		  to exclude solid waste disposal from the jurisdiction of the Surface

		<section id="H55671D864E1243DBA712071D2D5BA5FB" section-type="section-one"><enum>1.</enum><header>Short title</header><text display-inline="no-display-inline">This Act may be cited as the
			 <quote><short-title>Clean Railroads Act of
			 2007</short-title></quote>.</text>
		</section><section id="H319203C5BE094020ADF43C818D7F2FC8" section-type="subsequent-section"><enum>2.</enum><header>Amendments to exclude
			 solid waste facilities from the jurisdiction of the Board</header><text display-inline="no-display-inline"><external-xref legal-doc="usc" parsable-cite="usc/49/10501">Section 10501</external-xref> of title 49, United States
			 Code, is amended—</text>
			<paragraph id="H7C26B28F698047778062272C59BF1978"><enum>(1)</enum><text>by striking
			 <quote>facilities,</quote> in subsection (b)(2) and inserting <quote>facilities
			 (except solid waste management facilities (as defined in section 1004 of the
			 Solid Waste Disposal Act (<external-xref legal-doc="usc" parsable-cite="usc/42/6903">42 U.S.C. 6903</external-xref>))),</quote>; and</text>
			</paragraph><paragraph id="H2FD9758E4C4D43ECB5CA8201CEFBE85"><enum>(2)</enum><text>by
			 striking <quote>over mass transportation provided by a local governmental
			 authority.</quote> in subsection (c)(2) and
			 inserting</text>
				<quoted-block display-inline="yes-display-inline" id="H7EDAF2114C7A4C879CC902E3495EADF" style="OLC">
					<text>over—</text><subparagraph id="H0362B940A28647BE96C757F89B7CE244"><enum>(A)</enum><text>mass
				transportation provided by a local governmental authority; or</text>
					</subparagraph><subparagraph id="H0C5B1548C807441BACD72BAA24003B97"><enum>(B)</enum><text>the processing or
				sorting of solid
				waste.</text>
