		  alternatives to augment the water supplies of the Central Oklahoma Master
		  Conservancy District and cities served by the District.</official-title>

		<section display-inline="no-display-inline" id="HEDE39C5AE7CA462CB716499989FDDFF4" section-type="section-one"><enum>1.</enum><header>Central Oklahoma Master
			 Conservatory District feasibility study</header>
			<subsection id="H9BF5090BAE0840B79121914E8217CEC8"><enum>(a)</enum><header>Findings</header><text display-inline="yes-display-inline">Congress finds that—</text>
				<paragraph id="HC48CC9B124114A529F638C1B78DF4BD8"><enum>(1)</enum><text>Thunderbird Lake,
			 located on Little River in central Oklahoma, was constructed in 1965 by the
			 Bureau of Reclamation for flood control, water supply, recreation, and fish and
			 wildlife purposes;</text>
				</paragraph><paragraph id="H73E938E8A1A8450CA175BD3FE643C38"><enum>(2)</enum><text>the available yield
			 of Thunderbird Lake is allocated to the Central Oklahoma Master Conservatory
			 District, which supplies municipal and industrial water supplies to the cities
			 of Norman, Midwest City, and Del City, Oklahoma; and</text>
				</paragraph><paragraph id="H97CCE44B4B804507BF289BF22B88C0B4"><enum>(3)</enum><text>studies conducted
			 by the Bureau during fiscal year 2003 indicate that the District will require
			 additional water supplies to meet the future needs of the District, including
			 through—</text>
					<subparagraph id="HD037A6C628DF48E99609EEFDEB272730"><enum>(A)</enum><text>the drilling of
			 additional wells;</text>
					</subparagraph><subparagraph id="H8A6A40AD755D46B0A2804000CA38DF77"><enum>(B)</enum><text>the implementation
			 of a seasonal pool plan at Thunderbird Lake;</text>
					</subparagraph><subparagraph id="HC810BB5D006448BDB8E8331E4491E936"><enum>(C)</enum><text>the construction
			 of terminal storage to hold wet-weather yield from Thunderbird Lake;</text>
					</subparagraph><subparagraph id="H12A24D08F9934E34B6C9DEB30770E767"><enum>(D)</enum><text>a reallocation of
			 water storage; and</text>
					</subparagraph><subparagraph id="HC6566F67D8B24D908B812308721BBAA9"><enum>(E)</enum><text>the importation of
			 surplus water from sources outside the basin of Thunderbird Lake.</text>
					</subparagraph></paragraph></subsection><subsection id="HC1FCB5A5DF014865ADB38154AB25AE20"><enum>(b)</enum><header>Study</header><text>Beginning
			 no later than 1 year after the date of enactment of this Act, the Commissioner
			 of the Bureau of Reclamation shall conduct a feasibility study of alternatives
			 to augment the water supplies of the Central Oklahoma Master Conservatory
			 District and cities served by the District, including recommendations of the
			 Commissioner, if any.</text>
			</subsection><subsection id="H09FE4C662CF2488F89F9FC9BFF108B5F"><enum>(c)</enum><header>Authorization of
			 appropriations</header><text>There is authorized to be appropriated to the
			 Commissioner of the Bureau of Reclamation $900,000 to conduct the study under
			 subsection (b).</text>
