		<official-title display="yes">To provide for the conveyance of the
		  Alta-Hualapai Site to the Nevada Cancer Institute, and for other
		  purposes.</official-title>

	<legis-body display-enacting-clause="yes-display-enacting-clause" id="H4B3E2211BC3D4D23808E6DBDEFB533B4" style="OLC">
		<section id="HE1C8F3BCD1614FC3B67D2B4474173C17" section-type="section-one"><enum>1.</enum><header>Short title</header><text display-inline="no-display-inline">This Act may be cited as the
			 <quote><short-title>Nevada Cancer Institute Expansion
			 Act</short-title></quote>.</text>
		</section><section id="H7CF75505BDA94CFFA53EB3F3667E02B5"><enum>2.</enum><header>Definitions</header><text display-inline="no-display-inline">In this Act:</text>
			<paragraph id="HE011EFA098FD48959883EA8F8963FDB"><enum>(1)</enum><header>Alta-Hualapai
			 Site</header><text>The term <term>Alta-Hualapai Site</term> means the
			 approximately 80 acres of land that is—</text>
				<subparagraph id="HA3A9AFF881EC4D61B662F6D63F461714"><enum>(A)</enum><text>patented to the
			 City under the Act of June 14, 1926 (commonly known as the <quote>Recreation
			 and Public Purposes Act</quote>) (<external-xref legal-doc="usc" parsable-cite="usc/43/869">43 U.S.C. 869 et seq.</external-xref>); and</text>
				</subparagraph><subparagraph id="H17CB9961976F486CB30038007BA2B687"><enum>(B)</enum><text>identified on the
			 map as the <quote>Alta-Hualapai Site</quote>.</text>
				</subparagraph></paragraph><paragraph id="H408F9BA2F3034D00B3B61813ABD592C6"><enum>(2)</enum><header>City</header><text>The
			 term <term>City</term> means the city of Las Vegas, Nevada.</text>
			</paragraph><paragraph id="H7A90D87A101B4852A5889D802264AEBA"><enum>(3)</enum><header>Institute</header><text>The
			 term <term>Institute</term> means the Nevada Cancer Institute, a nonprofit
			 organization described under section 501(c)(3) of the Internal Revenue Code of
			 1986, the principal place of business of which is at 10441 West Twain Avenue,
			 Las Vegas, Nevada.</text>
			</paragraph><paragraph id="H1C07410334034B83AF08A0801E6327AE"><enum>(4)</enum><header>Map</header><text>The
			 term <term>map</term> means the map titled <quote>Nevada Cancer Institute
			 Expansion Act</quote> and dated July 17, 2006.</text>
			</paragraph><paragraph id="HDC34991BE6E445E8964B630260E743BC"><enum>(5)</enum><header>Secretary</header><text>The
			 term <term>Secretary</term> means the Secretary of the Interior, acting through
			 the Director of the Bureau of Land Management.</text>
			</paragraph><paragraph id="HA25FE0B796E040BDAB59382BD3DF285C"><enum>(6)</enum><header>Water
			 district</header><text>The term <term>Water District</term> means the Las Vegas
			 Valley Water District.</text>
			</paragraph></section><section id="H68302E9555E541DF8670F0ED175B1CA2"><enum>3.</enum><header>Land
			 Conveyance</header>
			<subsection id="HFDDF9CC2BBF74E7EAA8F9429D7564E49"><enum>(a)</enum><header>Survey and Legal
			 description</header><text>The City shall prepare a survey and legal description
			 of the Alta-Hualapai Site. The survey shall conform to the Bureau of Land
			 Management cadastral survey standards and be subject to approval by the
			 Secretary.</text>
			</subsection><subsection id="H6FCC9C00943D427498939377E94ECE00"><enum>(b)</enum><header>Acceptance</header><text>The
			 Secretary may accept the relinquishment by the City of all or part of the
			 Alta-Hualapai Site.</text>
			</subsection><subsection id="H05D88AFEE2E74ECBBE9EC589513E60A6"><enum>(c)</enum><header>Conveyance for
			 use as nonprofit cancer institute</header><text>After relinquishment of all or
			 part of the Alta-Hualapai Site to the Secretary, and not later than 180 days
			 after request of the Institute, the Secretary shall convey to the Institute,
			 subject to valid existing rights, the portion of the Alta-Hualapai Site that is
			 necessary for the development of a nonprofit cancer institute.</text>
			</subsection><subsection id="H92FB5063AB854DD8B179D908B0AFD706"><enum>(d)</enum><header>Additional
			 conveyances</header><text>Not later than 180 days after a request from the
			 City, the Secretary shall convey to the City, subject to valid existing rights,
			 any remaining portion of the Alta-Hualapai Site necessary for ancillary medical
			 or nonprofit use compatible with the mission of the Institute.</text>
			</subsection><subsection id="HBA5DD7BF222A4E9CB6008B34C7F33888"><enum>(e)</enum><header>Applicable
			 law</header><text display-inline="yes-display-inline">Any conveyance by the
			 City of any portion of the land received under this Act shall be for no less
			 than fair market value and the proceeds shall be distributed in accordance with
			 section 4(e)(1) of <external-xref legal-doc="public-law" parsable-cite="pl/105/263">Public Law 105–263</external-xref> (112 Stat. 2345).</text>
			</subsection><subsection id="H4FB42EC92E854B6E8E1145CDD969254B"><enum>(f)</enum><header>Transaction
			 Costs</header><text display-inline="yes-display-inline">All land conveyed by
			 the Secretary under this Act shall be at no cost, except that the Secretary may
			 require the recipient to bear any costs associated with transfer of title or
			 any necessary land surveys.</text>
			</subsection><subsection id="HC6952DA8B93A4518A247BA697D03C3DD"><enum>(g)</enum><header>Report</header><text display-inline="yes-display-inline">Not later than 180 days after the date of
			 the enactment of this Act, the Secretary shall submit to the Committee on
			 Natural Resources of the House of Representatives and the Committee on Energy
			 and Natural Resources of the Senate a report on all transactions conducted
			 under <external-xref legal-doc="public-law" parsable-cite="pl/105/263">Public Law 105–263</external-xref> (112 Stat. 2345).</text>
			</subsection></section><section id="H231EDC36ECD04FD8AE00788CF5003E48"><enum>4.</enum><header>Rights-of-way</header><text display-inline="no-display-inline">Consistent with the Federal Land Policy and
			 Management Act of 1976 (<external-xref legal-doc="usc" parsable-cite="usc/43/1701">43 U.S.C. 1701</external-xref>), the Secretary may grant rights-of-way
			 to the Water District on a portion of the Alta-Hualapai Site for a flood
			 control project and a water pumping facility.</text>
		</section><section id="HDF9BD6B1E9154B74A840B93DA2E9F7D1"><enum>5.</enum><header>Reversion</header><text display-inline="no-display-inline">Any property conveyed pursuant to this Act
			 which ceases to be used for the purposes specified in this Act shall, at the
			 discretion of the Secretary, revert to the United States, along with any
			 improvements thereon or thereto.</text>
