		<official-title>To amend the Small Business Act to authorize the
		  Administrator of the Small Business Administration to award contracts to small
		  business concerns owned and controlled by service-disabled veterans under the
		  section 8(a) program.</official-title>

		<section id="H3488E10FFCC740428BF00742FD2BBA7" section-type="section-one"><enum>1.</enum><header>Short title</header><text display-inline="no-display-inline">This Act may be cited as the
			 <quote><short-title>Service-Disabled Veteran-Owned Small
			 Business Equity Act of 2007</short-title></quote>.</text>
		</section><section id="H349A751F11BF4222B4EFAAA43F592DBD"><enum>2.</enum><header>Authority to
			 award contracts under 8<enum-in-header>(a)</enum-in-header> program to small
			 business concerns owned and controlled by service-disabled
			 veterans</header><text display-inline="no-display-inline">Section 8 of the
			 Small Business Act (<external-xref legal-doc="usc" parsable-cite="usc/15/637">15 U.S.C. 637</external-xref>) is amended by adding at the end the
			 following new subsection:</text>
			<quoted-block display-inline="no-display-inline" id="HDE56119D355545A186A1479BD0FA5E50" style="OLC">
				<subsection id="H2DBDF931631F4803B2EF7B4514B3F3C"><enum>(o)</enum><header>Small business
				concerns owned and controlled by service-disabled veterans</header>
					<paragraph display-inline="no-display-inline" id="H5F44BF67E6C945459441AC70CD767005"><enum>(1)</enum><header>Award of
				contracts</header><text>The Administrator may award a contract under subsection
				(a) to a small business concern owned and controlled by service-disabled
				veterans on the same basis as a contract awarded under that subsection to a
				socially and economically disadvantaged small business concern.</text>
					</paragraph><paragraph display-inline="no-display-inline" id="H3E4FDB0FE9324273AFE99F00847230"><enum>(2)</enum><header>Annual
				certification required</header><text display-inline="yes-display-inline">The
				Administrator shall require each small business concern owned and controlled by
				service-disabled veterans that is a Program Participant under section 7(j)(15)
				or that is awarded a contract under subsection (a) to certify, on an annual
				basis, that such concern is a small business concern owned and controlled by
				service-disabled veterans within the meaning of section 3(q).</text>
					</paragraph><paragraph display-inline="no-display-inline" id="H6547BF6AA37E49978F15C300BAFCE7E2"><enum>(3)</enum><header>Disadvantaged
				owner</header><text>For purposes of this section, in the case of a small
				business concern owned and controlled by service-disabled veterans, the term
				<quote>disadvantaged owner</quote> means an owner who is a service-disabled
				veteran.</text>
