs (3) and (4), by striking <quote>Attorney General</quote> each place it appears and inserting <quote>Secretary of Homeland Security</quote>.</text></subparagraph></paragraph></subsection> 
<subsection commented="no" display-inline="no-display-inline" id="H03F7CD9D8D6F42FA83BCAF6717531000"><enum>(d)</enum><header>Authorization of appropriations</header><text display-inline="yes-display-inline">For each fiscal year, there is authorized to be appropriated to the Secretary of Homeland Security an amount equal to the difference between the fees collected under section 286(m)(3) of the Immigration and Nationality Act (<external-xref legal-doc="usc" parsable-cite="usc/8/1356">8 U.S.C. 1356(m)(3)</external-xref>), as amended by subsection (a) of this section, and the cost of providing the services referred to in such section 286(m)(3).</text></subsection></section> 
<section commented="no" display-inline="no-display-inline" id="HC21FCED2235144A8A700C51BE360396"><enum>3.</enum><header>Administration of tests for naturalization</header> 
<subsection commented="no" display-inline="no-display-inline" id="H0B693AE2F50F4BEC8B53D1EBA0BBBA13"><enum>(a)</enum><header>In general</header><text display-inline="yes-display-inline">Subsection (a) of section 312 of the Immigration and Nationality Act (<external-xref legal-doc="usc" parsable-cite="usc/8/1423">8 U.S.C. 1423</external-xref>) is amended to read as follows:</text> 
<quoted-block display-inline="no-display-inline" id="H70FA73E8949D4E2D9F88D8F6CB4F3DB" style="OLC"> 
<subsection commented="no" display-inline="no-display-inline" id="HF54CA04949F84D00AF72004F6760E703"><enum>(a)</enum><header>Naturalization test</header> 
<paragraph commented="no" display-inline="no-display-inline" id="H6D7D60EE9BA54E26A93876D43334DC00"><enum>(1)</enum><header>Requirements</header><text>Except as otherwise provided in this title, a person may not be naturalized as a citizen of the United States upon the application of such person if such person cannot demonstrate the following:</text> 
<subparagraph commented="no" display-inline="no-display-inline" id="H1B718CE2D3184467B1BB41C8B393C31"><enum>(A)</enum><text>A proficiency in the English language.</text></subparagraph> 
<subparagraph commented="no" display-inline="no-display-inline" id="HF19A228765DF4D6298857884BE3E52E5"><enum>(B)</enum><text>A knowledge and understanding of—</text> 
<clause commented="no" display-inline="no-display-inline" id="H475F1046AD074905BF3EF49DFA9F0F2"><enum>(i)</enum><text>the fundamentals of the history of the United States; and</text></clause> 
<clause commented="no" display-inline="no-display-inline" id="HE873C842024B44BB922F80482BEE2B64"><enum>(ii)</enum><text>the principles and form of government of the United States.</text></clause></subparagraph></paragraph> 
<paragraph commented="no" display-inline="no-display-inline" id="HA7CC8F760DCE435CB7B97CBA93FE00A9"><enum>(2)</enum><header>Testing</header> 
<subparagraph commented="no" display-inline="no-display-inline" id="H0572068723444B2DB9675F200006DD10"><enum>(A)</enum><header>In general</header><text>The Secretary of Homeland Security, in administering any test that the Secretary uses to determine whether an applicant for naturalization as a citizen of the United States has the proficiency and knowledge sufficient to meet the requirements of paragraph (1), shall administer such test uniformly throughout the United States.</text></subparagraph> 
<subparagraph commented="no" display-inline="no-display-inline" id="H28F022DF0F4647CCB65BE4F8FF0076ED"><enum>(B)</enum><header>Consideration</header><text>In selecting and phrasing items in the administration of a test described in subparagraph (A) and in evaluating the performance of an applicant on such test, the Secretary shall consider the following:</text> 
<clause commented="no" display-inline="no-display-inline" id="HCFE68BDA82E04A168376DEAEE5D59EA"><enum>(i)</enum><text>The age of the applicant.</text></clause> 
<clause commented="no" display-inline="no-display-inline" id="HA55358EA928F47BB8DBC1DACA7539586"><enum>(ii)</enum><text>The education level of the applicant.</text></clause> 
<clause commented="no" display-inline="no-display-inline" id="H5610F821EBEF4962B2105C40E4A55686"><enum>(iii)</enum><text>The amount of time the applicant has resided in the United States.</text></clause> 
