		<legis-type>A BILL</legis-type>
		<official-title>To amend the Internal Revenue Code of 1986 to provide a
		  tax credit for new qualified plug-in hybrid motor vehicles.</official-title>

		<section display-inline="no-display-inline" id="H031E11E152464FBEA05F9303F4212F23" section-type="section-one"><enum>1.</enum><header>Credit for new qualified
			 plug-in hybrid motor vehicles</header>
			<subsection id="H9B02039D8EF6439198ACE95DF3DC3FD6"><enum>(a)</enum><header>In
			 general</header><text>Subparagraph (A) of section 30B(d)(2) of the Internal
			 Revenue Code of 1986 (relating to credit amount for passenger automobiles and
			 light trucks) is amended to read as follows:</text>
				<quoted-block display-inline="no-display-inline" id="H2B862B2F3B61496F94216012D4BDC04" style="OLC">
					<subparagraph id="H5461213954B943D5A2C8E8EDCA5E54E"><enum>(A)</enum><header>Credit amount for
				passenger automobiles and light trucks</header>
						<clause id="H42A0F016F44240BCA9D07FB279160055"><enum>(i)</enum><header>In
				general</header><text>In the case of a new qualified hybrid motor vehicle
				(other than a new qualified plug-in hybrid motor vehicle) which is a passenger
				automobile or light truck and which has a gross vehicle weight rating of not
				more than 8,500 pounds, the amount determined under this paragraph is the sum
				of the amounts determined under subclauses (I) and (II).</text>
							<subclause id="H95A4F9D5D8E649AD88BAB8C591A4BACC"><enum>(I)</enum><header>Fuel
				economy</header><text>The amount determined under this subclause is the amount
				which would be determined under subsection (c)(2)(A) if such vehicle were a
				vehicle referred to in such subsection.</text>
							</subclause><subclause id="HCEFAC36303DF404F8400AA526DA70516"><enum>(II)</enum><header>Conservation
				credit</header><text>The amount determined under this subclause is the amount
				which would be determined under subsection (c)(2)(B) if such vehicle were a
				vehicle referred to in such subsection.</text>
							</subclause></clause><clause id="H39A7FCFCB6F04345A6246CFAEB511128"><enum>(ii)</enum><header>New qualified
				plug-in hybrid motor vehicles</header><text>In the case of a new qualified
				plug-in hybrid motor vehicle which is a passenger automobile or light truck and
				which has a gross vehicle weight rating of not more than 8,500 pounds, the
				amount determined under this paragraph is the sum of the amounts determined
				under subclauses (I), (II), and (III).</text>
							<subclause id="H1D273B9E8F054DA38BA35EE70A4BD00"><enum>(I)</enum><header>Base
				amount</header><text>The amount determined under this subclause is
				$3,000.</text>
							</subclause><subclause id="H1E5C8B74F7614B6784E212D25CD75D67"><enum>(II)</enum><header>Flexible
				fuel</header><text display-inline="yes-display-inline">In the case of a vehicle
				which is warrantied by its manufacturer to operate on a fuel described in
				section 30C(c)(1)(A), the amount determined under this subclause is
				$150.</text>
							</subclause><subclause id="H597744CDF0BF4D1EA220DC7E6F32E36"><enum>(III)</enum><header>Power of
				traction battery</header><text display-inline="yes-display-inline">In the case
				of vehicle which draws propulsion energy from a traction battery of not less
				than 5 kWh, the amount determined under this subclause is $500, plus $250 for
				each kWh that such battery exceeds 5 kWh. The amount determined under this
				subclause shall not exceed
				$3,000.</text>
							</subclause></clause></subparagraph><after-quoted-block>.</after-quoted-block></quoted-block>
			</subsection><subsection id="HE94ADFD9A05A4FA684F4DA2365DC990"><enum>(b)</enum><header>New qualified
			 plug-in hybrid motor vehicle</header><text>Subsection (d) of section 30B of
			 such Code is amended by adding at the end the following new paragraph:</text>
				<quoted-block display-inline="no-display-inline" id="H609ECC9FAB1B4D01B267002B958E41F0" style="OLC">
					<paragraph id="H879465F351EE4A55BD7075004F2F64C7"><enum>(4)</enum><header>New qualified
				plug-in hybrid motor vehicle</header><text>For purposes of this subsection, the
				term <term>new qualified plug-in hybrid motor vehicle</term> means any new
				qualified hybrid motor vehicle which—</text>
						<subparagraph id="H6F5569443E5942558DF2C8AD4FBF3CFA"><enum>(A)</enum><text>meets or exceeds
				the Bin 5 Tier II emission standard established in regulations prescribed by
				the Administrator of the Environmental Protection Agency under section 202(i)
				of the Clean Air Act for that make and model year vehicle,</text>
						</subparagraph><subparagraph id="HB16BF29D27354D8396F32F6BEF915E1C"><enum>(B)</enum><text>draws propulsion
				energy from a traction battery of not less than 4 kWh, and</text>
						</subparagraph><subparagraph id="H9B87BD901A674225B17FF19C11F51D87"><enum>(C)</enum><text>is equipped with a
				means of recharging its rechargeable energy storage system from an external
				source of
				electricity.</text>
						</subparagraph></paragraph><after-quoted-block>.</after-quoted-block></quoted-block>
			</subsection><subsection id="H62A86E34C5564CA7A8071B5F00163553"><enum>(c)</enum><header>Application of
			 limitation on number of hybrids eligible for credit</header>
				<paragraph id="HDB2198462899437295AB173DF9C6F57"><enum>(1)</enum><header>In
			 general</header><text>Subsection (f) of section 30B of such Code is amended by
			 adding at the end the following new paragraph:</text>
					<quoted-block display-inline="no-display-inline" id="H582CCEF06E0148E8B71BDA0088E056E7" style="OLC">
						<paragraph id="HB794DA02ABD844E98EF8F655F076FB53"><enum>(6)</enum><header>Separate
				application to new qualified plug-in hybrid motor vehicles</header><text>In the
				case of a new qualified plug-in hybrid motor vehicle, this subsection shall be
				applied—</text>
							<subparagraph id="H86CA2960542D411382F1AEA19308F9D"><enum>(A)</enum><text>separately with
				respect to such vehicles by treating only new qualified plug-in hybrid motor
				vehicles as qualified vehicles,</text>
							</subparagraph><subparagraph id="HB739EC9AB07E4E778786ACD937A34C8D"><enum>(B)</enum><text>by substituting
				<quote>100,000</quote> for <quote>60,000</quote> in paragraph (2), and</text>
							</subparagraph><subparagraph id="HD36D81CD4016464EB836C6F6A938A267"><enum>(C)</enum><text>by substituting
				<quote>the date of the enactment of paragraph (6)</quote> for <quote>December
				31, 2005</quote> in paragraph (2).</text>
							</subparagraph></paragraph><after-quoted-block>.</after-quoted-block></quoted-block>
				</paragraph><paragraph id="HF7509E5F62C44148934F55A0B383E16C"><enum>(2)</enum><header>Conforming
			 amendment</header><text>Paragraph (5) of section 30B(f) of such Code is amended
			 by inserting <quote>other than a new qualified plug-in hybrid motor
			 vehicle</quote> after <quote>subsection (d)(2)(A)</quote>.</text>
				</paragraph></subsection><subsection id="HF3BE7297499D400192522ED991276C4"><enum>(d)</enum><header>Effective
			 date</header><text>The amendments made by this section shall apply to property
			 placed in service after the date of the enactment of this Act, in taxable years
			 ending after such date.</text>