<clause commented="no" display-inline="no-display-inline" id="H31615FC5EC834549A4B7F88D49C7AF38"><enum>(iv)</enum><text>The efforts made by the applicant, and the opportunities available to the applicant, to acquire the knowledge and proficiencies required by paragraph (1).</text></clause> 
<clause commented="no" display-inline="no-display-inline" id="H795CB8D008A045FB9DCE61A3A2B3AEA"><enum>(v)</enum><text>Such other factors as the Secretary considers appropriate.</text></clause></subparagraph> 
<subparagraph commented="no" display-inline="no-display-inline" id="H744366A7BC974BFAA259A023458CC5A6"><enum>(C)</enum><header>English language testing</header><text>The requirement in paragraph (1)(A) shall be satisfactorily met if an applicant can—</text> 
<clause commented="no" display-inline="no-display-inline" id="HD9DC8F3955C84E34B21348C52EC4B3D6"><enum>(i)</enum><text>speak words in ordinary usage in the English language; and</text></clause> 
<clause commented="no" display-inline="no-display-inline" id="H6109E9A7CCDD42D393A7D4CE1EE3B2DD"><enum>(ii)</enum><text>read or write simple words and phrases in ordinary usage in the English language.</text></clause></subparagraph> 
<subparagraph commented="no" display-inline="no-display-inline" id="H9CB02FBE45E74F1DB3FA9CC77C4CBA00"><enum>(D)</enum><header>Prohibition on extraordinary and unreasonable conditions</header><text>The Secretary may not impose any extraordinary or unreasonable condition on any applicant seeking to meet the requirements of paragraph (1).</text></subparagraph></paragraph></subsection><after-quoted-block>.</after-quoted-block></quoted-block></subsection> 
<subsection commented="no" display-inline="no-display-inline" id="H606E5C72B9174165AE0015CC1F90C8DA"><enum>(b)</enum><header>Conforming amendments</header><text>Subsection (b) of such section is amended—</text> 
<paragraph commented="no" display-inline="no-display-inline" id="HBD5377EB17DB4A9F8988CFC6E6C109D"><enum>(1)</enum><text>in paragraph (1), by striking <quote>subsection (a)</quote> and inserting <quote>subsection (a)(1)</quote>;</text></paragraph> 
<paragraph commented="no" display-inline="no-display-inline" id="HADEED8041F5D467D836DA0C19EAC00E"><enum>(2)</enum><text>in paragraph (2), by striking <quote>subsection (a)(1)</quote> and inserting <quote>subsection (a)(1)(A)</quote>; and</text></paragraph> 
<paragraph commented="no" display-inline="no-display-inline" id="HEE0CEF76D5484175882E00AFB935F986"><enum>(3)</enum><text>in paragraph (3)—</text> 
<subparagraph commented="no" display-inline="no-display-inline" id="HD709FC4BD93A425B89C5A8F6D634C0F6"><enum>(A)</enum><text>by striking <quote>subsection (a)(2)</quote> and inserting <quote>subsection (a)(1)(B)</quote>;</text></subparagraph> 
<subparagraph commented="no" display-inline="no-display-inline" id="H065B2E5C5F0544CABC5BBF36E0828D3"><enum>(B)</enum><text>by striking <quote>The Attorney General</quote> and inserting <quote>The Secretary of Homeland Security</quote>; and</text></subparagraph> 
<subparagraph commented="no" display-inline="no-display-inline" id="H55A4E74F917E43B48D4D1DB8D765DBFF"><enum>(C)</enum><text>by striking <quote>determined by the Attorney General</quote> and inserting <quote>determined by the Secretary</quote>.</text></subparagraph></paragraph></subsection></section> 
<section commented="no" display-inline="no-display-inline" id="HDE71821A381043E9892017A2C67C42CB"><enum>4.</enum><header>Voluntary electronic filing of applications</header><text display-inline="no-display-inline">The Secretary of Homeland Security may not require that an applicant or petitioner for permanent residence or citizenship of the United States use an electronic method to file any application to, or access a customer account.</text></section> 
<section commented="no" display-inline="no-display-inline" id="H342284BBF09D40909C91E227FCF99EB2"><enum>5.</enum><header>Timely background checks</header> 
<subsection commented="no" display-inline="no-display-inline" id="HFC96AAC0BBB9449EB1F2D263FAF95243"><enum>(a)</enum><header>Study</header> 
<paragraph commented="no" display-inline="no-display-inline" id="H328FBAA6847A47EB8D43F22C58A1A99E"><enum>(1)</enum><header>In general</header><text>The Comptroller General of the United States shall conduct a study on the process used by the Department of Justice on the day before the date of the enactment of this Act to conduct a background check on an applicant for citizenship of the United States.</text></paragraph> 
<paragraph commented="no" display-inline="no-display-inline" id="H670075E23F6B41CB855819539D5B19C8"><enum>(2)</enum><header>Report</header><text>Not later than 1 year after the date of the enactment of this Act and annually thereafter, the Comptroller General of the United States shall report to Congress on the findings of the study required by paragraph (1).</text></paragraph> 
<paragraph commented="no" display-inline="no-display-inline" id="H1D406683E15F43EEBE39ABFA2C44525"><enum>(3)</enum><header>Contents of report</header><text>The report required by paragraph (2) shall include the following information with respect to the calendar year preceding the date on which the report is filed:</text> 
<subparagraph commented="no" display-inline="no-display-inline" id="H7B010036F942492F8C06E0D2B8A35C45"><enum>(A)</enum><text>The number of background checks conducted by the Department of Justice on applicants for citizenship of the United States.</text></subparagraph> 
<subparagraph commented="no" display-inline="no-display-inline" id="H804123B8AA304840AAAB45805CCBBF8D"><enum>(B)</enum><text>The types of such background checks conducted.</text></subparagraph> 
<subparagraph commented="no" display-inline="no-display-inline" id="H3D3E7653EED34E2BA500B0E4F46BD841"><enum>(C)</enum><text>The average time spent on each such type of background check.</text></subparagraph> 
<subparagraph commented="no" display-inline="no-display-inline" id="HF92B3AFEF22A44CDAC3E494D54E00055"><enum>(D)</enum><text>A description of the obstacles that impede the timely completion of such background checks.</text></subparagraph></paragraph></subsection> 
<subsection commented="no" display-inline="no-display-inline" id="H5EEE595EC65341CC9D9869008D84934F"><enum>(b)</enum><header>Timely completion of background checks</header> 
<paragraph id="HF2BC30BF6FBF4C9DA99F0089B47934F3"><enum>(1)</enum><header>In general</header><text>With respect to a request submitted to the Attorney General by the Secretary of Homeland Security for a background check on an applicant for temporary or permanent residence or citizenship of the United States, the Attorney General shall make a reasonable effort to complete a background check on such applicant not later than 90 days after the Attorney General receives such request from the Secretary of Homeland Security.</text></paragraph> 
<paragraph id="H2E4296B97EBD4E5C9F896FD76BADD458"><enum>(2)</enum><header>Delays on background checks</header><text>If a background check described in paragraph (1) is not completed by the Attorney General before the date that is 91 days after the date that the Attorney General receives a request described in paragraph (1)—</text> 
<subparagraph id="H3FD222215A6A44498737C8D5EDE969"><enum>(A)</enum><text>the Attorney General shall document the reason why such background check was not completed before such date;</text></subparagraph> 
<subparagraph id="H91663D9948784C98B7D1A8B191E2E7FF"><enum>(B)</enum><text>if such background check is not completed before the date that is 121 days after the date of such receipt, then the Attorney General shall document the reason why such background check was not completed before such date; and</text></subparagraph> 
<subparagraph id="HE2B107A6DE3C409BB7AAF5E535C8B00"><enum>(C)</enum><text>if such background check is not completed before the date that is 181 days after the date of such receipt, then the Attorney General shall, not later than 210 days after the date of such receipt, submit to the appropriate congressional committees and the Secretary of Homeland Security a report that describes—</text> 
<clause id="H591CCD048FFC44C0BBC066A8F6F11C48"><enum>(i)</enum><text>the reason that such background check was not completed within 180 days; and</text></clause> 
<clause id="H42C51B056952406C83D0C2FD88C2DEEF"><enum>(ii)</enum><text>the earliest date on which the Attorney General is certain the background check will be completed.</text></clause></subparagraph></paragraph> 
<paragraph id="H946906BAB8544BD4AA3DC3F5DBDE53D8"><enum>(3)</enum><header>Annual report on delayed background checks</header><text>Not later than the end of each fiscal year, the Attorney General shall submit to the appropriate congressional committees a report containing, with respect to that fiscal year—</text> 
<subparagraph id="H21BADBF027FA44ED8CC856C9511DB97D"><enum>(A)</enum><text>the number of background checks described in subparagraph (B) or (C) of paragraph (2);</text></subparagraph> 
<subparagraph id="H2DED116E85324002A9D23B4451002C8"><enum>(B)</enum><text>the time taken to complete each such background check;</text></subparagraph> 
<subparagraph id="HDDAD91C4F8AD4F5BB31DC5F86C7C0800"><enum>(C)</enum><text>a statistical analysis of the causes of the delays in completing such background checks; and</text></subparagraph> 
<subparagraph id="H0C73414A4D964F5C9716F9DF10BE5772"><enum>(D)</enum><text>a description of the efforts being made by the Attorney General to address each such cause.</text></subparagraph></paragraph> 
<paragraph id="H4E93E4513CE44CA78EAE72DE80A3746D"><enum>(4)</enum><header>Notification to applicant</header><text>If, with respect to a background check on an applicant described in paragraph (1), the Secretary of Homeland Security receives a report under paragraph (2)(C), then the Secretary shall provide to such applicant a copy of such report, redacted to remove any classified information contained therein.</text></paragraph> 
<paragraph id="HC4B416E95C864BC88B7348CEFC685CC4"><enum>(5)</enum><header>Appropriate congressional committees</header><text>In this subsection, the term <term>appropriate congressional committees</term> means the following:</text> 
<subparagraph id="H2BE87F90A7DB44E4B8A2AF2716F64D48"><enum>(A)</enum><text>The Committee on the Judiciary of the Senate.</text></subparagraph> 
<subparagraph id="HBB6B4DDF74E44067BE00E45A3EBE4A6"><enum>(B)</enum><text>The Committee on Homeland Security and Governmental Affairs of the Senate.</text></subparagraph> 
<subparagraph id="HD7F90E5609414F429476987547F20636"><enum>(C)</enum><text>The Committee on the Judiciary of the House of Representatives.</text></subparagraph> 
<subparagraph commented="no" display-inline="no-display-inline" id="H891D0C74322541669B43F07497A03334"><enum>(D)</enum><text>The Committee on Homeland Security of the House of Representatives.</text></subparagraph></paragraph> 
<paragraph id="HFCCF8C0E571F408DBC34C008A01C2C8B"><enum>(6)</enum><header>Authorization of appropriations</header><text>There is authorized to be appropriated to the Attorney General such funds as may be necessary to carry out the provisions of this subsection.</text></paragraph></subsection></section> 
<section id="HB74FE97A455C462F8628FC360396D476"><enum>6.</enum><header>National citizenship promotion program</header> 
<subsection id="H9B881AA3945A43B3B7C4A64799A1A2D5"><enum>(a)</enum><header>Establishment</header> 
<paragraph id="HF1473AE0208240A3931500B9F03858C8"><enum>(1)</enum><header>In general</header><text display-inline="yes-display-inline">Not later than January 1, 2008, the Secretary of Homeland Security shall establish a program to assist aliens who have been lawfully admitted for permanent residence in becoming citizens of the United States.</text></paragraph> 
<paragraph id="H9C310BDB763946F100BA29D14C0CBB7"><enum>(2)</enum><header>Designation</header><text>The program required by paragraph (1) shall be known as the <quote>New Americans Initiative</quote> (in this section referred to as the <quote>Program</quote>).</text></paragraph></subsection> 
<subsection id="H0CF3334FB43F40C781EF816F5F792322"><enum>(b)</enum><header>Program activities</header><text>As part of the Program required by subsection (a), the Secretary of Homeland Security shall—</text> 
<paragraph id="HA78CAD47B0C2416CA4258F821F7E59A5"><enum>(1)</enum><text>award grants in accordance with subsection (c); and</text></paragraph> 
<paragraph id="HBC4474D88B2E411283B414A6C1D34BB8"><enum>(2)</enum><text>carry out outreach activities in accordance with subsection (d).</text></paragraph></subsection> 
<subsection id="H504762BE48E84F478800CF53A4A6BC20"><enum>(c)</enum><header>Grants</header> 
<paragraph id="H04880649160A46DCBE00C5EFEA614D8E"><enum>(1)</enum><header>In general</header><text>The Secretary of Homeland Security shall award grants to eligible entities to assist aliens who have been lawfully admitted for permanent residence in becoming citizens of the United States.</text></paragraph> 
<paragraph id="HB01F398DB99A41E7B1B34856C56E7499"><enum>(2)</enum><header>Eligible entity defined</header><text>In this subsection, the term <term>eligible entity</term> means a not-for-profit organization that has experience working with immigrant communities.</text></paragraph> 
<paragraph id="H45373AD46E294ED6ADB16400E32C0009"><enum>(3)</enum><header>Use of funds</header><text>Grants awarded under this subsection shall be used for activities to assist aliens who have been lawfully admitted for permanent residence in becoming citizens of the United States, including—</text> 
<subparagraph id="H28C9B60013E348D1832D957F003D8454"><enum>(A)</enum><text>conducting English language and citizenship classes for such aliens;</text></subparagraph> 
<subparagraph id="H5ABCFA6E454D4895995CD1BA17A469FD"><enum>(B)</enum><text>providing legal assistance, by attorneys or entities accredited by the Board of Immigration Appeals, to such aliens to assist such aliens in becoming citizens of the United States;</text></subparagraph> 
<subparagraph id="H086A212575564992AF02D1CAA57B55A3"><enum>(C)</enum><text>carrying out outreach activities and providing education to immigrant communities to assist such aliens in becoming citizens of the United States; and</text></subparagraph> 
<subparagraph id="H3031ED9C2FE04950AB20485786399700"><enum>(D)</enum><text display-inline="yes-display-inline">assisting such aliens with applications to become citizens of the United States, as allowed by Federal and State law.</text></subparagraph></paragraph> 
<paragraph id="H711831285465466589C4005F27E7BDFC"><enum>(4)</enum><header>Application for grant</header> 
<subparagraph id="H1FEE93DCE2984C3EBBFB89BCA7C6853"><enum>(A)</enum><header>In general</header><text>Each eligible entity seeking a grant under this subsection shall submit an application to the Secretary of Homeland Security at such time, in such manner, and accompanied by such information as the Secretary shall require.</text></subparagraph> 
<subparagraph id="H25D598DD981E4F10AADBD6ED1D9F3C43"><enum>(B)</enum><header>Contents</header><text>Each application submitted pursuant to subparagraph (A) shall include a description of—</text> 
<clause id="H450ED172BF124DBFA51D924E8E5BFE49"><enum>(i)</enum><text>the activities for which a grant under this section is sought;</text></clause> 
<clause id="HADACC4DDEED24508897383798925BCF7"><enum>(ii)</enum><text>the manner in which the entity plans to leverage available private and State and local government resources to assist aliens who have been lawfully admitted for permanent residence in becoming citizens of the United States;</text></clause> 
<clause id="H2D3D4F9142D349DC8906A57B5DF47983"><enum>(iii)</enum><text>the experience of the entity in carrying out the activities for which a grant under this section is sought, including the number of aliens and geographic regions served by such entity; and</text></clause> 
<clause id="H34C82CA12BD04B2E8F77DBCFDD26BCD"><enum>(iv)</enum><text>the manner in which the entity plans to employ best practices developed by adult educators, State and local governments, and community organizations—</text> 
<subclause id="HA444C65F8F0B44D496C3C9E3BE571B31"><enum>(I)</enum><text>to promote citizenship and civic participation by such aliens; and</text></subclause> 
<subclause id="H497355F7C58B4EC9A0A5FAE4FE1F4EFC"><enum>(II)</enum><text>to provide assistance to such aliens with the process of becoming citizens of the United States.</text></subclause></clause></subparagraph></paragraph></subsection> 
<subsection id="HF3BC452000984CA5BF8068FE5BB7A84F"><enum>(d)</enum><header>Outreach</header><text>The Secretary of Homeland Security shall—</text> 
<paragraph id="HE4B62B3B135D4840BBA2E1287463317B"><enum>(1)</enum><text>develop outreach materials targeted to aliens who have been lawfully admitted for permanent residence to encourage such aliens to apply to become citizens of the United States; and</text></paragraph> 
<paragraph id="H1A985B44112A4D17BD77B700D7B9164E"><enum>(2)</enum><text>make such outreach materials available through—</text> 
<subparagraph id="HC8A76D3AB0C14B459CF857AB74D00B4"><enum>(A)</enum><text>public service announcements;</text></subparagraph> 
<subparagraph id="HB3926D820E2C469198B951A43FAF0046"><enum>(B)</enum><text>advertisements; and</text></subparagraph> 
<subparagraph commented="no" display-inline="no-display-inline" id="HDB650486F4BA4505B665B4BC2E72EFC4"><enum>(C)</enum><text>such other media as the Secretary determines is appropriate.</text></subparagraph></paragraph></subsection> 
<subsection commented="no" display-inline="no-display-inline" id="HD031565B62604D56AF051E5B4CF523EF"><enum>(e)</enum><header>Authorization of appropriations</header><text display-inline="yes-display-inline">There are authorized to be appropriated to the Secretary of Homeland Security, $80,000,000 to carry out this section.</text></subsection></section>
